Abstract: In the last decade, with increasing tourism destinations and tourism growth, we are witnessing the widespread impacts of tourism on the economy, environment and society. Tourism and its related economy are now undergoing a transformation and as one of the key pillars of business economics, it plays a vital role in the world economy. Activities related to tourism and providing services appropriate to it in an area, like many economic sectors, require the necessary context on its origin. Given the importance of tourism industry and tourism potentials of Yazd province in Iran, it is necessary to use a proper procedure for prioritizing different areas for proper and efficient planning. One of the most important goals of planning is foresight and creating balanced development in different geographical areas. This process requires an accurate study of the areas and potential and actual talents, as well as evaluation and understanding of the relationship between the indicators affecting the development of the region. At the global and regional level, the development of tourist resorts and the proper distribution of tourism destinations are needed to counter environmental impacts and risks. The main objective of this study is the sustainable development of suitable tourism areas. Given that tourism activities in different territorial areas require operational zoning, this study deals with the evaluation of territorial tourism using concepts such as land use, fitness and sustainable development. It is essential to understand the structure of tourism development and the spatial development of tourism using land use patterns, spatial planning and sustainable development. Tourism spatial planning implements different approaches. However, the development of tourism as well as the spatial development of tourism is complex, since tourist activities can be carried out in different areas with different purposes. Multipurpose areas have great important for tourism because it determines the flow of tourism. Therefore, in this paper, by studying the development and determination of tourism suitability that is related to spatial development, it is possible to plan tourism spatial development by developing a model that describes the characteristics of tourism. The results of this research determine the suitability of multi-functional territorial tourism development in line with spatial planning of tourism.
Abstract: Since the State Council of China issued the Regulations on the Conservation of Historical Cultural Towns and Villages in 2008, formulation of conservation planning has been carried out in national, provincial and municipal historical and cultural villages for protection needs, which provides a legal basis for inheritance of historical culture and protection of historical resources. Although the quantity and content of the conservation planning are continually increasing, the implementation and application are still ambiguous. To solve the aforementioned problems, this paper explores methods to enhance the implementation of conservation planning from the perspective of planning formulation. Specifically, the technical framework of "overall objectives planning - sub-objectives planning - zoning guidelines - implementation by stages" is proposed to implement the planning objectives in different classifications and stages. Then combined with details of the Qiqiao historical and cultural village conservation planning project in Ningbo, five sub-objectives are set, which are implemented through the village zoning guidelines. At the same time, the key points and specific projects in the near-term, medium-term and long-term work are clarified, and the spatial planning is transformed into the action plan with time scale. The proposed framework and method provide a reference for the implementation and management of the conservation planning of historical and cultural villages in the future.
Abstract: For decades, South Africa has been planning transportation systems from a supply, rather than a demand side, perspective. In terms of parking, this relates to requiring the minimum parking provision that is enforced by city officials. Newer insight is starting to indicate that South Africa needs to re-think this philosophy in light of a new policy environment that desires a different outcome. Urban policies have shifted from reliance on the private car for access, to employing a wide range of alternative modes. Car dominated travel is influenced by various parameters, of which the availability and location of parking plays a significant role. The question is therefore, what is the right strategy to achieve the desired transport outcomes for SA. The focus of this paper is used to assess this issue with regard to parking provision, and specifically at a tertiary institution. A parking audit was conducted at the Stellenbosch campus of Stellenbosch University, monitoring occupancy at all 60 parking areas, every hour during business hours over a five-day period. The data from this survey was compared with the prescribed number of parking bays according to the Stellenbosch Municipality zoning scheme (requiring a minimum of 0.4 bays per student). The analysis shows that by providing 0.09 bays per student, the maximum total daily occupation of all the parking areas did not exceed an 80% occupation rate. It is concluded that the prevailing parking standards are not supportive of the new urban and transport policy environment, but that it is extremely conservative from a practical demand point of view.
Abstract: Natural environments have always been affected by one of the most important natural hazards, which is called, the mass movements that cause instability. Identifying the unstable regions and separating them so as to detect and determine the risk of environmental factors is one of the important issues in mountainous areas development. In this study, the northwest of Sabalan hillsides overlooking the Meshkin city and the surrounding area of that have been delimitated, in order to analyze the range processes such as landslides and debris flows based on structural and geomorphological conditions, by means of using GIS. This area due to the high slope of the hillsides and height of the region and the poor localization of roads and so because of them destabilizing the ranges own an inappropriate situation. This study is done with the purpose of identifying the effective factors in the range motion and determining the areas with high potential for zoning these movements by using GIS. The results showed that the most common range movements in the area, are debris flows, rocks falling and landslides. The effective factors in each one of the mass movements, considering a small amount of weight for each factor, the weight map of each factor and finally, the map of risk zoning for the range movements were provided. Based on the zoning map resulted in the study area, the risking level of damaging has specified into the four zones of very high risk, high risk, medium risk, low risk, in which areas with very high and high risk are settled near the road and along the Khyav river and in the mountainous district.
Abstract: The housing industry is crucial for sustainable
development of every country. Housing is a basic need that can
enhance the quality of life. Owning a house is therefore the main aim
of individuals. However, affordability has become a critical issue
towards homeownership. In recent years, housing price in the main
cities has increased tremendously to unaffordable level. This paper
investigates factors influencing the housing price from developer’s
perspective and provides recommendation on strategies to tackle this
issue. Online and face-to-face survey was conducted on housing
developers operating in Penang, Malaysia. The results indicate that
(1) location; (2) macroeconomics factor; (3) demographic factors; (4)
land/zoning and; (5) industry factors are the main factors influencing
the housing price. This paper contributes towards better
understanding on developers’ view on how the housing price is
determined and form a basis for government to help tackle the
housing affordability issue.
Abstract: Merauke district in Papua, Indonesia has a strategic position and natural potential for the development of agricultural industry. The development of agriculture in this region is being accelerated as part of Indonesian Government’s declaration announcing Merauke as one of future national food barns. Therefore, land-use suitability analysis for Merauke need to be performed. As a result, the mapping for future agriculture-based industries can be done optimally. In this research, a case study is carried out in Semangga sub district. The objective of this study is to determine the suitability of Merauke land for some food crops. A modified agro-ecological zoning is applied to reach the objective. In this research, land cover based on satellite imagery is combined with soil, water and climate survey results to come up with preliminary zoning. Considering the special characteristics of Merauke community, the agricultural zoning maps resulted based on those inputs will be combined with socio-economic information and culture to determine the final zoning map for agricultural industry in Merauke. Examples of culture are customary rights of local residents and the rights of local people and their own local food patterns. This paper presents the results of first year of the two-year research project funded by The Indonesian Government through MP3EI schema. It shares the findings of land cover studies, the distribution of soil physical and chemical parameters, as well as suitability analysis of Semangga sub-district for five different food plants.
Abstract: In this paper, the regression dependence of dancing
intensity from wind speed and length of span was established due to
the statistic data obtained from multi-year observations on line wires
dancing accumulated by power systems of Kazakhstan and the
Russian Federation. The lower and upper limitations of the equations
parameters were estimated, as well as the adequacy of the regression
model. The constructed model will be used in research of dancing
phenomena for the development of methods and means of protection
against dancing and for zoning plan of the territories of line wire
dancing.
Abstract: Indonesia has experienced annual forest fires that have
rapidly destroyed and degraded its forests. Fires in the peat swamp
forests of Riau Province, have set the stage for problems to worsen,
this being the ecosystem most prone to fires (which are also the most
difficult, to extinguish). Despite various efforts to curb deforestation,
and forest degradation processes, severe forest fires are still
occurring. To find an effective solution, the basic causes of the
problems must be identified. It is therefore critical to have an indepth
understanding of the underlying causal factors that have
contributed to deforestation and forest degradation as a whole, in
order to attain reductions in their rates. An assessment of the drivers of deforestation and forest
degradation was carried out, in order to design and implement
measures that could slow these destructive processes. Research was
conducted in Giam Siak Kecil–Bukit Batu Biosphere Reserve
(GSKBB BR), in the Riau Province of Sumatera, Indonesia. A
biosphere reserve was selected as the study site because such reserves
aim to reconcile conservation with sustainable development. A
biosphere reserve should promote a range of local human activities,
together with development values that are in line spatially and
economically with the area conservation values, through use of a
zoning system. Moreover, GSKBB BR is an area with vast peatlands,
and is experiencing forest fires annually. Various factors were
analysed to assess the drivers of deforestation and forest degradation
in GSKBB BR; data were collected from focus group discussions
with stakeholders, key informant interviews with key stakeholders,
field observation and a literature review. Landsat satellite imagery was used to map forest-cover changes
for various periods. Analysis of landsat images, taken during the
period 2010-2014, revealed that within the non-protected area of core
zone, there was a trend towards decreasing peat swamp forest areas,
increasing land clearance, and increasing areas of community oilpalm
and rubber plantations. Fire was used for land clearing and most
of the forest fires occurred in the most populous area (the transition
area). The study found a relationship between the deforested/
degraded areas, and certain distance variables, i.e. distance from
roads, villages and the borders between the core area and the buffer
zone. The further the distance from the core area of the reserve, the
higher was the degree of deforestation and forest degradation. Research findings suggested that agricultural expansion may be
the direct cause of deforestation and forest degradation in the reserve,
whereas socio-economic factors were the underlying driver of forest
cover changes; such factors consisting of a combination of sociocultural,
infrastructural, technological, institutional (policy and governance), demographic (population pressure) and economic
(market demand) considerations. These findings indicated that local
factors/problems were the critical causes of deforestation and
degradation in GSKBB BR. This research therefore concluded that
reductions in deforestation and forest degradation in GSKBB BR
could be achieved through ‘local actor’-tailored approaches such as
community empowerment.
Abstract: The restrained construction zoning, an important part
in the urban master plan, is a necessary planning tool to control the city
sprawl, to guarantee the reservation implementation of the various
types of protective elements, and to realize the storage of the essential
urban spatial resources. Simultaneously, owing to the diverse
constitutes of restrained construction area and the various stakeholders
involved in, its planning requires an overall consideration of all
elements from the perspective of coordination+, balance and
practicability to deal with the problems and conflicts in this process.
Taking Yangzijin Ecological Restrained Construction Area in
Yangzhou as an example, this study analyzes all the potential actors,
agencies and stakeholders in this restrained construction area, as well
as the relevant conflicts between each other. Besides, this study tries to
build up a planning procedure based on the framework of governance
theory, and proposes a possible planning method that combines
"rigidity" and "flexibility" to protect the ecological limitation
boundary, to take every interest into account, and to promote economic
development in a harmonious society.
Abstract: Member States shall establish zones and
agglomerations throughout their territory to assess and manage air
quality in order to comply with European directives.
In Italy decree 155/2010, transposing Directive 2008/50/EC on
ambient air quality and cleaner air for Europe, merged into a single
act the previous provisions on ambient air quality assessment and
management, including those resulting from the implementation of
Directive 2004/107/EC relating to arsenic, cadmium, nickel, mercury
and polycyclic aromatic hydrocarbons in ambient air.
Decree 155/2010 introduced stricter rules for identifying zones on
the basis of the characteristics of the territory in spite of considering
pollution levels, as it was in the past. The implementation of such
new criteria has reduced the great variability of the previous zoning,
leading to a significant reduction of the total number of zones and to
a complete and uniform ambient air quality assessment and
management throughout the Country.
The present document is related to the new zones definition in
Italy according to Decree 155/2010. In particular the paper contains
the description and the analysis of the outcome of zoning and
classification.
Abstract: Construction in Finland is focusing increasingly on
renovation instead of conventional new construction, and this trend
will continue to grow in the coming years and decades. Renovation of
the large number of suburban residential apartment buildings built in
the 1960s and 1970s poses a particular challenge. However,
renovation projects are demanding for the residents of these
buildings, since they usually are uninitiated in construction issues. On
the other hand, renovation projects generally apply the operating
models of new construction.
Nevertheless, the residents of an existing residential apartment
building are some of the best experts on the site. Thus, in this
research project we applied a relational model in developing and
testing at case sites a planning process that employs interactive
planning methods. Current residents, housing company managers, the
city zoning manager, the contractor’s and prefab element supplier’s
representatives, professional designers and researchers all took part in
the planning. The entire interactive planning process progressed
phase by phase as the participants’ and designers’ concerted
discussion and ideation process, so that the end result was a
renovation plan desired by the residents.
Abstract: Vacant City of Cape Town-owned land lying unutilized and -productive could be developed for land uses such as urban agriculture that may improve the livelihoods of low income families. The new City of Cape Town zoning scheme includes an Urban Agriculture zoning for the first time. Unstructured qualitative interviews among town planners revealed their optimism about this inclusion as it will provide low-income residents with opportunities to generate an income. An existing farming community at Philippi, located within the municipal boundary of the city, was approached and empirical data obtained through questionnaires provided proof that urban agriculture could be viable in a coastal metropolitan city such as Cape Town even if farmers only produce for their own households. The lease method proposed for urban agriculture is a usufruct agreement conferring the right to another party, other than the legal owner, to enjoy the use and advantages of the property.
Abstract: In this study, an inland metropolitan area, Gwangju, in Korea was selected to assess the amplification potential of earthquake motion and provide the information for regional seismic countermeasure. A geographic information system-based expert system was implemented for reliably predicting the spatial geotechnical layers in the entire region of interesting by building a geo-knowledge database. Particularly, the database consists of the existing boring data gathered from the prior geotechnical projects and the surface geo-knowledge data acquired from the site visit. For practical application of the geo-knowledge database to estimate the earthquake hazard potential related to site amplification effects at the study area, seismic zoning maps on geotechnical parameters, such as the bedrock depth and the site period, were created within GIS framework. In addition, seismic zonation of site classification was also performed to determine the site amplification coefficients for seismic design at any site in the study area. Abstract: Our study is concerned with the development of an Emergency Medical Services (EMS) ambulance location and allocation model called the Time-based Ambulance Zoning Optimization Model (TAZ_OPT). This paper presents the framework of the study. The model is formulated using the goal programming (GP), where the goals are to determine the satellite locations of ambulances and the number of ambulances to be allocated at these locations. The model aims at maximizing the expected demand coverage based on probability of reaching the emergency location within targetted time, and minimizing the ambulance busyness likelihood value. Among the benefits of the model is the increased accessibility and availability of ambulances, thus, enhanced quality of the EMS ambulance services.
Abstract: The use of statistical data and of the neural networks, capable of elaborate a series of data and territorial info, have allowed the making of a model useful in the subdivision of urban places into homogeneous zone under the profile of a social, real estate, environmental and urbanist background of a city. The development of homogeneous zone has fiscal and urbanist advantages. The tools in the model proposed, able to be adapted to the dynamic changes of the city, allow the application of the zoning fast and dynamic.
Abstract: This paper presents the analysis of similarity between local decisions, in the process of alphanumeric hand-prints classification. From the analysis of local characteristics of handprinted numerals and characters, extracted by a zoning method, the set of classification decisions is obtained and the similarity among them is investigated. For this purpose the Similarity Index is used, which is an estimator of similarity between classifiers, based on the analysis of agreements between their decisions. The experimental tests, carried out using numerals and characters from the CEDAR and ETL database, respectively, show to what extent different parts of the patterns provide similar classification decisions.
Abstract: Much research into handwritten Thai character
recognition have been proposed, such as comparing heads of
characters, Fuzzy logic and structure trees, etc. This paper presents a
system of handwritten Thai character recognition, which is based on
the Ant-minor algorithm (data mining based on Ant colony
optimization). Zoning is initially used to determine each character.
Then three distinct features (also called attributes) of each character
in each zone are extracted. The attributes are Head zone, End point,
and Feature code. All attributes are used for construct the
classification rules by an Ant-miner algorithm in order to classify
112 Thai characters. For this experiment, the Ant-miner algorithm is
adapted, with a small change to increase the recognition rate. The
result of this experiment is a 97% recognition rate of the training set
(11200 characters) and 82.7% recognition rate of unseen data test
(22400 characters).
Abstract: The data presented in this work show that in Armenia
a rise of air temperature is expected in the season, and annual terms.
As a result of the noted increase in temperature, a significant growth
of vulnerability of the territory of Armenia in relation to malaria is
expected. Zoning by the risk of renewed malaria transmission has
been performed.
Abstract: Coastal resource management, community empowerment and socio economic development are the cornerstones for uplifting the lives of coastal area inhabitants. This paper aims to identify the positive impacts of coastal management projects toward fishermen-s economic well-being, to analyze the role of fishermen and their families in effecting economic change and to analyze the roles of stakeholders in managing coastal resources. Structured and semi-structured questionnaires were prepared to obtain qualitative data, and interviews were conducted with fishermen. Findings show that community empowerment and conservation of coastal resources through local and central government projects have exerted positive impact on the coastal community. Some activities involved women who are more active particularly in “off-fishing" season. Traditionally, local fishermen together with local stakeholders have set up a zoning system to minimize conflicts between fishermen. In addition, zoning is used to protect certain ecosystems that can provide benefits well into the future.
Abstract: Multi criteria decision analysis (MDCA) covers both
data and experience. It is very common to solve the problems with
many parameters and uncertainties. GIS supported solutions improve
and speed up the decision process. Weighted grading as a MDCA
method is employed for solving the geotechnical problems. In this
study, geotechnical parameters namely soil type; SPT (N) blow
number, shear wave velocity (Vs) and depth of underground water
level (DUWL) have been engaged in MDCA and GIS. In terms of
geotechnical aspects, the settlement suitability of the municipal area
was analyzed by the method. MDCA results were compatible with
the geotechnical observations and experience. The method can be
employed in geotechnical oriented microzoning studies if the criteria
are well evaluated.
