Abstract: In this paper we propose a new content-weighted
method for full reference (FR) video quality control using a region of
interest (ROI) and wherein two-component weighted metrics for Deaf
People Video Communication. In our approach, an image is
partitioned into region of interest and into region "dry-as-dust", then
region of interest is partitioned into two parts: edges and background
(smooth regions), while the another methods (metrics) combined and
weighted three or more parts as edges, edges errors, texture, smooth
regions, blur, block distance etc. as we proposed. Using another idea
that different image regions from deaf people video communication
have different perceptual significance relative to quality. Intensity
edges certainly contain considerable image information and are
perceptually significant.
Abstract: This paper presents data annotation models at
five levels of granularity (database, relation, column, tuple, and cell) of relational data to address the problem of unsuitability of most relational databases to express annotations. These models
do not require any structural and schematic changes to the
underlying database. These models are also flexible, extensible,
customizable, database-neutral, and platform-independent. This paper also presents an SQL-like query language, named Annotation Query Language (AnQL), to query annotation documents. AnQL is simple to understand and exploits the already-existent wide knowledge and skill set of SQL.
Abstract: This paper describes an application of a dual satellite
geolocation (DSG) system on identifying and locating the unknown
source of uplink sweeping interference. The geolocation system
integrates the method of joint time difference of arrival (TDOA) and
frequency difference of arrival (FDOA) with ephemeris correction
technique which successfully demonstrated high accuracy in
interference source location. The factors affecting the location error
were also discussed.
Abstract: The use of 3D computer-aided design (CAD) models
to support construction project planning has been increasing in the
previous year. 3D CAD models reveal more planning ideas by
visually showing the construction site environment in different stages
of the construction process. Using 3D CAD models together with
scheduling software to prepare construction plan can identify errors
in process sequence and spatial arrangement, which is vital to the
success of a construction project. A number of 4D (3D plus time)
CAD tools has been developed and utilized in different construction
projects due to the awareness of their importance. Virtual prototyping
extends the idea of 4D CAD by integrating more features for
simulating real construction process. Virtual prototyping originates
from the manufacturing industry where production of products such
as cars and airplanes are virtually simulated in computer before they
are built in the factory. Virtual prototyping integrates 3D CAD,
simulation engine, analysis tools (like structural analysis and
collision detection), and knowledgebase to streamline the whole
product design and production process. In this paper, we present the
application of a virtual prototyping software which has been used in
a few construction projects in Hong Kong to support construction
project planning. Specifically, the paper presents an implementation
of virtual prototyping in a residential building project in Hong Kong.
The applicability, difficulties and benefits of construction virtual
prototyping are examined based on this project.
Abstract: This paper presents a method of reducing the feedback
delay time of DWA(Data Weighted Averaging) used in sigma-delta
modulators. The delay time reduction results from the elimination of
the latch at the quantizer output and also from the falling edge
operation. The designed sigma-delta modulator improves the timing
margin about 16%. The sub-circuits of sigma-delta modulator such as
SC(Switched Capacitor) integrator, 9-level quantizer, comparator, and
DWA are designed with the non-ideal characteristics taken into
account. The sigma-delta modulator has a maximum SNR (Signal to
Noise Ratio) of 84 dB or 13 bit resolution.
Abstract: The effects of irrigation with dairy factory wastewater
on soil properties were investigated at two sites that had received
irrigation for > 60 years. Two adjoining paired sites that had never
received DFE were also sampled as well as another seven fields from
a wider area around the factory. In comparison with paired sites that
had not received effluent, long-term wastewater irrigation resulted in
an increase in pH, EC, extractable P, exchangeable Na and K and
ESP. These changes were related to the use of phosphoric acid,
NaOH and KOH as cleaning agents in the factory. Soil organic C
content was unaffected by DFE irrigation but the size (microbial
biomass C and N) and activity (basal respiration) of the soil
microbial community were increased. These increases were
attributed to regular inputs of soluble C (e.g. lactose) present as milk
residues in the wastewater. Principal component analysis (PCA) of
the soils data from all 11sites confirmed that the main effects of DFE
irrigation were an increase in exchangeable Na, extractable P and
microbial biomass C, an accumulation of soluble salts and a liming
effect. PCA analysis of soil bacterial community structure, using
PCR-DGGE of 16S rDNA fragments, generally separated individual
sites from one another but did not group them according to irrigation
history. Thus, whilst the size and activity of the soil microbial
community were increased, the structure and diversity of the
bacterial community remained unaffected.
Abstract: Precast concrete has been widely adopted in public
housing construction of Hong Kong since the mid-1980s. While
pre-casting is considered an environmental friendly solution, there is
lack of study to investigate the life cycle performance of precast
concrete units. This study aims to bridge the knowledge gap by
providing a comprehensive life cycle assessment (LCA) study for two
precast elements namely façade and bathroom. The results show that
raw material is the most significant contributor of environmental
impact accounting for about 90% to the total impact. Furthermore,
human health is more affected by the production of precast concrete
than the ecosystems.
Abstract: This article addresses the procedures to validate the Arabic version of Multiple Intelligence Development Assessment Scale (MIDAS). The content validity was examined based on the experts- judgments on the MIDAS-s items in the Arabic version. The content of eleven items in the Arabic version of MIDAS was modified to match the Arabic context. Then a translation from original English version of MIDAS into Arabic language was performed. The reliability of the Arabic MIDAS was calculated based on test and retest method and found to be 0.85 for the overall MIDAS and for the different subscales ranging between 0.78 - 0.87. The examination of construct validity for the overall Arabic MIDAS and its subscales was established by using Winsteps program version 6 based on Rasch model in order to fit the items into the Arabic context. The findings indicated that, the eight subscales in Arabic version of MIDAS scale have a unidimensionality, and the total number of kept items in the overall scale is 108 items.

Abstract: Program slicing is the task of finding all statements in a program that directly or indirectly influence the value of a variable occurrence. The set of statements that can affect the value of a variable at some point in a program is called a program slice. In several software engineering applications, such as program debugging and measuring program cohesion and parallelism, several slices are computed at different program points. In this paper, algorithms are introduced to compute all backward and forward static slices of a computer program by traversing the program representation graph once. The program representation graph used in this paper is called Program Dependence Graph (PDG). We have conducted an experimental comparison study using 25 software modules to show the effectiveness of the introduced algorithm for computing all backward static slices over single-point slicing approaches in computing the parallelism and functional cohesion of program modules. The effectiveness of the algorithm is measured in terms of time execution and number of traversed PDG edges. The comparison study results indicate that using the introduced algorithm considerably saves the slicing time and effort required to measure module parallelism and functional cohesion.
Abstract: Recently, a great number of theoretical frameworks
have been proposed to develop the linkages between knowledge
management (KM) and organizational strategies. However, while
there has been much theorizing and case study in the area, validated
research models integrating KM and information technology
strategies for empirical testing of these theories have been scarce. In
this research, we try to develop a research model for explaining the
relationship between KM strategy and IT strategy and their effects on
performance. Finally, meaningful propositions and conclusions are
derived, and suggestions for future research are proposed and
discussed.
Abstract: The rapid expansion of the web is causing the
constant growth of information, leading to several problems such as
increased difficulty of extracting potentially useful knowledge. Web
content mining confronts this problem gathering explicit information
from different web sites for its access and knowledge discovery.
Query interfaces of web databases share common building blocks.
After extracting information with parsing approach, we use a new
data mining algorithm to match a large number of schemas in
databases at a time. Using this algorithm increases the speed of
information matching. In addition, instead of simple 1:1 matching,
they do complex (m:n) matching between query interfaces. In this
paper we present a novel correlation mining algorithm that matches
correlated attributes with smaller cost. This algorithm uses Jaccard
measure to distinguish positive and negative correlated attributes.
After that, system matches the user query with different query
interfaces in special domain and finally chooses the nearest query
interface with user query to answer to it.
Abstract: In this paper, half bridge DC-DC converters with
transformer isolation presented in the literature are analyzed for highcurrent
and low-voltage applications under the same operation
conditions, and compared in terms of losses and efficiency. The
conventional and improved half-bridge DC-DC converters are
simulated, and current and voltage waveforms are obtained for input
voltage Vdc=500V, output current IO=450A, output voltage VO=38V
and switching frequency fS=20kHz. IGBTs are used as power
semiconductor switches. The power losses of the semiconductor
devices are calculated from current and voltage waveforms. From
simulation results, it is seen that the capacitor switched half bridge
converter has the best efficiency value, and can be preferred at high
power and high frequency applications.
Abstract: Extracting thematic (semantic) roles is one of the
major steps in representing text meaning. It refers to finding the
semantic relations between a predicate and syntactic constituents in a
sentence. In this paper we present a rule-based approach to extract
semantic roles from Persian sentences. The system exploits a twophase
architecture to (1) identify the arguments and (2) label them
for each predicate.
For the first phase we developed a rule based shallow parser to
chunk Persian sentences and for the second phase we developed a
knowledge-based system to assign 16 selected thematic roles to the
chunks. The experimental results of testing each phase are shown at
the end of the paper.
Abstract: This paper examines the role and the place of
transdisciplinarity in the urbanism of the 21st century, with the
emphasis on Montenegro urbanism. Global processes require a
systematic strategy and systemic synergistic engagement in the
development of cities in 21st centuries. Urbanism as a profession and
a discipline should be developed parallel and in correlation, based on
the principles of integrality and communication skills, in order to
enable development of the sustainable urban system. The importance
of integrated urbanism and other disciplines are also emphasized as
well as their synergies activities. The paper also presents the positive
examples of urban theory and practice in the world, which influenced
the direction of development of the modern urbanism.
Transdisciplinarity is a priority methodology for sustainable urban
development, which is insufficiently developed in Montenegro, but
there is a basis for its development. It is necessary to unite different
social sensibilities, academic and non-academic knowledge, as well
as the public and private sectors in order to develop holistic,
inclusive and sustainable urban spaces of the 21st centuries.
Abstract: Application of Information Technology (IT) has

Abstract: Operational safety of critical systems, such as nuclear power plants, industrial chemical processes and means of transportation, is a major concern for system engineers and operators. A means to assure that is on-line safety monitors that deliver three safety tasks; fault detection and diagnosis, alarm annunciation and fault controlling. While current monitors deliver these tasks, benefits and limitations in their approaches have at the same time been highlighted. Drawing from those benefits, this paper develops a distributed monitor based on semi-independent agents, i.e. a multiagent system, and monitoring knowledge derived from a safety assessment model of the monitored system. Agents are deployed hierarchically and provided with knowledge portions and collaboration protocols to reason and integrate over the operational conditions of the components of the monitored system. The monitor aims to address limitations arising from the large-scale, complicated behaviour and distributed nature of monitored systems and deliver the aforementioned three monitoring tasks effectively.
Abstract: The iris recognition technology is the most accurate,
fast and less invasive one compared to other biometric techniques
using for example fingerprints, face, retina, hand geometry, voice or
signature patterns. The system developed in this study has the
potential to play a key role in areas of high-risk security and can
enable organizations with means allowing only to the authorized
personnel a fast and secure way to gain access to such areas. The
paper aim is to perform the iris region detection and iris inner and
outer boundaries localization. The system was implemented on
windows platform using Visual C# programming language. It is easy
and efficient tool for image processing to get great performance
accuracy. In particular, the system includes two main parts. The first
is to preprocess the iris images by using Canny edge detection
methods, segments the iris region from the rest of the image and
determine the location of the iris boundaries by applying Hough
transform. The proposed system tested on 756 iris images from 60
eyes of CASIA iris database images.
Abstract: Australia, while being a large and eager consumer of
innovative and cutting edge Information and Communication
Technologies (ICT), continues to struggle to remain a leader in
Technological Innovation. This paper has two main contributions to
address certain aspects of this complex issue. The first being the
current findings of an ongoing research project on Information and
Innovation Management in the Australian Information and
Communication Technologies (ICT) sector. The major issues being
considered by the project include: investigation of the possible
inherent entrepreneurial nature of ICT; how to foster ICT innovation;
and examination of the inherent difficulties currently found within
the ICT industry of Australia in regards to supporting the
development of innovative and creative ideas. The second major
contribution is details of the I.-C.A.N. (Innovation by Collaborative
Anonymous Networking) software application information
management tool created and evolving in our research group. I-CAN,
besides having a positive reinforcement acronym, is aimed at
facilitating productive collaborative innovation in an Australian
workplace. Such a work environment is frequently subjected to
cultural influences such as the 'tall poppy syndrome' and 'negative'
or 'unconstructive' peer-pressure. There influences are frequently
seen as inhibitors to employee participation, entrepreneurship and
innovation.
Abstract: This paper presents the development of a software
application for Off-line robot task programming and simulation. Such
application is designed to assist in robot task planning and to direct
manipulator motion on sensor based programmed motion. The
concept of the designed programming application is to use the power
of the knowledge base for task accumulation. In support of the
programming means, an interactive graphical simulation for
manipulator kinematics was also developed and integrated into the
application as the complimentary factor to the robot programming
media. The simulation provides the designer with useful,
inexpensive, off-line tools for retain and testing robotics work cells
and automated assembly lines for various industrial applications.
