Abstract: In reference to the legal state in the Thai legal system,
most people understand the minor principles of the legal state form,
which are the principles that can be explained and understood easily
and the results can be seen clearly, especially in the legitimacy of
administrative acts. Therefore, there is no awareness of justice, which
is the fundamental value of Thai law. The legitimacy of administrative
acts requires the administration to adhere to the constitution and
legislative laws in enforcement of the laws. If it appears that the
administrative acts are illegitimate, the administrative court, as the
court of justice, will revoke those acts as if they had never been set in
the legal system, this will affect people’s trust as they are unaware as
to whether the administrative acts that appoint their lives are
legitimate or not. Regarding the revocation of administrative orders
by the administrative court as if those orders had never existed, the
common individual surely cannot be expected to comprehend the
security of their juristic position. Therefore, the legal state does not
require a revocation of the government’s acts to terminate its legal
results merely because those acts are illegitimate, but there should be
considerations and realizations regarding the “The Principle of the
Protection of Legitimate Expectation,” which is a minor principle in
the legal state’s content that focuses on supporting and protecting
legitimate expectations of the juristic position of an individual and
maintaining justice, which is the fundamental value of Thai law.
Abstract: Cement concrete is a complex mixture of different
materials. Behaviour of concrete depends on its mix proportions and
constituents when it is subjected to elevated temperatures. Principal
effects due to elevated temperatures are loss in compressive strength,
loss in weight or mass, change in colour and spall of concrete. The
experimental results of normal concrete and high strength concrete
subjected elevated temperatures at 200°C, 400°C, 600°C, and 800°C
and different cooling regimes viz. air cooling, water quenching on
different grade of concrete are reported in this paper.
Abstract: IEEE 802.16 (WiMAX) aims to present high speed
wireless access to cover wide range coverage. The base station (BS)
and the subscriber station (SS) are the main parts of WiMAX.
WiMAX uses either Point-to-Multipoint (PMP) or mesh topologies.
In the PMP mode, the SSs connect to the BS to gain access to the
network. However, in the mesh mode, the SSs connect to each other
to gain access to the BS.
The main components of QoS management in the 802.16 standard
are the admission control, buffer management and packet scheduling.
In this paper, we use QualNet 5.0.2 to study the performance of
different scheduling schemes, such as WFQ, SCFQ, RR and SP when
the numbers of SSs increase. We find that when the number of SSs
increases, the average jitter and average end-to-end delay is increased
and the throughput is reduced.
Abstract: It is likely that robots will cross the boundaries of
industry into households over the next decades. With demographic
challenges worldwide, the future ageing populations will require the
introduction of assistive technologies capable of providing, care,
human dignity and quality of life through the aging process. Robotics
technology has a high potential for being used in the areas of social
and healthcare by promoting a wide range of activities such as
entertainment, companionship, supervision or cognitive and physical
assistance. However such close Human Robotics Interaction (HRI)
encompass a rich set of ethical scenarios that need to be addressed
before Socially Assistive Robots (SARs) reach the global markets.
Such interactions with robots may seem a worthy goal for many
technical/financial reasons but inevitably require close attention to
the ethical dimensions of such interactions. This article investigates
the current HRI benchmark of social success. It revises it according
to the ethical principles of beneficence, non-maleficence and justice
aligned with social care ethos. An extension of such benchmark is
proposed based on an empirical study of HRIs conducted with elderly
groups.
Abstract: Fluid viscous damping systems are well suited for
many air vehicles subjected to shock and vibration. These damping
system work with the principle of viscous fluid throttling through the
orifice to create huge pressure difference between compression and
rebound chamber and obtain the required damping force. One
application of such systems is its use in aircraft door system to
counteract the door’s velocity and safely stop it. In exigency
situations like crash or emergency landing where the door doesn’t
open easily, possibly due to unusually tilting of fuselage or some
obstacles or intrusion of debris obstruction to move the parts of the
door, such system can be combined with other systems to provide
needed force to forcefully open the door and also securely stop it
simultaneously within the required time i.e. less than 8 seconds. In
the present study, a hydraulic system called snubber along with other
systems like actuator, gas bottle assembly which together known as
emergency power assist system (EPAS) is designed, built and
experimentally studied to check the magnitude of angular velocity,
damping force and time required to effectively open the door.
Whenever needed, the gas pressure from the bottle is released to
actuate the actuator and at the same time pull the snubber’s piston to
operate the emergency opening of the door. Such EPAS installed in
the suspension arm of the aircraft door is studied explicitly changing
parameters like orifice size, oil level, oil viscosity and bypass valve
gap and its spring of the snubber at varying temperature to generate
the optimum design case. Comparative analysis of the EPAS at
several cases is done and conclusions are made. It is found that
during emergency condition, the system opening time and angular
velocity, when snubber with 0.3mm piston and shaft orifice and
bypass valve gap of 0.5 mm with its original spring is used, shows
significant improvement over the old ones.
Abstract: Precise capture of plantar 3D surface of the foot at the
loading gait phases on rigid substrates was found to be valuable for
the assessment of the physiology, health and problems of the feet.
Photogrammetry, a precision 3D spatial data capture technique is
suitable for this type of dynamic application. In this research, the
technique is utilised to study the plantar deformation as a result of
having a strip of kinesiology tape on the plantar surface during the
loading phase of gait. For this pilot study, one healthy adult male
subject was recruited under the University’s human research ethics
guidelines for this preliminary study. The 3D plantar deformation
data with and without applying the tape were analysed. The results
and analyses are presented together with detailed findings.
Abstract: Effect of biopesticide from wood vinegar and
extracted substances from 3 medicinal plants such as: non taai yak
(Stemona tuberosa Lour), boraphet (Tinospora crispa Mier) and
derris (Derris elliptica Roxb) were tested on the age five years of
pomelo. The selected pomelo was carried out for insects’ pest control
and its quality. The experimental site was located at farmer’s orchard
in Phichit Province, Thailand. This study was undertaken during the
drought season (December to March). The extracted from plants and
wood vinegar were evaluated in 6 treatments: 1) water as control; 2)
wood vinegar; 3) S. tuberosa Lour; 4) T. crispa Mier; 5) D. elliptica
Roxb; 6) mixed (wood vinegar + S. tuberosa Lour + T. crispa Mier +
D. elliptica Roxb). The experiment was RCB with 6 treatments and 3
replications per treatment. The results showed that T. crispa Mier was
the highest effectiveness for reduction population of thrips
(Scirtothrips dorsalis Hood) and citrus leaf miner (Phyllocnistis
citrella Stainton) at 14.10 and 15.37 respectively, followed by
treatment of mixed, D. elliptica Roxb, S. tuberosa Lour and wood
vinegar with significance different. Additionally, T. crispa Mier
promoted the high quality of harvested pomelo in term of thickness
of skin at 12.45 mm and S. tuberosa Lour gave the high quality of the
pomelo in term of firmness (276.5 kg/cm2) and brix (11.0%).
Abstract: The paper deals with the problems of the actual
behavior, failure mechanism and load-carrying capacity of the special
bolt connection developed and intended for the assembly connections
of truss main girders of perspective railway temporary steel bridges.
Within the framework of this problem solution, several types of
structural details of assembly joints have been considered as the
conceptual structural design. Based on the preliminary evaluation of
advantages or disadvantages of these ones, in principle two basic
structural configurations – so-called “tooth” and “splice-plate”
connections have been selected for the subsequent detailed
investigation. This investigation is mainly based on the experimental
verification of the actual behavior, strain and failure mechanism and
corresponding strength of the connection, and on its numerical
modeling using FEM. This paper is focused only on the cyclic
loading (fatigue) tests results of “splice-plate” connections and their
evaluation, which have already been finished. Simultaneously with
the fatigue tests, the static loading tests have been realized too, but
these ones, as well as FEM numerical modeling, are not the subject of
this paper.
Abstract: This research was conducted in the Mae Sot
Watershed where located in the Moei River Basin at the Upper
Salween River Basin in Tak Province, Thailand. The Mae Sot
Municipality is the largest urban area in Tak Province and situated in
the midstream of the Mae Sot Watershed. It usually faces flash flood
problem after heavy rain due to poor flood management has been
reported since economic rapidly bloom up in recent years. Its
catchment can be classified as ungauged basin with lack of rainfall
data and no any stream gaging station was reported. It was attached
by most severely flood events in 2013 as the worst studied case for
all those communities in this municipality. Moreover, other problems
are also faced in this watershed, such shortage water supply for
domestic consumption and agriculture utilizations including a
deterioration of water quality and landslide as well. The research
aimed to increase capability building and strengthening the
participation of those local community leaders and related agencies to
conduct better water management in urban area was started by mean
of the data collection and illustration of the appropriated application
of some short period rainfall forecasting model as they aim for better
flood relief plan and management through the hydrologic model
system and river analysis system programs. The authors intended to
apply the global rainfall data via the integrated data viewer (IDV)
program from the Unidata with the aim for rainfall forecasting in a
short period of 7-10 days in advance during rainy season instead of
real time record. The IDV product can be present in an advance
period of rainfall with time step of 3-6 hours was introduced to the
communities. The result can be used as input data to the hydrologic
modeling system model (HEC-HMS) for synthesizing flood
hydrographs and use for flood forecasting as well. The authors
applied the river analysis system model (HEC-RAS) to present flood
flow behaviors in the reach of the Mae Sot stream via the downtown
of the Mae Sot City as flood extents as the water surface level at
every cross-sectional profiles of the stream. Both models of HMS and
RAS were tested in 2013 with observed rainfall and inflow-outflow
data from the Mae Sot Dam. The result of HMS showed fit to the
observed data at the dam and applied at upstream boundary discharge
to RAS in order to simulate flood extents and tested in the field, and
the result found satisfying. The product of rainfall from IDV was fair
while compared with observed data. However, it is an appropriate
tool to use in the ungauged catchment to use with flood hydrograph
and river analysis models for future efficient flood relief plan and
management.
Abstract: This article discusses issues related to the System of
Innovation: Comparing economies of Brazil and South Africa.
Having as this study aimed at comparing the Innovation System of
the countries mentioned. Then briefly describe the process of Venture
Capital and present the industry innovation in Brazil and South
Africa. The methodological approach described in this article is
descriptive and the approach is qualitative, taking as a basis
secondary data relating to research articles. The main results are
related to the different forms of financing of Venture Capital used by
countries compared, in addition to the training and economic policy.
And finally, it was highlighted the importance of implementation of
policy reforms for the Brazil and Africa in the innovation process.
Abstract: The effects of basil and/or chamomile seed
supplementation on the growth of Hubbard broiler chicks were
evaluated. The antioxidant effects of these supplements were also
assessed. 120 1-day-old broiler chicks were randomly divided into
four equal groups. The control group (group 1) was fed a basal diet
(BD) without supplementation. Groups 2, 3, and 4 were fed the BD
supplemented with 10g basil, 10g chamomile, and 5g basil plus 5g
chamomile per kg of food, respectively. Basil supplementation alone
or in combination with chamomile non-significantly (P≥0.05)
increased final body weight (3.2% and 0.3%, respectively) and
weight gain (3.5% and 3.6%, respectively) over the experimental
period. Chamomile supplementation alone non-significantly (P≥0.05)
reduced final body weight and weight gain over the experimental
period by 1.7% and 1.7%, respectively. In comparison to the control
group, herbal seed supplementation reduced feed intake and
improved the feed conversion and protein efficiency ratios. In
general, basil seed supplementation stimulated chicken growth and
improved the feed efficiency more effectively than chamomile seed
supplementation. The antioxidant activities of basil and/or chamomile
supplementation were examined in the thymus, bursa, and spleen. In

Abstract: The objective of this study was to assess whether
living in proximity to a roofing fiber cement factory in southern
Thailand was associated with physical, mental, social, and spiritual
health domains measured in a self-reported health risk assessment
(HRA) questionnaire. A cross-sectional study was conducted among
community members divided into two groups: near population (living
within 0-2km of factory) and far population (living within 2-5km of
factory) (N=198). A greater proportion of those living far from the
factory (65.34%) reported physical health problems than the near
group (51.04%) (p =0.032). This study has demonstrated that the near
population group had higher proportion of participants with positive
ratings on mental assessment (30.34%) and social health impacts
(28.42%) than far population group (10.59% and 16.67%,

Abstract: This paper presents two types of microstrip bandpass
filter (BPF) at microwave frequencies. The first one is a tunable BPF
using planar patch resonators based on a varactor diode. The filter is
formed by a triple mode circular patch resonator with two pairs of
slots, in which the varactor diodes are connected. Indeed, this filter is
initially centered at 2.4 GHz; the center frequency of the tunable
patch filter could be tuned up to 1.8 GHz simultaneously with the
bandwidth, reaching high tuning ranges. Lossless simulations were
compared to those considering the substrate dielectric, conductor
losses and the equivalent electrical circuit model of the tuning
element in order to assess their effects. Within these variations,
simulation results showed insertion loss better than 2 dB and return
loss better than 10 dB over the passband. The second structure is a
BPF for ultra-wideband (UWB) applications based on multiple-mode
resonator (MMR) and rectangular-shaped defected ground structure
(DGS). This filter, which is compact size of 25.2 x 3.8 mm2, provides
in the pass band an insertion loss of 0.57 dB and a return loss greater
than 12 dB. The proposed filters presents good performances and the
simulation results are in satisfactory agreement with the
experimentation ones reported elsewhere.
Abstract: This study investigates the cleaning performance of
high intensity 360 kHz frequency on removal of nano-dimensional
and sub-micron particles from various surfaces, uniformity of the
cleaning tank and run to run variation of cleaning process. The
uniformity of the cleaning tank was measured by two different
methods i.e. 1. ppbTM meter and 2. Liquid Particle Counting (LPC)
technique. The result indicates that the energy was distributed more
uniformly throughout the entire cleaning vessel even at the corners
and edges of the tank when megasonic sweeping technology is
applied. The result also shows that rinsing the parts with 360 kHz
frequency at final rinse gives lower particle counts, hence higher
cleaning efficiency as compared to other frequencies. When
megasonic sweeping technology is applied each piezoelectric
transducers will operate at their optimum resonant frequency and
generates stronger acoustic cavitational force and higher acoustic
streaming velocity. These combined forces are helping to enhance the
particle removal and at the same time improve the overall cleaning
performance. The multiple extractions study was also carried out for
various frequencies to measure the cleaning potential and asymptote
value.
Abstract: For centuries humans have used the antimicrobial
properties of copper to their advantage. Yet, after all these years the
underlying mechanisms of copper mediated cell death in various
microbes remain unclear. We had explored the hypothesis that copper
mediated increased levels of lipid peroxidation in the membrane fatty
acids is responsible for increased killing in Escherichia coli. In this
study we show that in both gram positive (Staphylococcus aureus)
and gram negative (Pseudomonas aeruginosa) bacteria there is a
strong correlation between copper mediated cell death and increased
levels of lipid peroxidation. Interestingly, the non-spore forming
gram positive bacteria as well as gram negative bacteria show similar
patterns of cell death, increased levels of lipid peroxidation, as well
as genomic DNA degradation, however there is some difference in
loss in membrane integrity upon exposure to copper alloy surface.
Abstract: Sustainability and eco-friendly requirement of
engineering materials are sort for in recent times, thus giving rise to
the development of bio-composites. However, the natural fibres to
matrix interface interactions remain a key issue in getting the desired
mechanical properties from such composites. Treatment of natural
fibres is essential in improving matrix to filler adhesion, hence
improving its mechanical properties. In this study, investigations
were carried out to determine the effect of sodium hydroxide
treatment on the tensile, flexural, impact and hardness properties of
crushed and uncrushed Luffa cylindrica fibre reinforced recycled low
density polyethylene composites. The LC (Luffa cylindrica) fibres
were treated with 0%, 2%, 4%, 6%, 8% and 10% wt. sodium
hydroxide (NaOH) concentrations for a period of 24 hours under
room temperature conditions. A formulation ratio of 80/20 g (matrix
to reinforcement) was maintained for all developed samples. Analysis
of the results showed that the uncrushed luffa fibre samples gave
better mechanical properties compared with the crushed luffa fibre
samples. The uncrushed luffa fibre composites had a maximum
tensile and flexural strength of 7.65 MPa and 17.08 Mpa respectively
corresponding to a young modulus and flexural modulus of 21.08
MPa and 232.22 MPa for the 8% and 4% wt. NaOH concentration
respectively. Results obtained in the research showed that NaOH
treatment with the 8% NaOH concentration improved the mechanical
properties of the LC fibre reinforced composites when compared with
other NaOH treatment concentration values.
Abstract: Nature is a great source of inspiration for solving
complex problems in networks. It helps to find the optimal solution.
Metaheuristic algorithm is one of the nature-inspired algorithm which
helps in solving routing problem in networks. The dynamic features,
changing of topology frequently and limited bandwidth make the
routing, challenging in MANET. Implementation of appropriate
routing algorithms leads to the efficient transmission of data in
mobile ad hoc networks. The algorithms that are inspired by the
principles of naturally-distributed/collective behavior of social
colonies have shown excellence in dealing with complex
optimization problems. Thus some of the bio-inspired metaheuristic
algorithms help to increase the efficiency of routing in ad hoc
networks. This survey work presents the overview of bio-inspired
metaheuristic algorithms which support the efficiency of routing in
mobile ad hoc networks.
Abstract: The research studies the behaviors based on
sufficiency economy philosophy at individual and community
levelsas well as the satisfaction of the urban community leaders by
collecting data with purposive sampling technique. For in-depth
interviews with 26 urban community leaders, the result shows that
the urban community leaders have good knowledge and
understanding about sufficiency economy philosophy. Especially in
terms of money spending, they must consider the need for living and
be economical. The activities in the community or society should not
take advantage of the others as well as colleagues. At present, most of
the urban community leaders live in sufficient way. They often spend
time with public service, but many families are dealing with debt.
Many communities have some political conflict and high family
allowances because of living in the urban communities with rapid
social and economic changes. However, there are many communities
that leaders have applied their wisdom in development for their
people by gathering and grouping the professionals to form activities
such as making chilli sauce, textile organization, making artificial
flowers to worship the sanctity. The most prominent group is the foot
massage business in Wat Pracha Rabue Tham. This professional
group is supported continuously by the government. One of the
factors in terms of satisfaction used for evaluating community leaders
is the customary administration in brotherly, interdependent way
rather than using the absolute power or controlling power, but using
the roles of leader to perform the activities with their people intently,
determinedly and having public mind for people.
Abstract: This paper describes the tradeoffs and the design from
scratch of a self-contained, easy-to-use health dashboard software
system that provides customizable data tracking for patients in smart
homes. The system is made up of different software modules and
comprises a front-end and a back-end component. Built with HTML,
CSS, and JavaScript, the front-end allows adding users, logging into
the system, selecting metrics, and specifying health goals. The backend
consists of a NoSQL Mongo database, a Python script, and a
SimpleHTTPServer written in Python. The database stores user
profiles and health data in JSON format. The Python script makes use
of the PyMongo driver library to query the database and displays
formatted data as a daily snapshot of user health metrics against
target goals. Any number of standard and custom metrics can be
added to the system, and corresponding health data can be fed
automatically, via sensor APIs or manually, as text or picture data
files. A real-time METAR request API permits correlating weather
data with patient health, and an advanced query system is
implemented to allow trend analysis of selected health metrics over
custom time intervals. Available on the GitHub repository system,
the project is free to use for academic purposes of learning and
experimenting, or practical purposes by building on it.
Abstract: Total hip replacement had been one of the most
successful operations in hip arthritis surgery. The purpose of this
research had been to develop a dynamic hip contact of Thai femoral
bone to analyze the stress distribution on the implant and the strain
distribution on the bone model under daily activities and compared
with the static load simulation. The results showed the different of
maximum von Mises stress 0.14 percent under walking and 0.03
percent under climbing stair condition and the different of equivalent
total strain 0.52 percent under walking and 0.05 percent under
climbing stair condition. The muscular forces should be evaluated
with dynamic condition to reduce the maximum von Mises stress and
equivalent total strain.
