Abstract: The e-government emerging concept transforms the
way in which the citizens are dealing with their governments. Thus,
the citizens can execute the intended services online anytime and
anywhere. This results in great benefits for both the governments
(reduces the number of officers) and the citizens (more flexibility and
time saving). Therefore, building a maturity model to assess the egovernment
portals becomes desired to help in the improvement
process of such portals. This paper aims at proposing an egovernment
maturity model based on the measurement of the best
practices’ presence. The main benefit of such maturity model is to
provide a way to rank an e-government portal based on the used best
practices, and also giving a set of recommendations to go to the
higher stage in the maturity model.
Abstract: Algae-based fuel are considered a promising sources
of clean energy, and because it has many advantages over traditional
biofuel, research and business ventures have driven into developing
and producing Algal-biofuel. But its production stages create a cost
structure that it is not competitive with traditional fuels. Therefore,
cost becomes the main obstacle in commercial production purpose.
However, the present research which aims at using cost structure
model, and designed MS-Dose program, to investigate the a mount of
production cost and determined the parameter had great effect on it,
second to measured the amount of contribution rate of algae in
process the pollution by capturing Co2 from air . The result generated
from the model shows that the production cost of biomass is between
$0.137 /kg for 100 ha and $0.132 /kg for 500 ha which was less than
cost of other studies, while gallon costs between $3.4 - 3.5, more
than traditional sources of oil about $1 ,which regarded as a rate of
contribution of algal in capturing CO2 from air.
Abstract: To investigate the energy performance of solar shading devices, this paper carried out a survey on the current status of solar shading utilization in buildings in Ningbo and performed building simulations to evaluate the energy savings potential by adopting different solar shading devices. Results show that solar shading utilization in this area is not popular and effective, and should be considered firstly in the design stage since the potential for energy savings is up to 6.8% for residential buildings and 9.4% for commercial buildings.
Abstract: Cancers could normally be marked by a number of
differentially expressed genes which show enormous potential as
biomarkers for a certain disease. Recent years, cancer classification
based on the investigation of gene expression profiles derived by
high-throughput microarrays has widely been used. The selection of
discriminative genes is, therefore, an essential preprocess step in
carcinogenesis studies. In this paper, we have proposed a novel gene
selector using information-theoretic measures for biological
discovery. This multivariate filter is a four-stage framework through
the analyses of feature relevance, feature interdependence, feature
redundancy-dependence and subset rankings, and having been
examined on the colon cancer data set. Our experimental result show
that the proposed method outperformed other information theorem
based filters in all aspect of classification errors and classification
performance.
Abstract: Computations with higher than the IEEE 754 standard double-precision (about 16 significant digits) are required recently. Although there are available software routines in Fortran and C for high-precision computation, users are required to implement such routines in their own computers with detailed knowledges about them. We have constructed an user-friendly online system for octupleprecision computation. In our Web system users with no knowledges about high-precision computation can easily perform octupleprecision computations, by choosing mathematical functions with argument(s) inputted, by writing simple mathematical expression(s) or by uploading C program(s). In this paper we enhance the Web system above by adding the facility of uploading Fortran programs, which have been widely used in scientific computing. To this end we construct converter routines in two stages.
Abstract: In this paper we present a method for gene ranking
from DNA microarray data. More precisely, we calculate the correlation
networks, which are unweighted and undirected graphs, from
microarray data of cervical cancer whereas each network represents
a tissue of a certain tumor stage and each node in the network
represents a gene. From these networks we extract one tree for
each gene by a local decomposition of the correlation network. The
interpretation of a tree is that it represents the n-nearest neighbor
genes on the n-th level of a tree, measured by the Dijkstra distance,
and, hence, gives the local embedding of a gene within the correlation
network. For the obtained trees we measure the pairwise similarity
between trees rooted by the same gene from normal to cancerous
tissues. This evaluates the modification of the tree topology due to
progression of the tumor. Finally, we rank the obtained similarity
values from all tissue comparisons and select the top ranked genes.
For these genes the local neighborhood in the correlation networks
changes most between normal and cancerous tissues. As a result
we find that the top ranked genes are candidates suspected to be
involved in tumor growth and, hence, indicates that our method
captures essential information from the underlying DNA microarray
data of cervical cancer.
Abstract: Environmental factors affect agriculture production
productivity and efficiency resulted in changing of profit efficiency.
This paper attempts to estimate the impacts of environmental factors
to profitability of rice farmers in the Red River Delta of Vietnam. The
dataset was extracted from 349 rice farmers using personal
interviews. Both OLS and MLE trans-log profit functions were used
in this study. Five production inputs and four environmental factors
were included in these functions. The estimation of the stochastic
profit frontier with a two-stage approach was used to measure
profitability. The results showed that the profit efficiency was about
75% on the average and environmental factors change profit
efficiency significantly beside farm specific characteristics. Plant
disease, soil fertility, irrigation apply and water pollution were the
four environmental factors cause profit loss in rice production. The
result indicated that farmers should reduce household size, farm
plots, apply row seeding technique and improve environmental
factors to obtain high profit efficiency with special consideration is
given for irrigation water quality improvement.
Abstract: Fuel and oxidant gas delivery plate, or fuel cell
plate, is a key component of a Proton Exchange Membrane (PEM)
fuel cell. To manufacture low-cost and high performance fuel cell
plates, advanced computer modeling and finite element structure
analysis are used as virtual prototyping tools for the optimization
of the plates at the early design stage. The present study examines
thermal stress analysis of the fuel cell plates that are produced
using a patented, low-cost fuel cell plate production technique
based on screen-printing. Design optimization is applied to
minimize the maximum stress within the plate, subject to strain
constraint with both geometry and material parameters as design
variables. The study reveals the characteristics of the printed
plates, and provides guidelines for the structure and material design
of the fuel cell plate.
Abstract: This paper presents a novel two-phase hybrid optimization algorithm with hybrid genetic operators to solve the optimal control problem of a single stage hybrid manufacturing system. The proposed hybrid real coded genetic algorithm (HRCGA) is developed in such a way that a simple real coded GA acts as a base level search, which makes a quick decision to direct the search towards the optimal region, and a local search method is next employed to do fine tuning. The hybrid genetic operators involved in the proposed algorithm improve both the quality of the solution and convergence speed. The phase–1 uses conventional real coded genetic algorithm (RCGA), while optimisation by direct search and systematic reduction of the size of search region is employed in the phase – 2. A typical numerical example of an optimal control problem with the number of jobs varying from 10 to 50 is included to illustrate the efficacy of the proposed algorithm. Several statistical analyses are done to compare the validity of the proposed algorithm with the conventional RCGA and PSO techniques. Hypothesis t – test and analysis of variance (ANOVA) test are also carried out to validate the effectiveness of the proposed algorithm. The results clearly demonstrate that the proposed algorithm not only improves the quality but also is more efficient in converging to the optimal value faster. They can outperform the conventional real coded GA (RCGA) and the efficient particle swarm optimisation (PSO) algorithm in quality of the optimal solution and also in terms of convergence to the actual optimum value.
Abstract: Control chart pattern recognition is one of the most important tools to identify the process state in statistical process control. The abnormal process state could be classified by the recognition of unnatural patterns that arise from assignable causes. In this study, a wavelet based neural network approach is proposed for the recognition of control chart patterns that have various characteristics. The procedure of proposed control chart pattern recognizer comprises three stages. First, multi-resolution wavelet analysis is used to generate time-shape and time-frequency coefficients that have detail information about the patterns. Second, distance based features are extracted by a bi-directional Kohonen network to make reduced and robust information. Third, a back-propagation network classifier is trained by these features. The accuracy of the proposed method is shown by the performance evaluation with numerical results.
Abstract: The two-stage compensator designs of linear system are
investigated in the framework of the factorization approach. First, we
give “full feedback" two-stage compensator design. Based on this
result, various types of the two-stage compensator designs with partial
feedbacks are derived.
Abstract: The coalescer process is one of the methods for oily water treatment by increasing the oil droplet size in order to enhance the separating velocity and thus effective separation. However, the presence of surfactants in an oily emulsion can limit the obtained mechanisms due to the small oil size related with stabilized emulsion. In this regard, the purpose of this research is to improve the efficiency of the coalescer process for treating the stabilized emulsion. The effects of bed types, bed height, liquid flow rate and stage coalescer (step-bed) on the treatment efficiencies in term of COD values were studied. Note that the treatment efficiency obtained experimentally was estimated by using the COD values and oil droplet size distribution. The study has shown that the plastic media has more effective to attach with oil particles than the stainless one due to their hydrophobic properties. Furthermore, the suitable bed height (3.5 cm) and step bed (3.5 cm with 2 steps) were necessary in order to well obtain the coalescer performance. The application of step bed coalescer process in reactor has provided the higher treatment efficiencies in term of COD removal than those obtained with classical process. The proposed model for predicting the area under curve and thus treatment efficiency, based on the single collector efficiency (ηT) and the attachment efficiency (α), provides relatively a good coincidence between the experimental and predicted values of treatment efficiencies in this study.
Abstract: The production of a plant can be measured in terms of
seeds. The generation of seeds plays a critical role in our social and
daily life. The fruit production which generates seeds, depends on the
various parameters of the plant, such as shoot length, leaf number,
root length, root number, etc When the plant is growing, some leaves
may be lost and some new leaves may appear. It is very difficult to
use the number of leaves of the tree to calculate the growth of the
plant.. It is also cumbersome to measure the number of roots and
length of growth of root in several time instances continuously after
certain initial period of time, because roots grow deeper and deeper
under ground in course of time. On the contrary, the shoot length of
the tree grows in course of time which can be measured in different
time instances. So the growth of the plant can be measured using the
data of shoot length which are measured at different time instances
after plantation. The environmental parameters like temperature, rain
fall, humidity and pollution are also play some role in production of
yield. The soil, crop and distance management are taken care to
produce maximum amount of yields of plant. The data of the growth
of shoot length of some mustard plant at the initial stage (7,14,21 &
28 days after plantation) is available from the statistical survey by a
group of scientists under the supervision of Prof. Dilip De. In this
paper, initial shoot length of Ken( one type of mustard plant) has
been used as an initial data. The statistical models, the methods of
fuzzy logic and neural network have been tested on this mustard
plant and based on error analysis (calculation of average error) that
model with minimum error has been selected and can be used for the
assessment of shoot length at maturity. Finally, all these methods
have been tested with other type of mustard plants and the particular
soft computing model with the minimum error of all types has been
selected for calculating the predicted data of growth of shoot length.
The shoot length at the stage of maturity of all types of mustard
plants has been calculated using the statistical method on the
predicted data of shoot length.
Abstract: In this paper, a delayed predator–prey system with stage
structure is investigated. Sufficient conditions for the system to have
multiple periodic solutions are obtained when the delay is sufficiently
large by applying Bendixson-s criterion. Further, some numerical
examples are given.
Abstract: Droughts are complex, natural hazards that, to a
varying degree, affect some parts of the world every year. The range
of drought impacts is related to drought occurring in different stages
of the hydrological cycle and usually different types of droughts,
such as meteorological, agricultural, hydrological, and socioeconomical
are distinguished. Streamflow drought was analyzed by
the method of truncation level (at 70% level) on daily discharges
measured in 54 hydrometric stations in southwestern Iran. Frequency
analysis was carried out for annual maximum series (AMS) of
drought deficit volume and duration series. Some factors including
physiographic, climatic, geologic, and vegetation cover were studied
as influential factors in the regional analysis. According to the results
of factor analysis, six most effective factors were identified as area,
rainfall from December to February, the percent of area with
Normalized Difference Vegetation Index (NDVI)
Abstract: Researches show that probability-statistical methods application, especially at the early stage of the aviation Gas Turbine Engine (GTE) technical condition diagnosing, when the flight information has property of the fuzzy, limitation and uncertainty is unfounded. Hence the efficiency of application of new technology Soft Computing at these diagnosing stages with the using of the Fuzzy Logic and Neural Networks methods is considered. According to the purpose of this problem training with high accuracy of fuzzy multiple linear and non-linear models (fuzzy regression equations) which received on the statistical fuzzy data basis is made. For GTE technical condition more adequate model making dynamics of skewness and kurtosis coefficients- changes are analysed. Researches of skewness and kurtosis coefficients values- changes show that, distributions of GTE workand output parameters of the multiple linear and non-linear generalised models at presence of noise measured (the new recursive Least Squares Method (LSM)). The developed GTE condition monitoring system provides stage-by-stage estimation of engine technical conditions. As application of the given technique the estimation of the new operating aviation engine technical condition was made.
Abstract: The purpose of this study was to develop and examine a
Teaching Commitment Scale of Health and Physical Education
(TCS-HPE) for Taiwanese elementary school teachers. First of all,
based on teaching commitment related theory and literatures to
develop a original scale with 40 items, later both stratified random
sampling and cluster sampling were used to sample participants.
During the first stage, 300 teachers were sampled and 251 valid scales
(83.7%) returned. Later, the data was analyzed by exploratory factor
analysis to obtain 74.30% of total variance for the construct validity.
The Cronbach-s alpha coefficient of sum scale reliability was 0.94, and
subscale coefficients were between 0.80 and 0.96. In the second stage,
400 teachers were sampled and 318 valid scales (79.5%) returned.
Finally, this study used confirmatory factor analysis to test validity and

Abstract: The financial crisis has decreased the opportunities of
small businesses to acquire financing through conventional financial
actors, such as commercial banks. This credit constraint is partly the
reason for the emergence of new alternatives of financing, in addition
to the spreading opportunities for communication and secure
financial transfer through Internet. One of the most interesting venues
for finance is termed “crowdfunding". As the term suggests
crowdfunding is an appeal to prospective customers and investors to
form a crowd that will finance projects that otherwise would find it
hard to generate support through the most common financial actors.
Crowdfunding is in this paper divided into different models; the
threshold model, the microfinance model, the micro loan model and
the equity model. All these models add to the financial possibilities of
emerging entrepreneurs.
Abstract: Median filter is widely used to remove impulse noise
without blurring sharp edges. However, when noise level increased,
or with thin edges, median filter may work poorly. This paper
proposes a new filter, which will detect edges along four possible
directions, and then replace noise corrupted pixel with estimated
noise-free edge median value. Simulations show that the proposed
multi-stage directional median filter can provide excellent
performance of suppressing impulse noise in all situations.
