Abstract: Background: With the perceived pain and poor
function experienced following knee arthroplasty, patients usually
feel un-satisfied. Yet, a controversy still persists on the appropriate
operative technique that doesn’t affect proprioception much.
Purpose: This study compared the effects of Cruciate Retaining
(CR) and Posterior Stabilized (PS) total knee arthroplasty (TKA on
dynamic balance, pain and functional performance following
rehabilitation.
Methods: Thirty patients with CRTKA (group I), thirty with
PSTKA (group II) and fifteen indicated for arthroplasty but weren’t
operated on yet (group III) participated in the study. The mean age
was 54.53±3.44, 55.13±3.48 and 55.33±2.32 years and BMI
35.7±3.03, 35.7±1.99 and 35.73±1.03 kg/m2 for groups I, II and III
respectively. The Berg Balance Scale (BBS), WOMAC pain subscale
and Timed Up-and-Go (TUG) and Stair-Climbing (SC) tests were
used for assessment. Assessments were conducted four weeks preand
post-operatively, three, six and twelve months post-operatively
with the control group being assessed at the same time intervals. The
post-operative rehabilitation involved hospitalization (1st week),
home-based (2nd-4th weeks), and outpatient clinic (5th-12th weeks)
programs, follow-up to all groups for twelve months.
Results: The Mixed design MANOVA revealed that group I had
significantly lower pain scores and SC time compared with group II
three, six and twelve months post-operatively. Moreover, the BBS
scores increased significantly and the pain scores and TUG and SC
time decreased significantly six months post-operatively compared
with four weeks pre- and post-operatively and three months postoperatively
in groups I and II with the opposite being true four weeks
post-operatively. But no significant differences in BBS scores, pain
scores and TUG and SC time between six and twelve months postoperatively
in groups I and II.
Interpretation/Conclusion: CRTKA is preferable to PSTKA,
possibly due to the preserved human proprioceptors in the un-excised
PCL.
Abstract: An existing RC building in Madinah is seismically
evaluated with and without infill wall. Four model systems have been
considered i.e. model I (no infill), model IIA (strut infill-update from
field test), model IIB (strut infill- ASCE/SEI 41) and model IIC (strut
infill-Soft storey- ASCE/SEI 41). Three dimensional pushover
analyses have been carried out using SAP2000 software
incorporating inelastic material behavior for concrete, steel and infill
walls. Infill wall has been modeled as equivalent strut according to
suggested equation matching field test measurements and to the
ASCE/SEI 41 equation. The effect of building modeling on the
performance point as well as capacity and demand spectra due to EQ
design spectrum function in Madinah area has been investigated. The
response modification factor (R) for the 5 story RC building is
evaluated from capacity and demand spectra (ATC-40) for the
studied models. The results are summarized and discussed.
Abstract: The classroom of the 21st century is an ever changing
forum for new and innovative thoughts and ideas. With increasing
technology and opportunity, students have rapid access to
information that only decades ago would have taken weeks to obtain.
Unfortunately, new techniques and technology are not the cure for
the fundamental problems that have plagued the classroom ever since
education was established. Class size has been an issue long debated
in academia. While it is difficult to pin point an exact number, it is
clear that in this case more does not mean better. By looking into the
success and pitfalls of classroom size the true advantages of smaller
classes will become clear. Previously, one class was comprised of 50
students. Being seventeen and eighteen- year- old students,
sometimes it was quite difficult for them to stay focused. To help
them understand and gain much knowledge, a researcher introduced
“The Theory of Multiple Intelligence” and this, in fact, enabled
students to learn according to their own learning preferences no
matter how they were being taught. In this lesson, the researcher
designed a cycle of learning activities involving all intelligences so
that everyone had equal opportunities to learn.
Abstract: Currently, seismic probabilistic risk assessments
(SPRA) for nuclear facilities use In-Structure Response Spectra
(ISRS) in the calculation of fragilities for systems and components.
ISRS are calculated via dynamic analyses of the host building
subjected to two orthogonal components of horizontal ground
motion. Each component is defined as the median motion in any
horizontal direction. Structural engineers applied the components
along selected X and Y Cartesian axes. The ISRS at different
locations in the building are also calculated in the X and Y directions.
The choice of the directions of X and Y are not specified by the
ground motion model with respect to geographic coordinates, and are
rather arbitrarily selected by the structural engineer. Normally, X and
Y coincide with the “principal” axes of the building, in the
understanding that this practice is generally conservative. For SPRA
purposes, however, it is desirable to remove any conservatism in the
estimates of median ISRS. This paper examines the effects of the
direction of horizontal seismic motion on the ISRS on typical nuclear
structure. We also evaluate the variability of ISRS calculated along
different horizontal directions. Our results indicate that some central
measures of the ISRS provide robust estimates that are practically
independent of the selection of the directions of the horizontal
Cartesian axes.
Abstract: The main aim of this research was to investigate the
perspectives of English language teachers and learners on the effect
of test techniques on reading comprehension, test performance and
assessment. The research has also aimed at finding the differences
between teacher and learner perspectives, specifying the test
techniques which have the highest effect, investigating the other
factors affecting reading comprehension, and comparing the results
with the similar studies. In order to achieve these objectives,
perspectives and findings of different researchers were reviewed, two
different questionnaires were prepared to collect data for the
perspectives of teachers and learners, the questionnaires were applied
to 26 learners and 8 teachers from the University of Batna (Algeria),
and quantitative and qualitative data analysis of the results were
done. The results and analysis of the results show that different test
techniques affect reading comprehension, test performance and
assessment at different percentages rates.
Abstract: Nonalcoholic fatty liver disease (NAFLD) has
increased in conjunction with obesity. The accuracy of risk factors
for detecting NAFLD in obese adolescents has not undergone a
formal evaluation. The aim of this study was to evaluate predictors of
NAFLD among Egyptian female obese adolescents. The study
included 162 obese female adolescents. All were subjected to
anthropometry, biochemical analysis and abdominal ultrasongraphic
assessment. Metabolic syndrome (MS) was diagnosed according to
the IDF criteria. Significant association between presence of MS and
NAFLD was observed. Obese adolescents with NAFLD had
significantly higher levels of ALT, triglycerides, fasting glucose,
insulin, blood pressure and HOMA-IR, whereas decreased HDL-C
levels as compared with obese cases without NAFLD. Receiver–
operating characteristic (ROC) curve analysis shows that ALT is a
sensitive predictor for NAFLD, confirming that ALT can be used as a
marker of NAFLD.
Abstract: The assessment of the risk posed by a borrower to a
lender is one of the common problems that financial institutions have
to deal with. Consumers vying for a mortgage are generally
compared to each other by the use of a number called the Credit
Score, which is generated by applying a mathematical algorithm to
information in the applicant’s credit report. The higher the credit
score, the lower the risk posed by the candidate, and the better he is
to be taken on by the lender. The objective of the present work is to
use fuzzy logic and linguistic rules to create a model that generates
Credit Scores.
Abstract: The construction of a new airport or the extension of
an existing one requires massive investments and many times public
private partnerships were considered in order to make feasible such
projects. One characteristic of these projects is uncertainty with
respect to financial and environmental impacts on the medium to long
term. Another one is the multistage nature of these types of projects.
While many airport development projects have been a success, some
others have turned into a nightmare for their promoters.
This communication puts forward a new approach for airport
investment risk assessment. The approach takes explicitly into
account the degree of uncertainty in activity levels prediction and
proposes milestones for the different stages of the project for
minimizing risk. Uncertainty is represented through fuzzy dual theory
and risk management is performed using dynamic programming. An
illustration of the proposed approach is provided.

Abstract: Wireless communications have been expanded very fast in recent decades. This technology relies on an extensive network of base stations and antennas, using radio frequency signals to transmit information. Devices that use wireless communication, while offering various services, basically act as sources of non-ionizing electromagnetic fields (EMF). Such devices are permanently present in human vicinity and almost constantly radiate, causing EMF pollution of the environment. This fact has initiated development of modern systems for observation of the EMF pollution, as well as for risk assessment. This paper presents the Serbian electromagnetic field monitoring network – SEMONT, designed for automated, remote and continuous broadband monitoring of EMF in the environment. Measurement results of the SEMONT monitoring at one of the test locations, within the main campus of the University of Novi Sad, are presented and discussed, along with corresponding exposure assessment of the general population, regarding the Serbian legislation.
Abstract: Following implementation of a master’s level graduate degree program in technology, a research-based assessment of the program was undertaken to determine how well the program met its goals and objectives, and the impact of the degree program on the objectives and the needs of its graduates. Upon review of the survey data, it was concluded that the program was meeting its goals and objectives, and that the directed project option should be encouraged.
Abstract: As alternative to existing e-government measuring
models, here proposed a new customer centric, service oriented,
simple approach for measuring countries e-Governments. If
successfully implemented, built infrastructure will provide a single egovernment
index number for countries. Main schema is as follows.
Country CIO or equal position government official, at the beginning
of each year will provide to United Nations dedicated web site 4
numbers on behalf of own country: 1) Ratio of available online
public services, to total number of public services, 2) Ratio of
interagency inter ministry online public services to total number of
available online public services, 3) Ratio of total number of citizen
and business entities served online annually to total number of citizen
and business entities served annually online and physically on those
services, 4) Simple index for geographical spread of online served
citizen and business entities. 4 numbers then combined into one index
number by mathematical Average function.
In addition to 4 numbers 5th number can be introduced as service
quality indicator of online public services. If in ordering of countries
index number is equal, 5th criteria will be used.

Abstract: The purpose of this study was to determine the significance of history of obesity for the development of childhood overweight and/or obesity. Accordingly, a systematic literature review of English-language studies published from 1980 to 2012 using the following data bases: MEDLINE, PsychINFO, Cochrane Database of Systematic Reviews, and Dissertation Abstracts International was conducted. The following terms were used in the search: pregnancy, overweight, obesity, family history, parents, childhood, risk factors. Eleven studies of family history and obesity conducted in Europe, Asia, North America, and South America met the inclusion criteria. A meta-analysis of these studies indicated that family history of obesity is a significant risk factor of overweight and /or obesity in offspring; risk for offspring overweight and/or obesity associated with family history varies depending of the family members included in the analysis; and when family history of obesity is present, the offspring are at greater risk for developing obesity or overweight. In addition, the results from moderator analyses suggest that part of the heterogeneity discovered between the studies can be explained by the region of world that the study occurred in and the age of the child at the time of weight assessment.

Abstract: The results of dissertation research "Preventing and
combating corruption in public procurement" are presented in this
publication. The study was conducted 2011 till 2013 in a Member
State of the European Union– in the Republic of Latvia.
Goal of the thesis is to explore corruption prevention and
combating issues in public procurement sphere, to identify the
prevalence rates, determinants and contributing factors and
prevention opportunities in Latvia.
In the first chapter the author analyzes theoretical aspects of
understanding corruption in public procurement, with particular
emphasis on corruption definition problem, its nature, causes and
consequences. A separate section is dedicated to the public
procurement concept, mechanism and legal framework. In the first
part of this work the author presents cognitive methodology of
corruption in public procurement field, based on which the author has
carried out an analysis of corruption situation in public procurement
in Republic of Latvia.
In the second chapter of the thesis, the author analyzes the
problem of corruption in public procurement, including its historical
aspects, typology and classification of corruption subjects involved,
corruption risk elements in public procurement and their
identification. During the development of the second chapter author's
practical experience in public procurements was widely used.
The third and fourth chapter deals with issues related to the
prevention and combating corruption in public procurement, namely
the operation of the concept, principles, methods and techniques,
subjects in Republic of Latvia, as well as an analysis of foreign
experience in preventing and combating corruption. The fifth chapter
is devoted to the corruption prevention and combating perspectives
and their assessment. In this chapter the author has made the
evaluation of corruption prevention and combating measures
efficiency in Republic of Latvia, assessment of anti-corruption
legislation development stage in public procurement field in Latvia.
Abstract: This paper describes a Web server implementation of the hierarchical aggregate assessment process in the field of education. This process describes itself as a field of teamwork assessment where teams can have multiple levels of hierarchy and supervision. This process is applied everywhere and is part of the management, education, assessment and computer science fields. The E-Assessment website named “Cluster” records in its database the students, the course material, the teams and the hierarchical relationships between the students. For the present research, the hierarchical relationships are team member, team leader and group administrator appointments. The group administrators have the responsibility to supervise team leaders. The experimentation of the application has been performed by high school students in geology courses and Canadian army cadets for navigation patrols in teams. This research extends the work of Nance that uses a hierarchical aggregation process similar as the one implemented in the “Cluster” application.

Abstract: Enhancing the quality of two dimensional signals is one of the most important factors in the fields of video surveillance and computer vision. Usually in real-life video surveillance, false detection occurs due to the presence of random noise, illumination
and shadow artifacts. The detection methods based on background subtraction faces several problems in accurately detecting objects in realistic environments: In this paper, we propose a noise removal algorithm using neighborhood comparison method with thresholding. The illumination variations correction is done in the detected foreground objects by using an amalgamation of techniques like homomorphic decomposition, curvelet transformation and gamma adjustment operator. Shadow is removed using chromaticity estimator with local relation estimator. Results are compared with the existing methods and prove as high robustness in the video surveillance.
Abstract: Rubric is a very important tool for teachers and students for a variety of purposes. Teachers use the rubric for evaluating student work while students use rubrics for self-assessment. Therefore, this paper was emphasized scoring rubric as a scoring tool for teachers in an environment of Competency Based Education and Training (CBET) in Malaysia Vocational College. A total of three teachers in the fields of electrical and electronics engineering were interviewed to identify how the use of rubrics practiced since vocational transformation implemented in 2012. Overall holistic rubric used to determine the performance of students in the skills area.
Abstract: One of the most important factors for the success of e-government is training and preparing the workforce of the public sector. As changes and innovation in the public sector progress at a very slow pace and more slowly than in the private sector, issues related to human resources require special care. This is because the workforce will eventually seize the opportunities of the technological solutions used in e-Government. Thus, the central administration should provide employees with continuous and focused training not only on new technologies but also on a wide range of subjects and also improve interdepartmental interaction.
To achieve all this, new methods and training tools need to be implemented in addition to assessment of the employees. In this spirit, we propose the development of an educational platform with user personalization features. We propose the development of this platform using Moodle as the basic tool. Incorporating a personalization mechanism is very important since different employees have different backgrounds, education levels, computer skills, or different capability to develop further. Key features of the proposed platform include, besides typical e-learning tools, communities organized in order to exchange experiences and knowledge, groups of users based on certain criteria, automatic evaluation of users and potential self-education and self-assessment. In its fully developed form, this platform can be part of a more comprehensive knowledge management system for the public sector.
