Abstract: Dubai and the UAE governments have been investing in technology and digital communication for a long time. These governments are pioneers in introducing innovative strategies, policies and projects. They are also recognized worldwide for defining and implementing long term public programs. In terms of eGovernment Dubai and the UAE rank among the world’s most advanced. Both governments have surprised the world a few years ago by creating a Happiness Ministry. This paper focuses on UAE’s government digital strategies and its approach to the next era. The main goal of this exploratory study is to understand the new era of eGovernment and transfer of the happiness and wellness programs. Data were collected from the corpus latente and analysis was anchored in qualitative methodology using content analysis and observation as analysis techniques. The study allowed to highlight that the 2020 government reshuffle has a strong focus on digital reorganisation and digital sustainability, one of the newest trends in sustainability. Regarding happiness and wellbeing portfolio, we were able to observe that there has been a major change within the government organisation: The Ministry of Happiness was extinct and the Ministry of Community Development will manage the so-called ‘Happiness Portfolio’. Additionally, our observation allowed to note the government dual approach to governance: one through digital transformation, thus enhancing the digital sustainability process and, the second one trough government development.
Abstract: This work is a parametric study combining simple and well known optical theories. These simple theories are arranged to form part of one answer to the question: “Can a semi-transparent Thermo-Photo-Voltaic (TPV) emitter have an optical extinction spectrum so much greater than its optical absorption spectrum that it becomes its own band-pass pre-filter, and if so, how well might it be expected to suppress light of undesired wavelengths?” In the report, hypothetical materials and operating temperatures will be used for comparative analyses only. Thermal emission properties of these hypothetical materials were created using two openly available FORTRAN programs. Results indicate that if using highly transparent materials it may be possible to create a thermal emitter that is its own band-pass pre-filter.
Abstract: In this paper, we demonstrate basic all-optical functions for 2R regeneration (Re-amplification and Re-shaping) based on self-similar spectral broadening in low normal dispersion and highly nonlinear fiber (ND-HNLF) to regenerate the signal through optical filtering including the transfer function characteristics, and output extinction ratio. Our approach of all-optical 2R regeneration is based on those of Mamyshev. The numerical study reveals the self-similar spectral broadening very effective for 2R all-optical regeneration; the proposed design presents high stability compared to a conventional regenerator using SPM broadening with reduction of the intensity fluctuations and improvement of the extinction ratio.
Abstract: Leaf Life Span (LLS) is used to classify trees into two main groups: evergreen and deciduous species. It varies according to the forms of life between taxonomic groups. Co-occurrence of deciduous and evergreen oaks is common in some Mediterranean type climate areas. Nevertheless, in the Tunisian forests, there is no enough information about the functional inter-specific diversity among oak species, especially in the mixed stand marked by the simultaneous presence of Q. suber L., Q. canariensis Willd. and their hybrid (Q. afares), the latter being an endemic oak species threatened with extinction. This study has been conducted to estimate the LLS, the relative growth rate, and the count of different growth flushes of samplings in semi-controlled conditions. Our study took 17 months, with an observation's interval of 4 weeks. The aim is to characterize and compare the hybrid species to the parental ones. Differences were observed among species, both for phenology and growth. Indeed, Q. suber saplings reached higher total height and number of growth flushes then Q. canariensis, while Q. afares showed much less growth flushes than the parental species. The LLS of parental species has exceeded the duration of the experiment, but their hybrid lost all leaves on all cohorts. The short LLSs of hybrid species are in accordance with this phenology in the field, but for Q. canariensis there was a contrast with observations in the field where phenology is strictly annual. This study allowed us to differentiate the hybrid from both parental species.
Abstract: Traditional art is one of Nigerian cultural heritage. It is an excellent instrument for documentation and identification. Antiquities are priceless and irreplaceable. They are basically preserved for future generations. Sadly, preserving these highly prized cultural heritage is becoming a serious challenge. This paper examines the extent modernization has affected the preservation of traditional art in Nigeria. Particularly hit is the antiquities and traditional murals of eastern part of Nigeria. Participatory visual methods were used for this study. Efforts were made to reach the few surviving and aged mural artists. Oral information was collected from them as well as first hand drawings and some photographs of their works. Findings indicate that modernization has seriously affected the preservation of Nigerian artistic heritage. Further findings show that traditional mural artists are gradually dwindling and dangerously going into extinct. Antiquities are indiscriminately destroyed due to sheer ignorance and the blind quest to fit into the so called modern world.

Abstract: In this work, the effect of the magnetron sputtering system parameters on the optical properties of the Mn doped GeTe were investigated. The optical properties of the Ge1-xMnxTe thin films with different thicknesses are determined by analyzing the transmittance and reflectance data. The energy band gaps of the amorphous Mn-doped GeTe thin films with different thicknesses were calculated. The obtained results demonstrated that the energy band gap values of the amorphous films are quite different and they are dependent on the films thicknesses. The extinction coefficients of amorphous Mn-doped GeTe thin films as function of wavelength for different thicknesses were measured. The results showed that the extinction coefficients of all films are varying inversely with their optical transmission. Moreover, the results emphasis that, not only the microstructure, electrical and magnetic properties of Mn doped GeTe thin films vary with the films thicknesses but also the optical properties differ with the film thickness.
Abstract: The objective of this research work is to investigate
for one dimensional transient radiative transfer equations with
conduction using finite volume method. Within the infrastructure of
finite-volume, we obtain the conservative discretization of the terms
in order to preserve the overall conservative property of finitevolume
schemes. Coupling of conductive and radiative equation
resulting in fluxes is governed by the magnitude of emissivity,
extinction coefficient, and temperature of the medium as well as
geometry of the problem.
The problem under consideration has been solved, for a slab
dominating radiation coupled with transient conduction based on
finite volume method. The boundary conditions are also chosen so as
to give a good model of the discretized form of radiation transfer
equation. The important feature of the present method is flexibility in
specifying the control angles in the FVM, while keeping the
simplicity in the solution procedure.
Effects of various model parameters are examined on the
distributions of temperature, radiative and conductive heat fluxes and
incident radiation energy etc. The finite volume method is considered
to effectively evaluate the propagation of radiation intensity through
a participating medium.
Abstract: The first pn-type carrier-induced silicon Bragg-grating filter is demonstrated. The extinction-ratio modulations are 11.5 dB and 10 dB with reverse and forward biases, respectively. 8-Gpbs data rate is achieved with a reverse bias.
Abstract: In this paper, we have compared and analyzed the
electroabsorption properties between with and without excitonic
effect bulk in high purity GaAs spatial light modulator for optical
fiber communication network. The eletroabsorption properties such
as absorption spectra, change in absorption spectra, change in
refractive index and extinction ration has been calculated. We have
also compared the result of absorption spectra and change in
absorption spectra with the experimental results and found close
agreement with experimental results.
Abstract: Hydrogenated amorphous carbon (a-C:H) films have
been synthesized by a radio frequency plasma enhanced chemical
vapor deposition (rf-PECVD) technique with different bias voltage
from 0.0 to -0.5 kV. The Raman spectra displayed the polymer-like
hydrogenated amorphous carbon (PLCH) film with 0.0 to -0.1 and
a-C:H films with -0.2 to -0.5 kV of bias voltages. The surface chemical
information of all films were studied by X-ray photoelectron
spectroscopy (XPS) technique, presented to C-C (sp2 and sp3) and C-O
bonds, and relative carbon (C) and oxygen (O) atomics contents. The
O contamination had affected on structure and optical properties. The
true density of PLCH and a-C:H films were characterized by X-ray
refractivity (XRR) method, showed the result as in the range of
1.16-1.73 g/cm3 that depending on an increasing of bias voltage. The
hardness was proportional to the true density of films. In addition, the
optical properties i.e. refractive index (n) and extinction coefficient (k)
of these films were determined by a spectroscopic ellipsometry (SE)
method that give formation to in 1.62-2.10 (n) and 0.04-0.15 (k)
respectively. These results indicated that the optical properties
confirmed the Raman results as presenting the structure changed with
applied bias voltage increased.
Abstract: In terms of ecology forecast effects of desertification, the purpose of this study is to develop a predictive model of growth and adaptation of species in arid environment and bioclimatic conditions. The impact of climate change and the desertification phenomena is the result of combined effects in magnitude and frequency of these phenomena. Like the data involved in the phytopathogenic process and bacteria growth in arid soil occur in an uncertain environment because of their complexity, it becomes necessary to have a suitable methodology for the analysis of these variables. The basic principles of fuzzy logic those are perfectly suited to this process. As input variables, we consider the physical parameters, soil type, bacteria nature, and plant species concerned. The result output variable is the adaptability of the species expressed by the growth rate or extinction. As a conclusion, we prevent the possible strategies for adaptation, with or without shifting areas of plantation and nature adequate vegetation.
Abstract: In this paper, a stochastic predator-prey system with Bedding-DeAngelis functional response is studied. By constructing a suitable Lyapunov founction, sufficient conditions for species to be stochastically permanent is established. Meanwhile, we show that the species will become extinct with probability one if the noise is sufficiently large.
Abstract: Rapid population growth in urban areas and extinction danger of natural resources in order to meet the food needs of these population, has revealed the need for sustainability. It did not last long that city planners realized the importance of an equal access to natural resources with protecting and managing them in cities, in accordance with the concept of sustainable development. Like in other countries The Turkish Government is aware of the importance of the sustainable development in their cities. The government issued new laws for protection of environmental assets and so that the preservation of natural ecology. The main objective of this article is to emphasis the importance of the sustainable development in the context of the developing world by giving special information about the method of the Turkish Government for protecting nature with approval of difference laws in this area.
Abstract: Recently, a growing interest has emerged on the development of new and efficient energy sources, due to the inevitable extinction of the nonrenewable energy reserves. One of these alternative sources which have a great potential and sustainability to meet up the energy demand is biomass energy. This significant energy source can be utilized with various energy conversion technologies, one of which is biomass gasification in supercritical water.
Water, being the most important solvent in nature, has very important characteristics as a reaction solvent under supercritical circumstances. At temperatures above its critical point (374.8oC and 22.1MPa), water becomes more acidic and its diffusivity increases. Working with water at high temperatures increases the thermal reaction rate, which in consequence leads to a better dissolving of the organic matters and a fast reaction with oxygen. Hence, supercritical water offers a control mechanism depending on solubility, excellent transport properties based on its high diffusion ability and new reaction possibilities for hydrolysis or oxidation.
In this study the gasification of a real biomass, namely olive mill wastewater (OMW), in supercritical water conditions is investigated with the use of Ru/Al2O3 catalyst. OMW is a by-product obtained during olive oil production, which has a complex nature characterized by a high content of organic compounds and polyphenols. These properties impose OMW a significant pollution potential, but at the same time, the high content of organics makes OMW a desirable biomass candidate for energy production.
The catalytic gasification experiments were made with five different reaction temperatures (400, 450, 500, 550 and 600°C) and five reaction times (30, 60, 90, 120 and 150s), under a constant pressure of 25MPa. Through these experiments, the effects of reaction temperature and time on the gasification yield, gaseous product composition and OMW treatment efficiency were investigated.
Abstract: We have investigated statistical properties of the defect turbulence in 1D CGLE wherein many body interaction is involved between local depressing wave (LDW) and local standing wave (LSW). It is shown that the counting number fluctuation of LDW is subject to the sub-Poisson statistics (SUBP). The physical origin of the SUBP can be ascribed to pair extinction of LDWs based on the master equation approach. It is also shown that the probability density function (pdf) of inter-LDW distance can be identified by the hyper gamma distribution. Assuming a superstatistics of the exponential distribution (Poisson configuration), a plausible explanation is given. It is shown further that the pdf of amplitude of LDW has a fattail. The underlying mechanism of its fluctuation is examined by introducing a generalized fractional Poisson configuration.
Abstract: Integrins are a large family of multidomain α/β cell
signaling receptors. Some integrins contain an additional inserted I
domain, whose earliest expression appears to be with the chordates,
since they are observed in the urochordates Ciona intestinalis (vase
tunicate) and Halocynthia roretzi (sea pineapple), but not in integrins
of earlier diverging species. The domain-s presence is viewed as a
hallmark of integrins of higher metazoans, however in vertebrates,
there are clearly three structurally-different classes: integrins without
I domains, and two groups of integrins with I domains but separable
by the presence or absence of an additional αC helix. For example,
the αI domains in collagen-binding integrins from Osteichthyes
(bony fish) and all higher vertebrates contain the specific αC helix,
whereas the αI domains in non-collagen binding integrins from
vertebrates and the αI domains from earlier diverging urochordate
integrins, i.e. tunicates, do not. Unfortunately, within the early
chordates, there is an evolutionary gap due to extinctions between the
tunicates and cartilaginous fish. This, coupled with a knowledge gap
due to the lack of complete genomic data from surviving species,
means that the origin of collagen-binding αC-containing αI domains
remains unknown. Here, we analyzed two available genomes from
Callorhinchus milii (ghost shark/elephant shark; Chondrichthyes –
cartilaginous fish) and Petromyzon marinus (sea lamprey;
Agnathostomata), and several available Expression Sequence Tags
from two Chondrichthyes species: Raja erinacea (little skate) and
Squalus acanthias (dogfish shark); and Eptatretus burgeri (inshore
hagfish; Agnathostomata), which evolutionary reside between the
urochordates and osteichthyes. In P. marinus, we observed several
fragments coding for the αC-containing αI domain, allowing us to
shed more light on the evolution of the collagen-binding integrins.
Abstract: Partial Discharge measurement is a very important
means of assessing the integrity of insulation systems in a High
Voltage apparatus. In compressed gas insulation systems, floating
particles can initiate partial discharge activities which adversely
affect the working of insulation. Partial Discharges below the
inception voltage also plays a crucial in damaging the integrity of
insulation over a period of time. This paper discusses the effect of
loose and fixed Copper and Nichrome wire particles on the PD
characteristics in SF6-N2 (10:90) gas mixtures at a pressure of
0.4MPa. The Partial Discharge statistical parameters and their
correlation to the observed results are discussed.
Abstract: Electronic Systems are the core of everyday lives.
They form an integral part in financial networks, mass transit,
telephone systems, power plants and personal computers. Electronic
systems are increasingly based on complex VLSI (Very Large Scale
Integration) integrated circuits. Initial electronic design automation is
concerned with the design and production of VLSI systems. The next
important step in creating a VLSI circuit is Physical Design. The
input to the physical design is a logical representation of the system
under design. The output of this step is the layout of a physical
package that optimally or near optimally realizes the logical
representation. Physical design problems are combinatorial in nature
and of large problem sizes. Darwin observed that, as variations are
introduced into a population with each new generation, the less-fit
individuals tend to extinct in the competition of basic necessities.
This survival of fittest principle leads to evolution in species. The
objective of the Genetic Algorithms (GA) is to find an optimal
solution to a problem .Since GA-s are heuristic procedures that can
function as optimizers, they are not guaranteed to find the optimum,
but are able to find acceptable solutions for a wide range of

Abstract: With China's urbanization continuing to accelerate, a amount of rural people flood into China's cities in recent years, and the issue of agriculture, rural areas and farmers is getting more and more serious. In 2005, the Chinese government put forward a plan for “the construction of new rural village", in order to coordinate the development of both urban and rural areas. The planning method of rural region differs sharply from that of urban areas, as same as village social structure and habits of farmer-s life, so the studies which can consider the special needs of village construction in China are absolutely essential. This paper expresses explore current situation and problems existing in the construction of China-s new rural village, such as bigger gap between urban and rural areas, excessive new construction projects, extinct traditional village style and so on. It tries to analyze the deep reason of the present situation of the village from law system, industrial structure, financial sources and planning method. Then it also provides a guide for developing policies and procedures promoting the development of china-s rural areas.
