Deregulation of Turkish State Railways Based on Public-Private Partnership Approaches

The railway network is one of the major components of a transportation system in a country which may be an indicator of the country’s level of economic improvement. Since 2000s on, revival of national railways and development of High Speed Rail (HSR) lines are one of the most remarkable policies of Turkish government in railway sector. Within this trend, the railway age is to be revived and coming decades will be a golden opportunity. Indubitably, major infrastructures such as road and railway networks require sizeable investment capital, precise maintenance and reparation. Traditionally, governments are held responsible for funding, operating and maintaining these infrastructures. However, lack or shortage of financial resources, risk responsibilities (particularly cost and time overrun), and in some cases inefficacy in constructional, operational and management phases persuade governments to find alternative options. Financial power, efficient experiences and background of private sector are the factors convincing the governments to make a collaboration with private parties to develop infrastructures. Public-Private Partnerships (PPP or 3P or P3) and related regulatory issues are born considering these collaborations. In Turkey, PPP approaches have attracted attention particularly during last decade and these types of investments have been accelerated by government to overcome budget limitations and cope with inefficacy of public sector in improving transportation network and its operation. This study mainly tends to present a comprehensive overview of PPP concept, evaluate the regulatory procedure in Europe and propose a general framework for Turkish State Railways (TCDD) as an outlook on privatization, liberalization and deregulation of railway network.

Cooperative Scheme Using Adjacent Base Stations in Wireless Communication

In a wireless communication system, the failure of base station can result in a communication disruption in the cell. This paper proposes a way to deal with the failure of base station in a wireless communication system based on OFDM. Cooperative communication of the adjacent base stations can be a solution of the problem. High performance is obtained by the configuration of transmission signals which is applied CDD scheme in the cooperative communication. The Cooperative scheme can be a e ective solution in case of the particular situation.

Cooperative CDD Scheme Based on Hierarchical Modulation in OFDM System

In order to achieve high data rate and increase the spectral efficiency, multiple input multiple output (MIMO) system has been proposed. However, multiple antennas are limited by size and cost. Therefore, recently developed cooperative diversity scheme, which profits the transmit diversity only with the existing hardware by constituting a virtual antenna array, can be a solution. However, most of the introduced cooperative techniques have a common fault of decreased transmission rate because the destination should receive the decodable compositions of symbols from the source and the relay. In this paper, we propose a cooperative cyclic delay diversity (CDD) scheme that use hierarchical modulation. This scheme is free from the rate loss and allows seamless cooperative communication.

A Cooperative Transmission Scheme Using Two Sources Based On OFDM System

In wireless communication, space-time block code (STBC), cyclic delay diversity (CDD) and space-time cyclic delay diversity (STCDD)are used as the spatial diversity schemes and have been widely studied for the reliablecommunication. If these schemes are used, the communication system can obtain the improved performance. However, the quality of the system is degraded when the distance between a source and a destination is distant in wireless communication system. In this paper, the cooperative transmission scheme using two sources is proposed and improves the performance of the wireless communication system.

Cooperative CDD Scheme Based On Adaptive Modulation in Wireless Communication System

Among spatial diversity scheme, orthogonal space-time block code (OSTBC) and cyclic delay diversity (CDD) have been widely studied for the cooperative wireless relaying system. However, conventional OSTBC and CDD cannot cope with change in the number of relays owing to low throughput or error performance. In this paper, we propose a cooperative cyclic delay diversity (CDD) scheme that use hierarchical modulation at the source and adaptive modulation based on cyclic redundancy check (CRC) code at the relays.

An Adaptive Cooperative Scheme for Reliability of Transmission Using STBC and CDD in Wireless Communications

In broadcasting and cellular system, a cooperative  scheme is proposed for the improvement of performance of bit error  rate. Up to date, the coverage of broadcasting system coexists with the  coverage of cellular system. Therefore each user in a cellular coverage  is frequently involved in a broadcasting coverage. The proposed  cooperative scheme is derived from the shared areas. The users receive  signals from both broadcasting station and cellular station. The  proposed scheme selects a cellular base station of a worse channel to  achieve better performance of bit error rate in cooperation. The  performance of the proposed scheme is evaluated in fading channel.

DWM-CDD: Dynamic Weighted Majority Concept Drift Detection for Spam Mail Filtering

Although e-mail is the most efficient and popular communication method, unwanted and mass unsolicited e-mails, also called spam mail, endanger the existence of the mail system. This paper proposes a new algorithm called Dynamic Weighted Majority Concept Drift Detection (DWM-CDD) for content-based filtering. The design purposes of DWM-CDD are first to accurate the performance of the previously proposed algorithms, and second to speed up the time to construct the model. The results show that DWM-CDD can detect both sudden and gradual changes quickly and accurately. Moreover, the time needed for model construction is less than previously proposed algorithms.

A Robust Frequency Offset Estimation Scheme for OFDM System with Cyclic Delay Diversity

Cyclic delay diversity (CDD) is a simple technique to intentionally increase frequency selectivity of channels for orthogonal frequency division multiplexing (OFDM).This paper proposes a residual carrier frequency offset (RFO) estimation scheme for OFDMbased broadcasting system using CDD. In order to improve the RFO estimation, this paper addresses a decision scheme of the amount of cyclic delay and pilot pattern used to estimate the RFO. By computer simulation, the proposed estimator is shown to benefit form propoerly chosen delay parameter and perform robustly.
