Abstract: In this paper, we propose a novel fast search algorithm for short MPEG video clips from video database. This algorithm is based on the adjacent pixel intensity difference quantization (APIDQ) algorithm, which had been reliably applied to human face recognition previously. An APIDQ histogram is utilized as the feature vector of the frame image. Instead of fully decompressed video frames, partially decoded data, namely DC images are utilized. Combined with active search [4], a temporal pruning algorithm, fast and robust video search can be realized. The proposed search algorithm has been evaluated by 6 hours of video to search for given 200 MPEG video clips which each length is 15 seconds. Experimental results show the proposed algorithm can detect the similar video clip in merely 80ms, and Equal Error Rate (ERR) of 3 % is achieved, which is more accurately and robust than conventional fast video search algorithm.
Abstract: The main goal of data mining is to extract accurate, comprehensible and interesting knowledge from databases that may be considered as large search spaces. In this paper, a new, efficient type of Genetic Algorithm (GA) called uniform two-level GA is proposed as a search strategy to discover truly interesting, high-level prediction rules, a difficult problem and relatively little researched, rather than discovering classification knowledge as usual in the literatures. The proposed method uses the advantage of uniform population method and addresses the task of generalized rule induction that can be regarded as a generalization of the task of classification. Although the task of generalized rule induction requires a lot of computations, which is usually not satisfied with the normal algorithms, it was demonstrated that this method increased the performance of GAs and rapidly found interesting rules.
Abstract: Sustainable development is a concept which was
originated in Burtland commission in 1978. Although this concept
was born with environmental aspects, it is penetrated in all areas
rapidly, turning into a dominate view of planning. Concentrating on
future generation issue, especially when talking about heritage has a
long story. Each approach with all of its characteristics illustrates
differences in planning, hence planning always reflects the dominate
idea of its age. This paper studies sustainable development in
planning for historical cities with the aim of finding ways to deal
with heritage in planning for historical cities in Iran. Through this, it
will be illustrated how challenges between sustainable concept and
heritage could be concluded in planning.

For the first two issues, documentary method regarding the
sustainable development and heritage literature is considered. As the
next step focusing on Iranian historical cities require considering the
urban planning and management structure and identifying the main
challenges related to heritage, so analyzing challenges regarding
heritage is considered. As the result it would be illustrated that key
issue in such planning is active conservation to improve and use the
potential of heritage while it's continues conservation is guaranteed.
By emphasizing on the planning system in Iran it will be obvious that
some reforms are needed in this system and its way of relating with
heritage. The main weakness in planning for historical cities in Iran
is the lack of independent city management. Without this factor
achieving active conservation as the main factor of sustainable
development would not be possible.
Abstract: Traditional development of wireless sensor network
mote is generally based on SoC1 platform. Such method of
development faces three main drawbacks: lack of flexibility in terms
of development due to low resource and rigid architecture of SoC;
low capability of evolution and portability versus performance if
specific micro-controller architecture features are used; and the rapid
obsolescence of micro-controller comparing to the long lifetime of
power plants or any industrial installations. To overcome these
drawbacks, we have explored a new approach of development of
wireless sensor network mote using a hybrid FPGA technology. The
application of such approach is illustrated through the
implementation of an innovative wireless sensor network protocol
called OCARI.
Abstract: Traditionally, wind tunnel models are made of metal
and are very expensive. In these years, everyone is looking for ways
to do more with less. Under the right test conditions, a rapid
prototype part could be tested in a wind tunnel. Using rapid prototype
manufacturing techniques and materials in this way significantly
reduces time and cost of production of wind tunnel models. This
study was done of fused deposition modeling (FDM) and their ability
to make components for wind tunnel models in a timely and cost
effective manner. This paper discusses the application of wind tunnel
model configuration constructed using FDM for transonic wind
tunnel testing. A study was undertaken comparing a rapid
prototyping model constructed of FDM Technologies using
polycarbonate to that of a standard machined steel model. Testing
covered the Mach range of Mach 0.3 to Mach 0.75 at an angle-ofattack
range of - 2° to +12°. Results from this study show relatively
good agreement between the two models and rapid prototyping

It can be concluded from this study that wind tunnel models
constructed using rapid prototyping method and materials can be
used in wind tunnel testing for initial baseline aerodynamic database
development.
Abstract: Characteristics of ad hoc networks and even their existence depend on the nodes forming them. Thus, services and applications designed for ad hoc networks should adapt to this dynamic and distributed environment. In particular, multicast algorithms having reliability and scalability requirements should abstain from centralized approaches. We aspire to define a reliable and scalable multicast protocol for ad hoc networks. Our target is to utilize epidemic techniques for this purpose. In this paper, we present a brief survey of epidemic algorithms for reliable multicasting in ad hoc networks, and describe formulations and analytical results for simple epidemics. Then, P2P anti-entropy algorithm for content distribution and our prototype simulation model are described together with our initial results demonstrating the behavior of the algorithm.
Abstract: Biological data has several characteristics that strongly differentiate it from typical business data. It is much more complex, usually large in size, and continuously changes. Until recently business data has been the main target for discovering trends, patterns or future expectations. However, with the recent rise in biotechnology, the powerful technology that was used for analyzing business data is now being applied to biological data. With the advanced technology at hand, the main trend in biological research is rapidly changing from structural DNA analysis to understanding cellular functions of the DNA sequences. DNA chips are now being used to perform experiments and DNA analysis processes are being used by researchers. Clustering is one of the important processes used for grouping together similar entities. There are many clustering algorithms such as hierarchical clustering, self-organizing maps, K-means clustering and so on. In this paper, we propose a clustering algorithm that imitates the ecosystem taking into account the features of biological data. We implemented the system using an Ant-Colony clustering algorithm. The system decides the number of clusters automatically. The system processes the input biological data, runs the Ant-Colony algorithm, draws the Topic Map, assigns clusters to the genes and displays the output. We tested the algorithm with a test data of 100 to1000 genes and 24 samples and show promising results for applying this algorithm to clustering DNA chip data.
Abstract: There are different kinds of online systems on the Internet for people who need support and develop new knowledge. Online communities and Ask the Expert systems are two such systems. In the health care area, the number of users of these systems has increased at a rapid pace. Interactions with medical trained experts take place online, and people with concerns about similar health problems come together to share experiences and advice. The systems are also used as storages and browsed for health information. Over the years, studies have been conducted of the usage of the different systems. However, in what ways the systems can be used together to enhance learning has not been explored. This paper presents results from a study of online health-communities and an Ask the Expert system for people who suffer from overweight. Differences and similarities in regards to posted issues and replies are discussed, and suggestions for a new holistic design of the two systems are presented.
Abstract: Biodiesel is traditionally produced from oleaginous
plants. On the other hand, increasing biodiesel production from these
raw materials could create problems of food supply. Producing
biodiesel from microalgae could help to overcome this difficulty,
because microalgae are rich in lipids and do not compete for arable
lands. However, no studies had compared vegetable and microalgae
oil-based biodiesel in terms of yield, viscosity and heat of
combustion. In the present study, commercial canola and microalgae
oil were therefore transesterified with methanol under a homogenous
alkali catalyst (potassium hydroxide) at 100oC for 1h. The result
showed that microalgae-based oil has a higher yield in biodiesel with
89.7% (g biodiesel/g oil) and a lower kinematic viscosity (22oC) of
4.31 mm/s2 than canola oil.
Abstract: Kuwait-s electric power system is vertically integrated
organization owned and operated by the government. For more than
five decades, the government of Kuwait has provided relatively
reliable electric services to consumers with subsidized electric
service fees. Given the country-s rapid socio-economical
development and consequently the increase of electricity demand, a
question that inflicts itself: Is it necessary to reform the power system
to face the fast growing demand? This paper recommends that the
government should consider the private sector as a partner in
operating the power system. Therefore, power system restructuring is
needed to allow such partnership. There are challenges that prevent
such restructuring. Abstract recommendations toward resolving these
challenges are proposed.
Abstract: The incidences of dengue hemorrhagic disease (DHF)
over the long term exhibit a seasonal behavior. It has been
hypothesized that these behaviors are due to the seasonal climate
changes which in turn induce a seasonal variation in the incubation
period of the virus while it is developing the mosquito. The standard
dynamic analysis is applied for analysis the Susceptible-Exposed-
Infectious-Recovered (SEIR) model which includes an annual
variation in the length of the extrinsic incubation period (EIP). The
presence of both asymptomatic and symptomatic infections is
allowed in the present model. We found that dynamic behavior of the
endemic state changes as the influence of the seasonal variation of
the EIP becomes stronger. As the influence is further increased, the
trajectory exhibits sustained oscillations when it leaves the chaotic
region.
Abstract: Social resilience has role to govern the local community and coastal fisheries resources toward sustainable fisheries development in tsunami affected area. This paper asses, explore and investigates of indigenous institutions, external and internal facilitators toward strengthening social resilience. Identification of the genuine organizations role had been conducted twice by using Rapid Assessment Appraisal, Focus Group Discussion, and in-depth interview for collecting primary and secondary data. Local wisdom had a contribution and adaptable to rebound social resilience. The Panglima Laot Lhok (sea commander) had determined and adapted role on recovery of the fishing community, particularly facilitated aid delivery to fishermen, as shown in anchovy fisheries relief case in Krueng Raya Bay. Toke Bangku (financial trader) had stimulated for reinforcement of advance payment and market channel. The other institutions supported upon linking and bridging connectivity among stakeholders. Collaborative governance can avoid conflict, reduce donor dependency and strengthen social resilience within fishing community.
Abstract: The use of polypropylene mesh devices for Pelvic
Organ Prolapse (POP) spread rapidly during the last decade, yet our
knowledge of the mesh-tissue interaction is far from complete. We
aimed to perform a thorough pathological examination of explanted
POP meshes and describe findings that may explain mechanisms of
complications resulting in product excision. We report a spectrum of
important findings, including nerve ingrowth, mesh deformation,
involvement of detrusor muscle with neural ganglia, and
polypropylene degradation. Analysis of these findings may improve
and guide future treatment strategies.
Abstract: The algorithms of convex hull have been extensively studied in literature, principally because of their wide range of applications in different areas. This article presents an efficient algorithm to construct approximate convex hull from a set of n points in the plane in O(n + k) time, where k is the approximation error control parameter. The proposed algorithm is suitable for applications preferred to reduce the computation time in exchange of accuracy level such as animation and interaction in computer graphics where rapid and real-time graphics rendering is indispensable.
Abstract: Transcription factor p53 has a powerful tumor
suppressing function that is associated with many cancers. However,
p53 of the molecular weight was higher make the limitation across to
skin or cell membrane. Thymidine dinucleotide (pTT), an
oligonucleotide, can activate the p53 transcription factor. pTT is a
hydrophilic and negative charge oligonucleotide, which delivery in to
cell membrane need an appropriate carrier. The aim of this study was
to improve the bioavailability of the nucleotide fragment, thymidine
dinucleotide (pTT), using elasic liposome carriers to deliver the drug
into the skin. The study demonstrate that dioleoylphosphocholine
(DOPC) incorporated with sodium cholate at molar ratio 1:1 can
archived the particle size about 220 nm. This elastic liposome could
penetration through skin from stratum corneum to whole epidermis by
confocal laser scanning microscopy (CLSM). Moreover, we observed
the the slight increase in generation of p53 by western blot.
Abstract: This paper presents preliminary results on modeling
and control of a quadrotor UAV. With aerodynamic concepts, a
mathematical model is firstly proposed to describe the dynamics
of the quadrotor UAV. Parameters of this model are identified by
experiments with Matlab Identify Toolbox. A group of PID controllers
are then designed based on the developed model. To verify
the developed model and controllers, simulations and experiments for
altitude control, position control and trajectory tracking are carried
out. The results show that the quadrotor UAV well follows the
referenced commands, which clearly demonstrates the effectiveness
of the proposed approach.
Abstract: With rapid technology scaling, the proportion of the
static power consumption catches up with dynamic power
consumption gradually. To decrease leakage consumption is
becoming more and more important in low-power design. This paper
presents a power-gating scheme for P-DTGAL (p-type dual
transmission gate adiabatic logic) circuits to reduce leakage power
dissipations under deep submicron process. The energy dissipations of
P-DTGAL circuits with power-gating scheme are investigated in
different processes, frequencies and active ratios. BSIM4 model is
adopted to reflect the characteristics of the leakage currents. HSPICE
simulations show that the leakage loss is greatly reduced by using the
P-DTGAL with power-gating techniques.
Abstract: Model Predictive Control (MPC) is increasingly being
proposed for real time applications and embedded systems. However
comparing to PID controller, the implementation of the MPC in
miniaturized devices like Field Programmable Gate Arrays (FPGA)
and microcontrollers has historically been very small scale due to its
complexity in implementation and its computation time requirement.
At the same time, such embedded technologies have become an
enabler for future manufacturing enterprises as well as a transformer
of organizations and markets. Recently, advances in microelectronics
and software allow such technique to be implemented in embedded
systems. In this work, we take advantage of these recent advances
in this area in the deployment of one of the most studied and
applied control technique in the industrial engineering. In fact in
this paper, we propose an efficient framework for implementation
of Generalized Predictive Control (GPC) in the performed STM32
microcontroller. The STM32 keil starter kit based on a JTAG interface
and the STM32 board was used to implement the proposed GPC
firmware. Besides the GPC, the PID anti windup algorithm was
also implemented using Keil development tools designed for ARM
processor-based microcontroller devices and working with C/Cµ
langage. A performances comparison study was done between both
firmwares. This performances study show good execution speed and
low computational burden. These results encourage to develop simple
predictive algorithms to be programmed in industrial standard hardware.
The main features of the proposed framework are illustrated
through two examples and compared with the anti windup PID
controller.
Abstract: The application of a simple microcontroller to deal
with a three variable input and a single output fuzzy logic controller,
with Proportional – Integral – Derivative (PID) response control
built-in has been tested for an automatic voltage regulator. The
fuzzifiers are based on fixed range of the variables of output voltage.
The control output is used to control the wiper motor of the auto
transformer to adjust the voltage, using fuzzy logic principles, so that
the voltage is stabilized. In this report, the author will demonstrate
how fuzzy logic might provide elegant and efficient solutions in the
design of multivariable control based on experimental results rather
than on mathematical models.
Abstract: This paper proposes the use of Bayesian belief
networks (BBN) as a higher level of health risk assessment for a
dumping site of lead battery smelter factory. On the basis of the
epidemiological studies, the actual hospital attendance records and
expert experiences, the BBN is capable of capturing the probabilistic
relationships between the hazardous substances and their adverse
health effects, and accordingly inferring the morbidity of the adverse
health effects. The provision of the morbidity rates of the related
diseases is more informative and can alleviate the drawbacks of
conventional methods.
