Abstract: e-Service has moved from the usual manual and
traditional way of rendering services to electronic service provision
for the public and there are several reasons for implementing these
services, Airline ticketing have gone from its manual traditional way
to an intelligent web-driven service of purchasing. Many companies
have seen their profits doubled through the use of online services in
their operation and a typical example is Hewlett Packard (HP) which
is rapidly transforming their after sales business into a profit
generating e-service business unit.
This paper will examine the various challenges confronting e-
Service adoption and implementation in Nigeria and also analyse
lessons learnt from e-Service adoption and implementation in Asia to
see how it could be useful in Nigeria which is a lower middle income
country. From the analysis of the online survey data, it has been
identified that the public in Nigeria are much aware of e-Services but
successful adoption and implementation have been the problems
faced.
Abstract: The main purpose of this research is to
comprehensively explore and identify the problems of attestation of
the public servants and to propose solutions for these issues through
deeply analyzing laws and the legal theoretical literature. For the
detailed analysis of the above-mentioned problems we will use some
research methods, the implementation of which has a goal to ensure
the objectivity and clarity of scientific research and its results.
Abstract: The focal aspire of e-Government (eGovt) is to offer
citizen-centered service delivery. Accordingly, the citizenry
consumes services from multiple government agencies through
national portal. Thus, eGovt is an enterprise with the primary
business motive of transparent, efficient and effective public services
to its citizenry and its logical structure is the eGovernment Enterprise
Architecture (eGEA). Since eGovt is IT oriented multifaceted
service-centric system, EA doesn’t do much on an automated
enterprise other than the business artifacts. Service-Oriented
Architecture (SOA) manifestation led some governments to pertain
this in their eGovts, but it limits the source of business artifacts. The
concurrent use of EA and SOA in eGovt executes interoperability and
integration and leads to Service-Oriented e-Government Enterprise
(SOeGE). Consequently, agile eGovt system becomes a reality. As an
IT perspective eGovt comprises of centralized public service artifacts
with the existing application logics belong to various departments at
central, state and local level. The eGovt is renovating to SOeGE by
apply the Service-Orientation (SO) principles in the entire system.
This paper explores IT perspective of SOeGE in India which
encompasses the public service models and illustrated with a case
study the Passport service of India.
Abstract: The method of introducing the proxy interpretation for
sending and receiving requests increase the capability of the server
and our approach UDIV (User-Data Identity Security) to solve the
data and user authentication without extending size of the data makes
better than hybrid IDS (Intrusion Detection System). And at the same
time all the security stages we have framed have to pass through less
through that minimize the response time of the request. Even though
an anomaly detected, before rejecting it the proxy extracts its identity
to prevent it to enter into system. In case of false anomalies, the
request will be reshaped and transformed into legitimate request for
further response. Finally we are holding the normal and abnormal
requests in two different queues with own priorities.
Abstract: Environmental management implementation is
presently one of the ways of organization success and value
improvement. Increasing an organization motivation to
environmental measures introduction is caused primarily by the rising
pressure of the society that generates various incentives to endeavor
for the environmental performance improvement.
The aim of the paper is to identify and characterize the key
incentives and expectations leading organizations to the
environmental management implementation. The author focuses on
five businesses of different size and field, operating in the Czech
Republic. The qualitative approach and grounded theory procedure
are used in research.
The results point out that the significant incentives for
environmental management implementation represent primarily
demands of customers, the opportunity to declare the environmental
commitment and image improvement. The researched enterprises less
commonly expect the economical contribution, competitive
advantage increase or export rate improvement. The results show that
marketing contributions are primarily expected from the
environmental management implementation.
Abstract: This paper reports a structured literature review of the
application of Health Information Technology in developing
countries, defined as the World Bank categories Low-income
countries, Lower-middle-income, and Upper-middle-income
countries. The aim was to identify and classify the various
applications of health information technology to assess its current
state in developing countries and explore potential areas of research.
We offer specific analysis and application of HIT in Libya as one of
the developing countries. A structured literature review was
conducted using the following online databases: IEEE, Science
Direct, PubMed, and Google Scholar. Publication dates were set for
2000-2013. For the PubMed search, publications in English, French,
and Arabic were specified. Using a content analysis approach, 159
papers were analyzed and a total number of 26 factors were identified
that affect the adoption of health information technology. Of the 2681
retrieved articles, 159 met the inclusion criteria which were carefully
analyzed and classified. The implementation of health information
technology across developing countries is varied. Whilst it was
initially expected financial constraints would have severely limited
health information technology implementation, some developing
countries like India have nevertheless dominated the literature and
taken the lead in conducting scientific research. Comparing the
number of studies to the number of countries in each category, we
found that Low-income countries and Lower-middle-income had
more studies carried out than Upper-middle-income countries.
However, whilst IT has been used in various sectors of the economy,
the healthcare sector in developing countries is still failing to benefit
fully from the potential advantages that IT can offer.
Abstract: Urban public spaces are sutured with a range of
surveillance and sensor technologies that claim to enable new forms
of ‘data based citizen participation’, but also increase the tendency
for ‘function-creep’, whereby vast amounts of data are gathered,
stored and analysed in a broad application of urban surveillance. This
kind of monitoring and capacity for surveillance connects with
attempts by civic authorities to regulate, restrict, rebrand and reframe
urban public spaces. A direct consequence of the increasingly
security driven, policed, privatised and surveilled nature of public
space is the exclusion or ‘unfavourable inclusion’ of those considered
flawed and unwelcome in the ‘spectacular’ consumption spaces of
many major urban centres. In the name of urban regeneration,
programs of securitisation, ‘gentrification’ and ‘creative’ and ‘smart’
city initiatives refashion public space as sites of selective inclusion
and exclusion. In this context of monitoring and control procedures,
in particular, children and young people’s use of space in parks,
neighbourhoods, shopping malls and streets is often viewed as a
threat to the social order, requiring various forms of remedial action.
This paper suggests that cities, places and spaces and those who
seek to use them, can be resilient in working to maintain and extend
democratic freedoms and processes enshrined in Marshall’s concept
of citizenship, calling sensor and surveillance systems to account.
Such accountability could better inform the implementation of public
policy around the design, build and governance of public space and
also understandings of urban citizenship in the sensor saturated urban
environment.
Abstract: The extermination and proper disposal of
pharmaceutical wastes from expired and unused medications remains
a disputable issue due to their specific nature and characteristics.
Even though the hazards from these wastes are already well known in
terms of environment and human health, people still treat them as
usual wastes. At a national level, in many countries the management
of pharmaceutical and medical wastes has been one of the main
objectives in order to protect people’s health and the environment.
Even though many legal regulations exist in this respect, there has not
been a single law that would clearly explain the procedures of
returning medicines, ways of selection, treatment and extermination
of pharmaceutical wastes. This paper aims at analyzing the practices
of pharmaceutical waste management and treatment in some
European countries as well as a review of the legislation and official
guidelines in managing these kinds of wastes and protecting the
environment and human health. A suitable treatment and
management of expired medications and other similar wastes would
be in the interest of public health in the first place, as well as in the
interest of healthcare institutions and other bodies engaged in
environment protection.
Abstract: The research conducted in early seventies apparently
assumed the existence of a universal decision model for union
negotiators and furthermore tended to regard financial information as
a ‘neutral’ input into a rational decision making process. However,
research in the eighties began to question the neutrality of financial
information as an input in collective bargaining rather viewing it as a
potentially effective means for controlling the labour force.
Furthermore, this later research also started challenging the simplistic
assumptions relating particularly to union objectives which have
underpinned the earlier search for universal union decision models.
Despite the above developments there seems to be a dearth of studies
in developing countries concerning the use of financial information in
collective bargaining. This paper seeks to begin to remedy this
deficiency. Utilising a case study approach based on two enterprises,
one in the public sector and the other a multinational, the universal
decision model is rejected and it is argued that the decision whether
or not to use financial information is a contingent one and such a
contingency is largely defined by the context and environment in
which both union and management negotiators work. An attempt is
also made to identify the factors constraining as well as promoting
the use of financial information in collective bargaining, these being
regarded as unique to the organisations within which the case studies
are conducted.
Abstract: Due to the determination of the pollution status of
fresh resources in the Egyptian territorial waters is very important for
public health; this study was carried out to reveal the levels of heavy
metals in the shellfish and their environment and its relation to the
highly developed industrial activities in those areas. A total of 100
shellfish samples from the Rosetta, Edku, El-Maadiya, Abo-Kir and
El-Max coasts [10 crustaceans (shrimp) and 10 mollusks (oysters)]
were randomly collected from each coast. Additionally, 10 samples
from both the water and the sediment were collected from each coast.
Each collected sample was analyzed for cadmium, chromium,
copper, lead and zinc residues using a Perkin Elmer atomic
absorption spectrophotometer (AAS). The results showed that the
levels of heavy metals were higher in the water and sediment from
Abo-Kir. The heavy metal levels decreased successively for the
Rosetta, Edku, El-Maadiya, and El-Max coasts, and the
concentrations of heavy metals, except copper and zinc, in shellfish
exhibited the same pattern. For the concentration of heavy metals in
shellfish tissue, the highest was zinc and the concentrations decreased
successively for copper, lead, chromium and cadmium for all coasts,
except the Abo-Kir coast, where the chromium level was highest and
the other metals decreased successively for zinc, copper, lead and
cadmium. In Rosetta, chromium was higher only in the mollusks,
while the level of this metal was lower in the crustaceans; this trend
was observed at the Edku, El-Maadiya and El-Max coasts as well.
Herein, we discuss the importance of such contamination for public
health and the sources of shellfish contamination with heavy metals.
We suggest measures to minimize and prevent these pollutants in the
aquatic environment and, furthermore, how to protect humans from
excessive intake.
Abstract: In this paper, the influence of upstream structures on the flow patternaround and inside the wind-catcher is experimentally investigated by smoke flow visualization techniques. Wind-catchers are an important part of natural ventilation in residential buildings or public places such as shopping centers, libraries, etc. Wind-catchers might be also used in places of high urban densities; hence their potential to provide natural ventilation is dependent on the presence of upstream structures. In this study, the two-sided wind-catcher model was based on a real wind-catcher observed in the city of Yazd, Iran. The present study focuses on the flow patterns around and inside the isolated two-sided wind-catcher, and on a two-sided wind-catcher in the presence of an upstream structure. The results show that the presence of an upstream structure influences the airflow pattern force and direction. Placing a high upstream structure reverses the airflow direction inside the wind-catcher.
Abstract: From a perspective of moral education, this study has
examined the experiences of a group of college students who
volunteered in disaster areas after the magnitude 9.0 Earthquake,
which struck the Northeastern region of Japan in March, 2011. The
research, utilizing the method of grounded theory, has uncovered that
most of the students have gone through positive changes in their
development of moral and social characters, such as attaining deeper
sense of empathy and caring personalities. The study expresses, in
identifying the nature of those transformations, that the importance of
volunteer work should strongly be recognized by the colleges and
universities in Japan, in fulfilling their public responsibility of creating
and building learning communities that are responsible and caring.
Abstract: Due to growing concern about environmental and
social consequences throughout the world, a need has been felt to
incorporate sustainability concepts in conventional manufacturing.
This paper is an attempt to identify and evaluate drivers in
implementing sustainable manufacturing in Indian context. Nine
possible drivers for successful implementation of sustainable
manufacturing have been identified from extensive review. Further,
Decision Making Trial and Evaluation Laboratory (DEMATEL)
approach has been utilized to evaluate and categorize these identified
drivers for implementing sustainable manufacturing in to the cause
and effect groups. Five drivers (Societal Pressure and Public
Concerns; Regulations and Government Policies; Top Management
Involvement, Commitment and Support; Effective Strategies and
Activities towards Socially Responsible Manufacturing and Market
Trends) have been categorized into the cause group and four drivers
(Holistic View in Manufacturing Systems; Supplier Participation;
Building Sustainable culture in Organization; and Corporate Image
and Benefits) have been categorized into the effect group. “Societal
Pressure and Public Concerns” has been found the most critical driver
and “Corporate Image and Benefits” as least critical or the most
easily influenced driver to implementing sustainable manufacturing
in Indian context. This paper may surely help practitioners in better
understanding of these drivers and their priorities towards effective
implementation of sustainable manufacturing.
Abstract: The purpose of this study was to investigate
perceptions of climate change risk to forest ecosystems and forestbased
communities as well as perceived effectiveness of adaptation
strategies for climate change as well as challenges for adaptation.
Data was gathered using a pre-tested semi-structured questionnaire.
Simple random selection technique was applied. For the majority of
issues, the responses were obtained on multi-point likert scales, and
the scores provided were, in turn, used to estimate the means and
other useful estimates. A composite knowledge index developed
using correct responses to a set of self-rated statements were used to
evaluate the issues. The mean of the knowledge index was 0.64. Also
all respondents recorded values of the knowledge index above 0.25.
Increase forest fire was perceived by respondents as the greatest risk
to forest eco-system. Decrease access to water supplies was perceived
as the greatest risk to livelihoods of forest based communities. The
most effective adaptation strategy relevant to climate change risks to
forest eco-systems and forest based communities livelihoods in
Kathmandu valley in Nepal as perceived by the respondents was
reforestation and afforestation. As well, lack of public awareness was
perceived as the major limitation for climate change adaptation.
However, perceived risks as well as effective adaptation strategies
showed an inconsistent association with knowledge indicators and
social-cultural variables. The results provide useful information to
any party who involve with climate change issues in Nepal, since
such attempts would be more effective once the people’s perceptions
on these aspects are taken into account.
Abstract: Collapsible soils go through radical rearrangement of
their particles when triggered by water, stress or/and vibration,
causing loss of volume. This loss of volume in soil as seen in
foundation failures has caused millions of dollars’ worth of damages
to public facilities and infrastructure and so has an adverse effect on
the society and people. Despite these consequences and the several
studies that are available, more research is still required in the study
of soil collapsibility. Discerning the pedogenesis (formation) of soils
and investigating the combined effects of the different geological soil
properties is key to elucidating and quantifying soils collapsibility.
This study presents a novel laboratory testing regime that would be
undertaken on soil samples where the effects of soil type, compactive
variables (moisture content, density, void ratio, degree of saturation)
and loading are analyzed. It is anticipated that results obtained would
be useful in mapping the trend of the combined effect thus the basis
for evaluating soil collapsibility or collapse potentials encountered in
construction with volume loss problems attributed to collapse.
Abstract: There are pending discussions over the mapping of
country export potential in order to refocus export strategy of firms
and its evidence-based promotion by the Export Credit Agencies
(ECAs) and other permitted vehicles of governments.
In this paper we develop our version of an applied model that
offers “stepwise” elimination of unattractive markets. We modify and
calibrate the model for the particular features of the Czech Republic
and specific pilot cases where we apply an individual approach to
each sector.
Abstract: Due to the advancement of Internet technology, online
learning is widely used in higher education institutions. Online
learning offers several means of communication, including online
forum. Through online forum, students and instructors are able to
discuss and share their knowledge and expertise without having a
need to attend the face-to-face, ordinary classroom session. The
purposes of this study are to analyze the students’ levels of
participation and critical thinking, types of action and factors
influencing their participation in online forum. A total of 41
postgraduate students undertaking a course in educational technology
from a public university in Malaysia were involved in this study. In
this course, the students participated in a weekly online forum as part
of the course requirement. Based on the log data file extracted from
the online forum, the students’ type of actions (view, add, update,
delete posts) and their levels of participation (passive, moderate or
active) were identified. In addition, the messages posted in the forum
were analyzed to gauge their level of critical thinking. Meanwhile,
the factors that might influence their online forum participation were
measured using a 24-items questionnaire. Based on the log data, a
total of 105 posts were sent by the participants. In addition, the
findings show that (i) majority of the students are moderate
participants, with an average of two to three posts per person, (ii)
viewing posts are the most frequent type of action (85.1%), and
followed by adding post (9.7%). Furthermore, based on the posts
they made, the most frequent type of critical thinking observed was
justification (50 input or 19.0%), followed by linking ideas and
interpretation (47 input or 18%), and novelty (38 input or 14.4%).
The findings indicate that online forum allows for social interaction
and can be used to measure the students’ critical thinking skills. In
order to achieve this, monitoring students’ activities in the online
forum is recommended.
Abstract: The asynchronous discussion forum is one of the most
widely used activities in learning management system environment.
Online forum allows participants to interact, construct knowledge,
and can be used to complement face to face sessions in blended
learning courses. However, to what extent do the students perceive
the benefits or advantages of forum remain to be seen. Through
content and social network analyses, instructors will be able to gauge
the students’ engagement and knowledge construction level. Thus,
this study aims to analyze the students’ level of knowledge
construction and their participation level that occur through online
discussion. It also attempts to investigate the relationship between the
level of knowledge construction and their social interaction patterns.
The sample involves 23 students undertaking a master course in one
public university in Malaysia. The asynchronous discussion forum
was conducted for three weeks as part of the course requirement. The
finding indicates that the level of knowledge construction is quite
low. Also, the density value of 0.11 indicating the overall
communication among the participants in the forum is low. This
study reveals that strong and significant correlations between SNA
measures (in-degree centrality, out-degree centrality) and level of
knowledge construction. Thus, allocating these active students in
different group aids the interactive discussion takes place. Finally,
based upon the findings, some recommendations to increase students’
level of knowledge construction and also for further research are
proposed.
Abstract: Lately, asynchronous discussion forum is integrated in
higher educational institutions as it may increase learning process,
learners’ understanding, achievement and knowledge construction.
The asynchronous discussion forum is used to complement the
traditional, face-to-face learning session in hybrid learning courses.
However, studies have proven that students’ engagement in online
forums is still unconvincing. Thus, the aim of this study is to
investigate the motivating factors and obstacles that affect the
learners’ engagement in asynchronous discussion forum. This study
is carried out in one of the public higher educational institutions in
Malaysia with 18 postgraduate students as samples. The authors have
developed a 40-items questionnaire based on literature review. The
results indicate several factors that have encouraged or limited
students’ engagement in asynchronous discussion forum: (a) the
practices or behaviors of peers, or instructors, (b) the needs for the
discussions, (c) the learners’ personalities, (d) constraints in
continuing the discussion forum, (e) lack of ideas, (f) the level of
thoughts, (g) the level of knowledge construction, (h) technical
problems, (i) time constraints and (j) misunderstanding. This study
suggests some recommendations to increase the students’
engagement in online forums. Finally, based upon the findings, some
implications are proposed for further research.
Abstract: Multispectral screening systems are becoming more
popular because of their very interesting properties and applications.
One of the most significant applications of multispectral screening
systems is prevention of terrorist attacks. There are many kinds of
threats and many methods of detection. Visual detection of objects
hidden under clothing of a person is one of the most challenging
problems of threats detection. There are various solutions of the
problem; however, the most effective utilize multispectral
surveillance imagers. The development of imaging devices and
exploration of new spectral bands is a chance to introduce new
equipment for assuring public safety. We investigate the possibility
of long lasting detection of potentially dangerous objects covered
with various types of clothing. In the article we present the results of
comparative studies of passive imaging in three spectrums – visible,
infrared and terahertz.
