Abstract: The general functions of the university amongst other things include teaching, research and community service. Universities are recognized as the apex of learning, accumulating and imparting knowledge and skills of all kinds to students to enable them to be productive, earn their living and to make optimum contributions to national development. This is equivalent to the production of human capital in the form of high level manpower needed to administer the educational society, be useful to the society and manage the economy. Quality has become a matter of major importance for university education in Nigeria. Accreditation is the systematic review of educational programs to ensure that acceptable standards of education, scholarship and infrastructure are being maintained. Accreditation ensures that institution maintain quality. The process is designed to determine whether or not an institution has met or exceeded the published standards for accreditation, and whether it is achieving its mission and stated purposes. Ensuring quality assurance in accreditation process falls in the hands of university management which justified the need for this study. This study examined accreditation and quality assurance: the management imperative. Three research questions and three hypotheses guided the study. The design was a correlation survey with a population of 2,893 university administrators out of which 578 Heads of department and Dean of faculties were sampled. The instrument for data collection was titled Programme Accreditation Exercise scale with high levels of reliability. The research questions were answered with Pearson ‘r’ statistics. T-test statistics was used to test the hypotheses. It was found among others that the quality of accredited programme depends on the level of funding of universities in Nigeria. It was also indicated that quality of programme accreditation and physical facilities of universities in Nigeria have high relationship. But it was also revealed that programme accreditation is positively related to staffing in Nigerian universities. Based on the findings of the study, the researcher recommend that academic administrators should be included in the team of those who ensure quality programs in the universities. Private sector partnership should be encouraged to fund programs to ensure quality of programme in the universities. Independent agencies should be engaged to monitor the activities of accreditation teams to avoid bias.
Abstract: This study examined the influences of including LGBTQ-related content in a multicultural teacher education course on the development of prospective teachers’ social justice identities. Appling a content analysis to 53 reflection texts written by participating prospective teachers in response to the relevant course content, this study deduced the stages of social justice identity development (naïve, acceptance, resistance, redefinition, and internalization) that participants reached during the course. The analysis demonstrated that the participants reached various stages in the social identity development model and none of the participants remained at the naïve stage during/after class. The majority (53%) of the participants reached the internalization stage during the coursework and became conscious about the heterosexual privileges they have had and aware of possible impacts of such privilege on their future LGBTQ students. Also the participants had begun to develop pedagogic action plans and devised applicable teaching strategies for their future students based on the new understanding of heteronormativity. We expect this study will benefit teacher educators and educational administrators who want to address LGBTQ-related issues in their multicultural education programs and/or revisit the goals, directions, and implications of their approach.
Abstract: Background: Competency of nurses is vital to safe nursing practice as well as essential component to drive quality of nursing services. There exists little up to date information concerning actual competency among Vietnamese nurses. Purposes: The purpose of this study is to identify the actual nursing competency among nurses in clinical settings in Vietnam. Methods: A qualitative study, ethnographic method, comprised of the participant-observation, in-depth interview, and focus group discussion with multidisciplinary groups of nurses employing in Cho Ray hospital, Vietnam, managers/administrators, nurse teachers, medical doctors, other health care providers, patients and family members which derived from purposeful sampling technique. Content analysis was used for data analysis. Results: Five essential themes of nursing competencies among nurses were identified include (1) knowledge, (2) skills, (3) attitude and value-based nursing practice, (4) legal and ethical competencies, and (5) transcultural competencies. Basic and advanced knowledge were identified as further two dimensions of knowledge. There were five sub themes identified as further dimensions of skills include technical skills, communication skills, organizing and management skills, teamwork and interrelationship, and critical thinking skills. Conclusions: The findings from this study provide valuable information and understanding of the actual competency among nurses in clinical settings in Vietnam. It is expected that this understanding would assist in developing a guide to nursing education and training, nursing practice and relevant policy regulation used for promoting nursing competency among nurses.
Abstract: The commercial companies’ management has suffered an important material and legal transformation in the last years, mainly related to the changes in the Portuguese legal framework and because of the fact they were recently object of great expansion. In fact, next to the smaller family businesses, whose management is regularly assumed by partners, companies with social investment highly scattered, whose owners are completely out from administration, are now arising. In those particular cases, the business transactions are much more complex and require from the companies’ managers a highly technical knowledge and some specific professionals’ skills and abilities. This kind of administration carries a high-level risk that can both result in great success or in great losses. Knowing that the administration performance can result in important losses to the companies, the Portuguese legislator has created a legal structure to impute them some responsibilities and sanctions. The main goal of this study is to analyze the Portuguese law and some jurisprudence about companies’ management rules and about the conflicts between the directors and the company. In order to achieve these purposes we have to consider, on the one hand, the legal duties directly connected to the directors’ functions and on the other hand the disrespect for those same rules. The Portuguese law in this matter, influenced by the common law, determines that the directors’ attitude should be guided by loyalty and honesty. Consequently, we must reflect in which cases the administrators should respond to losses that they might cause to companies as a result of their duties’ disrespect. In this way is necessary to study the business judgment rule wich is a rule that refers to a liability exclusion rule. We intend, in the same way, to evaluate if the civil liability that results from the directors’ duties disrespect can extend itself to those who have elected them ignoring or even knowing that they don´t have the necessary skills or appropriate knowledge to the position they hold. To charge directors’, without ruining entrepreneurship, charging, in the same way, those who select them reinforces the need for more responsible and cautious attitudes which will lead consequently to more confidence in the markets.
Abstract: Given the increase in the number of students and administrators asking for online courses the author developed two partially online courses. One was a biology majors at genetics course while the other was a non-majors at biology course. The student body at Queensborough Community College is generally underprepared and has work and family obligations. As an educator, one has to be mindful about changing the pedagogical approach, therefore, special care was taken when designing the course material. Despite the initial concerns, both of these partially online courses were received really well by students. Lessons learnt were that student engagement is the key to success in an online course. Good practices to run a successful online course for underprepared students are discussed in this paper. Also discussed are the lessons learnt for making the eLearning environment better for all the students in the class, overachievers and underachievers alike.
Abstract: This study aims to identify the understanding expectations of school administrators concerning school assessment. The researcher utilized a qualitative descriptive study on 19 administrators from three secondary schools in the North Kinta district. The respondents had been interviewed on their understanding expectations of school assessment using the focus group discussion method. Overall findings showed that the administrators’ understanding expectations of school assessment was weak; especially in terms of content focus, articulation across age and grade, transparency and fairness, as well as the pedagogical implications. Findings from interviews indicated that administrators explained their understanding expectations of school assessment from the aspect of school management, and not from the aspect of instructional leadership or specifically as assessment leaders. The study implications from the administrators’ understanding expectations may hint at the difficulty of the administrators to function as assessment leaders, in order to reduce their focus as manager, and move towards their primary role in the process of teaching and learning. The administrator, as assessment leaders, would be able to reach assessment goals via collaboration in identifying and listing teacher assessment competencies, how to construct assessment capacity, how to interpret assessment correctly, the use of assessment and how to use assessment information to communicate confidently and effectively to the public.
Abstract: In this paper a very simple and effective user
administration view of computing clusters systems is implemented in
order of friendly provide the configuration and monitoring of
distributed application executions. The user view, the administrator
view, and an internal control module create an illusionary
management environment for better system usability. The
architecture, properties, performance, and the comparison with others
software for cluster management are briefly commented.
Abstract: This paper expands on the role of the professor by detailing the origins of the profession, adding some of the unique contributions of North American universities as well as some of the best practice recommendations to the unique tripartite role of the professor. It describes current challenges to the profession including the ever-controversial student rating of professors. It continues with the significance of empowerment to the role of the professor. It concludes with a predictive prescription for the future of the professoriate and the role of the university-level educational administrator toward that end.
Abstract: In recent years, the power system has been changed
and a flexible power pricing system such as demand response has been
sought in Japan. The demand response system works simply in the
household sector and the owner as the decision-maker, can benefit
from power saving. On the other hand, the execution of demand
response in the office building is more complex than in the household
because various people such as owners, building administrators and
occupants are involved in the decision-making process. While the
owners benefit from demand saving, the occupants are exposed to
restricted benefits of a demand-saved environment. One of the reasons
is that building systems are usually under centralized management and
each occupant cannot choose freely whether to participate in demand
response or not. In addition, it is unclear whether incentives give
occupants the motivation to participate. However, the recent
development of IT and building systems enables the personalized
control of the office environment where each occupant can control the
lighting level or temperature individually. Therefore, it can be possible
to have a system which each occupant can make a decision of whether
or not to participate in demand response in the office building. This study investigates personal responses to demand response
requests, under the condition where each occupant can adjust their
brightness individually in their workspace. Once workers participate
in the demand response, their desk-lights are automatically turned off.
The participation rates in the demand response events are compared
among four groups, which are divided by different motivation, the
presence, or absence of incentives and the method of participation. The
result shows that there are significant differences of participation rates
in demand response event between four groups. The method of
participation has a large effect on the participation rate. The “Opt-out”
groups where the occupants are automatically enrolled in a demand
response event if they do not express non-participation have the
highest participation rate in the four groups. Incentives also have an
effect on the participation rate. This study also reports on the impact of low illumination office
environment on the occupants, such as stress or fatigue. The
electrocardiogram and the questionnaire are used to investigate the
autonomic nervous activity and subjective fatigue symptoms of the
occupants. There is no big difference between dim workspace during
demand response event and bright workspace in autonomic nervous
activity and fatigue.
Abstract: Cyberspace has become a more viable arena for
budding artists to share musical acts through digital forms. The
increasing relevance of online communities has attracted scholars
from various fields demonstrating its influence on social capital. This
paper extends this understanding of social capital among Filipino
music artists belonging to the SoundCloud Philippines Facebook
Group.
The study makes use of various qualitative data obtained from
key-informant interviews and participant observation of online and
physical encounters, analyzed using the case study approach.
Soundcloud Philippines has over seven-hundred members and is
composed of Filipino singers, instrumentalists, composers, arrangers,
producers, multimedia artists and event managers. Group interactions
are a mix of online encounters based on Facebook and SoundCloud
and physical encounters through meet-ups and events. Benefits
reaped from the community are informational, technical,
instrumental, promotional, motivational and social support. Under the
guidance of online group administrators, collaborative activities such
as music productions, concerts and events transpire. Most conflicts
and problems arising are resolved peacefully. Social capital in
SoundCloud Philippines is mobilized through recognition, respect
and reciprocity.
Abstract: Taking into account the significance of measuring the
daily use of the study space in the libraries in order to develop and
reorganize the space for enhancing the efficiency of the study space,
the current study aimed to apply GIS in analyzing the study halls of
the Central Library and Document Center of Tehran University in
order to determine how study desks and chairs were used by the
students. The study used a combination of survey-descriptive and
system design method. In order to gather the required data, surveydescriptive
method was used. For implementing and entering data
into ArcGIS and analyzing the data and displaying the results on the
maps of the study halls of the library, system design method was
utilized. The design of the spatial database of the use of the study
halls was measured through the extent of occupancy of the space by
the library users and the maps of the study halls of the central library
of Tehran University as the case study. The results showed that
Abooreyhan hall had the highest rate of occupancy of the desks and
chairs compared to the other halls. The Hall of Science and
Technology, with an average occupancy rate of 0.39 for the tables
represented the lowest number of users and Rashid al-Dins hall, and
Science and Technology hall with an average occupancy rate (0.40)
had the lowest number of users for seats. In this study, the
comparison of the space occupied at different periods in the morning,
evenings, afternoons, and several months was performed through
GIS. This system analyzed the space relationships effectively and
efficiently. The output of this study would be used by administrators
and librarians to determine the exact extent of use of the equipment
of the study halls and librarians can use the output map to design the
space more efficiently at the library.
Abstract: Peace education supports a holistic appreciation for
the value of life and the interdependence of all living systems. Peace
education aims to build a culture of peace. One way of building a
culture of peace is through environmental stewardship. This study
sought to find out the environmental stewardship practices in selected
Higher Education Institutions (HEIs) in the Philippines and how
these environmental stewardship practices lead to building a culture
of peace. The findings revealed that there is still room for
improvement in implementing environmental stewardship in schools
through academic service learning. In addition, the following
manifestations are implemented very satisfactorily in schools: 1)
waste reduction, reuse, and recycling, 2) community service, and 3)
clean and green surroundings. Administrators of schools in the study
lead their staff and students in implementing environmental
stewardship. It could be concluded that those involved in
environmental stewardship display an acceptable culture of peace,
particularly solidarity, respect for persons, and inner peace.
Abstract: Every machine plays roles of client and server
simultaneously in a peer-to-peer (P2P) network. Though a P2P
network has many advantages over traditional client-server models
regarding efficiency and fault-tolerance, it also faces additional
security threats. Users/IT administrators should be aware of risks
from malicious code propagation, downloaded content legality, and
P2P software’s vulnerabilities. Security and preventative measures
are a must to protect networks from potential sensitive information
leakage and security breaches. Bit Torrent is a popular and scalable
P2P file distribution mechanism which successfully distributes large
files quickly and efficiently without problems for origin server. Bit
Torrent achieved excellent upload utilization according to
measurement studies, but it also raised many questions as regards
utilization in settings, than those measuring, fairness, and Bit
Torrent’s mechanisms choice. This work proposed a block selection
technique using Fuzzy ACO with optimal rules selected using ACO.
Abstract: The purposes of this study were to design and find
users’ satisfaction after using the decision support system for tourism
northern part of Thailand, which can provide tourists touristic
information and plan their personal voyage. Such information can be
retrieved systematically based on personal budget and provinces. The
samples of this study were five experts and users 30 persons white
collars in Bangkok. This decision support system was designed via
ASP.NET. Its database was developed by using MySQL, for
administrators are able to effectively manage the database. The
application outcome revealed that the innovation works properly as
sought in objectives. Specialists and white collars in Bangkok have
evaluated the decision support system; the result was satisfactorily
positive.
Abstract: This research aims to study on “ASEAN Citizenship in the Internationalization of Thai Higher Education.” The purposes of this research are (1) to examine the Thai academics and scholars defined in the concept of internationalization of higher education, (2) to know how Thailand tries to fulfill its internationalization on education goal, (3) to find out the advantages and disadvantages of Thailand hub for higher education in Asia. Sequential mixed methods, qualitative and quantitative research methods were utilized to gather the data collected. By using a qualitative method (individual interviews from key Thai administrators and educators in the international higher education sector), a quantitative method (survey) was utilized to draw upon and to elaborate the recurring themes present during the interviews. The study found that many aspects of Thai international higher education programs received heavy influence from both the American and European higher education systems. Thailand’s role and leadership in the creation and launch of the ASEAN Economic Community (AEC) by 2015 gives its unique context for its internationalization efforts. English is being designated as the language of all Thai international programs; its influence further strengthened being the current language of academia, international business, and the internet, having global influence.
Abstract: The aim of the study is to determine the relationship between organizational trust level and organizational justice of Municipality officials. Correlational method has been used via descriptive survey model and Organizational Justice Perception Scale, Organizational Trust Inventory and Interpersonal Trust Scale have been applied to 353 participants who work in Konya Metropolitan Municipality and central district municipalities in the study. Frequency as statistical method, Independent Samples t test for binary groups, One Way-ANOVA analyses for multi-groups and Pearson Correlation analysis have been used to determine the relation in the data analysis process.It has been determined in the outcomes of the study that participants have high level of organizational trust, “Interpersonal Trust” is in the first place and there is a significant difference in the favor of male officials in terms of Trust on the Organization Itself and Interpersonal Trust. It has also been understood that officials in district municipalities have higher perception level in all dimensions, there is a significant difference in Trust on the Organization sub-dimension and work status is an important factor on organizational trust perception. Moreover, the study has shown that organizational justice implementations are important in raising trust of official on the organization, administrator and colleagues, and there is a parallel relation between Organizational Trust components and Organizational Trust dimensions.
Abstract: Disaster preparedness is a key success factor for any effective disaster management practices. This paper evaluates the disaster preparedness and management in Saudi Arabia using an empirical investigation approach. It presents the results of the survey conducted by interviewing representatives of the Saudi decision-makers and administrators responsible for disaster control in Jeddah before, during and after flooding in 2009 and 2010. First, demographics of the respondents are presented, followed by quantitative analysis of their views and experiences regarding the Kingdom’s readiness before and after each flood. This is shown as a series of dependent and independent variables. Following this is a list of respondents’ priorities for disaster preparation in the Kingdom.
Abstract: This paper describes a Web server implementation of the hierarchical aggregate assessment process in the field of education. This process describes itself as a field of teamwork assessment where teams can have multiple levels of hierarchy and supervision. This process is applied everywhere and is part of the management, education, assessment and computer science fields. The E-Assessment website named “Cluster” records in its database the students, the course material, the teams and the hierarchical relationships between the students. For the present research, the hierarchical relationships are team member, team leader and group administrator appointments. The group administrators have the responsibility to supervise team leaders. The experimentation of the application has been performed by high school students in geology courses and Canadian army cadets for navigation patrols in teams. This research extends the work of Nance that uses a hierarchical aggregation process similar as the one implemented in the “Cluster” application.
Abstract: With the use of developing technology, mostly in communication and entertainment, students spend considerable time on the Internet. In addition to the advantages provided by the Internet, social isolation brings problems such as addiction. This is one of the problems of the virtual violence. Cyber bullying is the common name of the intensities which students are exposed on the Internet. The purpose of this study designed as a qualitative research is to find out the cyber bullying varieties and its effects on elementary school students. The participants of this research are 6th, 7th and 8th grade students of a primary school and 24 students agreed to participate in the study. The students were asked to fill an interview with semi-structured open-ended questions. According to the results obtained in the research, the most important statements determined by the participants are breaking passwords on social networking sites, slang insult to blasphemy and taking friendship offers from unfamiliar people. According to participants from the research, the most used techniques to prevent themselves from cyber bullying are to complain to the site administrator, closing accounts on social networking sites and countercharging. Also, suggestions were presented according to the findings.
Abstract: Attack graph is an integral part of modeling the
overview of network security. System administrators use attack graphs to determine how vulnerable their systems are and to determine
what security measures to deploy to defend their systems. Previous methods on AGG(attack graphs generation) are aiming at
the whole network, which makes the process of AGG complex and
non-scalable. In this paper, we propose a new approach which is
simple and scalable to AGG by decomposing the whole network into atomic domains. Each atomic domain represents a host with a specific privilege. Then the process for AGG is achieved by communications
among all the atomic domains. Our approach simplifies the process
of design for the whole network, and can gives the attack graphs including each attack path for each host, and when the network changes we just carry on the operations of corresponding atomic
domains which makes the process of AGG scalable.
