Abstract: Neural processors have shown good results for
detecting a certain character in a given input matrix. In this paper, a
new idead to speed up the operation of neural processors for character
detection is presented. Such processors are designed based on cross
correlation in the frequency domain between the input matrix and the
weights of neural networks. This approach is developed to reduce the
computation steps required by these faster neural networks for the
searching process. The principle of divide and conquer strategy is
applied through image decomposition. Each image is divided into
small in size sub-images and then each one is tested separately by
using a single faster neural processor. Furthermore, faster character
detection is obtained by using parallel processing techniques to test the
resulting sub-images at the same time using the same number of faster
neural networks. In contrast to using only faster neural processors, the
speed up ratio is increased with the size of the input image when using
faster neural processors and image decomposition. Moreover, the
problem of local subimage normalization in the frequency domain is
solved. The effect of image normalization on the speed up ratio of
character detection is discussed. Simulation results show that local
subimage normalization through weight normalization is faster than
subimage normalization in the spatial domain. The overall speed up
ratio of the detection process is increased as the normalization of
weights is done off line.
Abstract: since in natural accidents, facilities that relate to this vita element are underground so, it is difficult to find quickly some right, exact and definite information about water utilities. There fore, this article has done operationally in Boukan city in Western Azarbaijan of Iran and it tries to represent operation and capabilities of Geographical Information system (GIS) in urban water management at the time of natural accidents. Structure of this article is that firstly it has established a comprehensive data base related to water utilities by collecting, entering, saving and data management, then by modeling water utilities we have practically considered its operational aspects related to water utility problems in urban regions.
Abstract: Master plan is a tool to guide and manage the growth of cities in a planned manner. The soul of a master plan lies in its implementation framework. If not implemented, people are trapped in a mess of urban problems and laissez-faire development having serious long term repercussions. Unfortunately, Master Plans prepared for several major cities of Pakistan could not be fully implemented due to host of reasons and Lahore is no exception. Being the second largest city of Pakistan with a population of over 7 million people, Lahore holds the distinction that the first ever Master Plan in the country was prepared for this city in 1966. Recently in 2004, a new plan titled `Integrated Master Plan for Lahore-2021- has been approved for implementation. This paper provides a comprehensive account of the weaknesses and constraints in the plan preparation process and implementation strategies of Master Plans prepared for Lahore. It also critically reviews the new Master Plan particularly with respect to the proposed implementation framework. The paper discusses the prospects and pre-conditions for successful implementation of the new Plan in the light of historic analysis, interviews with stakeholders and the new institutional context under the devolution plan.
Abstract: In this article has been analyzed Kazakhstani

statistic data in the republic. Have been the features of projecting the master programs, a condition of realization of studying credit system, have been analyzed the technologies of research teaching masters. In
conclusion have been given some recommendation on creating personal-oriented environment of research teaching masters.
Abstract: Currently in many major cities, public transit schedules
are disseminated through lists of routes, grids of stop times and
static maps. This paper describes a web based geographic information
system which disseminates the same schedule information through
intuitive GIS techniques. Using data from Calgary, Canada, an map
based interface has been created to allow users to see routes, stops and
moving buses all at once. Zoom and pan controls as well as satellite
imagery allows users to apply their personal knowledge about the
local geography to achieve faster, and more pertinent transit results.
Using asynchronous requests to web services, users are immersed
in an application where buses and stops can be added and removed
interactively, without the need to wait for responses to HTTP requests.
Abstract: This paper investigates the problem of sampling from transactional data streams. We introduce CFISDS as a content based sampling algorithm that works on a landmark window model of data streams and preserve more informed sample in sample space. This algorithm that work based on closed frequent itemset mining tasks, first initiate a concept lattice using initial data, then update lattice structure using an incremental mechanism.Incremental mechanism insert, update and delete nodes in/from concept lattice in batch manner. Presented algorithm extracts the final samples on demand of user. Experimental results show the accuracy of CFISDS on synthetic and real datasets, despite on CFISDS algorithm is not faster than exist sampling algorithms such as Z and DSS.
Abstract: A virtualized and virtual approach is presented on
academically preparing students to successfully engage at a strategic
perspective to understand those concerns and measures that are both
structured and not structured in the area of cyber security and
information assurance. The Master of Science in Cyber Security and
Information Assurance (MSCSIA) is a professional degree for those
who endeavor through technical and managerial measures to ensure
the security, confidentiality, integrity, authenticity, control,
availability and utility of the world-s computing and information
systems infrastructure. The National University Cyber Security and
Information Assurance program is offered as a Master-s degree. The
emphasis of the MSCSIA program uniquely includes hands-on
academic instruction using virtual computers. This past year, 2011,
the NU facility has become fully operational using system
architecture to provide a Virtual Education Laboratory (VEL)
accessible to both onsite and online students. The first student cohort
completed their MSCSIA training this past March 2, 2012 after
fulfilling 12 courses, for a total of 54 units of college credits. The
rapid pace scheduling of one course per month is immensely
challenging, perpetually changing, and virtually multifaceted. This
paper analyses these descriptive terms in consideration of those
globalization penetration breaches as present in today-s world of
cyber security. In addition, we present current NU practices to
mitigate risks.
Abstract: Numerical integration of initial boundary problem for advection equation in 3 ℜ is considered. The method used is
conditionally stable semi-Lagrangian advection scheme with high order interpolation on unstructured mesh. In order to increase time step integration the BFECC method with limiter TVD correction is used. The method is adopted on parallel graphic processor unit environment using NVIDIA CUDA and applied in Navier-Stokes solver. It is shown that the calculation on NVIDIA GeForce 8800
GPU is 184 times faster than on one processor AMDX2 4800+ CPU. The method is extended to the incompressible fluid dynamics solver. Flow over a Cylinder for 3D case is compared to the experimental data.
Abstract: Internet access is a vital part of the modern world and an important tool in the education of our children. It is present in schools, homes and even shopping malls. Abstract: Data mining techniques have been used in medical
research for many years and have been known to be effective. In order
to solve such problems as long-waiting time, congestion, and delayed
patient care, faced by emergency departments, this study concentrates
on building a hybrid methodology, combining data mining techniques
such as association rules and classification trees. The methodology is
applied to real-world emergency data collected from a hospital and is
evaluated by comparing with other techniques. The methodology is
expected to help physicians to make a faster and more accurate
classification of chest pain diseases.
Abstract: Biplot can be used to evaluate cultivars for their oil
percent potential and stability and to evaluate trial sites for their
discriminating ability and representativeness. Multi-environmental
trial (MET) data for oil percent of 10 open pollinating sunflower
cultivars were analyzed to investigate the genotype-environment
interactions. The genotypes were evaluated in four locations with
different climatic conditions in Iran in 2010. In each location, a
Randomized Complete Block design with four replications was used.
According to both mean and stability, Zaria, Master and R453, had
highest performances among all cultivars. The graphical analysis
identified best cultivar for each environment. Cultivars Berezans and
Record performed best in Khoy and Islamabad. Zaria and R453 were
the best genotypes in Sari and Karaj followed by Master and Favorit.
The GGE bi-plot indicated two mega-environments, group one
contained Karaj, Khoy and Islamabad and the second group
contained Sari. The best discriminating location was Karaj followed
with Khoy, Islamabad and Sari. The best representative genotypes
were Zaria, R453, Master and Favorit. Ranking of ten cultivars based
their oil percent was as Zaria > R453 ≈ Master ≈ Favorit > Record ≈
Berezans > Sor > Lakumka > Bulg3 > Bulg5.
Abstract: The paper presents a novel method for the 3D shaping
of different materials using a high-pressure abrasive water jet and a
flat target image. For steering movement process of the jet a principle
similar to raster image way of record and readout was used.
However, respective colors of pixel of such a bitmap are connected
with adequate jet feed rate that causes erosion of material with
adequate depth. Thanks to that innovation, one can observe spatial
imaging of the object. Theoretical basis as well as spatial model of
material shaping and experimental stand including steering program
are presented in. There are also presented methodic and some
experimental erosion results as well as practical example of object-s
bas-relief made of metal.
Abstract: Curing of paints by exposure to UV radiations is
emerging as one of the best film forming technique as an alternative
to traditional solvent borne oxidative and thermal curing coatings.
The composition and chemistry of UV curable coatings and role of
multifunctional and monofunctional monomers, oligomers, and
photoinitiators have been discussed. The limitations imposed by
thermodynamic equilibrium and tendency for acrylic double bond
polymerizations during synthesis of multifunctional acrylates have
been presented. Aim of present investigation was thus to explore the
reaction variables associated with synthesis of multifunctional
acrylates. Zirconium oxychloride was evaluated as catalyst against
regular acid functional catalyst. The catalyzed synthesis of glyceryl
acrylate and neopentyl glycol acrylate was conducted by variation of
following reaction parameters: two different reactant molar ratios-
1:4 and 1:6; catalyst usage in % by moles on polyol- 2.5, 5.0 and 7.5
and two different reaction temperatures- 45 and 75 0C. The reaction
was monitored by determination of acid value and hydroxy value at
regular intervals, besides TLC, HPLC, and FTIR analysis of
intermediates and products. On the basis of determination of reaction
progress over 1-60 hrs, the esterification reaction was observed to
follow 2nd order kinetics with rate constant varying from 1*10-4 to
7*10-4. The thermal and catalytic components of second order rate
constant and energy of activation were also determined. Uses of
these kinetic and thermodynamic parameters in design of reactor for
manufacture of multifunctional acrylate ester have been presented.
The synthesized multifunctional acrylates were used to formulate and
apply UV curable clear coat followed by determination of curing
characteristics and mechanical properties of cured film. The overall
curing rates less than 05 min. were easily attained indicating
economical viability of radiation curable system due to faster
production schedules
Abstract: With the advent of emerging personal computing paradigms such as ubiquitous and mobile computing, Web contents are becoming accessible from a wide range of mobile devices. Since these devices do not have the same rendering capabilities, Web contents need to be adapted for transparent access from a variety of client agents. Such content adaptation results in better rendering and faster delivery to the client device. Nevertheless, Web content adaptation sets new challenges for semantic markup. This paper presents an advanced components platform, called MorfeoSMC, enabling the development of mobility applications and services according to a channel model based on Services Oriented Architecture (SOA) principles. It then goes on to describe the potential for integration with the Semantic Web through a novel framework of external semantic annotation of mobile Web contents. The role of semantic annotation in this framework is to describe the contents of individual documents themselves, assuring the preservation of the semantics during the process of adapting content rendering, as well as to exploit these semantic annotations in a novel user profile-aware content adaptation process. Semantic Web content adaptation is a way of adding value to and facilitates repurposing of Web contents (enhanced browsing, Web Services location and access, etc).
Abstract: A new Markovianity approach is introduced in this
paper. This approach reduces the response time of classic Markov
Random Fields approach. First, one region is determinated by a
clustering technique. Then, this region is excluded from the study.
The remaining pixel form the study zone and they are selected for a
Markovianity segmentation task. With Selective Markovianity
approach, segmentation process is faster than classic one.
Abstract: This paper presents a conceptual model of agreement
options on negotiation support for civil engineering decision. The
negotiation support facilitates the solving of group choice decision
making problems in civil engineering decision to reduce the impact
of mud volcano disaster in Sidoarjo, Indonesia. The approach based
on application of analytical hierarchy process (AHP) method for
multi criteria decision on three level of decision hierarchy.
Decisions for reducing impact is very complicated since many
parties involved in a critical time. Where a number of stakeholders
are involved in choosing a single alternative from a set of solution
alternatives, there are different concern caused by differing
stakeholder preferences, experiences, and background. Therefore, a
group choice decision support is required to enable each stakeholder
to evaluate and rank the solution alternatives before engaging into
negotiation with the other stakeholders. Such civil engineering
solutions as alternatives are referred to as agreement options that are
determined by identifying the possible stakeholder choice, followed
by determining the optimal solution for each group of stakeholder.
Determination of the optimal solution is based on a game theory
model of n-person general sum game with complete information that
involves forming coalitions among stakeholders.
Abstract: This article analyses the relationship between
sovereign credit risk rating and gross domestic product for Central
and Eastern European Countries for the period 1996 – 2010. In order
to study the metioned relationship, we have used a numerical
transformation of the risk qualification, thus: we marked 0 the lowest
risk; then, we went on ascending, with a pace of 5, up to the score of
355 corresponding to the maximum risk. The used method of analysis
is that of econometric modelling with EViews 7.0. programme. This
software allows the analysis of data into a pannel type system,
involving a mix of periods of time and series of data for different
entities. The main conclusion of the work is the one confirming the
negative relationship between the sovereign credit risk and the gross
domestic product for the Central European and Eastern countries
during the reviewed period.
Abstract: The Taiwan Health Literacy Scale (THLS) was developed to cope with the need of measuring heath literacy of Chinese-speaking adults in Taiwan. Although the scale was proven having good reliability and validity, it was not popularly adopted by the practitioners due to the length, and the time required completing. Based on the THLS, this research further invited healthcare professionals to review the original scale for a possible shorten work. Under the logic of THLS, the research adopted an analytic hierarchy process technique to consolidate the healthcare experts- assessments to shorten the original scale. There are fifteen items out of the original 66 items were identified having higher loadings. Confirmed by the experts and passed a pilot test with 40 undergraduate students, a short form of THLS is then introduced. This research then used 839 samples from the major cities of the Hua-lien county in the eastern part of Taiwan to test the reliability and validity of this new scale. The reliability of the scale is high and acceptable. The current scale is also highly correlated with the original, of which provide evidence for the validity of the scale.
Abstract: Recently, the health of retired National Football
League players, particularly lineman has been investigated. A
number of studies have reported increased cardiometabolic risk,
premature cardiovascular disease and incidence of type 2 diabetes.
Rugby union players have somatotypes very similar to National
Football League players which suggests that rugby players may have
similar health risks. The International Golden Oldies World Rugby
Festival (GORF) provided a unique opportunity to investigate the
demographics of veteran rugby players. METHODOLOGIES: A
cross-sectional, observational study was completed using an online
web-based questionnaire that consisted of medical history and
physiological measures. Data analysis was completed using a one
sample t-test (50yrs) and Chi-square test. RESULTS:
A total of 216 veteran rugby competitors (response rate = 6.8%)
representing 10 countries, aged 35-72 yrs (mean 51.2, S.D. ±8.0),
participated in the online survey. As a group, the incidence of current
smokers was low at 8.8% (avg 72.4 cigs/wk) whilst the percentage
consuming alcohol was high (93.1% (avg 11.2 drinks/wk).

diseases/disorders; hypertension (18.6%), arthritis (OA/RA, 11.5%),

Abstract: The seismic feedback experiences in Algeria have
shown higher percentage of damages for non-code conforming
reinforced concrete (RC) buildings. Furthermore, the vulnerability of
these buildings was further aggravated due to presence of many
factors (e.g. weak the seismic capacity of these buildings, shorts
columns, Pounding effect, etc.).
Consequently Seismic risk assessments were carried out on
populations of buildings to identify the buildings most likely to
undergo losses during an earthquake. The results of such studies are
important in the mitigation of losses under future seismic events as
they allow strengthening intervention and disaster management plans
to be drawn up.
Within this paper, the state of the existing structures is assessed using
"the vulnerability index" method. This method allows the
classification of RC constructions taking into account both, structural
and non structural parameters, considered to be ones of the main
parameters governing the vulnerability of the structure. Based on
seismic feedback from past earthquakes DPM (damage probability
matrices) were developed too.
