Abstract: Romanian food products sold on European markets have been accused of several non-conformities of quality and safety. Most products incriminated last period were those of animal origin, especially meat and meat products. The study proposed an analysis of the notifications made by network members through Rapid Alert System for Food and Feed on products originating in Romania. As a source of information, the Rapid Alert System portal and the official communications of the National Sanitary Veterinary and Food Safety Authority were used. The research results showed that nearly a quarter of network notifications were rejected and were withdrawn by the European Authority. Although national authorities present these issues as success stories of national quality policies, the large number of notifications related to the volume of exported products is worrying. The paper is of practical and applicative importance for both the business environment and the academic environment, laying the basis for a wider research on the quality differences between Romanian and imported products.
Abstract: This paper shows researches in order to extract Cr, Cu and Ni from the polluted soils. Research is based on preliminary studies regarding the usage of Thiobacillus ferrooxidans bacterium (9K medium) for bioleaching of soil polluted with heavy metal (Cu, Cr and Ni). The microorganisms (Thiobacillus ferooxidans) selected directly from polluted soil samples were used in this experimental work. Soil samples used in the experimental research were taken from an area polluted with heavy metals from Romania. The soil samples are subjected to the cleaning process using the 9K medium solution (20 mL and 40 mL, respectively), stirred 200 rpm for 20 hours at a controlled temperature (30 ˚C). During the experiment (0, 2, 4, 8 and 20 h), liquid samples have been extracted and analyzed using the Atomic Absorption Spectrophotometer AA-6800 (AAS) in order to determine the Cr, Cu and Ni concentration. Experiments led to the conclusion that these soils can be depolluted by bioleaching, being a biological treatment method involving the use of microorganisms to favor the extraction of Cr, Cu and Ni from polluted soils.
Abstract: The main sources of soil pollution due to petroleum contaminants are industrial processes involve crude oil. Soil polluted with crude oil is toxic for plants, animals, and humans. Human exposure to the contaminated soil occurs through different exposure pathways: Soil ingestion, diet, inhalation, and dermal contact. The present study research is focused on soil contamination with heavy metals as a consequence of soil pollution with petroleum products. Human exposure pathways considered are: Accidentally ingestion of contaminated soil and dermal contact. The purpose of the paper is to identify the human health risk (carcinogenic risk) from soil contaminated with heavy metals. The human exposure and risk were evaluated for five contaminants of concern of the eleven which were identified in soil. Two soil samples were collected from a bioremediation platform from Muntenia Region of Romania. The soil deposited on the bioremediation platform was contaminated through extraction and oil processing. For the research work, two average soil samples from two different plots were analyzed: The first one was slightly contaminated with petroleum products (Total Petroleum Hydrocarbons (TPH) in soil was 1420 mg/kgd.w.), while the second one was highly contaminated (TPH in soil was 24306 mg/kgd.w.). In order to evaluate risks posed by heavy metals due soil pollution with petroleum products, five metals known as carcinogenic were investigated: Arsenic (As), Cadmium (Cd), ChromiumVI (CrVI), Nickel (Ni), and Lead (Pb). Results of the chemical analysis performed on samples collected from the contaminated soil evidence soil contamination with heavy metals as following: As in Site 1 = 6.96 mg/kgd.w; As in Site 2 = 11.62 mg/kgd.w, Cd in Site 1 = 0.9 mg/kgd.w; Cd in Site 2 = 1 mg/kgd.w; CrVI was 0.1 mg/kgd.w for both sites; Ni in Site 1 = 37.00 mg/kgd.w; Ni in Site 2 = 42.46 mg/kgd.w; Pb in Site 1 = 34.67 mg/kgd.w; Pb in Site 2 = 120.44 mg/kgd.w. The concentrations for these metals exceed the normal values established in the Romanian regulation, but are smaller than the alert level for a less sensitive use of soil (industrial). Although, the concentrations do not exceed the thresholds, the next step was to assess the human health risk posed by soil contamination with these heavy metals. Results for risk were compared with the acceptable one (10-6, according to World Human Organization). As, expected, the highest risk was identified for the soil with a higher degree of contamination: Individual Risk (IR) was 1.11×10-5 compared with 8.61×10-6.
Abstract: The aim of this study is to test the feasibility of SIPINA method to predict the harmfulness parameters controlling the seismic response. The approach developed takes into consideration both the focal depth and the peak ground acceleration. The parameter to determine is displacement. The data used for the learning of this method and analysis nonlinear seismic are described and applied to a class of models damaged to some typical structures of the existing urban infrastructure of Jassy, Romania. The results obtained indicate an influence of the focal depth and the peak ground acceleration on the displacement.
Abstract: Teaching English to Engineers is part of English for Specific Purposes, a domain which is under the attention of English students especially under the current conditions of finding jobs and establishing partnerships outside Romania. The paper will analyse the existing textbooks together with the teaching strategies they adopt. Teaching English to Engineering students can intersect with domains such as psychology and cultural studies in order to teach them efficiently. Textbooks for students of ESP, ranging from those at the Faculty of Economics to those at the Faculty of Engineers, have shifted away from using specialized vocabulary, drills for grammar and reading comprehension questions and toward communicative methods and the practical use of language. At present, in Romania, grammar is neglected in favour of communicative methods. The current interest in translation studies may indicate a return to this type of method, since only translation specialists can distinguish among specialized terms and determine which are most suitable in a translation. Engineers are currently encouraged to learn English in order to do their own translations in their own field. This paper will analyse the issue of the extent to which it is useful to teach Engineering students to do translations in their field using cognitive psychology applied to language teaching, including issues such as motivation and social psychology. Teaching general English to engineering students can result in lack of interest, but they can be motivated by practical aspects which will help them in their field. This is why this paper needs to take into account an interdisciplinary approach to teaching English to Engineers.
Abstract: This paper proposes a linear model for optimizing
domestic energy consumption in Romania. The particularity of the
model is that it is putting in competition both tangible technologies
and thermal insulation projects with different financing modes.
The model is optimizing the energy system by minimizing the
global discounted cost in household sector, by integrating residential
lighting, space heating, hot water, combined space heating – hot
water, as well as space cooling, in a monolithic model. Another
demand sector included is the passenger transport.
This paper focuses on space heating part, analyzing technical and
economic issues related to investment decisions to envelope and
insulate buildings, in order to minimize energy consumption.
Abstract: The authors propose the identification, analysis and
prognosis of the quantitative and qualitative evolution of the elderly
population in the functional urban areas. The present paper takes into
account the analysis of some representative indicators (the weight of
the elderly population, ageing index, dynamic index of economic
ageing of productive population etc.) and the elaboration of an
integrated indicator that would help differentiate the population
ageing forms in the 48 functional urban areas that were defined based
on demographic and social-economic criteria for all large and
medium cities in Romania.
Abstract: In compaction works, the most often used codes and standards are those for road embankments and refer to a maximum filling height of 3.00m. When filling a height greater than 3.00m, such codes are no longer valid and thus their application may lead to technical difficulties in the process of compaction and to the achievement of a sufficient degree of compaction. For this reason, in the case of controlled fillings with heights greater than 3.00m it is necessary to formulate and apply a number of special techniques, which can be determined by performing a full scale test. This paper presents the results of the studies and full scale tests conducted for the stabilization of a ravine with vertical banks and a depth of about 12.00m. The fillings will support a heavy traffic road connecting the two parts of a village in Vaslui County, Romania. After analyzing two comparative intervention solutions, the variant of a controlled filling bordered by a monolith concrete retaining wall was chosen. The results obtained by the authors highlighted the need to insert a geogrid reinforcement at every 2.00m for creating a 12.00m thick compacted fill.
Abstract: International competitiveness receives much attention
nowadays, but up to now its assessment has been heavily based on
manufacturing industry statistics. This paper addresses the need for
competitiveness indicators that cover the service sector and sets out a
multilevel framework for measuring international services trade
competitiveness. The approach undertaken here aims at
comparatively examining the international competitiveness of the
EU-25 (the twenty-five European Union member states before the 1st
of January 2007), Romanian and Bulgarian services trade, as well as
the last two countries- structure of specialization on the EU-25
services market. The primary changes in the international
competitiveness of three major services sectors – transportation,
travel and other services - are analyzed. This research attempts to
determine the ability of the two recent European Union (EU) member
states to contend with the challenges that might arise from the hard
competition within the enlarged EU, in the field of services trade.
Abstract: The tracing methods determine the contribution the
power system sources have in their supplying. The methods can be used
to assess the transmission prices, but also to recover the transmission
fixed cost. In this paper is presented the influence of the modification of
commons structure has on the specific price of transfer. The operator
must make use of a few basic principles about allocation. Most
tracing methods are based on the proportional sharing principle. In this
paper Kirschen method is used. In order to illustrate this method, the 25-
bus test system is used, elaborated within the Electrical Power
Engineering Department, from Timisoara, Romania.

Abstract: The environment pollution with pesticides and heavy
metals is a recognized problem nowadays, with extension to the
global scale the tendency of amplification. Even with all the progress
in the environmental field, both in the emphasize of the effect of the
pollutants upon health, the linked studies environment-health are
insufficient, not only in Romania but all over the world also. We aim
to describe the particular situation in Romania regarding the
uncontrolled use of pesticides, to identify and evaluate the risk zones
for health and the environment in Romania, with the final goal of
designing adequate programs for reduction and control of the risk
sources. An exploratory study was conducted to determine the
magnitude of the pesticide use problem in a population living in
Saliste, a rural setting in Transylvania, Romania. The significant
stakeholders in Saliste region were interviewed and a sample from
the population living in Saliste area was selected to fill in a designed
questionnaire. All the selected participants declared that they used
pesticides in their activities for more than one purpose. They
declared they annually applied pesticides for a period of time
between 11 and 30 years, from 5 to 9 days per year on average,
mainly on crops situated at some distance from the houses but high
risk behavior was identified as the volunteers declared the use of
pesticides in the backyard gardens, near their homes, where children
were playing. The pesticide applicators did not have the necessary
knowledge about safety and exposure. The health data must be
correlated with exposure biomarkers in attempt to identify the
possible health effects of the pesticides exposure. Future plans
include educational campaigns to raise the awareness of the
population on the danger of uncontrolled use of pesticides.
Abstract: The paper presents the influence of the conventional
ploughing tillage technology in comparison with the minimum
tillage, upon the soil properties, weed control and yield in the case of
maize (Zea mays L.), soya-bean (Glycine hispida L.) and winter
wheat (Triticum aestivum L.) in a three years crop rotation. A
research has been conducted at the University of Agricultural
Sciences and Veterinary Medicine Cluj-Napoca, Romania. The use of
minimum soil tillage systems within a three years rotation: maize,
soya-bean, wheat favorites the rise of the aggregates hydro stability
with 5.6-7.5% on a 0-20 cm depth and 5-11% on 20-30 cm depth.
The minimum soil tillage systems – paraplow, chisel or rotary grape
– are polyvalent alternatives for basic preparation, germination bed
preparation and sowing, for fields and crops with moderate loose
requirements being optimized technologies for: soil natural fertility
activation and rationalization, reduction of erosion, increasing the
accumulation capacity for water and realization of sowing in the
optimal period. The soil tillage system influences the productivity
elements of cultivated species and finally the productions thus
obtained. Thus, related to conventional working system, the
productions registered in minimum tillage working represented 89-
97% in maize, 103-112% in soya-bean, 93-99% in winter-wheat. The
results of investigations showed that the yield is a conclusion soil
tillage systems influence on soil properties, plant density assurance
and on weed control. Under minimum tillage systems in the case of
winter weat as an option for replacing classic ploughing, the best
results in terms of quality indices were obtained from version worked
with paraplow, followed by rotary harrow and chisel. At variants
worked with paraplow were obtained quality indices close to those of
the variant worked with plow, and protein and gluten content was
even higher. At Ariesan variety, highest protein content, 12.50% and
gluten, 28.6% was obtained for the variant paraplow.
Abstract: In most of the cases, natural disasters lead to the
necessity of evacuating people. The quality of evacuation
management is dramatically improved by the use of information
provided by decision support systems, which become indispensable
in case of large scale evacuation operations. This paper presents a
best practice case study. In November 2007, officers from the
Emergency Situations Inspectorate “Crisana" of Bihor County from
Romania participated to a cross-border evacuation exercise, when
700 people have been evacuated from Netherlands to Belgium. One
of the main objectives of the exercise was the test of four different
decision support systems. Afterwards, based on that experience,
software system called TEVAC (Trans Border Evacuation) has been
developed “in house" by the experts of this institution. This original
software system was successfully tested in September 2008, during
the deployment of the international exercise EU-HUROMEX 2008,
the scenario involving real evacuation of 200 persons from Hungary
to Romania. Based on the lessons learned and results, starting from
April 2009, the TEVAC software is used by all Emergency
Situations Inspectorates all over Romania.
Abstract: The paper presents a part of the results obtained in a
complex research project on Romanian Grey Steppe breed, owner of
some remarkable qualities such as hardiness, longevity, adaptability,
special resistance to ban weather and diseases and included in the
genetic fund (G.D. no. 822/2008.) from Romania.
Following the researches effectuated, we identified alleles of six
loci, codifying the six types of major milk proteins: alpha-casein S1
(α S1-cz); beta-casein (β-cz); kappa-casein (K-cz); beta-lactoglobulin
(β-lg); alpha-lactalbumin (α-la) and alpha-casein S2 (α S2-cz). In
system αS1-cz allele αs1-Cn B has the highest frequency (0.700), in
system β-cz allele β-Cn A2 ( 0.550 ), in system K-cz allele k-CnA2 (
0.583 ) and heterozygote genotype AB ( 0.416 ) and BB (0.375), in
system β-lg allele β-lgA1 has the highest frequency (0.542 ) and
heterozygote genotype AB ( 0.500 ), in system α-la there is
monomorphism for allele α-la B and similarly in system αS2-cz for
allele αs2-Cn A.
The milk analysis by the isoelectric focalization technique (I.E.F.)
allowed the identification of a new allele for locus αS1-casein, for two
of the individuals under analysis, namely allele called αS1-casein
IRV. When experiments were repeated, we noticed that this is not a
proteolysis band and it really was a new allele that has not been
registered in the specialized literature so far. We identified two
heterozygote individuals, carriers of this allele, namely: BIRV and
CIRV. This discovery is extremely important if focus is laid on the
national genetic patrimony.
Abstract: Although agriculture is an important part of the world
economy, accounting in agriculture still has many shortcomings. The
adoption of IAS 41 “Agriculture” has tried to improve this situation
and increase the comparability of financial statements of entities in
the agricultural sector. Although controversial, IAS 41 is the first
step of a consistent transition to fair value assessment in the
agricultural sector. The objective of our work is the analysis of IAS
41 and current accounting agricultural situation in Romania.
Accounting regulations in Romania are in accordance with European
directives and, in many respects, converged with IFRS referential.
Provisions of IAS 41, however, are not reflected directly in
Romanian regulations. With the increase of forest land transactions,
it is expected that recognition and measurement of biological assets
under IAS 41 to become a necessity.
Abstract: After the accounting scandals and the financial crisis, regulators have stressed the need for more financial experts on boards. Several studies conducted in countries with developed capital markets report positive effects of board financial competencies. As each country offers a different context and specific institutional factors this paper addresses the subject in the context of Romania. The Romanian capital market offers an interesting research field because of the heterogeneity of listed firms. After analyzing board members education based on public information posted on listed companies websites and their annual reports we found a positive association between the proportion of board members holding a postgraduate degree in financial fields and market based performance measured by Tobin q. We found also that the proportion of Board members holding degrees in financial fields is higher in bigger firms and firms with more concentrated ownership.
Abstract: The paper makes part from a complex research project
on Romanian Grey Steppe, a unique breed in terms of biological and
cultural-historical importance, on the verge of extinction and which
has been included in a preservation programme of genetic resources
from Romania. The study of genetic polymorphism of protean
fractions, especially kappa-casein, and the genotype relations of
these lactoproteins with some quantitative and qualitative features of
milk yield represents a current theme and a novelty for this breed. In
the estimation of the genetic parameters we used R.E.M.L.
(Restricted Maximum Likelihood) method.
The main lactoprotein from milk, kappa - casein (K-cz),
characterized in the specialized literature as a feature having a high
degree of hereditary transmission, behaves as such in the nucleus under
study, a value also confirmed by the heritability coefficient (h2 = 0.57
%). We must mention the medium values for milk and fat quantity
(h2=0.26, 0.29 %) and the fat and protein percentage from milk
having a high hereditary influence h2 = 0.71 - 0.63 %.
Correlations between kappa-casein and the milk quantity are
negative and strong. Between kappa-casein and other qualitative
features of milk (fat content 0.58-0.67 % and protein content 0.77-
0.87%), there are positive and very strong correlations. At the same
time, between kappa-casein and β casein (β-cz), β lactoglobulin (β-
lg) respectively, correlations are positive having high values (0.37 –
0.45 %), indicating the same causes and determining factors for the
two groups of features.
