Abstract: Oil-and-gas potential of Cuba is found through the discoveries among which there are the most large-scale deposits, such as the Boca de Jaruco and Varadero fields of heavy oils. Currently, the petroleum and petroleum products needs of the island state are satisfied by own sources by less than a half. The prospects of the hydrocarbon resource base development are connected with the adjacent water area of the Gulf of Mexico where foreign companies had been granted license blocks for geological study and further development since 2001. Two Russian companies - JSC Gazprom Neft and OJSC Zarubezhneft, among others, took part in the development of the Cuban part of the Gulf of Mexico. Since 2004, five oil wells have been drilled by various companies in the deep waters of the exclusive economic zone of Cuba. Commercial oil-and-gas bearing prospects have been established in neither of them for both geological and technological reasons. However, only a small part of the water area has been covered by drilling and the productivity of the drill core has been tested at the depth of Cretaceous sediments only. In our opinion, oil-and-gas bearing prospects of the exclusive economic zone of the Republic of Cuba in the Gulf of Mexico remain undervalued and the mentioned water area needs additional geological exploration. The planning of exploration work in this poorly explored region shall be carried out systematically and it shall be based on the results of the regional scientific research.
Abstract: The Kazakh Language Fluency Test, based on the IELTS exam, was implemented in 2012 at Nazarbayev University in Astana, Kazakhstan. We would like to share our experience in developing this exam and some exam results with other language instructors. In this paper, we will cover all these peculiarities and their related issues. The Kazakh Language Fluency Test is a young exam. During its development, we faced many difficulties. One of the goals of the university and the country is to encourage fluency in the Kazakh language for all citizens of the Republic. Nazarbayev University has introduced a Kazakh language program to assist in achieving this goal. This policy is one-step in ensuring that NU students have a thorough understanding of the Kazakh language through a fluency test based on the International English Language Testing System (IELTS). The Kazakh Language Fluency Test exam aims to determine student’s knowledge of Kazakh language. The fact is that there are three types of students at Nazarbayev University: Kazakh-speaking heritage learners, Russian-speaking and English-speaking students. Unfortunately, we have Kazakh students who do not speak Kazakh. All students who finished school with Russian language instruction are given Kazakh Language Fluency Test in order to determine their Kazakh level. After the test exam, all students can choose appropriate Kazakh course: Basic Kazakh, Intermediate Kazakh and Upper-Intermediate Kazakh. The Kazakh Language Fluency Test consists of four parts: Listening, Reading, Writing and Speaking. They are taken on the same day in the abovementioned order.
Abstract: Age determination of unknown dead bodies in forensic personal identification is a complicated process which involves the application of numerous methods and techniques. Skeletal remains are less exposed to influences of environmental factors. In order to enhance the accuracy of forensic age estimation additional properties of bones correlating with age are required to be revealed. Material and Methods: Dimensional examination of the sella turcica was carried out on cadavers with the cranium opened by a circular vibrating saw. The sample consisted of a total of 90 Russian subjects, ranging in age from two months and 87 years. Results: The tendency of dimensional variations throughout life was detected. There were no observed gender differences in the morphometry of the sella turcica. The shared use of the sella turcica depth and length values revealed the possibility to categorize an examined sample in a certain age period. Conclusions: Based on the results of existing methods of age determination, the morphometry of the sella turcica can be an additional characteristic, amplifying the received values, and accordingly, increasing the accuracy of forensic biological age diagnosis.
Abstract: In this day and age, extremism in various forms of its manifestation is a real threat to the world community, the national security of a state and its territorial integrity, as well as to the constitutional rights and freedoms of citizens. Extremism, as it is known, in general terms described as a commitment to extreme views and actions, radically denying the existing social norms and rules. Supporters of extremism in the ideological and political struggles often adopt methods and means of psychological warfare, appeal not to reason and logical arguments, but to emotions and instincts of the people, to prejudices, biases, and a variety of mythological designs. They are dissatisfied with the established order and aim at increasing this dissatisfaction among the masses. Youth extremism holds a specific place among the existing forms and types of extremism. In this context in 2015, we conducted a survey among Moscow college and high school students. The aim of this study was to determine how great or small is the difference in understanding and attitudes towards extremism manifestations, inclination and readiness to take part in extremist activities and what causes this predisposition, if it exists. We performed multivariate analysis and found the Russian college and high school students' opinion about the extremism and terrorism situation in our country and also their cognition on these topics. Among other things, we showed, that the level of aggressiveness of young people were not above the average for the whole population. The survey was conducted using the questionnaire method. The sample included college and high school students in Moscow (642 and 382, respectively) by method of random selection. The questionnaire was developed by specialists of RUDN University Sociological Laboratory and included both original questions (projective questions, the technique of incomplete sentences), and the standard test Dayhoff S. to determine the level of internal aggressiveness. It is also used as an experiment, the technique of study option using of FACS and SPAFF to determine the psychotypes and determination of non-verbal manifestations of emotions. The study confirmed the hypothesis that in respondents’ opinion, the level of aggression is higher today than a few years ago. Differences were found in the understanding of and respect for such social phenomena as extremism, terrorism, and their danger and appeal for the two age groups of young people. Theory of psychotypes, SPAFF (specific affect cording system) and FACS (facial action cording system) are considered as additional techniques for the diagnosis of a tendency to extreme views. Thus, it is established that diagnostics of acceptance of extreme views among young people is possible thanks to simultaneous use of knowledge from the different fields of socio-humanistic sciences. The results of the research can be used in a comparative context with other countries and as a starting point for further research in the field, taking into account its extreme relevance.
Abstract: The article analyzes problems of improving the management systems of the ownership risks in the conditions of the transformation of the Russian economy. Among the main sources of threats business owners should highlight is the inefficiency of the implementation of business models and interaction with hired managers. In this context, it is particularly important to analyze the relationship of business models and ownership risks. The analysis of this problem appears to be relevant for a number of reasons: Firstly, the increased risk appetite of the owner directly affects the business model and the composition of his holdings; secondly, owners with significant stakes in the company are factors in the formation of particular types of risks for owners, for which relations have a significant influence on a firm's competitiveness and ultimately determines its survival; and thirdly, inefficient system of management ownership of risk is one of the main causes of mass bankruptcies, which significantly affects the stable operation of the economy as a whole. The separation of the processes of possession, disposal and use in modern organizations is the cause of not only problems in the process of interaction between the owner and managers in managing the organization as a whole, but also the asymmetric information about the kinds and forms of the main risks. Managers tend to avoid risky projects, inhibit the diversification of the organization's assets, while owners can insist on the development of such projects, with the aim not only of creating new values for themselves and consumers, but also increasing the value of the company as a result of increasing capital. In terms of separating ownership and management, evaluation of projects by the ratio of risk-yield requires preservation of the influence of the owner on the process of development and making management decisions. It is obvious that without a clearly structured system of participation of the owner in managing the risks of their business, further development is hopeless. In modern conditions of forming a risk management system, owners are compelled to compromise between the desire to increase the organization's ability to produce new value, and, consequently, increase its cost due to the implementation of risky projects and the need to tolerate the cost of lost opportunities of risk diversification. Improving the effectiveness of the management of ownership risks may also contribute to the revitalization of creditors on implementation claims to inefficient owners, which ultimately will contribute to the efficiency models of ownership control to exclude variants of insolvency. It is obvious that in modern conditions, the success of the model of the ownership of risk management and audit is largely determined by the ability and willingness of the owner to find a compromise between potential opportunities for expanding the firm's ability to create new value through risk and maintaining the current level of new value creation and an acceptable level of risk through the use of models of diversification.
Abstract: The article deals with the problems of labour migration in the Russian Federation in the context of Russia's national security, provides the typology of migrants residing in the territory of the Russian Federation and analyzes the risk factors. The author considers the structure of migration flows and the terms of legal, economic and socio-cultural adaptation of migrants in the Russian Federation. In this connection, the status of the Russian migration legislation, the concept of the comprehensive exam in Russian as a foreign language, history of Russia and the basics of the Russian Federation legislation for foreign citizens which was introduced in Russia on January 1, 2015, are analyzed. The article discloses its role as the adaptation strategy and the factor of Russia's migration security.
Abstract: The paper deals with acoustic-spectrographic voice
identification method in terms of its performance in non-native
language speech. Performance evaluation is conducted by comparing
the result of the analysis of recordings containing native language
speech with recordings that contain foreign language speech. Our
research is based on Tajik and Russian speech of Tajik native
speakers due to the character of the criminal situation with drug
trafficking. We propose a pilot experiment that represents a primary
attempt enter the field.
Abstract: Thanks to a coordinated funding by the European Space Agency (ESA) and the European Commission (EC) within the 7th framework program, the High-Speed Experimental Fly Vehicles – International (HEXAFLY-INT) project is aimed at the flight validation of hypersonics technologies enabling future trans-atmospheric flights. The project, which is currently involving partners from Europe, Russian Federation and Australia operating under ESA/ESTEC coordination, will achieve the goal of designing, manufacturing, assembling and flight testing an unpowered high speed vehicle in a glider configuration by 2018. The main technical challenges of the project are specifically related to the design of the vehicle gliding configuration and to the complexity of integrating breakthrough technologies with standard aeronautical technologies, e.g. high temperature protection system and airframe cold structures. Also, the sonic boom impact, which is one of the environmental challenges of the high speed flight, will be assessed. This paper provides a comprehensive and detailed update on all the current projects activities carried out to date on both the vehicle and mission design.
Abstract: In the national economy, entrepreneurship plays the role of a buffer between economy and policy for it contributes to improving budget effectiveness and decreasing dependence of economy on the state. Entrepreneurship in industry makes it possible to increase the added value that is formed in production chains and to decrease dependence on import. Under the current circumstances, when sanctions are being imposed, this is especially relevant for Russia and for the realization of projects in the Russian Arctic. However, development of entrepreneurship in industry requires an enlightened state policy. The purpose of the research is elaboration of recommendations for improving economic effectiveness of the realization of the Arctic projects on the basis of conceptual proposals for the development of entrepreneurship in industry. The paper presents the studies of the extractive industry role in the Russian economy and proves its raw material character. The analysis of production chains in industry on the basis of the conception of the added value global chains demonstrated a low added value formed by Russian companies. The study of changes in the structure of economy based on systemic, statistical and comparative analyses revealed no positive changes in the structure of economy over the period under consideration. This is a manifestation of ineffectiveness of the Russian industrial policy in general and within the Arctic region in particular. The authors identified the problems information and implementation of the state industrial policy in the Arctic region and in the development of national entrepreneurship, analyzed the shortcomings of the current state policy in the sphere of the Russian industry. On the basis of the conducted studies, the authors formulated conceptual approaches to change the state policy in the Arctic. The basic idea of the authors is to substantiate the focus of the state regulation on the development of entrepreneurship in industry in the process of the Russian Arctic exploration. At the same time another problem is solved–that of the development of the manufacturing industry in the southern regions of the northwestern part of Russia. The criterion of effectiveness in this case is the economic effectiveness.
Abstract: Philip Morris International (PMI) is developing a range
of novel tobacco products with the potential to reduce individual
risk and population harm in comparison to smoking cigarettes.
One of these products is the Tobacco Heating System 2.2 (THS
2.2), (named as the Electrically Heated Tobacco System (EHTS) in
this paper), already commercialized in a number of countries (e.g.,
Japan, Italy, Switzerland, Russia, Portugal and Romania). During use,
the patented EHTS heats a specifically designed tobacco product
(Electrically Heated Tobacco Product (EHTP)) when inserted into
a Holder (heating device). The EHTP contains tobacco material in
the form of a porous plug that undergoes a controlled heating process
to release chemical compounds into vapors, from which an aerosol
is formed during cooling. The aim of this work was to investigate
the aerosol formation characteristics for realistic operating conditions
of the EHTS as well as for relevant gas mixture compositions
measured in the EHTP aerosol consisting mostly of water, glycerol
and nicotine, but also other compounds at much lower concentrations.
The nucleation process taking place in the EHTP during use when
operated in the Holder has therefore been modeled numerically using
an extended Classical Nucleation Theory (CNT) for multicomponent
gas mixtures. Results from the performed simulations demonstrate
that aerosol droplets are formed only in the presence of an aerosol
former being mainly glycerol. Minor compounds in the gas mixture
were not able to reach a supersaturated state alone and therefore
could not generate aerosol droplets from the multicomponent gas
mixture at the operating conditions simulated. For the analytically
characterized aerosol composition and estimated operating conditions
of the EHTS and EHTP, glycerol was shown to be the main aerosol
former triggering the nucleation process in the EHTP. This implies
that according to the CNT, an aerosol former, such as glycerol
needs to be present in the gas mixture for an aerosol to form
under the tested operating conditions. To assess if these conclusions
are sensitive to the initial amount of the minor compounds and to
include and represent the total mass of the aerosol collected during
the analytical aerosol characterization, simulations were carried out
with initial masses of the minor compounds increased by as much
as a factor of 500. Despite this extreme condition, no aerosol
droplets were generated when glycerol, nicotine and water were
treated as inert species and therefore not actively contributing to the
nucleation process. This implies that according to the CNT, an aerosol
cannot be generated without the help of an aerosol former, from
the multicomponent gas mixtures at the compositions and operating
conditions estimated for the EHTP, even if all minor compounds are
released or generated in a single puff.
Abstract: This study has an objective to analyze foreign policy
of member states in globalization current, aiming to answer that the
foreign policy of member states have been changed or remained the
same and there are any factors affecting changing of foreign policy of
the member states.
From the study results, it is found that the foreign policy of
Thailand is a friendly foreign policy with all states. The policy of
Indonesia is more opened because of a change in leader, allowing
more democratic development in the country; the government has
proceeded with friendly foreign policy with the states in order to
bring funds into the state. The foreign policy of Malaysia is not much
changed as there is no changing in the leader; the policy of Malaysia
has reconciled relations with main city of Indian and Chinese residing
in the country in order to bring investments into the country and to
relieve tensions in the country. The foreign policy of the Philippines
has proceeded with policy under the ASEAN framework and
emphasized on international Islam communities. The foreign policy
of Singapore has the least changed as the Singapore's policy focuses
on internal trade since the state was found. As for the foreign policy
of Brunei Darussalam, Brunei has a little role in the international
stage; the state having closest relationship as from the view of history
is Singapore as the Singaporean has invested in retailing business in
Brunei. The foreign policy of Vietnam has emphasized on an
omnidirectional foreign policy in order to compete with several states
in global stage. The foreign policy of Myanmar has proceeded with a
friendly foreign policy with all ASEAN member states, the East-west
Corridor transportation line from Myanmar through Thailand and Lao
to Vietnam has been developed. As for the foreign policy of Lao, In
2001, the Thai government and Lao government held a discussion
which Thailand reaffirmed the position not to support the anti-Lao
group. The foreign policy of Cambodia has proceeded with more
openness, having good relation with China, Russia and USA as these
states has invested in the state, especially the US company.
Abstract: During manned exploration of space, missions will require astronaut crewmembers to perform Extra Vehicular Activities (EVAs) for a variety of tasks. These EVAs take place after long periods of operations in space, and in and around unique vehicles, space structures and systems. Considering the remoteness and time spans in which these vehicles will operate, EVA system operations should utilize common worksites, tools and procedures as much as possible to increase the efficiency of training and proficiency in operations. All of the preparations need to be carried out based on studies of astronaut motions. Until now, development and training activities associated with the planned EVAs in Russian and U.S. space programs have relied almost exclusively on physical simulators. These experimental tests are expensive and time consuming. During the past few years a strong increase has been observed in the use of computer simulations due to the fast developments in computer hardware and simulation software. Based on this idea, an effort to develop a computational simulation system to model human dynamic motion for EVA is initiated. This study focuses on the simulation of an astronaut moving the orbital replaceable units into the worksites or removing them from the worksites. Our physics-based methodology helps fill the gap in quantitative analysis of astronaut EVA by providing a multisegment human arm model. Simulation work described in the study improves on the realism of previous efforts, incorporating joint stops to account for the physiological limits of range of motion. To demonstrate the utility of this approach human arm model is simulated virtually using ADAMS/LifeMOD® software. Kinematic mechanism for the astronaut’s task is studied from joint angles and torques. Simulation results obtained is validated with numerical simulation based on the principles of Newton-Euler method. Torques determined using mathematical model are compared among the subjects to know the grace and consistency of the task performed. We conclude that due to uncertain nature of exploration-class EVA, a virtual model developed using multibody dynamics approach offers significant advantages over traditional human modeling approaches.
Abstract: This article considers the problems of economic growth
and Russian energy strategy. Also in this paper, the issues related to
the economic growth prospects of Russian were discussed. Russian
energy strategy without standing Russia`s stature in global energy
markets, at the current production and extraction rates, will not be able
to sustain its own production as well as fulfil its energy strategy.
Indeed, Russia’s energy sector suffers from a chronic lack of
investments which are necessary to modernize its energy supply
system. In recent years, especially since the international financial
crisis, Russia-EU energy cooperation has made substantive progress.
Recently the break-through progress has been made, resulting mainly
from long-term contributing factors between the countries and recent
international economic and political situation changes. Analytical
material presented in the article is intended for a more detailed or
substantive analysis related to foreign economic relations of the
countries and Russia as well.
Abstract: The aim of this research is to understand how the
emerging power bloc BRICS employs infrastructure development
narratives to construct a new world order. BRICS is an international
body consisting of five emerging countries that collaborate on
economic and political issues: Brazil, Russia, India, China, and South
Africa. This study explores the projection of infrastructure
development narratives through an analysis of BRICS’ attention to
infrastructure investment and financing, its support of the New
Partnership on African Development and the establishment of the
New Development Bank in Shanghai. The theory of Strategic
Narratives is used to explore BRICS’ commitment to infrastructure
development and to distinguish three layers: system narratives
(BRICS as a global actor to propose development reform), identity
narratives (BRICS as a collective identity joining efforts to act upon
development aspirations) and issue narratives (BRICS committed to a
range of issues of which infrastructure development is prominent).
The methodology that is employed is a narrative analysis of BRICS’
official documents, media statements, and website imagery. A
comparison of these narratives illuminates tensions at the three layers
and among the five member states. Identifying tensions among
development infrastructure narratives provides an indication of how
policymaking for infrastructure development could be improved.
Subsequently, it advances BRICS’ ability to act as a global actor to
construct a new world order.
Abstract: In this paper, the regression dependence of dancing
intensity from wind speed and length of span was established due to
the statistic data obtained from multi-year observations on line wires
dancing accumulated by power systems of Kazakhstan and the
Russian Federation. The lower and upper limitations of the equations
parameters were estimated, as well as the adequacy of the regression
model. The constructed model will be used in research of dancing
phenomena for the development of methods and means of protection
against dancing and for zoning plan of the territories of line wire
dancing.
Abstract: The aim of the study is to compare behavioral and
EEG reactions in Turkic-speaking inhabitants of Siberia (Tuvinians
and Yakuts) and Russians during the recognition of syntax errors in
native and foreign languages. Sixty-three healthy aboriginals of the
Tyva Republic, 29 inhabitants of the Sakha (Yakutia) Republic, and
55 Russians from Novosibirsk participated in the study. EEG were
recorded during execution of error-recognition task in Russian and
English language (in all participants) and in native languages
(Tuvinian or Yakut Turkic-speaking inhabitants). Reaction time (RT)
and quality of task execution were chosen as behavioral measures.
Amplitude and cortical distribution of P300 and P600 peaks of ERP
were used as a measure of speech-related brain activity. In Tuvinians,
there were no differences in the P300 and P600 amplitudes as well as
in cortical topology for Russian and Tuvinian languages, but there
was a difference for English. In Yakuts, the P300 and P600
amplitudes and topology of ERP for Russian language were the same
as Russians had for native language. In Yakuts, brain reactions during
Yakut and English language comprehension had no difference, while
the Russian language comprehension was differed from both Yakut
and English. We found out that the Tuvinians recognized both Russian and
Tuvinian as native languages, and English as a foreign language. The
Yakuts recognized both English and Yakut as foreign languages, but
Russian as a native language. According to the inquirer, both
Tuvinians and Yakuts use the national language as a spoken
language, whereas they do not use it for writing. It can well be a
reason that Yakuts perceive the Yakut writing language as a foreign
language while writing Russian as their native.
Abstract: This paper reports on the response of a fiber-optic
sensing probe to small concentrations of hydrogen peroxide (H2O2)
vapor at room temperature. H2O2 has extensive applications in industrial and medical
environments. Conversely, H2O2 can be a health hazard by itself. For
example, H2O2 induces cellular damage in human cells and its
presence can be used to diagnose illnesses such as asthma and human
breast cancer. Hence, development of reliable H2O2 sensor is of vital
importance to detect and measure this species. Ferric ferrocyanide, referred to as Prussian Blue (PB), was
deposited on the tip of a multimode optical fiber through the single
source precursor technique and served as an indicator of H2O2 in a
spectroscopic manner. Sensing tests were performed in H2O2-H2O
vapor mixtures with different concentrations of H2O2. The results of sensing tests show the sensor is able to detect H2O2
concentrations in the range of 50.6 ppm to 229.5 ppm. Furthermore,
the sensor response to H2O2 concentrations is linear in a log-log scale
with the adjacent R-square of 0.93. This sensing behavior allows us
to detect and quantify the concentration of H2O2 in the vapor phase.
Abstract: This paper presents results of the survey regarding the
awareness about HIV/AIDS among HIV-infected individuals. A
questionnaire covering various aspects of HIV-infection was
conducted among 110 HIV-infected individuals who attended the
G.A. Zaharyan Moscow Tuberculosis Clinic, Department for
treatment of TB patients with HIV. The questionnaire included
questions about modes of HIV transmission and preventive measures
against HIV/AIDS, as well as questions about age, gender, education
and employment status. The survey revealed that the respondents in
the whole had a good knowledge regarding modes of HIV
transmission and preventive measures against HIV/AIDS: about
83,6% male respondents and 85,7% female respondents gave an
accurate answers regarding the HIV-infection. However, the
overwhelming majority of the study participants, that is, 88,5% men
and 98% women, was quite ignorant about the risk of acquiring HIV
through saliva and toothbrush of HIV-infected individual. Though
that risk is rather insignificant, it is still biologically possible. And
this gap in knowledge needs to be filled. As the study showed another
point of concern was the fact, that despite the knowledge of HIV
transmission risk through unprotected sex about 40% percent of HIVpositive
men and 25% of HIV-positive women did not insist on using
condoms with their sexual partners. These findings indicate that there
are still some aspects about HIV-infection which needed to be
clarified and explained through more detailed and specific
educational programs.
Abstract: EEG correlates of mathematical and trait anxiety level
were studied in 52 healthy Russian-speakers during execution of
error-recognition tasks with lexical, arithmetic and algebraic
conditions. Event-related spectral perturbations were used as a
measure of brain activity. The ERSP plots revealed alpha/beta
desynchronizations within a 500-3000 ms interval after task onset
and slow-wave synchronization within an interval of 150-350 ms.
Amplitudes of these intervals reflected the accuracy of error
recognition, and were differently associated with the three conditions.
The correlates of anxiety were found in theta (4-8 Hz) and beta2 (16-
20 Hz) frequency bands. In theta band the effects of mathematical
anxiety were stronger expressed in lexical, than in arithmetic and
algebraic condition. The mathematical anxiety effects in theta band
were associated with differences between anterior and posterior
cortical areas, whereas the effects of trait anxiety were associated
with inter-hemispherical differences. In beta1 and beta2 bands effects
of trait and mathematical anxiety were directed oppositely. The trait
anxiety was associated with increase of amplitude of
desynchronization, whereas the mathematical anxiety was associated
with decrease of this amplitude. The effect of mathematical anxiety
in beta2 band was insignificant for lexical condition but was the
strongest in algebraic condition. EEG correlates of anxiety in theta
band could be interpreted as indexes of task emotionality, whereas
the reaction in beta2 band is related to tension of intellectual
resources.
