Abstract: Women's Employment is one of the most important issues in the global economy. The article discusses the stated topic in Georgia, through historical content, Soviet experience, and modern perspectives. The paper discusses segmentation insa terms of employment and related problems. Based on statistical analysis, women's unemployment rate and its factors are analyzed. The level of employment of women in Transcaucasia (Georgia, Armenia, and Azerbaijan) is discussed and is compared with Baltic countries (Lithuania, Latvia, and Estonia). The study analyzes women’s level of development, according to the average age of marriage and migration level. The focus is on Georgia's Association Agreement with the EU in 2014, which includes economic, social, trade and political issues. One part of it is gender equality at workplaces. According to the research, the average monthly remuneration of women managers in the financial and insurance sector equaled to 1044.6 Georgian Lari, while in overall business sector average monthly remuneration equaled to 961.1 GEL. Average salaries are increasing; however, the employment rate remains problematic. For example, in 2017, 74.6% of men and 50.8% of women were employed from a total workforce. It is also interesting that the proportion of men and women at managerial positions is 29% (women) to 71% (men). Based on the results, the main recommendation for government and civil society is to consider women as a part of the country’s economic development. In this aspect, the experience of developed countries should be considered. It is important to create additional jobs in urban or rural areas and help migrant women return and use their working resources properly.
Abstract: The aim of this study was to analyze long term changes of surface water quality in Latvia, spatial variability of water chemical composition, possible impacts of different pollution sources as well as to analyze the measures to protect national water resources - river basin management. Within this study, the concentrations of major water ingredients and microelements in major rivers and lakes of Latvia have been determined. Metal concentrations in river and lake waters were compared with water chemical composition. The mean concentrations of trace metals in inland waters of Latvia are appreciably lower than the estimated world averages for river waters and close to or lower than background values, unless regional impacts determined by local geochemistry. This may be explained by a comparatively lower level of anthropogenic load. In the same time in several places, direct anthropogenic impacts are evident, regarding influences of point sources both transboundary transport impacts. Also, different processes related to pollution of surface waters in Latvia have been analyzed. At first the analysis of changes and composition of pollutant emissions in Latvia has been realized, and the obtained results were compared with actual composition of atmospheric precipitation and their changes in time.
Abstract: κ-casein is one of milk proteins which are very important for milk processing. Genotypes of κ-casein affect milk yield, fat, and protein content. The main factors which affect local Latvian dairy breed milk yield and composition are analyzed in research. Data were collected from 88 Latvian brown and 82 Latvian blue cows in 2015. AA genotype was 0.557 in Latvian brown and 0.232 in Latvian blue breed. BB genotype was 0.034 in Latvian brown and 0.207 in Latvian blue breed. Highest milk yield was observed in Latvian brown (5131.2 ± 172.01 kg), significantly high fat content and fat yield also was in Latvian brown (p < 0.05). Significant differences between κ-casein genotypes were not found in Latvian brown, but highest milk yield (5057 ± 130.23 kg), protein content (3.42 ± 0.03%), and protein yield (171.9 ± 4.34 kg) were with AB genotype. Significantly high fat content was observed in Latvian blue breed with BB genotype (4.29 ± 0.17%) compared with AA genotypes (3.42 ± 0.19). Similar tendency was found in protein content – 3.27 ± 0.16% with BB genotype and 2.59 ± 0.16% with AA genotype (p < 0.05). Milk yield increases by increasing parity. We did not obtain major tendency of changes of milk fat and protein content according parity.
Abstract: The age of first calving (AFC) is one of the most important factors that have a significant impact on cow productivity in different lactations and its whole life. A belated AFC leads to reduced reproductive performance and it is one of the main reasons for reduced longevity. Cows that calved in time period from 2001-2007 and in this time finished at least four lactations were included in the database. Data were obtained from 68841 crossbred Holstein Black and White (HM), crossbred Latvian Brown (LB), and Latvian Brown genetic resources (LBGR) cows. Cows were distributed in four groups depending on age at first calving. The longest lifespan was conducted for LBGR cows, but they were also characterized with lowest lifetime milk yield and life day milk yield. HM breed cows had the shortest lifespan, but in the lifespan of 2862.2 days was obtained in average 37916.4 kg milk accordingly 13.2 kg milk in one life day. HM breed cows were also characterized with longer calving intervals (CI) in first four lactations, but LBGR cows had the shortest CI in the study group. Age at first calving significantly affected the length of CI in different lactations (p30 months old in the fourth lactation had the longest CI in all study groups (421.4 days). The LBGR cows were characterized with the shortest CI, but there was slight increase in second and third lactation. Age at first calving had a significant impact on cows’ age in each calving time. In the analysis, cow group was conducted that cows with age at first calving 30 months (932.6 days) at the time of fifth calving were 2560.9 days (7.3 years) old.
Abstract: Human Resources (HR) selection and training have various implementation possibilities depending on an organization’s abilities and peculiarities. We propose to base HR selection and training decisions about on a competence-based approach. HR selection and training of employees are topical as there is room for improvement in this field; therefore, the aim of the research is to propose rational decision-making approaches for an organization HR selection and training choice. Our proposals are based on the training development and competence-based selection approaches created within previous researches i.e. Analytic-Hierarchy Process (AHP) and Linear Programming. Literature review on non-formal education, competence-based selection, AHP form our theoretical background. Some educational service providers in Latvia offer employees training, e.g. motivation, computer skills, accounting, law, ethics, stress management, etc. that are topical for Public Administration. Competence-based approach is a rational base for rational decision-making in both HR selection and considering HR training.
Abstract: Some organizations as employers have difficulties to attract job seekers and retain their employees. Strategic planning of Human Resources (HR) presumes broad analysis of perspectives including analysis of potential job seekers in the field. Human Resources Recruitment (HRR) influences employer brand of an organization and peculiarities of both external organizational factors and stakeholders. Defining peculiarities of the future job seekers, who could potentially become the employees of the organization, could help to adjust HRR tools and methods adapt to the youngest generation employees’ preferences and be more successful in selecting the best candidates, who are likely to be loyal to the employer. The aim of the empirical study is definition of some students’ as job seekers peculiarities and their requirements to their potential employer. The survey in Latvia, Lithuania and Spain. Respondents were students from these countries’ tertiary education institutions Public Administration (PA) or relevant study programs. All three countries students’ peculiarities have just a slight difference. Overall, they all wish to work for a socially responsible employer that is able to provide positive working environment and possibilities for professional development and learning. However, respondents from each country have own peculiarities. The study might have a practical application. PA of the examined countries might use the results developing employer brand and creating job advertisements focusing on recent graduates’ recruitment.
Abstract: Not all proteins have the same nutritional value, since
protein quality strongly depends on its amino acid composition and
digestibility. The meat of game animals could be a high protein
source because of its well-balanced essential amino acids
composition. Investigations about biochemical composition of game
meat such as wild boar (Sus scrofa scrofa), roe deer (Capreolus
capreolus) and beaver (Castor fiber) are not very much. Therefore,
the aim of the investigation was evaluate protein composition of
game meat hunted in Latvia. The biochemical analysis, evaluation of
connective tissue and essential amino acids in meat samples were
done, the amino acids score were calculate. Results of analysis
showed that protein content 20.88-22.05% of all types of meat
samples is not different statistically. The content of connective tissue
from 1.3% in roe deer till 1.5% in beaver meat allowed classified
game animal as high quality meat. The sum of essential amino acids
in game meat samples were determined 7.05–8.26g100g-1. Roe deer
meat has highest protein content and lowest content of connective
tissues among game meat hunted in Latvia. Concluded that amino
acid score for limiting amino acids phenylalanine and tyrosine is high
and shows high biological value of game meat.
Abstract: This paper aims to link together the concepts of job
satisfaction, work engagement, trust, job meaningfulness and loyalty
to the organisation focusing on specific type of employment –
academic jobs. The research investigates the relationships between
job satisfaction, work engagement and loyalty as well as the impact
of trust and job meaningfulness on the work engagement and loyalty.
The survey was conducted in one of the largest Latvian higher
education institutions and the sample was drawn from academic staff
(n=326). Structured questionnaire with 44 reflective type questions
was developed to measure the constructs. Data was analysed using
SPSS and Smart-PLS software. Variance based structural equation
modelling (PLS-SEM) technique was used to test the model and to
predict the most important factors relevant to employee engagement
and loyalty. The first order model included two endogenous
constructs (loyalty and intention to stay and recommend to work in
this organisation, and employee engagement), as well as six
exogenous constructs (feeling of fair treatment and trust in
management; career growth opportunities; compensation, pay and
benefits; management; colleagues and teamwork; and finally job
meaningfulness). Job satisfaction was developed as second order
construct and both: first and second order models were designed for
data analysis. It was found that academics are more engaged than
satisfied with their work and main reason for that was found to be job
meaningfulness, which is significant predictor for work engagement,
but not for job satisfaction. Compensation is not significantly related
to work engagement, but only to job satisfaction. Trust was not
significantly related neither to engagement, nor to satisfaction,
however, it appeared to be significant predictor of loyalty and
intentions to stay with the University. Paper revealed academic jobs
as specific kind of employment where employees can be more
engaged than satisfied and highlighted the specific role of job
meaningfulness in the University settings.
Abstract: Present paper describes method of obtaining clay
ceramic foam (CCF) and foam concrete (FC), by direct foaming with
high speed mixer-disperser (HSMD). Three foaming agents (FA) are
compared for the FC and CCF production: SCHÄUMUNGSMITTEL
W 53 FLÜSSIG (Zschimmer & Schwarz Gmbh, Germany), SCF-
1245 (Sika, test sample, Latvia) and FAB-12 (Elade, Latvija). CCF
were obtained at 950, 1000°C, 1150°C and 1150°C firing temperature
and have mechanical compressive strength 1.2, 2.55 and 4.3 MPa and
porosity 79.4, 75.1, 71.6%, respectively. Obtained FC has 6-14 MPa
compressive strength and porosity 44-55%. The goal of this work
was development of a sustainable and durable ceramic cellular
structures using HSMD.
Abstract: The objective of countercyclical capital buffer is to
encourage banks to build up buffers in good times that can be drawn
down in bad times. The aim of the report is to assess such decisions
by banks derived from three approaches. The approaches are the
aggregate credit-to-GDP ratio, credit growth as well as banking
sector profits. The approaches are implemented for Estonia, Latvia
and Lithuania for the time period 2000-2012. The report compares
three approaches and analyses their relevance to the Baltic States by
testing the correlation between a growth in studied variables and a
growth of corresponding gaps. Methods used in the empirical part of
the report are econometric analysis as well as economic analysis,
development indicators, relative and absolute indicators and other
methods. The research outcome is a cross-Baltic comparison of two
alternative approaches to establish or release a countercyclical capital
buffer by banks and their implications for each Baltic country.
Abstract: Paper presents a study about dynamic effects obtained
from the dynamic load testing of the city highway bridges in Latvia
carried out from 2005 to 2012. 9 prestressed concrete bridges and 4
composite bridges were considered. 11 of 13 bridges were designed
according to the Eurocodes but two according to the previous
structural codes used in Latvia (SNIP 2.05.03-84). The dynamic
properties of the bridges were obtained by heavy vehicle passing the
bridge roadway with different driving speeds and with or without
even pavement. The obtained values of the Dynamic amplification
factor (DAF) and the bridge natural frequency were analyzed and
compared to the values of built-in traffic load models provided in
Eurocode 1. The actual DAF values for even bridge pavement in the
most cases are smaller than the value adopted in Eurocode 1. Vehicle
speed for uneven pavements significantly influence Dynamic
amplification factor values.
Abstract: Celiac disease is a permanent enteropathy caused by the ingestion of gluten, a protein occurring in wheat, rye and barley. The only way of the effective daily treatment is a strict gluten-free diet. From the investigation of products available in the local market, it was found that Latvian producers do not offer gluten-free products. The aim of this research was to study and analyze changes of celiac patient’s attitude to gluten-free product quality and availability in the Latvian market and purchasing habits. The survey was designed using website www.visidati.lv, and a questionnaire was sent to people suffering from celiac disease. The first time the respondents were asked to fill in the questionnaire in 2011, but now repeatedly from the beginning of September 2013 till the end of January 2014. The questionnaire was performed with 75 celiac patients, respondents were from all Latvian regions and they answered 16 questions. One of the most important questions was aimed to find out consumers’ opinion about quality of gluten-free products, consumption patterns of gluten-free products, and, moreover, their interest in products made in Latvia. Respondents were asked to name gluten-free products they mainly buy and give specific purchase locations, evaluate the quality of products and necessity for products produced in Latvia. The results of questionnaire show that the consumers are satisfied with the quality of gluten-free flour, flour blends, sweets and pasta, but are not satisfied with the quality of bread and confectionery available in the Latvian markets.
Abstract: Antioxidants are became the most analyzed substances in last decades. Antioxidants act as in activator for free radicals. Spices and vegetables are one of major antioxidant sources. Most common antioxidants in vegetables and spices are vitamin C, E, phenolic compounds, carotenoids. Therefore, it is important to get some view about antioxidant changes in spices and vegetables during processing. In this article was analyzed nine fresh and dried spices and vegetables- celery (Apium graveolens), parsley (Petroselinum crispum), dill (Anethum graveolens), leek (Allium ampeloprasum L.), garlic (Allium sativum L.), onion (Allium cepa), celery root (Apium graveolens var. rapaceum), pumpkin (Curcubica maxima), carrot (Daucus carota)- grown in Latvia 2013. Total carotenoids and phenolic compounds and their antiradical scavenging activity were determined for all samples. Dry matter content was calculated from moisture content. After drying process carotenoid content significantly decreases in all analyzed samples, except one -carotenoid content increases in parsley. Phenolic composition was different and depends on sample – fresh or dried. Total phenolic, flavonoid and phenolic acid content increases in dried spices. Flavan-3-ol content is not detected in fresh spice samples. For dried vegetables- phenolic acid content decreases significantly, but increases flavan-3-ols content. The higher antiradical scavenging activity was observed in samples with higher flavonoid and phenolic acid content.
Abstract: Spatial dimension in development planning is becoming more topical in 21st century as a result of changes in population structure. Sustainable spatial development focuses on identifying and using territorial advantages to foster the harmonized development of the entire country, reducing negative effects of population concentration, increasing availability and mobility. EU and national development planning documents state polycentrism as main tool for balance spatial development, including investment concentration in growth centres. If mutual cooperation of growth centres as well as urban–rural cooperation is not fostered, then territorial differences can deepen and create unbalanced development.
The aim of research: to evaluate the urban–rural interaction, elaborating spatial development scenarios in framework of Latvian regional policy. To perform the research monographic, comparison, abstract–logical method, synthesis and analysis will be used when studying the theoretical aspects of research aiming at collecting the ideas of scientists from different countries, concepts, regulations as well as to create meaningful scientific discussion. Hierarchy analysis process (AHP) will be used to state further scenarios of spatial development in Latvia.
Experts from various institutions recognized urban – rural interaction and co-operation as an essential tool for the development. The most important factors for balanced spatial development in Latvia are availability of public transportation and improvement of service availability. Evaluating the three alternative scenarios, it was concluded that the urban – rural partnership will ensure a balanced development in Latvian regions.
Abstract: Apple juice is the main raw material for cider production. In this study apple juices obtained from 14 dessert and crab variety apples grown in Latvia were investigated. For all samples soluble solids, titratable acidity, pH and sugar content were determined. Crab apples produce more dry matter, total sugar and acid content compared to the dessert apples but it depends on the apple variety. Total sugar content of crab apple juices was 1.3 to 1.8 times larger than in dessert apple juices. Titratable acidity of dessert apple juices is in the range of 4.1g L-1 to 10.83g L-1 and in crab apple juices titratable acidity is from 7.87g L-1 to 19.6g L-1. Fructose was detected as the main sugar whereas glucose level varied depending on the variety. The highest titratable acidity and content of sugars was detected in ‘Cornelia’ apples juice.
Abstract: The results of dissertation research "Preventing and
combating corruption in public procurement" are presented in this
publication. The study was conducted 2011 till 2013 in a Member
State of the European Union– in the Republic of Latvia.
Goal of the thesis is to explore corruption prevention and
combating issues in public procurement sphere, to identify the
prevalence rates, determinants and contributing factors and
prevention opportunities in Latvia.
In the first chapter the author analyzes theoretical aspects of
understanding corruption in public procurement, with particular
emphasis on corruption definition problem, its nature, causes and
consequences. A separate section is dedicated to the public
procurement concept, mechanism and legal framework. In the first
part of this work the author presents cognitive methodology of
corruption in public procurement field, based on which the author has
carried out an analysis of corruption situation in public procurement
in Republic of Latvia.
In the second chapter of the thesis, the author analyzes the
problem of corruption in public procurement, including its historical
aspects, typology and classification of corruption subjects involved,
corruption risk elements in public procurement and their
identification. During the development of the second chapter author's
practical experience in public procurements was widely used.
The third and fourth chapter deals with issues related to the
prevention and combating corruption in public procurement, namely
the operation of the concept, principles, methods and techniques,
subjects in Republic of Latvia, as well as an analysis of foreign
experience in preventing and combating corruption. The fifth chapter
is devoted to the corruption prevention and combating perspectives
and their assessment. In this chapter the author has made the
evaluation of corruption prevention and combating measures
efficiency in Republic of Latvia, assessment of anti-corruption
legislation development stage in public procurement field in Latvia.
Abstract: Growing demand for gas has rekindled a debate on gas security of supply due to supply interruptions, increasing gas prices, cross-border bottlenecks and a growing reliance on imports over longer distances. Security of supply is defined mostly as an infrastructure package to satisfy N-1 criteria. In case of Estonia, Finland, Latvia and Lithuania all the gas infrastructure is built to supply natural gas only from one single supplier, Russia. In 2012 almost 100% of natural gas to the Eastern Baltic Region was supplied by Gazprom. Under such circumstances infrastructure N-1 criteria does not guarantee security of supply. In the Eastern Baltic Region, the assessment of risk of gas supply disruption has been worked out by applying the method of risk scenarios. There are various risks to be tackled in Eastern Baltic States in terms of improving security of supply, such as single supplier risk, physical infrastructure risk, regulatory gap, fair price and competition. The objective of this paper is to evaluate the energy security of the Eastern Baltic Region within the framework of the European Union’s policies and to make recommendations on how to better guarantee the energy security of the region.
Abstract: Triticale is a manmade hybrid of wheat and rye that carries the A and B genome of durum wheat and the R genome of rye. In the scientific literature information about in Latvia harvested organic and conventional triticale grain physically-chemical composition was not found in general. Therefore, the main purpose of the current research was to investigate physically-chemical parameters of in Latvia harvested organic and convectional triticale grains. The research was accomplished on in Year 2012 from State Priekuli Plant Breeding Institute (Latvia) harvested organic and conventional triticale grains: “Dinaro”, “9403-97”, “9405-23” and “9402-3”. In the present research significant differences in chemical composition between organic and conventional triticale grains harvested in Latvia was found. It is necessary to mention that higher 1000 grain weight, bulk density and gluten index was obtained for conventional and organic triticale grain variety “9403-97”. However higher falling number, gluten and protein content was obtained for triticale grain variety “9405-23”.
Abstract: Economic processes underway in the country directly and indirectly affect the welfare of the people and the social environment, starting with job security and having a direct impact on the qualitative and safe living environment.
The paper describes existing situation and gives analysis of the regional development policy determination and implementation in the all three Baltic countries. According statistical indicators there are differences between implementation of the regional development activities between all Baltic countries and in regions of inside each country.
It is analyzed more detail differences between regions in Latvia, Lithuania and Estonia according possibility to evaluate success of development processes in regions of the Baltic countries. The descriptive analyze of documents, statistical indicators at national level and regional level were used in the research.
Abstract: the research was accomplished on fresh in Latvia wild
growing cranberries and cranberry cultivars. The aim of the study
was to evaluate effect of pretreatment method and drying conditions
on the volatile compounds composition in cranberries. Berries
pre-treatment methods were: perforation, halving and
steam-blanching. The berries before drying in a cabinet drier were
pre-treated using all three methods, in microwave vacuum
drier – using a steam-blanching and halving. Volatile compounds in
cranberries were analysed using GC-MS of extracts obtained by
SPME. During present research 21 various volatile compounds were
detected in fresh cranberries: the cultivar 'Steven' - 15, 'Bergman'
and 'Early black' – 13, 'Ben Lear' and 'Pilgrim' – 11 and wild
cranberries – 14 volatile compounds. In dried cranberries 20 volatile
compounds were detected. Mathematical data processing allows
drawing a conclusion that there exists the significant influence of
cranberry cultivar, pre-treatment method and drying condition on
volatile compounds in berries and new volatile compound formation.
