Abstract: This paper explores the social and political imperatives in the sphere of public policy relating to social justice. In India, the colonial legacy and post-colonial social and political pressures sustained the appropriation of 'caste' category in allocating public resources to the backward class of citizens. For several reasons, 'economic' category could not be placed in allocating resources. This paper examines the reasons behind the deliberative exercises and formulating policies and seeks an alternative framework in realizing social justice in terms of a unified category. This attempt can be viewed as a reconciliation of traditional and modern values for a viable alternative in public policy making.
Abstract: Gauteng, as the province with the greatest industrial and population density, the economic hub of South Africa also generates the greatest amount of waste, both general and hazardous. Therefore the province has a significant need to develop and apply appropriate integrated waste management policies that ensure that waste is recognised as a serious problem and is managed in an effective integrated manner to preserve both the present and future human health and environment. This paper reflects on Gauteng-s waste outlook in particular the province-s General Waste Minimisation Plan and its Integrated Waste Management Policy. The paper also looks at general waste generation, recyclable waste streams as well as recycling and separation at source initiatives in the province. Both the quantity and nature of solid waste differs considerably across the socio-economic spectrum. People in informal settlements generate an average of 0.16 kg per person per day whereas 2 kg per day is not unusual in affluent areas. For example the amount of waste generated in Johannesburg is approximately 1.2 kg per person per day.
Abstract: Due to the excess of a vehicle operation through its life, some elements may face failure and deteriorate with time. This leads us to carry out maintenance, repair, tune up or full overhaul. After a certain period, the vehicle elements deteriorations increase with time which causes a very high increase of doing the maintenance operations and their costs. However, the logic decision at this point is to replace the current vehicle by a new one with minimum failure and maximum income. The importance of studying vehicle replacement problems come from the increase of stopping days due to many deteriorations in the vehicle parts. These deteriorations increase year after year causing an increase of operating costs and decrease the vehicle income. Vehicle replacement aims to determine the optimum time to keep, maintain, overhaul, renew and replace vehicles. This leads to an improvement in vehicle income, total operating costs, maintenance cost, fuel and oil costs, ton-kilometers, vehicle and engine performance, vehicle noise, vibration, and pollution. The aim of this paper is to find the optimum replacement policies of Kuwait Passenger Transport Company (KPTCP) fleet of busses. The objective of these policies is to maximize the busses pure profits. The dynamic programming (D.P.) technique is used to generate the busses optimal replacement policies
Abstract: This survey of recent literature examines the link between growth and poverty. It is widely accepted that economic growth is a necessary condition for sustainable poverty reduction. But it is the fact that the economic growth of some countries has been pro-poor while others not. Some factors such as labor market, policies and demographic factors may lead to a weak relationship between economic performance and poverty rate. In this sense pro-growth policies should be pro-poor to increase the poverty alleviation effects of the growth. The purpose of this study is to review the recent studies on the effects of macroeconomic policies on poverty and inequality and to review the poverty analyses which examine the relationship between growth, poverty and inequality. Abstract: Well-developed strategic marketing planning is the essential
prerequisite for establishment of the right and unique competitive
advantage. Typical market, however, is a heterogeneous
and decentralized structure with natural involvement of individual
or group subjectivity and irrationality. These features cannot be
fully expressed with one-shot rigorous formal models based on,
e.g. mathematics, statistics or empirical formulas. We present an
innovative solution, extending the domain of agent based computational
economics towards the concept of hybrid modeling in service
provider and consumer market such as telecommunications. The
behavior of the market is described by two classes of agents -
consumer and service provider agents - whose internal dynamics
are fundamentally different. Customers are rather free multi-state
structures, adjusting behavior and preferences quickly in accordance
with time and changing environment. Producers, on the contrary,
are traditionally structured companies with comparable internal processes
and specific managerial policies. Their business momentum is
higher and immediate reaction possibilities limited. This limitation
underlines importance of proper strategic planning as the main
process advising managers in time whether to continue with more
or less the same business or whether to consider the need for future
structural changes that would ensure retention of existing customers
or acquisition of new ones.
Abstract: Climate change and environmental pressures are
major international issues nowadays. It is time when governments,
businesses and consumers have to respond through more
environmentally friendly and aware practices, products and policies.
This is the prime time to develop alternative sustainable construction
materials, reduce greenhouse gas emissions, save energy, look to
renewable energy sources and recycled materials, and reduce waste.
The utilization of waste materials (slag, fly ash, glass beads, plastic
and so on) in concrete manufacturing is significant due to its
engineering, financial, environmental and ecological benefits. Thus,
utilization of waste materials in concrete production is very much
helpful to reach the goal of the sustainable construction. Therefore,
this study intends to use glass beads in concrete production.
The paper reports on the performance of 9 different concrete
mixes containing different ratios of glass crushed to 5 mm - 20 mm
maximum size and glass marble of 20 mm size as coarse aggregate.
Ordinary Portland cement type 1 and fine sand less than 0.5 mm were
used to produce standard concrete cylinders. Compressive strength
tests were carried out on concrete specimens at various ages. Test
results indicated that the mix having the balanced ratio of glass beads
and round marbles possess maximum compressive strength which is
3889 psi, as glass beads perform better in bond formation but have
lower strength, on the other hand marbles are strong in themselves
but not good in bonding. These mixes were prepared following a
specific W/C and aggregate ratio; more strength can be expected to
achieve from different W/C, aggregate ratios, adding admixtures like
strength increasing agents, ASR inhibitor agents etc.
Abstract: This paper investigates several factors affecting the
cost of capital for listed Romanian companies. Although there is a
large amount of literature investigating the drivers of the cost of
capital internationally, there is currently little evidence from
emergent markets. Based on a sample of 19 Romanian listed
companies followed by financial analysts for the years 2008-2010,
according to Thomson Reuters- I/B/E/S data base, the paper confirms
the international trends, showing that size, corporate governance
policies, and growth are negatively correlated with the cost of capital.
Abstract: Due to rapid economic growth, Indonesia's energy needs is rapidly increasing. Indonesia-s primary energy consumption has doubled in 2007 compared to 2003. Indonesia's status change from oil net-exporter to oil net-importer country recently has increased Indonesia's concern over energy security. Due to this, oil import becomes center of attention in the dynamics of Indonesia's energy security. Conventional studies addressing Indonesia's energy security have focused on energy production sector. This study explores Indonesia-s energy security considering energy import sector by modeling and simulating Indonesia-s energy-related policies using system dynamics. Simulation result of Indonesia's energy security in 2020 in Business-As-Usual scenario shows that in term of supply demand ratio, energy security will be very high, but also it poses high dependence on energy import. The Alternative scenario result shows lower energy security in term of supply demand ratio and much lower dependence on energy import. It is also found that the Alternative scenario produce lower GDP growth.
Abstract: In this paper, we propose a fuzzy aggregate
production planning (APP) model for blending problem in a brass
factory which is the problem of computing optimal amounts of raw
materials for the total production of several types of brass in a
period. The model has deterministic and imprecise parameters
which follows triangular possibility distributions. The brass casting
APP model can not always be solved by using common approaches
used in the literature. Therefore a mathematical model is presented
for solving this problem. In the proposed model, the Lai and
Hwang-s fuzzy ranking concept is relaxed by using one constraint
instead of three constraints. An application of the brass casting
APP model in a brass factory shows that the proposed model
successfully solves the multi-blend problem in casting process and
determines the optimal raw material purchasing policies.
Abstract: In this communication a quantitative modeling
approach is applied to construct model for the exchange of gases
from open sewer channel to the atmosphere. The data for the
exchange of gases of the open sewer channel for the year January
1979 to December 2006 is utilized for the construction of the model.
The study reveals that stream flow of the open sewer channel
exchanges the toxic gases continuously with time varying scale. We
find that the quantitative modeling approach is more parsimonious
model for these exchanges. The usual diagnostic tests are applied for
the model adequacy. This model is beneficial for planner and
managerial bodies for the improvement of implemented policies to
overcome future environmental problems.
Abstract: The process of wafer fabrication is arguably the most
technologically complex and capital intensive stage in semiconductor
manufacturing. This large-scale discrete-event process is highly reentrant,
and involves hundreds of machines, restrictions, and
processing steps. Therefore, production control of wafer fabrication
facilities (fab), specifically scheduling, is one of the most challenging
problems that this industry faces. Dispatching rules have been
extensively applied to the scheduling problems in semiconductor
manufacturing. Moreover, lot release policies are commonly used in
this manufacturing setting to further improve the performance of such
systems and reduce its inherent variability. In this work, simulation is
used in the scheduling of re-entrant flow shop manufacturing systems
with an application in semiconductor wafer fabrication; where, a
simulation model has been developed for the Intel Five-Machine Six
Step Mini-Fab using the ExtendTM simulation environment. The
Mini-Fab has been selected as it captures the challenges involved in
scheduling the highly re-entrant semiconductor manufacturing lines.
A number of scenarios have been developed and have been used to
evaluate the effect of different dispatching rules and lot release
policies on the selected performance measures. Results of simulation
showed that the performance of the Mini-Fab can be drastically
improved using a combination of dispatching rules and lot release
policy.
Abstract: Today, the preferences and participation of the TD groups such as the elderly and disabled is still lacking in decision-making of transportation planning, and their reactions to certain type of policies are not well known. Thus, a clear methodology is needed. This study aimed to develop a method to extract the preferences of the disabled to be used in the policy-making stage that can also guide to future estimations. The method utilizes the combination of cluster analysis and data filtering using the data of the Arao city (Japan). The method is a process that follows: defining the TD group by the cluster analysis tool, their travel preferences in tabular form from the household surveys by policy variableimpact pairs, zones, and by trip purposes, and the final outcome is the preference probabilities of the disabled. The preferences vary by trip purpose; for the work trips, accessibility and transit system quality policies with the accompanying impacts of modal shifts towards public mode use as well as the decreasing travel costs, and the trip rate increase; for the social trips, the same accessibility and transit system policies leading to the same mode shift impact, together with the travel quality policy area leading to trip rate increase. These results explain the policies to focus and can be used in scenario generation in models, or any other planning purpose as decision support tool.
Abstract: Corporate social responsibility (CSR) viewpoint have challenged the traditional perception to understand corporations position. Production- and managerial-centred views are expanding towards reference group-centred policies. Consequently, the significance of new kind of knowledge has emerged. In addition to management of the organisation, the idea of CSR emphasises the importance to recognise the value-expectations of operational environment. It is know that management is often well-aware of corporate social responsibilities, but it is less clear how well these high level goals are understood in practical product design and development work. In this study, the apprehension above proved to be real to some degree. While management was very aware of CSR it was less familiar to designers. The outcome shows that it is essential to raise ethical values and issues higher in corporate communication, if it is wished that they materialize also in products.
Abstract: It is not easy to imagine how the existing city can be
converted to the principles of sustainability, however, the need for
innovation, requires a pioneering phase which must address the main
problems of rehabilitation of the operating models of the city. Today,
however, there is a growing awareness that the identification and
implementation of policies and measures to promote the adaptation,
resilience and reversibility of the city, require the contribution of our
discipline. This breakthrough is present in some recent international
experiences of Climate Plans, in which the envisaged measures are
closely interwoven with those of urban planning. These experiences,
provide some answers principle questions, such as: how the strategies
to combat climate can be integrated in the instruments of the local
government; what new and specific analysis must be introduced in
urban planning in order to understand the issues of urban
sustainability, and how the project compares with different spatial
scales.
Abstract: Efforts to secure supervisory control and data acquisition
(SCADA) systems must be supported under the guidance of
sound security policies and mechanisms to enforce them. Critical
elements of the policy must be systematically translated into a format
that can be used by policy enforcement components. Ideally, the
goal is to ensure that the enforced policy is a close reflection of
the specified policy. However, security controls commonly used to
enforce policies in the IT environment were not designed to satisfy
the specific needs of the SCADA environment. This paper presents
a language, based on the well-known XACML framework, for the
expression of authorization policies for SCADA systems.
Abstract: It has formed an essential issue that Climate Change, composed of highly knowledge complexity, reveals its significant impact on human existence. Therefore, specific national policies, some of which present the educational aspects, have been published for overcoming the imperative problem. Accordingly, the study aims to analyze as well as integrate the relationship between Climate Change and environmental education and apply the perspective of concept map to represent the knowledge contents and structures of Climate Change; by doing so, knowledge contents of Climate Change could be represented in an even more comprehensive way and manipulated as the tool for environmental education. The method adapted for this study is knowledge conversion model compounded of the platform for experts and teachers, who were the participants for this study, to cooperate and combine each participant-s standpoints into a complete knowledge framework that is the foundation for structuring the concept map. The result of this research contains the important concepts, the precise propositions and the entire concept map for representing the robust concepts of Climate Change.
Abstract: Dhaka, the capital city of Bangladesh, is one of the
densely populated cities in the world. Due to rapid urbanization 60%
of its population lives in slum and squatter settlements. The reason
behind this poverty is low economic growth, inequitable distribution
of income, unequal distribution of productive assets, unemployment
and underemployment, high rate of population growth, low level of
human resource development, natural disasters, and limited access to
public services. Along with poverty, creating pressure on urban land,
shelter, plots, open spaces this creates environmental and ecological
degradation. These constraints are mostly resulted from the failures
of the government policies and measures and only Government can
solve this problem. This is now prime time to establish planning and
environmental management policy and sustainable urban
development for the city and for the urban slum dwellers which are
free from eviction, criminals, rent seekers and other miscreants.
Abstract: Geographical Information Systems are an integral part
of planning in modern technical systems. Nowadays referred to as
Spatial Decision Support Systems, as they allow synergy database
management systems and models within a single user interface
machine and they are important tools in spatial design for
evaluating policies and programs at all levels of administration.
This work refers to the creation of a Geographical Information
System in the context of a broader research in the area of influence
of an under construction station of the new metro in the Greek
city of Thessaloniki, which included statistical and multivariate
data analysis and diagrammatic representation, mapping and
interpretation of the results.
Abstract: Recent scientific investigations indicate that
multimodal biometrics overcome the technical limitations of
unimodal biometrics, making them ideally suited for everyday life
applications that require a reliable authentication system. However,
for a successful adoption of multimodal biometrics, such systems
would require large heterogeneous datasets with complex multimodal
fusion and privacy schemes spanning various distributed
environments. From experimental investigations of current
multimodal systems, this paper reports the various issues related to
speed, error-recovery and privacy that impede the diffusion of such
systems in real-life. This calls for a robust mechanism that caters to
the desired real-time performance, robust fusion schemes,
interoperability and adaptable privacy policies.
The main objective of this paper is to present a framework that
addresses the abovementioned issues by leveraging on the
heterogeneous resource sharing capacities of Grid services and the
efficient machine learning capabilities of artificial neural networks
(ANN). Hence, this paper proposes a Grid-based neural network
framework for adopting multimodal biometrics with the view of
overcoming the barriers of performance, privacy and risk issues that
are associated with shared heterogeneous multimodal data centres.
The framework combines the concept of Grid services for reliable
brokering and privacy policy management of shared biometric
resources along with a momentum back propagation ANN (MBPANN)
model of machine learning for efficient multimodal fusion and
authentication schemes. Real-life applications would be able to adopt
the proposed framework to cater to the varying business requirements
and user privacies for a successful diffusion of multimodal
biometrics in various day-to-day transactions.
Abstract: This paper focuses on issues of engagement by staff in professional development related to the delivery of e-learning. The paper reports on findings drawn from a New Zealand research project which is producing a sector-wide framework for professional development in tertiary e-learning. The research findings indicate that staff engaged in e-learning in tertiary institutions is not making the most effective use of the professional development opportunities available to them; rather they seem to gain their knowledge and support from a variety of informal means. This is despite an emphasis on the provision of professional development opportunities by both Government Policies and Institutions themselves. The conclusion drawn from the findings is that institutional approaches to professional development for e-learning do not yet fully reflect the demands and constraints that working in a digital context impose.
