Abstract: In this paper, we suggest new product-type estimators for the population mean of the variable of interest exploiting the first or the third quartile of the auxiliary variable. We obtain mean square error equations and the bias for the estimators. We study the properties of these estimators using simple random sampling (SRS) and ranked set sampling (RSS) methods. It is found that, SRS and RSS produce approximately unbiased estimators of the population mean. However, the RSS estimators are more efficient than those obtained using SRS based on the same number of measured units for all values of the correlation coefficient.
Abstract: Advances in computing applications in recent years
have prompted the demand for more flexible scheduling models for
QoS demand. Moreover, in practical applications, partly violated
temporal constraints can be tolerated if the violation meets certain
distribution. So we need extend the traditional Liu and Lanland model
to adapt to these circumstances. There are two extensions, which are
the (m, k)-firm model and Window-Constrained model. This paper
researches on weakly hard real-time constraints and their combination
to support QoS. The fact that a practical application can tolerate some
violations of temporal constraint under certain distribution is
employed to support adaptive QoS on the open real-time system. The
experiment results show these approaches are effective compared to
traditional scheduling algorithms.
Abstract: The improvement of quality of life is the main visible
integrated indicator of state well-being. More and more states pay
attention to define and to achieve social standards of quality of life as
social-economic strategy of development. These standards are
determinate by state features, complex of needs and interests of
individual, family and society.
It still remains in open question: “What is middle class" in
contemporary Kazakhstan. Appearance of new social standards of
quality of life is important indicator of its successful establishment.
The middle class as agent of social, politic and economic reforms
promotes to improve the quality of life of the country. But if consider
a low and a middle stratums of middle class, we can see that high
social expectations and real achievements are still significantly
different.

search of household-s standards of living in Almaty city and Almaty
region, and case-study of cottage city “Jana Kuat".
Abstract: Implementing quality assurance in higher education establishments is the main focus of the reform process currently undertaken by the Ministry of Higher Education and Scientific Research in the Kurdistan Region of Iraq. The reform agenda has involved attempts to improve academic quality and management processes in universities, technical institutions and colleges. The central challenge for the reform process is to produce change in higher education in a region where administration is described as centralized and bureaucratic. To make these changes, there should be a well-designed plans and follow up processes in order to monitor progress and develop responses to obstacles. Lack of skills, resources, political dilemmas, poor motivation, and readiness to face the consequences of change are factors which will determine the success of the reform process.
Abstract: A two-dimensional moving mesh algorithm is developed to simulate the general motion of two rotating bodies with relative translational motion. The grid includes a background grid and two sets of grids around the moving bodies. With this grid arrangement rotational and translational motions of two bodies are handled separately, with no complications. Inter-grid boundaries are determined based on their distances from two bodies. In this method, the overset concept is applied to hybrid grid, and flow variables are interpolated using a simple stencil. To evaluate this moving mesh algorithm unsteady Euler flow is solved for different cases using dual-time method of Jameson. Numerical results show excellent agreement with experimental data and other numerical results. To demonstrate the capability of present algorithm for accurate solution of flow fields around moving bodies, some benchmark problems have been defined in this paper.
Abstract: This paper estimates the economic values of
household preference for enhanced solid waste disposal services in
Malaysia. The contingent valuation (CV) method estimates an
average additional monthly willingness-to-pay (WTP) in solid waste
management charges of Ôé¼0.77 to 0.80 for improved waste disposal
services quality. The finding of a slightly higher WTP from the
generic CV question than that of label-specific, further reveals a
higher WTP for sanitary landfill, at Ôé¼0.90, than incineration, at Ôé¼0.63.
This suggests that sanitary landfill is a more preferred alternative.
The logistic regression estimation procedure reveals that household-s
concern of where their rubbish is disposed, age, ownership of house,
household income and format of CV question are significant factors
in influencing WTP.
Abstract: The present study aims at determining the effect of ageing on the impact toughness and microstructure of 2024 Al-Cu - Mg alloy. Following the 2 h solutionizing treatment at 450°C and water quench, the specimens were aged at 200°C for various periods (1 to 18 h). The precipitation stages during ageing were monitored by hardness measurements. For each specimen group, Charpy impact and hardness tests were carried out. During ageing the impact toughness of the alloy first increased, and then, following a maxima decreased due to the precipitation of intermediate phases, finally it reached its minimum at the peak hardness. Correlations between hardness and impact toughness were investigated.
Abstract: Competitive relationships among Bradyrhizobium
japonicum USDA serogroup 123, 122 and 138 were screened versus
the standard commercial soybean variety Williams and two
introductions P1 377578 "671" in a field trial. Displacement of strain
123 by an effective strain should improved N2 fixation. Root nodules
were collected and strain occupancy percentage was determined
using strain specific fluorescent antibodies technique. As anticipated
the strain USDA 123 dominated 92% of nodules due to the high
affinity between the host and the symbiont. This dominance was
consistent and not changed materially either by inoculation practice
or by introducing new strainan. The interrelationship between the
genotype Williams and serogroup 122 & 138 was found very weak
although the cell density of the strain in the rhizosphere area was
equal. On the other hand, the nodule occupancy of genotypes 671 and
166 with rhizobia serogroup 123 was almost diminished to zero. .
The data further exhibited that the genotypes P1 671 and P1 166 have
high affinity to colonize with strains 122 and 138 whereas Williams
was highly promiscuous to strain 123.
Abstract: In the present work we investigate both the elastic and
electric properties of a chiral material. We consider a composite
structure made from a polymer matrix and anisotropic inclusions of
GaAs taking into account piezoelectric and dielectric properties of
the composite material. The principal task of the work is the
estimation of the functional properties of the composite material.
Abstract: Environmental awareness and the recent
environmental policies have forced many electric utilities to
restructure their operational practices to account for their emission
impacts. One way to accomplish this is by reformulating the
traditional economic dispatch problem such that emission effects are
included in the mathematical model. This paper presents a Particle
Swarm Optimization (PSO) algorithm to solve the Economic-
Emission Dispatch problem (EED) which gained recent attention due
to the deregulation of the power industry and strict environmental
regulations. The problem is formulated as a multi-objective one with
two competing functions, namely economic cost and emission
functions, subject to different constraints. The inequality constraints
considered are the generating unit capacity limits while the equality
constraint is generation-demand balance. A novel equality constraint
handling mechanism is proposed in this paper. PSO algorithm is
tested on a 30-bus standard test system. Results obtained show that
PSO algorithm has a great potential in handling multi-objective
optimization problems and is capable of capturing Pareto optimal
solution set under different loading conditions.
Abstract: Nondestructive testing in engineering is an inverse
Cauchy problem for Laplace equation. In this paper the problem
of nondestructive testing is expressed by a Laplace-s equation with
third-kind boundary conditions. In order to find unknown values on
the boundary, the method of fundamental solution is introduced and
realized. Because of the ill-posedness of studied problems, the TSVD
regularization technique in combination with L-curve criteria and
Generalized Cross Validation criteria is employed. Numerical results
are shown that the TSVD method combined with L-curve criteria is
more efficient than the TSVD method combined with GCV criteria.

Abstract: As the global climate changes, the threat from
landslides and debris flows increases. Learning how a watershed
initiates landslides under abnormal rainfall conditions and predicting
landslide magnitude and frequency distribution is thus important.
Landslides show a power-law distribution in the frequency-area
distribution. The distribution curve shows an exponent gradient 1.0 in
the Sandpile model test. Will the landslide frequency-area statistics
show a distribution similar to the Sandpile model under extreme
rainfall conditions? The purpose of the study is to identify the extreme
rainfall-induced landslide frequency-area distribution in the Laonong
River Basin in southern Taiwan. Results of the analysis show that a
lower gradient of landslide frequency-area distribution could be
attributed to the transportation and deposition of debris flow areas that
are included in the landslide area.
Abstract: In this paper we present an enhanced noise reduction method for robust speech recognition using Adaptive Gain Equalizer with Non linear Spectral Subtraction. In Adaptive Gain Equalizer method (AGE), the input signal is divided into a number of subbands that are individually weighed in time domain, in accordance to the short time Signal-to-Noise Ratio (SNR) in each subband estimation at every time instant. Instead of focusing on suppression the noise on speech enhancement is focused. When analysis was done under various noise conditions for speech recognition, it was found that Adaptive Gain Equalizer method algorithm has an obvious failing point for a SNR of -5 dB, with inadequate levels of noise suppression for SNR less than this point. This work proposes the implementation of AGE when coupled with Non linear Spectral Subtraction (AGE-NSS) for robust speech recognition. The experimental result shows that out AGE-NSS performs the AGE when SNR drops below -5db level.
Abstract: This paper will focus on modeling, analysis and simulation of a 42V/14V dc/dc converter based architecture. This architecture is considered to be technically a viable solution for automotive dual-voltage power system for passenger car in the near further. An interleaved dc/dc converter system is chosen for the automotive converter topology due to its advantages regarding filter reduction, dynamic response, and power management. Presented herein, is a model based on one kilowatt interleaved six-phase buck converter designed to operate in a Discontinuous Conduction Mode (DCM). The control strategy of the converter is based on a voltagemode- controlled Pulse Width Modulation (PWM) with a Proportional-Integral-Derivative (PID). The effectiveness of the interleaved step-down converter is verified through simulation results using control-oriented simulator, MatLab/Simulink.
Abstract: A novel methodology has been used to design an
evaporator coil of a refrigerant. The methodology used is through a
complete Computer Aided Design /Computer Aided Engineering
approach, by means of a Computational Fluid Dynamic/Finite
Element Analysis model which is executed many times for the
thermal-fluid exploration of several designs' configuration by an
commercial optimizer. Hence the design is carried out automatically
by parallel computations, with an optimization package taking the
decisions rather than the design engineer. The engineer instead takes
decision regarding the physical settings and initializing of the
computational models to employ, the number and the extension of the
geometrical parameters of the coil fins and the optimization tools to
be employed. The final design of the coil geometry found to be better
than the initial design.
Abstract: Does the spatial perspective provide a common thread for rural sociology? Have rural sociologists succeeded in bringing order to their data using spatial analysis models and techniques? A trial answer to such questions, as touchstones of theoretical and applied sociological studies in rural areas, is the point at issue in the present paper. Spatial analyses have changed the way rural sociologists approach scientific problems. Rural sociology is spatial by nature because much, if not most, of its research topics has a spatial “awareness." However, such spatial awareness is not quite the same as spatial analysis because it is not typically associated with underlying theories and hypotheses about spatial patterns that are designed to be tested for their specific spatial content. This paper presents pressing issues for future research to reintroduce mainstream rural sociology to the concept of space.
Abstract: Magnetic and semiconductor nanomaterials exhibit
novel magnetic and optical properties owing to their unique size and
shape-dependent effects. With shrinking the size down to nanoscale
region, various anomalous properties that normally not present in bulk
start to dominate. Ability in harnessing of these anomalous properties
for the design of various advance electronic devices is strictly
dependent on synthetic strategies. Hence, current research has focused
on developing a rational synthetic control to produce high quality
nanocrystals by using organometallic approach to tune both size and
shape of the nanomaterials. In order to elucidate the growth
mechanism, transmission electron microscopy was employed as a
powerful tool in performing real time-resolved morphologies and
structural characterization of magnetic (Fe3O4) and semiconductor
(ZnO) nanocrystals. The current synthetic approach is found able to
produce nanostructures with well-defined shapes. We have found that
oleic acid is an effective capping ligand in preparing oxide-based
nanostructures without any agglomerations, even at high temperature.
The oleate-based precursors and capping ligands are fatty acid
compounds, which are respectively originated from natural palm oil
with low toxicity. In comparison with other synthetic approaches in
producing nanostructures, current synthetic method offers an effective
route to produce oxide-based nanomaterials with well-defined shapes
and good monodispersity. The nanocystals are well-separated with
each other without any stacking effect. In addition, the as-synthesized
nanopellets are stable in terms of chemically and physically if
compared to those nanomaterials that are previous reported. Further
development and extension of current synthetic strategy are being
pursued to combine both of these materials into nanocomposite form
that will be used as “smart magnetic nanophotocatalyst" for industry
waste water treatment.
Abstract: Novel Coconut oil nanofluids of various concentrations have been prepared through ultrasonically assisted sol-gel method. The structural and morphological properties of the copper oxide nanoparticle have been analyzed with respectively and it revealed the monoclinic end-centered structure of crystallite and shuttle like flake morphology of agglomerates. Ultrasonic studies have been made for the nanofluids at different temperatures. The molecular interactions responsible for the changes in acoustical parameter with respect to concentration and temperature are discussed.
Abstract: This paper presents a novel control method based on radial basis function networks (RBFNs) for chaotic dynamical systems. The proposed method first identifies the nonlinear part of the chaotic system off-line and then constructs a model-following controller using only the estimated system parameters. Simulation results show the effectiveness of the proposed control scheme.
Abstract: In this project, a tele-operated anthropomorphic
robotic arm and hand is designed and built as a versatile robotic arm
system. The robot has the ability to manipulate objects such as pick
and place operations. It is also able to function by itself, in
standalone mode.
Firstly, the robotic arm is built in order to interface with a personal
computer via a serial servo controller circuit board. The circuit board
enables user to completely control the robotic arm and moreover,
enables feedbacks from user. The control circuit board uses a
powerful integrated microcontroller, a PIC (Programmable Interface
Controller). The PIC is firstly programmed using BASIC (Beginner-s
All-purpose Symbolic Instruction Code) and it is used as the 'brain'
of the robot. In addition a user friendly Graphical User Interface
(GUI) is developed as the serial servo interface software using
Microsoft-s Visual Basic 6.
The second part of the project is to use speech recognition control
on the robotic arm. A speech recognition circuit board is constructed
with onboard components such as PIC and other integrated circuits. It
replaces the computers- Graphical User Interface. The robotic arm is
able to receive instructions as spoken commands through a
microphone and perform operations with respect to the commands
such as picking and placing operations.
