Electronic Government in the GCC Countries

The study investigated the practices of organisations in Gulf Cooperation Council (GCC) countries with regards to G2C egovernment maturity. It reveals that e-government G2C initiatives in the surveyed countries in particular, and arguably around the world in general, are progressing slowly because of the lack of a trusted and secure medium to authenticate the identities of online users. The authors conclude that national ID schemes will play a major role in helping governments reap the benefits of e-government if the three advanced technologies of smart card, biometrics and public key infrastructure (PKI) are utilised to provide a reliable and trusted authentication medium for e-government services.

A Method to Predict Hemorrhage Disease of Grass Carp Tends

Hemorrhage Disease of Grass Carp (HDGC) is a kind of commonly occurring illnesses in summer, and the extremely high death rate result in colossal losses to aquaculture. As the complex connections among each factor which influences aquiculture diseases, there-s no quit reasonable mathematical model to solve the problem at present.A BP neural network which with excellent nonlinear mapping coherence was adopted to establish mathematical model; Environmental factor, which can easily detected, such as breeding density, water temperature, pH and light intensity was set as the main analyzing object. 25 groups of experimental data were used for training and test, and the accuracy of using the model to predict the trend of HDGC was above 80%. It is demonstrated that BP neural network for predicating diseases in HDGC has a particularly objectivity and practicality, thus it can be spread to other aquiculture disease.

Mycorrhizal Fungi Influence on Physiological Growth Indices in Basil Induced by Phosphorus Fertilizer under Irrigation Deficit Conditions

This experiment was carried out to study the effect of AMF, drought stress and phosphorus on physiological growth indices of basil at Iran using by a split-plot design with three replications. The main-plot factor included: two levels of irrigation regimes (control=no drought stress and irrigation after 80 evaporation= drought stress condition) while the sub-plot factors included phosphorus (0, 35 and 70 kg/ha) and application and non-application of Glomus fasciculatum. The results showed that total dry matter (TDM), life area index (LAI), relative growth rate (RGR) and crop growth rate (CGR) were all highly significantly different among the phosphorus, whereas drought stress had effect of practical significance on TDM, LAI, RGR and CGR. The results also showed that the highest TDM, LAI, RGR and CGR were obtained from application of Glomus fasciculatum under no-drought condition.

Study on Specific Energy in Grinding of DRACs: A Response Surface Methodology Approach

In this study, the effects of machining parameters on specific energy during surface grinding of 6061Al-SiC35P composites are investigated. Vol% of SiC, feed and depth of cut were chosen as process variables. The power needed for the calculation of the specific energy is measured from the two watt meter method. Experiments are conducted using standard RSM design called Central composite design (CCD). A second order response surface model was developed for specific energy. The results identify the significant influence factors to minimize the specific energy. The confirmation results demonstrate the practicability and effectiveness of the proposed approach.

Adaptation Learning Speed Control for a High- Performance Induction Motor using Neural Networks

This paper proposes an effective adaptation learning algorithm based on artificial neural networks for speed control of an induction motor assumed to operate in a high-performance drives environment. The structure scheme consists of a neural network controller and an algorithm for changing the NN weights in order that the motor speed can accurately track of the reference command. This paper also makes uses a very realistic and practical scheme to estimate and adaptively learn the noise content in the speed load torque characteristic of the motor. The availability of the proposed controller is verified by through a laboratory implementation and under computation simulations with Matlab-software. The process is also tested for the tracking property using different types of reference signals. The performance and robustness of the proposed control scheme have evaluated under a variety of operating conditions of the induction motor drives. The obtained results demonstrate the effectiveness of the proposed control scheme system performances, both in steady state error in speed and dynamic conditions, was found to be excellent and those is not overshoot.

The Semantic Web: a New Approach for Future World Wide Web

The purpose of semantic web research is to transform the Web from a linked document repository into a distributed knowledge base and application platform, thus allowing the vast range of available information and services to be more efficiently exploited. As a first step in this transformation, languages such as OWL have been developed. Although fully realizing the Semantic Web still seems some way off, OWL has already been very successful and has rapidly become a defacto standard for ontology development in fields as diverse as geography, geology, astronomy, agriculture, defence and the life sciences. The aim of this paper is to classify key concepts of Semantic Web as well as introducing a new practical approach which uses these concepts to outperform Word Wide Web.

Social Organization of Kazakhstani Business under Conditions of Customs Union and Common Free Market Zone: Empirical Study Practice

This article is devoted to the analysis of results of sociological researches carried out by authors directed on studying of opinion of representatives of small, medium and big business on formation of the Customs Union, Common Free Market Zone with participation of Kazakhstan, Russia and Belarus. It-s forecasted that companies, their branches will interpenetrate with registration and moving their businesses to regions with more beneficial conditions. They say that in Kazakhstan there are more profitable geo-strategic operating environment for business and lower taxes. Russia using this opportunity will create new conditions for expansion into other countries of Central Asia and China. Opinions of participants of questionnaire and expert poll different in estimation of value of these two integration mechanisms since market segments on the one hand extend, but also on the other hand - loss of exclusive influence in certain fields of activity.

Modes of Collapse of Compress–Expand Member under Axial Loading

In this paper, a study on the modes of collapse of compress- expand members are presented. Compress- expand member is a compact, multiple-combined cylinders, to be proposed as energy absorbers. Previous studies on the compress- expand member have clarified its energy absorption efficiency, proposed an approximate equation to describe its deformation characteristics and also highlighted the improvement that it has brought. However, for the member to be practical, the actual range of geometrical dimension that it can maintain its applicability must be investigated. In this study, using a virtualized materials that comply the bilinear hardening law, Finite element Method (FEM) analysis on the collapse modes of compress- expand member have been conducted. Deformation maps that plotted the member's collapse modes with regards to the member's geometric and material parameters were then presented in order to determine the dimensional range of each collapse modes.

The Role of Local Government Authorities in Managing the Pre-Hospital Emergency Medical Service (EMS) Systems in Thailand

The objective of this research is to explore the role of actors at the local level in managing the Pre-hospital Emergency Medical Service (EMS) system in Thailand. The research method was done through documentary research, individual interviews, and one forum conducted in each province. This paper uses the case of three provinces located in three regions in Thailand including; Ubon Ratchathani (North-eastern region), Lampang (Northern Region), and Songkhla (Southern Region). The result shows that, recently, the role of the local government in being the service provider for their local people is increasingly concerned. In identifying the key success factors towards the EMS system, it includes; (i) the local executives- vision and influence that the decisions made by them, for both PAO (Provincial Administration Organisation (PAO) and TAO (Tambon Administration Organisation), is vital to address the overall challenges in EMS development, (ii) the administrative system through reforming their working style create the flexibility in running the EMS task, (iii) the network-based management among different agencies at the local level leads to the better EMS practices, and (iv) the development in human resource is very vital in delivering the effective services.

Promoting a Strategic Plan in the University Environment

This paper is concerned with the role strategic management plays in higher education and the methods it entails. Using the University of West Bohemia and the Czech Republic as examples, the paper describes the methods used in furthering strategic objectives within institutions and their different parts (faculties, institutes). The nature of the demands faced by the university dictates the need for a strategic framework which defines the basic objectives and parameters of tertiary education and research in a local, regional and national context. Sharing strategies with a wider range of actors (universities, cities, regions, the practical sphere) is key to laying the foundations for more efficient cooperation.

Synthesis of Unconventional Materials Using Chitosan and Crown Ether for Selective Removal of Precious Metal Ions

The polyfunctional and highly reactive bio-polymer, the chitosan was first regioselectively converted into dialkylated chitosan using dimsyl anionic solution(NaH in DMSO) and bromodecane after protecting amino groups by phthalic anhydride. The dibenzo-18-crown-6-ether, on the other hand, was converted into its carbonyl derivatives via Duff reaction prior to incorporate into chitosan by Schiff base formation. Thus formed diformylated dibenzo-18-crown-6-ether was condensed with lipophilic chitosan to prepare the novel solvent extraction reagent. The products were characterized mainly by IR and 1H-NMR. Hence, the multidentate crown ether-embedded polyfunctional bio-material was tested for extraction of Pd(II) and Pt(IV) in aqueous solution.

Optimization of Growth of Rhodobacter Sphaeroides Using Mixed Volatile Fatty Acidsby Response Surface Methodology

A combination of photosynthetic bacteria along with anaerobic acidogenic bacteria is an ideal option for efficient hydrogen production. In the present study, the optimum concentration of substrates for the growth of Rhodobacter sphaeroides was found by response surface methodology. The optimum combination of three individual fatty acids was determined by Box Behnken design. Increase of volatile fatty acid concentration decreased the growth. Combination of sodium acetate and sodium propionate was most significant for the growth of the organism. The results showed that a maximum biomass concentration of 0.916 g/l was obtained when the concentrations of acetate, propionate and butyrate were 0.73g/l,0.99g/l and 0.799g/l, respectively. The growth was studied under an optimum concentration of volatile fatty acids and at a light intensity of 3000 lux, initial pH of 7 and a temperature of 35°C.The maximum biomass concentration of 0.92g/l was obtained which verified the practicability of this optimization.

Development of Online Islamic Medication Expert System (OIMES)

This paper presents an overview of the design and implementation of an online rule-based Expert Systems for Islamic medication. T his Online Islamic Medication Expert System (OIMES) focuses on physical illnesses only. Knowledge base of this Expert System contains exhaustively the types of illness together with their related cures or treatments/therapies, obtained exclusively from the Quran and Hadith. Extensive research and study are conducted to ensure that the Expert System is able to provide the most suitable treatment with reference to the relevant verses cited in Quran or Hadith. These verses come together with their related 'actions' (bodily actions/gestures or some acts) to be performed by the patient to treat a particular illness/sickness. These verses and the instructions for the 'actions' are to be displayed unambiguously on the computer screen. The online platform provides the advantage for patient getting treatment practically anytime and anywhere as long as the computer and Internet facility exist. Patient does not need to make appointment to see an expert for a therapy.

Hi-Fi Traffic Clearance Technique for Life Saving Vehicles using Differential GPS System

This paper may be considered as combination of both pervasive computing and Differential GPS (global positioning satellite) which relates to control automatic traffic signals in such a way as to pre-empt normal signal operation and permit lifesaving vehicles. Before knowing the arrival of the lifesaving vehicles from the signal there is a chance of clearing the traffic. Traffic signal preemption system includes a vehicle equipped with onboard computer system capable of capturing diagnostic information and estimated location of the lifesaving vehicle using the information provided by GPS receiver connected to the onboard computer system and transmitting the information-s using a wireless transmitter via a wireless network. The fleet management system connected to a wireless receiver is capable of receiving the information transmitted by the lifesaving vehicle .A computer is also located at the intersection uses corrected vehicle position, speed & direction measurements, in conjunction with previously recorded data defining approach routes to the intersection, to determine the optimum time to switch a traffic light controller to preemption mode so that lifesaving vehicles can pass safely. In case when the ambulance need to take a “U" turn in a heavy traffic area we suggest a solution. Now we are going to make use of computerized median which uses LINKED BLOCKS (removable) to solve the above problem.

Assessing and Managing Intellectual Capital to Support Open Innovation Paradigm

The objective of this paper is to support the application of Open Innovation practices in firms and organizations by the assessment and management of Intellectual Capital. Intellectual Capital constituents are analyzed in order to verify their capability of acting as key drivers of Open Innovation processes and, therefore, of creating value. A methodology is defined to settle a procedure which helps to select the most relevant Intellectual Capital value drivers and to provide Communities of Innovation with strategic and managerial guidelines in sustaining Open Innovation paradigm. An application of the methodology is developed within a specifically addressed project and its results are hereafter examined.

Impact of Combustion of Water in Fuel on Polycyclic Aromatic Hydrocarbon (Pah-s)Precursors- Formation

Some of the polycyclic aromatic hydrocarbons (PAHs) are the strongest known carcinogens compounds; the majority of them are mostly produced by the incomplete combustion of fossil fuels; Motor vehicles are a significant source of polycyclic aromatic hydrocarbon (PAH) where diesel emission is one of the main sources of such compounds available in the ambient air. There is a big concern about the increasing concentration of PAHs in the environment. Researchers are trying to explore optimal methods to reduce those pollutants and improve the quality of air. Water blended fuel is one of the possible approaches to reduce emission of PAHs from the combustion of diesel in urban and domestic vehicles. In this work a modeling study was conducted using CHEMKIN-PRO software to simulate spray combustion at similar diesel engine conditions. Surrogate fuel of (80 % n-heptane and 20 % toluene) was used due to detailed kinetic and thermodynamic data needed for modeling is available for this kind of fuel but not available for diesel. An emulsified fuel with 3, 5, 8, 10 and 20 % water by volume is used as an engine feed for this study. The modeling results show that water has a significant effect on reducing engine soot and PAHs precursors formation up to certain extent.

Structured Phospholipids from Commercial Soybean Lecithin Containing Omega-3 Fatty Acids Reduces Atherosclerosis Risk in Male Sprague dawley Rats which Fed with an Atherogenic Diet

Structured phospholipids from commercial soybean lecithin with oil enriched omega-3 fatty acid form by product of tuna canning is alternative procedure to provides the stability of omega-3 fatty acid structure and increase these bioactive function in metabolism. Best treatment condition was obtain in 18 hours acidolysis reaction with 30% enzyme concentration, which EPADHA incorporation level was 127,47 mg/g and incorporation percentage of EPA-DHA was 51,04% at phospholipids structure. This structured phospolipids could reduce atherosclerosis risk in male Sprague dawley rat. Provision of structured phospholipids has significant effect (α = 0.05) on changes in lipid profile, intima-media thickness of aorta rats (male Sprague dawley) fed atherogenic diet. Structured phospholipids intake can lower total cholesterol 78.36 mg/dL, total triglycerides 94,57 mg/dL, LDL levels 87.08 mg/dL and increased HDL level as much as 12,64 mg/dL in 10 weeks cares. Structured phospholipids intake also can prevent the thickening of the intima-media layer of the aorta.

Mixed Model Assembly Line Sequencing In Make to Order System with Available to Promise Consideration

Mixed model assembly lines (MMAL) are a type of production line where a variety of product models similar in product characteristics are assembled. The effective design of these lines requires that schedule for assembling the different products is determined. In this paper we tried to fit the sequencing problem with the main characteristics of make to order (MTO) environment. The problem solved in this paper is a multiple objective sequencing problem in mixed model assembly lines sequencing using weighted Sum Method (WSM) using GAMS software for small problem and an effective GA for large scale problems because of the nature of NP-hardness of our problem and vast time consume to find the optimum solution in large problems. In this problem three practically important objectives are minimizing: total utility work, keeping a constant production rate variation, and minimizing earliness and tardiness cost which consider the priority of each customer and different due date which is a real situation in mixed model assembly lines and it is the first time we consider different attribute to prioritize the customers which help the company to reduce the cost of earliness and tardiness. This mechanism is a way to apply an advance available to promise (ATP) in mixed model assembly line sequencing which is the main contribution of this paper.

The Determinants of Voluntary Disclosure in Croatia

Study investigates the level and extent of voluntary disclosure practice in Croatia. The research was conducted on the sample of 130 medium and large companies. Findings indicate that two thirds of the companies analyzed disclose below-average number of additional information. The explanatory analyses has shown that firm size, listing status and industrial sector significantly and positively affect the level and extent of voluntary disclosure in the annual report of Croatian companies. On the other hand, profitability and ownership structure were found statistically insignificant. Unlike previous studies, this paper deals with level of voluntary disclosure of medium and large companies, as well as companies whose shares are not listed on the organized capital market, which can be found as our contribution. Also, the research makes contribution by providing the insights into voluntary disclosure practices in Croatia, as a case of macro-oriented accounting system economy, i.e. bank oriented economy with an emerging capital market.

What Creative Industries Have to Offer to Business? Creative Partnerships and Mutual Benefits

In the time of globalisation, growing uncertainty, ambiguity and change, traditional way of doing business are no longer sufficient and it is important to consider non-conventional methods and approaches to release creativity and facilitate innovation and growth. Thus, creative industries, as a natural source of creativity and innovation, draw particular attention. This paper explores feasibility of building creative partnerships between creative industries and business and brings attention to mutual benefits derived from such partnerships. Design/approach - This paper is a theoretical exploration of projects, practices and research findings addressing collaboration between creative industries and business. Thus, it concerns creative industries, arts, business and its representatives in order to define requirements for creative partnerships to work and succeed. Findings – Current practices in engaging into arts-business partnerships are still very few, although most of creative partnerships proved to be highly valuable and mutually beneficial. Certain conditions shall be provided in order to benefit from arts-business creative synergy. Originality/value- By integrating different sources of literature, this article provides a base for conducting empirical research in several dimensions within arts-business partnerships.
