Abstract: Planning community has been long discussing emerging paradigms within the planning theory in the face of the changing conditions of the world order. The paradigm shift concept was introduced by Thomas Kuhn, in 1960, who claimed the necessity of shifting within scientific knowledge boundaries; and following him in 1970 Imre Loktas also gave priority to the emergence of multi-paradigm societies [24]. Multi-paradigm is changing our predetermined lifeworld through uncertainties. Those uncertainties are reflected in two sides, the first one is uncertainty as a concept of possibility and creativity in public sphere and the second one is uncertainty as a risk. Therefore, it is necessary to apply a resilience planning approach to be more dynamic in controlling uncertainties which have the potential to transfigure present time and space definitions. In this way, stability of system can be achieved. Uncertainty is not only an outcome of worldwide changes but also a place-specific issue, i.e. it changes from continent to continent, a country to country; a region to region. Therefore, applying strategic spatial planning with respect to resilience principle contributes to: control, grasp and internalize uncertainties through place-specific strategies. In today-s fast changing world, planning system should follow strategic spatial projects to control multi-paradigm societies with adaptability capacities. Here, we have selected two alternatives to demonstrate; these are; 1.Tehran (Iran) from the Middle East 2.Bath (United Kingdom) from Europe. The study elaborates uncertainties and particularities in their strategic spatial planning processes in a comparative manner. Through the comparison, the study aims at assessing place-specific priorities in strategic planning. The approach is to a two-way stream, where the case cities from the extreme end of the spectrum can learn from each other. The structure of this paper is to firstly compare semi-periphery (Tehran) and coreperiphery (Bath) cities, with the focus to reveal how they equip to face with uncertainties according to their geographical locations and local particularities. Secondly, the key message to address is “Each locality requires its own strategic planning approach to be resilient.--

Abstract: In this paper a procedure for the split-pipe design of looped water distribution network based on the use of simulated annealing is proposed. Simulated annealing is a heuristic-based search algorithm, motivated by an analogy of physical annealing in solids. It is capable for solving the combinatorial optimization problem. In contrast to the split-pipe design that is derived from a continuous diameter design that has been implemented in conventional optimization techniques, the split-pipe design proposed in this paper is derived from a discrete diameter design where a set of pipe diameters is chosen directly from a specified set of commercial pipes. The optimality and feasibility of the solutions are found to be guaranteed by using the proposed method. The performance of the proposed procedure is demonstrated through solving the three well-known problems of water distribution network taken from the literature. Simulated annealing provides very promising solutions and the lowest-cost solutions are found for all of these test problems. The results obtained from these applications show that simulated annealing is able to handle a combinatorial optimization problem of the least cost design of water distribution network. The technique can be considered as an alternative tool for similar areas of research. Further applications and improvements of the technique are expected as well.
Abstract: State-dependent Riccati equation based controllers are
becoming increasingly popular because of having attractive
properties like optimality, stability and robustness. This paper focuses
on the design of a roll autopilot for a fin stabilized and canard
controlled 122mm artillery rocket using state-dependent Riccati
equation technique. Initial spin is imparted to rocket during launch
and it quickly decays due to straight tail fins. After the spin phase, the
roll orientation of rocket is brought to zero with the canard deflection
commands generated by the roll autopilot. Roll autopilot has been
developed by considering uncoupled roll, pitch and yaw channels.
The canard actuator is modeled as a second-order nonlinear system.
Elements of the state weighing matrix for Riccati equation have been
chosen to be state dependent to exploit the design flexibility offered
by the Riccati equation technique. Simulation results under varying
conditions of flight demonstrate the wide operating range of the
proposed autopilot.
Abstract: This article discusses the concept of student ownership of knowledge and seeks to determine how to move students from knowledge acquisition to knowledge application and ultimately to knowledge generation in a virtual setting. Instructional strategies for fostering student engagement in a virtual environment are critical to the learner-s strategic ownership of the knowledge. A number of relevant theories that focus on learning, affect, needs and adult concerns are presented to provide a basis for exploring the transfer of knowledge from teacher to learner. A model under development is presented that combines the dimensions of knowledge approach, the teacher-student relationship with regards to knowledge authority and teaching approach to demonstrate the recursive and scaffolded design for creation of virtual learning environments.
Abstract: This paper deals with the development and obstacles of
Korean women-s political participation in recent years. Since the year
1948 after the declaration of a modern state, Korea has tried to
establish the democracy but still in the field of women-s political
participation it meets a lot of problems such as women-s political
consciousness, male dominated political culture and institutional
constraints. After the introduction of quota system in the list of
political party, women-s political participation began to change its
configuration. More women candidates have willingly presented at
elections.
Abstract: In this paper, an Interactive Compromise Approach
with Particle Swarm Optimization(ICA-PSO) is presented to solve the
Economic Emission Dispatch(EED) problem. The cost function and
emission function are modeled as the nonsmooth functions,
respectively. The bi-objective including both the minimization of cost
and emission is formulated in this paper. ICA-PSO is proposed to
solve EED problem for finding a better compromise solution. The
solution methodology can offer a global or near-global solution for
decision-making requirements. The effectiveness and efficiency of
ICA-PSO are demonstrated by a sample test system. Test results can
be shown that the proposed method provide a practical and flexible
framework for power dispatch.
Abstract: It is known that an analog Hopfield neural network
with time delay can generate the outputs which are similar to the
human electroencephalogram. To gain deeper insights into the
mechanisms of rhythm generation by the Hopfield neural networks
and to study the effects of noise on their activities, we investigated
the behaviors of the networks with symmetric and asymmetric
interneuron connections. The neural network under the study consists
of 10 identical neurons. For symmetric (fully connected) networks all
interneuron connections aij = +1; the interneuron connections for
asymmetric networks form an upper triangular matrix with non-zero
entries aij = +1. The behavior of the network is described by 10
differential equations, which are solved numerically. The results of
simulations demonstrate some remarkable properties of a Hopfield
neural network, such as linear growth of outputs, dependence of
synchronization properties on the connection type, huge
amplification of oscillation by the external uniform noise, and the
capability of the neural network to transform one type of noise to
another.
Abstract: In this paper, we address the problem of adaptive radio
resource allocation (RRA) and packet scheduling in the downlink of a
cellular OFDMA system, and propose a downlink multi-carrier
proportional fair (MPF) scheduler and its joint with adaptive RRA
algorithm to distribute radio resources among multiple users according
to their individual QoS requirements. The allocation and scheduling
objective is to maximize the total throughput, while at the same time
maintaining the fairness among users. The simulation results
demonstrate that the methods presented provide for user more explicit
fairness relative to RRA algorithm, but the joint scheme achieves the
higher sum-rate capacity with flexible parameters setting compared
with MPF scheduler.
Abstract: A one-step conservative level set method, combined with a global mass correction method, is developed in this study to simulate the incompressible two-phase flows. The present framework do not need to solve the conservative level set scheme at two separated steps, and the global mass can be exactly conserved. The present method is then more efficient than two-step conservative level set scheme. The dispersion-relation-preserving schemes are utilized for the advection terms. The pressure Poisson equation solver is applied to GPU computation using the pCDR library developed by National Center for High-Performance Computing, Taiwan. The SMP parallelization is used to accelerate the rest of calculations. Three benchmark problems were done for the performance evaluation. Good agreements with the referenced solutions are demonstrated for all the investigated problems.
Abstract: In this paper, a robust digital image watermarking
scheme for copyright protection applications using the singular value
decomposition (SVD) is proposed. In this scheme, an entropy
masking model has been applied on the host image for the texture
segmentation. Moreover, the local luminance and textures of the host
image are considered for watermark embedding procedure to
increase the robustness of the watermarking scheme. In contrast to all
existing SVD-based watermarking systems that have been designed
to embed visual watermarks, our system uses a pseudo-random
sequence as a watermark. We have tested the performance of our
method using a wide variety of image processing attacks on different
test images. A comparison is made between the results of our
proposed algorithm with those of a wavelet-based method to
demonstrate the superior performance of our algorithm.
Abstract: This paper examines two policy spaces–the ARC and TVA–and their spatialized politics. The research observes that the regional concept informs public policy and can contribute to the formation of stable policy initiatives. Using the subsystem framework to understand the political viability of policy regimes, the authors conclude policy geographies that appeal to traditional definitions of regions are more stable over time. In contrast, geographies that fail to reflect pre-existing representations of space are engaged in more competitive subsystem politics. The paper demonstrates that the spatial practices of policy regions and their directional politics influence the political viability of programs. The paper concludes that policy spaces should institutionalize pre-existing geographies–not manufacture new ones.
Abstract: This paper presents recent work on the improvement
of the robotics vision based control strategy for underwater pipeline
tracking system. The study focuses on developing image processing
algorithms and a fuzzy inference system for the analysis of the
terrain. The main goal is to implement the supervisory fuzzy learning
control technique to reduce the errors on navigation decision due to
the pipeline occlusion problem. The system developed is capable of
interpreting underwater images containing occluded pipeline, seabed
and other unwanted noise. The algorithm proposed in previous work
does not explore the cooperation between fuzzy controllers,
knowledge and learnt data to improve the outputs for underwater
pipeline tracking. Computer simulations and prototype simulations
demonstrate the effectiveness of this approach. The system accuracy
level has also been discussed.

Abstract: Initial values of reference vectors have significant influence on recognition accuracy in LVQ. There are several existing techniques, such as SOM and k-means, for setting initial values of reference vectors, each of which has provided some positive results. However, those results are not sufficient for the improvement of recognition accuracy. This study proposes an ACO-used method for initializing reference vectors with an aim to achieve recognition accuracy higher than those obtained through conventional methods. Moreover, we will demonstrate the effectiveness of the proposed method by applying it to the wine data and English vowel data and comparing its results with those of conventional methods.
Abstract: In recent years, tuned mass damper (TMD) control systems for civil engineering structures have attracted considerable attention. This paper emphasizes on the application of particle swarm application (PSO) to design and optimize the parameters of the TMD control scheme for achieving the best results in the reduction of the building response under earthquake excitations. The Integral of the Time multiplied Absolute value of the Error (ITAE) based on relative displacement of all floors in the building is taken as a performance index of the optimization criterion. The problem of robustly TMD controller design is formatted as an optimization problem based on the ITAE performance index to be solved using the PSO technique which has a story ability to find the most optimistic results. An 11- story realistic building, located in the city of Rasht, Iran is considered as a test system to demonstrate effectiveness of the proposed method. The results analysis through the time-domain simulation and some performance indices reveals that the designed PSO based TMD controller has an excellent capability in reduction of the seismically excited example building.
Abstract: We theoretically demonstrate modulation of light
polarization by a crossed rectangular hole array with asymmetric arm

y- polarized incident waves independently. A specific structure is
proposed to convert a left-hand incident wave to a right-hand outgoing
wave by transmission.
Abstract: Power loss reduction is one of the main targets in power industry and so in this paper, the problem of finding the optimal configuration of a radial distribution system for loss reduction is considered. Optimal reconfiguration involves the selection of the best set of branches to be opened ,one each from each loop, for reducing resistive line losses , and reliving overloads on feeders by shifting the load to adjacent feeders. However ,since there are many candidate switching combinations in the system ,the feeder reconfiguration is a complicated problem. In this paper a new approach is proposed based on a simple optimum loss calculation by determining optimal trees of the given network. From graph theory a distribution network can be represented with a graph that consists a set of nodes and branches. In fact this problem can be viewed as a problem of determining an optimal tree of the graph which simultaneously ensure radial structure of each candidate topology .In this method the refined genetic algorithm is also set up and some improvements of algorithm are made on chromosome coding. In this paper an implementation of the algorithm presented by [7] is applied by modifying in load flow program and a comparison of this method with the proposed method is employed. In [7] an algorithm is proposed that the choice of the switches to be opened is based on simple heuristic rules. This algorithm reduce the number of load flow runs and also reduce the switching combinations to a fewer number and gives the optimum solution. To demonstrate the validity of these methods computer simulations with PSAT and MATLAB programs are carried out on 33-bus test system. The results show that the performance of the proposed method is better than [7] method and also other methods.
Abstract: Network reconfiguration in distribution system is realized by changing the status of sectionalizing switches to reduce the power loss in the system. This paper presents a new method which applies an artificial bee colony algorithm (ABC) for determining the sectionalizing switch to be operated in order to solve the distribution system loss minimization problem. The ABC algorithm is a new population based metaheuristic approach inspired by intelligent foraging behavior of honeybee swarm. The advantage of ABC algorithm is that it does not require external parameters such as cross over rate and mutation rate as in case of genetic algorithm and differential evolution and it is hard to determine these parameters in prior. The other advantage is that the global search ability in the algorithm is implemented by introducing neighborhood source production mechanism which is a similar to mutation process. To demonstrate the validity of the proposed algorithm, computer simulations are carried out on 14, 33, and 119-bus systems and compared with different approaches available in the literature. The proposed method has outperformed the other methods in terms of the quality of solution and computational efficiency.
Abstract: Demolitions of buildings have created a lot of waste
and one of it is clay bricks. The waste clay bricks were ground to
roughly cement fineness and used to partially replaced cement at
10%, 20% and 30% with w/b ratio of 0.6 and tested at 7, 28, 60, 90
and 120 days. The result shows that the compressive strength of GCB
concrete increases over age however, decreases as the level of
replacements increases. It was also found that 10% replacement of
GCB gave the highest compressive strength, however for optimum
replacement, 30% was chosen as it still attained strength of grade 30
concrete. In terms of durability performances, results show that GCB
replacement up to 30% was found to be efficient in reducing water
absorption as well as water permeability. These studies show that
GCB has the potential to be used as partial cement replacement in
making concrete.
