Abstract: The aim of this study is to determine the basic information and communication technology (ICT) skills that may be needed by students studying in the 8th grade of the primary education in their cooperative project works implemented via the Internet. Within the scope of the study, the curriculum used for European Computer Driving License (ECDL) and the curriculum used in Turkey are also compared in terms of the ability to use ICT, which is aimed to be provided to the students. The research population of the study, during which the pre test – post test control group experimental model was used, consisted of 40 students from three different schools. In the first stage of the study, the skills that might be needed by students for their cooperative project works implemented via the Internet were determined through examination of the completed Comenious, e – twinning and WorldLinks projects. In the second stage of the study, the curriculums of the Turkish Ministry of National Education (MEB) and ECDL were evaluated by seven different teachers in line with these skills. Also in this study the ECDL and MEB curriculums were compared in terms of capability to provide the skills to implement cooperative projects via the Internet. Abstract: Quantitative researching on the degree of incidence between the logistics industry and relevant macroscopic system elements is the basis of reasonable and scientific policy on industrial development. In the light of the macro-level, the logistics industry system is consisted of multiple macroscopic agents such as macro-economic, infrastructure, social environment, market demanding, the traditional industry, industry life cycle, policy , system and so on. This paper studies the grey incidence among the macroscopic agents in the logistics industry system. It is demonstrated that the releasing of the logistics services from the logistics outsourcing enterprises determines the growth of the logistics size. Although the information and communication technology is able to promote the formation of the modern logistics industry to some extent, the development of the modern logistics industry depends more on the development of national economy and the investment in the capital assets of the logistics industry.
Abstract: With the rapid growth and development of information and communication technology, the Internet has played a definite and irreplaceable role in people-s social lives in Taiwan like in other countries. In July 2008, on a general social website, an unexpected phenomenon was noticed – that there were more than one hundred users who started forming clubs voluntarily and having face-to-face gatherings for specific purposes. In this study, it-s argued whether or not teenagers- social contact on the Internet is involved in their life context, and tried to reveal the teenagers- social preferences, values, and needs, which merge with and influence teenagers- social activities. Therefore, the study conducts multiple user experience research methods, which include practical observations and qualitative analysis by contextual inquiries and in-depth interviews. Based on the findings, several design implications for software related to social interactions and cultural inheritance are offered. It is concluded that the inherent values of a social behaviors might be a key issue in developing computer-mediated communication or interaction designs in the future.
Abstract: Rapid steps made in the field of Information and Communication Technology (ICT) has facilitated the development of teaching and learning methods and prepared them to serve the needs of an assorted educational institution. In other words, the information age has redefined the fundamentals and transformed the institutions and method of services delivery forever. The vision is the articulation of a desire to transform the method of teaching and learning could proceed through e-learning. E-learning is commonly deliberated to use of networked information and communications technology in teaching and learning practice. Abstract: Tanzania secondary schools in rural areas are geographically and socially isolated, hence face a number of problems in getting learning materials resulting in poor performance in National examinations. E-learning as defined to be the use of information and communication technology (ICT) for supporting the educational processes has motivated Tanzania to apply ICT in its education system. There has been effort to improve secondary school education using ICT through several projects. ICT for e-learning to Tanzania rural secondary school is one of the research projects conceived by the University of Dar-es-Salaam through its College of Engineering and Technology. The main objective of the project is to develop a tool to enable ICT support rural secondary school. The project is comprehensive with a number of components, one being development of e-learning management system (e-LMS) for Tanzania secondary schools. This paper presents strategies of developing e-LMS. It shows the importance of integrating action research methodology with the modeling methods as presented by model driven architecture (MDA) and the usefulness of Unified Modeling Language (UML) on the issue of modeling. The benefit of MDA will go along with the development based on software development life cycle (SDLC) process, from analysis and requirement phase through design and implementation stages as employed by object oriented system analysis and design approach. The paper also explains the employment of open source code reuse from open source learning platforms for the context sensitive development of the e-LMS for Tanzania secondary schools.
Abstract: This paper provides an introduction into the evolution
of information and communication technology and illustrates its
usage in the work domain. The paper is sub-divided into two parts.
The first part gives an overview over the different phases of
information processing in the work domain. It starts by charting the
past and present usage of computers in work environments and shows
current technological trends, which are likely to influence future
business applications. The second part starts by briefly describing,
how the usage of computers changed business processes in the past,
and presents first Ambient Intelligence applications based on
identification and localization information, which are already used in
the production and retail sector. Based on current systems and
prototype applications, the paper gives an outlook of how Ambient
Intelligence technologies could change business processes in the
future.
Abstract: The concept of e-Learning is now emerging in Sub Saharan African countries like Tanzania. Due to economic constraints and other social and cultural factors faced by these countries, the use of Information and Communication Technology (ICT) is increasing at a very low pace. The digital divide threat has propelled the Government of Tanzania to put in place the national ICT Policy in 2003 which defines the direction of all ICT activities nationally. Among the main focused areas is the use of ICT in education, since for the development of any country, there is a need of creating knowledge based society. Abstract: The recent development of Information and Communication Technology (ICT) enables new ways of "democratic" decision-making such as a page-ranking system, which estimates the importance of a web page based on indirect trust on that page shared by diverse group of unorganized individuals. These kinds of "democracy" have not been acclaimed yet in the world of real politics. On the other hand, a large amount of data about personal relations including trust, norms of reciprocity, and networks of civic engagement has been accumulated in a computer-readable form by computer systems (e.g., social networking systems). We can use these relations as a new type of social capital to construct a new democratic decision-making system based on a delegation network. In this paper, we propose an effective decision-making support system, which is based on empowering someone's vote whom you trust. For this purpose, we propose two new techniques: the first is for estimating entire vote distribution from a small number of votes, and the second is for estimating active voter choice to promote voting using a delegation network. We show that these techniques could increase the voting ratio and credibility of the whole decision by agent-based simulations.
Abstract: Information and communication technology (ICT) has
become, within a very short time, one of the basic building blocks of
modern society. Many countries now understanding the importance
of ICT and mastering the basic skills and concepts of it as part of the
core of education. Organizations, experts and practitioners in the
education sector increasingly recognizing the importance of ICT in
supporting educational improvement and reform. This paper
addresses the convergence of ICT and education. When two
technologies are converging to each other, together they will generate
some great opportunities and challenges. This paper focuses on these
issues. In introduction section, it explains the ICT, education, and
ICT-enhanced education. In next section it describes need of ICT in
education, relationship between ICT skills and education, and stages
of teaching learning process. The next two sections describe
opportunities and challenges in integrating ICT in education. Finally
the concluding section summaries the idea and its usefulness.
Abstract: The interaction among information and communication technology (ICT) industries is a recently ubiquitous phenomenon through fixed-mobile integration. To monitor the impact of interaction, previous research has mainly focused on measuring spillover effect among ICT industries using various methods. Among others, inter-industry analysis is one of the useful methods for examining spillover effect between industries. However, more complex ICT industries become, more important the impact within an industry is. Inter-industry analysis is limited in mirroring intra-relationships within an industry. Thus, this study applies the analytic network process (ANP) to measure the spillover effect, capturing all of the intra and inter-relationships. Using ANP-based intra and inter-industry analysis, the spillover effect is effectively measured, mirroring the complex structure of ICT industries. A main ICT industry and its linkages are also explored to show the current structure of ICT industries. The proposed approach is expected to allow policy makers to understand interactions of ICT industries and their impact.
Abstract: This paper examines the impact of information and
communication technology (ICT) usage, internal relationship,
supplier-retailer relationship, logistics services and inventory
management on convenience store suppliers- performance. Data was
collected from 275 convenience store managers in Malaysia using a
set of questionnaire. The multiple linear regression results indicate
that inventory management, supplier-retailer relationship, logistics
services and internal relationship are predictors of supplier
performance as perceived by convenience store managers. However,
ICT usage is not a predictor of supplier performance. The study
focuses only on convenience stores and petrol station convenience
stores and concentrates only on managers. The results provide
insights to suppliers who serve convenience stores and possibly
similar retail format on factors to consider in improving their service
to retailers. The results also provide insights to government in its
aspiration to improve business operations of convenience store to
consider ways to enhance the adoption of ICT by retailers and
suppliers.
Abstract: This paper discusses a curriculum approach that will
give emphasis on practical portions of teaching network security
subjects in information and communication technology courses. As
we are well aware, the need to use a practice and application oriented
approach in education is paramount. Research on active learning and
cooperative groups have shown that students grasps more and have
more tendency towards obtaining and realizing soft skills like
leadership, communication and team work as opposed to the more
traditional theory and exam based teaching and learning. While this
teaching and learning paradigm is relatively new in Malaysia, it has
been practiced widely in the West. This paper examines a certain
approach whereby students learning wireless security are divided into
and work in small and manageable groups where there will be 2
teams which consist of black hat and white hat teams. The former
will try to find and expose vulnerabilities in a wireless network while
the latter will try their best to prevent such attacks on their wireless
networks using hardware, software, design and enforcement of
security policy and etc. This paper will try to show that the approach
taken plus the use of relevant and up to date software and hardware
and with suitable environment setting will hopefully expose students
to a more fruitful outcome in terms of understanding of concepts,
theories and their motivation to learn.
Abstract: Performance appraisal of employee is important in
managing the human resource of an organization. With the change
towards knowledge-based capitalism, maintaining talented
knowledge workers is critical. However, management classification
of “outstanding", “poor" and “average" performance may not be an
easy decision. Besides that, superior might also tend to judge the
work performance of their subordinates informally and arbitrarily
especially without the existence of a system of appraisal. In this
paper, we propose a performance appraisal system using
multifactorial evaluation model in dealing with appraisal grades
which are often express vaguely in linguistic terms. The proposed
model is for evaluating staff performance based on specific
performance appraisal criteria. The project was collaboration with
one of the Information and Communication Technology company in
Malaysia with reference to its performance appraisal process.
Abstract: Information and communication technology (ICT) is
essential to the operation of business, and create many employment
opportunities. High volumes of students graduate in ICT however
students struggle to find job placement. A discrepancy exists between
graduate skills and industry skill requirements. To address the need
for ICT skills required, universities must create programs to meet the
demands of a changing ICT industry. This requires a partnership
between industry, universities and other stakeholders. This situation
may be viewed as a critical systems thinking problem situation as
there are various role players each with their own needs and
requirements. Jackson states a typical critical systems methods has a
pluralistic nature. This paper explores the applicability and suitability
of Maslow and Dooyeweerd to guide understanding and make
recommendations for change in ICT WIL, to foster an all-inclusive
understanding of the situation by stakeholders. The above methods
provide tools for understanding softer issues beyond the skills
required. The study findings suggest that besides skills requirements,
a deeper understanding and empowering students from being a
student to a professional need to be understood and addressed.
Abstract: Rural areas of Tanzania are still disadvantaged in terms of diffusion of IP-based services; this is due to lack of Information and Communication Technology (ICT) infrastructures, especially lack of connectivity. One of the limitations for connectivity problems in rural areas of Tanzania is the high cost to establish infrastructures for IP-based services [1-2]. However the cost of connectivity varies from one technology to the other and at the same time, the cost is also different from one operator (service provider) to another within the country. This paper presents development of software system to calculate cost of connectivity to rural areas of Tanzania. The system is developed to make an easy access of connectivity cost from different technologies and different operators. The development of the calculator follows the V-model software development lifecycle. The calculator is used to evaluate the economic viability of different technologies considered as being potential candidates to provide rural connectivity. In this paper, the evaluation is based on the techno-economic analysis approach.
Abstract: The massive proliferation of affordable computers, Internet broadband connectivity and rich education content has created a global phenomenon in which information and communication technology (ICT) is being used to transform education. Therefore, there is a need to redesign the educational system to meet the needs better. The advent of computers with sophisticated software has made it possible to solve many complex problems very fast and at a lower cost. This paper introduces the characteristics of the current E-Learning and then analyses the concept of cloud computing and describes the architecture of cloud computing platform by combining the features of E-Learning. The authors have tried to introduce cloud computing to e-learning, build an e-learning cloud, and make an active research and exploration for it from the following aspects: architecture, construction method and external interface with the model.
Abstract: The purpose of this study is i) to investigate the driving factors and barriers of the adoption of Information and Communication Technology (ICT) in Halal logistic and ii) to develop an ICT adoption framework for Halal logistic service provider. The Halal LSPs selected for the study currently used ICT service platforms, such as accounting and management system for Halal logistic business. The study categorizes the factors influencing the adoption decision and process by LSPs into four groups: technology related factors, organizational and environmental factors, Halal assurance related factors, and government related factors. The major contribution in this study is the discovery that technology related factors (ICT compatibility with Halal requirement) and Halal assurance related factors are the most crucial factors among the Halal LSPs applying ICT for Halal control in transportation-s operation. Among the government related factors, ICT requirement for monitoring Halal included in Halal Logistic Standard on Transportation (MS2400:2010) are the most influencing factors in the adoption of ICT with the support of the government. In addition, the government related factors are very important in the reducing the main barriers and the creation of the atmosphere of ICT adoption in Halal LSP sector.
