Abstract: It has been established that microRNAs (miRNAs) play
an important role in gene expression by post-transcriptional regulation
of messengerRNAs (mRNAs). However, the precise relationships
between microRNAs and their target genes in sense of numbers,
types and biological relevance remain largely unclear. Dissecting the
miRNA-target relationships will render more insights for miRNA
targets identification and validation therefore promote the understanding
of miRNA function. In miRBase, miRanda is the key
algorithm used for target prediction for Zebrafish. This algorithm
is high-throughput but brings lots of false positives (noise). Since
validation of a large scale of targets through laboratory experiments
is very time consuming, several computational methods for miRNA
targets validation should be developed. In this paper, we present an
integrative method to investigate several aspects of the relationships
between miRNAs and their targets with the final purpose of extracting
high confident targets from miRanda predicted targets pool. This is
achieved by using the techniques ranging from statistical tests to
clustering and association rules. Our research focuses on Zebrafish.
It was found that validated targets do not necessarily associate with
the highest sequence matching. Besides, for some miRNA families,
the frequency of their predicted targets is significantly higher in the
genomic region nearby their own physical location. Finally, in a case
study of dre-miR-10 and dre-miR-196, it was found that the predicted
target genes hoxd13a, hoxd11a, hoxd10a and hoxc4a of dre-miR-
10 while hoxa9a, hoxc8a and hoxa13a of dre-miR-196 have similar
characteristics as validated target genes and therefore represent high
confidence target candidates.
Abstract: Numerous concrete structures projects are currently running in Libya as part of a US$50 billion government funding. The
quality of concrete used in 20 different construction projects were assessed based mainly on the concrete compressive strength achieved. The projects are scattered all over the country and are at
various levels of completeness. For most of these projects, the
concrete compressive strength was obtained from test results of a
150mm standard cube mold. Statistical analysis of collected concrete
compressive strengths reveals that the data in general followed a
normal distribution pattern. The study covers comparison and assessment of concrete quality aspects such as: quality control, strength range, data standard deviation, data scatter, and ratio of minimum strength to design strength. Site quality control for these projects ranged from very good to poor according to ACI214 criteria [1]. The ranges (Rg) of the strength (max. strength – min. strength) divided by average strength are from (34% to 160%). Data scatter is
measured as the range (Rg) divided by standard deviation () and is
found to be (1.82 to 11.04), indicating that the range is ±3σ.
International construction companies working in Libya follow
different assessment criteria for concrete compressive strength in lieu
of national unified procedure. The study reveals that assessments of
concrete quality conducted by these construction companies usually
meet their adopted (internal) standards, but sometimes fail to meet
internationally known standard requirements. The assessment of
concrete presented in this paper is based on ACI, British standards
and proposed Libyan concrete strength assessment criteria.

Abstract: In this paper the authors propose and verify an approach to control heat flow in machine tool components. Thermal deformations are a main aspect that affects the accuracy of machining. Due to goals of energy efficiency, thermal basic loads should be reduced. This leads to inhomogeneous and time variant temperature profiles. To counteract these negative consequences, material with high melting enthalpy is used as a method for thermal stabilization. The increased thermal capacity slows down the transient thermal behavior. To account for the delayed thermal equilibrium, a control mechanism for thermal flow is introduced. By varying a gap in a heat flow path the thermal resistance of an assembly can be controlled. This mechanism is evaluated in two experimental setups. First to validate the ability to control the thermal resistance and second to prove the possibility of a self-sufficient option based on the selfsensing abilities of thermal shape memory alloys.
Abstract: This paper presented the results of an experimental
investigation into the axial fatigue behavior of a 5086 aluminum
alloy which have several notch-aspect ratios a0/c0 and notch
thickness ratio a/t with semi-elliptical surface cracks. Tests were
conducted in la b air for stress levels of 50 % of their yield
strength. Experiments were carried out for various notch to
thickness ratios. Crack growth rates of test specimens both in
surface and depth directions were determined by using die
penetration method. Fuzzy Logic method was used to predict the
deep direction crack growth because the dept of the crack is
considerably difficult to measure.
Abstract: In this paper, numerical simulation is used to
investigate the thermal performance of liquid cooling heatsink with
microchannels due to geometric arrangement. Commercial software
ICEPAK is utilized for the analysis. The considered parameters
include aspect ratio, porosity and the length and height of
microchannel. The aspect ratio varies from 3 to 16 and the length of
microchannel is 10mm, 14mm, and 18mm. The height of
microchannel is 2mm, 3mm and 4mm. It is found short channel have
better thermal efficiency than long channel at 490Pa. No matter the
length of channel the best aspect ratio is 4. It is also noted that pressure
difference at 2940Pa the best aspect ratio from 4 to 8, it means pressure
difference affect aspect ratio, effective thermal resistance at low
pressure difference but lower effective thermal resistance at high
pressure difference.
Abstract: This paper is a simple and systematic approaches to the design and analysis a pulse width modulation (PWM) based sliding mode controller for buck DC-DC Converters. Various aspects of the design, including the practical problems and the proposed solutions, are detailed. However, these control strategies can't compensate for large load current and input voltage variations. In this paper, a new control strategy by compromising both schemes advantages and avoiding their drawbacks is proposed, analyzed and simulated.
Abstract: Most of the academics connect a theory of
multiculturalism with globalization and limit it by last decades of
20th century. However, Kazakh society encountered with this
problem when the Soviet-s rule emerged. As a result of repression,
the Second World War, development of virgin lands representatives
of more than 100 nationalities lives in Kazakhstan. Communist
ideology propagandized internationalism, which would defined
principles of multicultural community but a common ideology
demands a single culture. As a result multicultural society in the
USSR developed under control of Russian culture. Education in the
USSR was conducted in two departments: autochthonous and
Russian. Autochthonous education narrowed student capabilities.
Also because of soviet ideology science was conducted in Russian
Universities provided education in Russian and all science literature
were in Russian. Exceptions were humanitarian fields where Kazakh
departments were admitted. Naturally non-Kazakhs studied in
Russian departments, moreover Kazakhs preferred to study in
Russian as most do nowadays preferring English. As a result Kazakh
society consisted of Kazakhs, Kazakhs who recognized Russian as a
mother tongue and other nationalities who were also Russian
speakers. This aspect continues to distinguish particular qualities of
multicultural community in Kazakhstan.

mechanism of nanoparticles formation by the cell filtrate in order to
achieve better control over size and polydispersity of the
nanoparticles. This would help to develop nanomedicine against
various multi drug resistant human pathogens.
Abstract: The last decade has shown that object-oriented
concept by itself is not that powerful to cope with the rapidly
changing requirements of ongoing applications. Component-based
systems achieve flexibility by clearly separating the stable parts of
systems (i.e. the components) from the specification of their
composition. In order to realize the reuse of components effectively
in CBSD, it is required to measure the reusability of components.
However, due to the black-box nature of components where the
source code of these components are not available, it is difficult to
use conventional metrics in Component-based Development as these
metrics require analysis of source codes. In this paper, we survey
few existing component-based reusability metrics. These metrics
give a border view of component-s understandability, adaptability,
and portability. It also describes the analysis, in terms of quality
factors related to reusability, contained in an approach that aids
significantly in assessing existing components for reusability.
Abstract: The purpose of this paper is to perform a multidisciplinary design and analysis (MDA) of honeycomb panels used in the satellites structural design. All the analysis is based on clamped-free boundary conditions. In the present work, detailed finite element models for honeycomb panels are developed and analysed. Experimental tests were carried out on a honeycomb specimen of which the goal is to compare the previous modal analysis made by the finite element method as well as the existing equivalent approaches. The obtained results show a good agreement between the finite element analysis, equivalent and tests results; the difference in the first two frequencies is less than 4% and less than 10% for the third frequency. The results of the equivalent model presented in this analysis are obtained with a good accuracy. Moreover, investigations carried out in this research relate to the honeycomb plate modal analysis under several aspects including the structural geometrical variation by studying the various influences of the dimension parameters on the modal frequency, the variation of core and skin material of the honeycomb. The various results obtained in this paper are promising and show that the geometry parameters and the type of material have an effect on the value of the honeycomb plate modal frequency.
Abstract: Moisture is an important consideration in many
aspects ranging from irrigation, soil chemistry, golf course, corrosion
and erosion, road conditions, weather predictions, livestock feed
moisture levels, water seepage etc. Vegetation and crops always
depend more on the moisture available at the root level than on
precipitation occurrence. In this paper, design of an instrument is
discussed which tells about the variation in the moisture contents of
soil. This is done by measuring the amount of water content in soil by
finding the variation in capacitance of soil with the help of a
capacitive sensor. The greatest advantage of soil moisture sensor is
reduced water consumption. The sensor is also be used to set lower
and upper threshold to maintain optimum soil moisture saturation and
minimize water wilting, contributes to deeper plant root growth
,reduced soil run off /leaching and less favorable condition for insects
and fungal diseases. Capacitance method is preferred because, it
provides absolute amount of water content and also measures water
content at any depth.
Abstract: MC (Management Control)& IC (Internal Control) – what is the relationship? (an empirical study into the definitions between MC and IC) based on the wider considerations of Internal Control and Management Control terms, attention is focused not only on the financial aspects but also more on the soft aspects of the business, such as culture, behaviour, standards and values. The limited considerations of Management Control are focused mainly in the hard, financial aspects of business operation. The definitions of Management Control and Internal Control are often used interchangeably and the results of this empirical study reveal that Management Control is part of Internal Control, there is no causal link between the two concepts. Based on the interpretation of the respondents, the term Management Control has moved from a broad term to a more limited term with the soft aspects of the influencing of behaviour, performance measurements, incentives and culture. This paper is an exploratory study based on qualitative research and on a qualitative matrix method analysis of the thematic definition of the terms Management Control and Internal Control.
Abstract: The social force model which belongs to the
microscopic pedestrian studies has been considered as the supremacy
by many researchers and due to the main feature of reproducing the
self-organized phenomena resulted from pedestrian dynamic. The
Preferred Force which is a measurement of pedestrian-s motivation to
adapt his actual velocity to his desired velocity is an essential term on
which the model was set up. This Force has gone through stages of
development: first of all, Helbing and Molnar (1995) have modeled
the original force for the normal situation. Second, Helbing and his
co-workers (2000) have incorporated the panic situation into this
force by incorporating the panic parameter to account for the panic
situations. Third, Lakoba and Kaup (2005) have provided the
pedestrians some kind of intelligence by incorporating aspects of the
decision-making capability. In this paper, the authors analyze the
most important incorporations into the model regarding the preferred
force. They make comparisons between the different factors of these
incorporations. Furthermore, to enhance the decision-making ability
of the pedestrians, they introduce additional features such as the
familiarity factor to the preferred force to let it appear more
representative of what actually happens in reality.
Abstract: Internet today has a huge impact on all aspects of life,
and also in the area of the broader context of democracy, politics and
politicians. If democracy is freedom of choice, there are a number of
conditions that can ensure in practice the freedom to be achieved and
realized. These preconditions must be achieved regardless of the
manner of voting. The key contribution of ICT to achieve freedom of
choice is that technology enables the correlation of the citizens and
elected representatives on the better way than it was possible without
the Internet. In this sense, we can say that the Internet and ICT are
changing significantly, and potentially improving the environment in
which democratic processes are taking place. This paper aims to
describe trends in use of ICT in democratic processes, and analyzes
the challenges for implementation of e-Democracy in Montenegro
Abstract: Being creative in an educational environment, such as in the university, has many times been downplayed by bureaucracy, human inadequacy and physical hindrance. These factors control, stifle and subsequently condemn this natural phenomenon which is normally exuded by the tertiary community. If taken in a positive light, creativity has always led to many new discoveries and inventions. These creations are then gradually developed for the university reputation and achievements, in all fields of studies from the sciences to the humanities. This paper attempts to explore, through more than twenty years of observation, issues that stifle the university citizenry – academicians and students- – creativity. It also scrutinizes how enhancement of such creativity can be further supported by bureaucracy simplicity, encouraging and developing human potential and constructing uncompromising physical infrastructure and administrative support. These ideals – all of which can help to promote creativity, increases the productivity of the university community in aspects of teaching, research, publication, innovation and commercialization; be it at national as well as at international arena for the good of human and societal growth and development. This discursive presentation hopes to address another issue on promoting university community creativity through several deliverables which require cooperation from every quarter of the institution so that being creative continues to be promoted for sustainable human capital growth and development of the country, if not, the global community.

Exists three unique aspects of sport management: sport marketing, sport enterprise financial structures and sport industry career paths. The aim of the paper was to highlight the growing importance of sport in contemporary society, especially to emphasize its socio-economic benefits and refer to the development of sport management and marketing. The article has shown that sport contributes 2-3% to gross domestic product in the Czech Republic and that the demand for experts, specialists educated for the sports manager profession is growing.
Abstract: The objective of this work is to study the influence of the properties of the substrate on the retrofit (thin repair) of damaged concrete elements, with the SCC. Fluidity, principal characteristic of the SCC, would enable it to cover and adhere to the concrete to be repaired. Two aspects of repair are considered, the bond (Adhesion) and the tensile strength and the cracking. The investigation is experimental; It was conducted over test specimens made up of ordinary concrete prepared and hardened in advance (the material to be repaired) over which a self compacting concrete layer is cast. Three alternatives of SC concrete and one ordinary concrete (comparison) were tested. It appears that the self-compacting concrete constitutes a good material for repairing. It follows perfectly the surfaces- forms to be repaired and allows a perfect bond. Fracture tests made on specimens of self-compacting concrete show a brittle behaviour. However when a small percentage of fibres is added, the resistance to cracking is very much improve.
Abstract: Deep cold rolling (DCR) and low plasticity burnishing (LPB) process are cold working processes, which easily produce a smooth and work-hardened surface by plastic deformation of surface irregularities. The present study focuses on the surface roughness and surface hardness aspects of AISI 4140 work material, using fractional factorial design of experiments. The assessment of the surface integrity aspects on work material was done, in order to identify the predominant factors amongst the selected parameters. They were then categorized in order of significance followed by setting the levels of the factors for minimizing surface roughness and/or maximizing surface hardness. In the present work, the influence of main process parameters (force, feed rate, number of tool passes/overruns, initial roughness of the work piece, ball material, ball diameter and lubricant used) on the surface roughness and the hardness of AISI 4140 steel were studied for both LPB and DCR process and the results are compared. It was observed that by using LPB process surface hardness has been improved by 167% and in DCR process surface hardness has been improved by 442%. It was also found that the force, ball diameter, number of tool passes and initial roughness of the workpiece are the most pronounced parameters, which has a significant effect on the work piece-s surface during deep cold rolling and low plasticity burnishing process.
