Abstract: The number of framework conceived for e-learning
constantly increase, unfortunately the creators of learning materials
and educational institutions engaged in e-formation adopt a
“proprietor" approach, where the developed products (courses,
activities, exercises, etc.) can be exploited only in the framework
where they were conceived, their uses in the other learning
environments requires a greedy adaptation in terms of time and
effort. Each one proposes courses whose organization, contents,
modes of interaction and presentations are unique for all learners,
unfortunately the latter are heterogeneous and are not interested by
the same information, but only by services or documents adapted to
their needs. Currently the new tendency for the framework
conceived for e-learning, is the interoperability of learning materials,
several standards exist (DCMI (Dublin Core Metadata Initiative)[2],
LOM (Learning Objects Meta data)[1], SCORM (Shareable Content
Object Reference Model)[6][7][8], ARIADNE (Alliance of Remote
Instructional Authoring and Distribution Networks for Europe)[9],
CANCORE (Canadian Core Learning Resource Metadata
Application Profiles)[3]), they converge all to the idea of learning
objects. They are also interested in the adaptation of the learning
materials according to the learners- profile. This article proposes an
approach for the composition of courses adapted to the various
profiles (knowledge, preferences, objectives) of learners, based on
two ontologies (domain to teach and educational) and the learning
objects.
Abstract: Pakistani doctors (MBBS) are emigrating towards developed countries for professional adjustments. This study aims to highlight causes and consequences of doctors- brain drain from Pakistan. Primary data was collected from Mayo Hospital, Lahore by interviewing doctors (n=100) through systematic random sampling technique. It found that various socio-economic and political conditions are working as push and pull factors for brain drain of doctors in Pakistan. Majority of doctors (83%) declared poor remunerations and professional infrastructure of health department as push factor of doctors- brain drain. 81% claimed that continuous instability in political situation and threats of terrorism are responsible for emigration of doctors. 84% respondents considered fewer opportunities of further studies responsible for their emigration. Brain drain of doctors is affecting health sector-s policies / programs, standard doctor-patient ratios and quality of health services badly.
Abstract: Many footbridges have natural frequencies that
coincide with the dominant frequencies of the pedestrian-induced
load and therefore they have a potential to suffer excessive vibrations
under dynamic loads induced by pedestrians. Some of the design
standards introduce load models for pedestrian loads applicable for
simple structures. Load modeling for more complex structures, on the
other hand, is most often left to the designer. The main focus of this
paper is on the human induced forces transmitted to a footbridge and
on the ways these loads can be modeled to be used in the dynamic
design of footbridges. Also design criteria and load models proposed
by widely used standards were introduced and a comparison was
made. The dynamic analysis of the suspension bridge in Kolin in the
Czech Republic was performed on detailed FEM model using the
ANSYS program system. An attempt to model the load imposed by a
single person and a crowd of pedestrians resulted in displacements
and accelerations that are compared with serviceability criteria.
Abstract: Deep and radical social reforms of the last century-s
nineties in many Eastern European countries caused changes in
Information Technology-s (IT) field. Inefficient information
technologies were rapidly replaced with forefront IT solutions, e.g.,
in Eastern European countries there is a high level penetration of
qualitative high-speed Internet. The authors have taken part in the
introduction of those changes in Latvia-s leading IT research
institute. Grounding on their experience authors in this paper offer an
IT services based model for analysis the mentioned changes- and
development processes in the higher education and research fields,
i.e., for research e-infrastructure-s development. Compare to the
international practice such services were developed in Eastern Europe
in an untraditional way, which provided swift and positive
technological changes.
Abstract: The purpose of this study is i) to investigate the driving factors and barriers of the adoption of Information and Communication Technology (ICT) in Halal logistic and ii) to develop an ICT adoption framework for Halal logistic service provider. The Halal LSPs selected for the study currently used ICT service platforms, such as accounting and management system for Halal logistic business. The study categorizes the factors influencing the adoption decision and process by LSPs into four groups: technology related factors, organizational and environmental factors, Halal assurance related factors, and government related factors. The major contribution in this study is the discovery that technology related factors (ICT compatibility with Halal requirement) and Halal assurance related factors are the most crucial factors among the Halal LSPs applying ICT for Halal control in transportation-s operation. Among the government related factors, ICT requirement for monitoring Halal included in Halal Logistic Standard on Transportation (MS2400:2010) are the most influencing factors in the adoption of ICT with the support of the government. In addition, the government related factors are very important in the reducing the main barriers and the creation of the atmosphere of ICT adoption in Halal LSP sector.
Abstract: Centrally controlled authentication and authorization services can provide enterprise with an increase in security, more flexible access control solutions and an increased users' trust. By using redirections, users of all Web-based applications within an organization are authenticated at a single well known and secure Web site and using secure communication protocol. Users are first authenticated at the central server using their domain wide credentials before being redirected to a particular Web-based application. The central authentication server will then provide others with pertinence authorization related particulars and credentials of the authenticated user to the specific application. The trust between the clients and the server hosts is established by secure session keys exchange. Case- studies are provided to demonstrate the usefulness and flexibility of the proposed solution.
Abstract: Business transformation initiatives are required by
any organization to jump from its normal mode of operation to the
one that is suitable for the change in the environment such as
competitive pressures, regulatory requirements, changes in labor
market, etc., or internal such as changes in strategy/vision, changes in
the capability, change in the management, etc. Recent advances in
information technology in automating the business processes have
the potential to transform an organization to provide it with a
sustained competitive advantage. Process constitutes the skeleton of
a business. Thus, for a business to exist and compete well, it is
essential for the skeleton to be robust and agile. This paper details
“transformation" from a business perspective, methodologies to bring
about an effective transformation, process-based transformation, and
the role of services computing in this. Further, it details the benefits
that could be achieved through services computing.
Abstract: This paper examines the effect of corporate diversification on the profitability of the Financial services sector in Nigeria. The study relied on historic accounting data generated from financial (annual) reports and accounts of sampled banks between the period 1998 and 2007 (a ten-year period). A regression equation was formulated, in line with previous studies to shed light on the effect of corporate diversification on the profitability of the Financial services sector in Nigeria. The results of the regression analysis revealed that diversification impacts strongly on banks profitability. Conclusively the paper produces strong evidence to assert that diversification impacts positively and significantly on banks profitability because among other things such diversified banks can pool their internally generated funds and allocate them properly.
Abstract: The Taiwan government has started to promote the “Plain Landscape Afforestation and Greening Program" since 2002. A key task of the program was the payment for environmental services (PES), entitled the “Plain Landscape Afforestation Policy" (PLAP), which was certificated by the Executive Yuan on August 31, 2001 and enacted on January 1, 2002. According to the policy, it is estimated that the total area of afforestation will be 25,100 hectares by December 31, 2007. Until the end of 2007, the policy had been enacted for six years in total and the actual area of afforestation was 8,919.18 hectares. Among them, Taiwan Sugar Corporation (TSC) was accounted for 7,960 hectares (with 2,450.83 hectares as public service area) which occupied 86.22% of the total afforestation area; the private farmland promoted by local governments was accounted for 869.18 hectares which occupied 9.75% of the total afforestation area. Based on the above, we observe that most of the afforestation area in this policy is executed by TSC, and the achievement ratio by TSC is better than by others. It implies that the success of the PLAP is seriously related to the execution of TSC. The objective of this study is to analyze the relevant policy planning of TSC-s participation in the PLAP, suggest complementary measures, and draw up effective adjustment mechanisms, so as to improve the effectiveness of executing the policy. Our main conclusions and suggestions are summarized as follows: 1. The main reason for TSC-s participation in the PLAP is based on their passive cooperation with the central government or company policy. Prior to TSC-s participation in the PLAP, their lands were mainly used for growing sugarcane. 2. The main factors of TSC-s consideration on the selection of tree species are based on the suitability of land and species. The largest proportion of tree species is allocated to economic forests, and the lack of technical instruction was the main problem during afforestation. Moreover, the method of improving TSC-s future development in leisure agriculture and landscape business becomes a key topic. 3. TSC has developed short and long-term plans on participating in the PLAP for the future. However, there is no great willingness or incentive on budgeting for such detailed planning. 4. Most people from TSC interviewed consider the requirements on PLAP unreasonable. Among them, an unreasonable requirement on the number of trees accounted for the greatest proportion; furthermore, most interviewees suggested that the government should continue to provide incentives even after 20 years. 5. Since the government shares the same goals as TSC, there should be sufficient cooperation and communication that support the technical instruction and reduction of afforestation cost, which will also help to improve effectiveness of the policy.
Abstract: Kobe City is a metropolis including large suburbs, where housing communities have been developed for many years. People have been recently moving to the urban areas and the suburbs are losing their power to attract population. At the same time, many blocks of high-rise flats have being built near railway stations adjoining town centers, and are drawing people of all generations. Residents with different lifestyle preferences are making good use of town centers and city centers based on effective railway services to live together happily in a household as well as the same flats. Thus railway services can play an essential role in sustainable urban development.
Abstract: Maintenance is one of the most important activities in
the shipyard industry. However, sometimes it is not supported by
adequate services from the shipyard, where inaccuracy in estimating
the duration of the ship maintenance is still common. This makes
estimation of ship maintenance duration is crucial. This study uses
Data Mining approach, i.e., CART (Classification and Regression
Tree) to estimate the duration of ship maintenance that is limited to
dock works or which is known as dry docking. By using the volume
of dock works as an input to estimate the maintenance duration, 4
classes of dry docking duration were obtained with different linear
model and job criteria for each class. These linear models can then be
used to estimate the duration of dry docking based on job criteria.
Abstract: The school / university orientation interests a broad and
often badly informed public. Technically, it is an important
multicriterion decision problem, which supposes the combination of
much academic professional and/or lawful knowledge, which in turn
justifies software resorting to the techniques of Artificial Intelligence.
CORUS is an expert system of the "Conseil et ORientation
Universitaire et Scolaire", based on a knowledge representation
language (KRL) with rules and objects, called/ known as Ibn Rochd.
CORUS was developed thanks to DéGSE, a workshop of cognitive
engineering which supports this LRC. CORUS works out many
acceptable solutions for the case considered, and retains the most
satisfactory among them. Several versions of CORUS have extended
its services gradually.
Abstract: In order to provide existing SOAP (Simple Object
Access Protocol)-based Web services with users who are familiar with
REST (REpresentational State Transfer)-style Web services, this
paper proposes Web service providing method using Web service
transformation. This enables SOAP-based service providers to define
rules for mapping from RESTful Web services to SOAP-based ones.
Using these mapping rules, HTTP request messages for RESTful
services are converted automatically into SOAP-based service
invocations. Web service providers need not develop duplicate
RESTful services and they can avoid programming mediation
modules per service. Furthermore, they need not equip mediation
middleware like ESB (Enterprise Service Bus) only for the purpose of
transformation of two different Web service styles.
Abstract: In this paper, we employ the approach of linear
programming to propose a new interactive broadcast method. In our
method, a film S is divided into n equal parts and broadcast via k
channels. The user simultaneously downloads these segments from k
channels into the user-s set-top-box (STB) and plays them in order.
Our method assumes that the initial p segments will not have
fast-forwarding capabilities. Every time the user wants to initiate d
times fast-forwarding, according to our broadcasting strategy, the
necessary segments already saved in the user-s STB or are just
download on time for playing. The proposed broadcasting strategy not
only allows the user to pause and rewind, but also to fast-forward.
Abstract: Images are important in disease research, education,
and clinical medicine. This paper presents a Web Service Platform
(WSP) for support multiple programming languages to access image
from biomedical databases. The main function WSP is to allow web
users access image from biomedical databases. The WSP will
receive web user-s queries. After that, it will send to Querying
Server (QS) and the QS will search and retrieve data from
biomedical databases. Finally, the information will display to the
web users. Simple application is developed and tested for
experiment purpose. Result from experiment indicated WSP can be
used in biomedical environment.
Abstract: With the increase of economic behavior and the upgrade
of living standar, the ratio for people in Taiwan who own automobiles
and motorcycles have recently increased with multiples. Therefore,
parking issues will be a big challenge to facilitate traffic network and
ensure urban life quality. The Parking Guidance and Information
System is one of important systems for Advanced Traveler Information
Services (ATIS). This research proposes a parking guidance and
information system which integrates GPS and 3G network for a map on
the Geographic Information System to solution inadequate of roadside
information kanban. The system proposed in this study mainly includes
Parking Host, Parking Guidance and Information Server, Geographic
Map and Information System as well as Parking Guidance and
Information Browser. The study results show this system can increase
driver-s efficiency to find parking space and efficiently enhance
parking convenience in comparison with roadside kanban system.
Abstract: As new challenges emerge in power electrical
workplace safety, it is the responsibility of the systems designer to
seek out new approaches and solutions that address them. Design
decisions made today will impact cost, safety and serviceability of
the installed systems for 40 or 50 years during the useful life for the
owner. Studies have shown that this cost is an order of magnitude of
7 to 10 times the installed cost of the power distribution equipment.
This paper reviews some aspects of earthing system design in power
substation surrounded by residential houses. The electrical potential
rise and split factors are discussed and a few recommendations are
provided to achieve a safety voltage in the area beyond the boundary
of the substation.
Abstract: Online auctions are not very popular in Croatia. The
main reason for this is a very limited number of services which can
be used by Croatian users. Until recent times, even selling through
the most popular online auction site eBay wasn't possible because
PayPal services could not make payment to bank or debit card
accounts in Croatia. Furthermore, many foreign sellers do not offer
delivery of their products to Croatia which means that large
quantities of goods initially offered on such sites are not available.
With that in mind, it is necessary to analyze the buying and selling
habits of Croatian users and existing online auction sites, both
Croatian and foreign, and create a model for new domestic site. This
site will have to exploit every positive aspect of existing models and
neutralize every negative perception indicated by users in the survey
so that, hopefully, it would attract new users.
Abstract: Continuation of an active call is one of the most important quality measurements in the cellular systems. Handoff process enables a cellular system to provide such a facility by transferring an active call from one cell to another. Different approaches are proposed and applied in order to achieve better handoff service. The principal parameters used to evaluate handoff techniques are: forced termination probability and call blocking probability. The mechanisms such as guard channels and queuing handoff calls decrease the forced termination probability while increasing the call blocking probability. In this paper we present an overview about the issues related to handoff initiation and decision and discuss about different types of handoff techniques available in the literature.
Abstract: Routing places an important role in determining the
quality of service in wireless networks. The routing methods adopted
in wireless networks have many drawbacks. This paper aims to
review the current routing methods used in wireless networks. This
paper proposes an innovative solution to overcome the problems in
routing. This solution is aimed at improving the Quality of Service.
This solution is different from others as it involves the resuage of the
part of the virtual circuits. This improvement in quality of service is
important especially in propagation of multimedia applications like
video, animations etc. So it is the dire need to propose a new solution
to improve the quality of service in ATM wireless networks for
multimedia applications especially during this era of multimedia
based applications.
