Abstract: Tsunami early detection and warning systems have proved to be of ultimate importance, especially after the destructive tsunami that hit Japan in March 2012. Such systems are crucial to inform the authorities of any risk of a tsunami and of the degree of its danger in order to make the right decision and notify the public of the actions they need to take to save their lives. The purpose of this research is to enhance existing tsunami detection and warning systems. We first propose an automated and miniaturized model of an early tsunami detection and warning system. The model for the operation of a tsunami warning system is simulated using the data acquisition toolbox of Matlab and measurements acquired from specified internet pages due to the lack of the required real-life sensors, both seismic and hydrologic, and building a graphical user interface for the system. In the second phase of this work, we implement various satellite image filtering schemes to enhance the acquired synthetic aperture radar images of the tsunami affected region that are masked by speckle noise. This enables us to conduct a post-tsunami damage extent study and calculate the percentage damage. We conclude by proposing improvements to the existing telecommunication infrastructure of existing warning tsunami systems using a migration to IP-based networks and fiber optics links.
Abstract: EU and UK Government targets for minimising and recycling household waste has led the responsible authorities to research the alternatives to landfill. In the work reported here the local waste collection authority (Charnwood Borough Council) has adopted the aspirational strategy of becoming a “Zero Waste Borough” to lead the drive for public participation. The work concludes that the separate collection of food waste would be needed to meet the two regulatory standards on recycling and biologically active wastes.
An analysis of a neighbouring Authority (Newcastle-Under-Lyne Borough Council (NBC), a similar sized local authority that has a successful weekly food waste collection service was undertaken. Results indicate that the main challenges for Charnwood Borough Council would be gaining householder co-operation, the extra costs of collection and organising alternative treatment. The analysis also demonstrated that there was potential offset value via anaerobic digestion for CBC to overcome these difficulties and improve its recycling performance.
Abstract: This research aims to study the role of cultural production in urban regeneration and argue that cultural production, if properly used, can play a vital role in reviving cities and create substantial positive impacts to the cities. The argument can be elucidated by the case study of Amphawa, a district in Samutsongkram province, Thailand, as an example of successful use of cultural productions. The conceptual framework is based on the model of culture contributions in regeneration to examine the impacts.
The research methodology is qualitative. This study found that cultural productions can revive cities into vibrant ones and exert considerable impacts: physical, social and economic.
It is suggested that, despite that there is not one-fit-all model, cultural production can be an important initiative for any city transformation if it is appropriately implemented. The city planners and authorities ought to consider the conditions and factors and design a specific plan to fit the city context and integrated with other planning.
Abstract: Numerous studies carried out in the developed
western democratic countries have shown that the ideological
framework of the governing party has a significant influence on the
monetary policy. The executive authority consisting of a left-wing
party gives a higher weight to unemployment suppression and central
bank implements a more expansionary monetary policy. On the other
hand, right-wing governing party considers the monetary stability to
be more important than unemployment suppression and in such a
political framework the main macroeconomic objective becomes the
inflation rate reduction. The political framework conditions in the
transition countries which are new European Union (EU) members
are still highly specific in relation to the other EU member countries.
In the focus of this paper is the question whether the same
monetary policy principles are valid in these transitional countries as
well as they apply in developed western democratic EU member
countries. The data base consists of inflation rate and unemployment
rate for 11 transitional EU member countries covering the period
from 2001 to 2012. The essential information for each of these 11
countries and for each year of the observed period is right or left
political orientation of the ruling party.
In this paper we use t-statistics to test our hypothesis that there are
differences in inflation and unemployment between right and left
political orientation of the governing party. To explore the influence
of different countries, through years and different political
orientations descriptive statistics is used. Inflation and unemployment
should be strongly negatively correlated through time, which is tested
using Pearson correlation coefficient.
Regarding the fact whether the governing authority is consisted
from left or right politically oriented parties, monetary authorities
will adjust its policy setting the higher priority on lower inflation or
unemployment reduction.
Abstract: Sustainable architecture is an approach which accepts the climatic and tomographic data as a necessary preliminary data package by favoring the relationship between human and nature and which strives to use the sources economically. The reflection of sustainable architecture approach to preservation - restoration discipline is including the architectural inheritance to daily life with its unique or new function by restoring it.
The restoration decisions of Yılan Kırkan Fountain in Isparta province of Turkey is a good example of the works of sustainable architecture and the preservation of architectural inheritance. It is aimed that Yılan Kırkan Fountain, which is desolate nowadays with no function, to be restored by the local authorities and university, included in the daily life and continue its function.
Abstract: Child care policy must be a priority area of public authorities in any country. This study investigates child care policy in Kazakhstan in accordance with the current position of children and laws. The results show that Kazakhstan policy in this sphere needs more systematic model including state economic and social measures, parental involvement and role of non-government organizations.
Abstract: This article discusses the principles of object-oriented human capital development using the technology program. Also the article includes priorities of the strategy of industrial-innovative development of Kazakhstan in conditions of integration activity into the world community. The article shows the tasks of human resource management in the implementation of industrial and innovation development, particularities of Kazakhstan's theory of management staff, as well as due to the specificity of the Kazakhstan authorities. Abstract: Pollution and solid waste are the most important environmental problems plaguing the city of Benghazi as well as other cities and towns in Libya. These problems are caused by the lack of environmental planning and sound environmental management. Environmental planning is very important at present for the development of projects that preserve the environment; therefore, the planning process should be prioritized over the management process. Pollution caused by poor planning and environmental management exists not only in Benghazi but also in all other Libyan cities. This study was conducted through various field visits to several neighborhoods and areas within Benghazi as well as its neighboring regions. Follow-ups in these areas were conducted from March 2013 to October 2013 as documented by photographs. The existing methods of waste collection and means of transportation were investigated. Interviews were conducted with relevant authorities, including the Environment Public Authority in Benghazi and the Public Service Company of Benghazi. The objective of this study is to determine the causes of solid waste pollution in Benghazi City and its surrounding areas. Results show that solid waste pollution in Benghazi and its surrounding areas is the result of poor planning and environmental management, population growth, and the lack of hardware and equipment for the collection and transport of waste from the city to the landfill site. One of the most important recommendations in this study is the development of a complete and comprehensive plan that includes environmental planning and environmental management to reduce solid waste pollution.
Abstract: Monitoring is essential to assessing the effectiveness of air pollution control actions. The goal of the air quality information system is through monitoring, to keep authorities, major polluters and the public informed on the short and long-term changes in air quality, thereby helping to raise awareness. Mathematical models are the best tools available for the prediction of the air quality management. The main objective of the work was to apply a Model that predicts the concentration levels of different pollutants at any instant of time. In this study, distribution of air pollutants concentration such as nitrogen dioxides (NO2), sulphur dioxides (SO2) and total suspended particulates (TSP) of industries are determined by using Gaussian model. Besides that, the effect of wind speed and its direction on the pollutant concentration within the affected area were evaluated. In order to determine the efficiency and percentage of error in the modeling, validation process of data was done. Sampling of air quality was conducted in getting existing air quality around a factory and the concentrations of pollutants in a plume were inversely proportional to wind velocity. The resultant ground level concentrations were then compared to the quality standards to determine if there could be a negative impact on health. This study concludes that concentration of pollutants can be significantly predicted using Gaussian Model. The data base management is developed for the air data of Hubli-Dharwad region.
Abstract: This paper presents the early-warning lights
classification management system for industrial parks promoted by the
Taiwan Environmental Protection Administration (EPA) since 2011,
including the definition of each early-warning light, objectives, action
program and accomplishments. All of the 151 industrial parks in
Taiwan were classified into four early-warning lights, including red,
orange, yellow and green, for carrying out respective pollution
management according to the monitoring data of soil and groundwater
quality, regulatory compliance, and regulatory listing of control site or
remediation site. The Taiwan EPA set up a priority list for high
potential polluted industrial parks and investigated their soil and
groundwater qualities based on the results of the light classification
and pollution potential assessment. In 2011-2013, there were 44
industrial parks selected and carried out different investigation, such as
the early warning groundwater well networks establishment and
pollution investigation/verification for the red and orange-light
industrial parks and the environmental background survey for the
yellow-light industrial parks. Among them, 22 industrial parks were
newly or continuously confirmed that the concentrations of pollutants
exceeded those in soil or groundwater pollution control standards.
Thus, the further investigation, groundwater use restriction, listing of
pollution control site or remediation site, and pollutant isolation
measures were implemented by the local environmental protection and
industry competent authorities; the early warning lights of those
industrial parks were proposed to adjust up to orange or red-light. Up
to the present, the preliminary positive effect of the soil and
groundwater quality management system for industrial parks has been
noticed in several aspects, such as environmental background
information collection, early warning of pollution risk, pollution
investigation and control, information integration and application, and
inter-agency collaboration. Finally, the work and goal of self-initiated
quality management of industrial parks will be carried out on the basis
of the inter-agency collaboration by the classified lights system of
early warning and management as well as the regular announcement of
the status of each industrial park.
Abstract: The picture of a perfect road construction site is the one that utilizes conventional vertical road signs and a flagman to optimize the traffic flow with minimum hazel to the public. Former research has been carried out by Department of Occupational Safety and Health (DOSH) and Ministry of Works to further enhance smoothness in traffic operations and particularly in safety issues within work zones. This paper highlights on hazardous zones in a certain road construction or road maintenance site. Most cases show that the flagman falls into high risk of fatal accidents within work zone. Various measures have been taken by both the authorities and contractors to overcome such miseries, yet it-s impossible to eliminate the usage of a flagman since it is considered the best practice. With the implementation of new technologies in automating the traffic flow in road construction site, it is possible to eliminate the usage of a flagman. The intelligent traffic light system is designed to solve problems which contribute hazardous at road construction site and to be inline with the road safety regulation which is taken into granted.
Abstract: The article considers religious aspects of Kazakh
society pre-Soviet times. Studying the mental, political and spiritual
content of Islam, the reasons for its wide distribution among the ancestors of the Kazakhs is analyzed. Interested Russians since the
accession of the Kazakh Khanate to the Russian Empire more than
once pointed out that Islam is a synthesis of Islam and Shamanism.
But shamanism is a generalization of the name of religion, which
took place prior to Islam in the land of the Kazakh people. Here we can see the elements of Zoroastrianism, Tengrianism, etc. This shows
that the ancestors of the Kazakhs - Turkic people - not renounced the
ancient beliefs completely and leave some portion of these religions
as an integral part of the worldview of the people, by the device.
Therefore, the founder of the Turkic Sufi Yasaui still has a huge impact on the religiosity of the Kazakhs. He managed elements of the
ancient religion, which formed the basis of the Kazakhs world, interpreted in the Muslim perspective. The Russian authorities tried
to quell by Islamization Kazakh people. But it was Islam that has
revived the national consciousness of the Kazakh people.
Abstract: There is a renewed interest in land use transport integration as a means of achieving sustainable accessibility. Such accessibility requires designing more than simply the transport network; it also requires attention to place (built form). Transitoriented development would appear to capture many of the criteria deemed important in land use transport integration. In Perth, Australia, there have been planning policies for the past 20 years requiring transit-oriented development around railway stations throughout the metropolitan area. While the policy intent, particularly at the State level, is clear the implementation of policy has been fairly ineffective. The first part of this paper provides an examination of state and local government planning and transport policies, evaluating them using a set of land use transport integration criteria considered all encompassing. This provides some insight into the extent of state and local government capacity to deliver land use transport integration. The second part of this paper examines the extent of implementation by examining existing and proposed land use around station precincts throughout metropolitan Perth. The findings of this research suggest that the capacity of state and local government to deliver land use transport integration is reasonable in a planning policy sense. Implementation, despite long policy lead times, has been lacking. It appears to be more effective where local planning controls have been suspended with new redevelopment authorities given powers to develop land around railway stations.
Abstract: Wireless mesh networks based on IEEE 802.11
technology are a scalable and efficient solution for next generation
wireless networking to provide wide-area wideband internet access to
a significant number of users. The deployment of these wireless mesh
networks may be within different authorities and without any
planning, they are potentially overlapped partially or completely in
the same service area. The aim of the proposed model is design a new
model to Enhancement Throughput of Unplanned Wireless Mesh
Networks Deployment Using Partitioning Hierarchical Cluster
(PHC), the unplanned deployment of WMNs are determinates there
performance. We use throughput optimization approach to model the
unplanned WMNs deployment problem based on partitioning
hierarchical cluster (PHC) based architecture, in this paper the
researcher used bridge node by allowing interworking traffic between
these WMNs as solution for performance degradation.
Abstract: Countries in recession, among them Croatia, have
lower tax revenues as a result of unfavorable economic situation,
which is decrease of the economic activities and unemployment. The
global tax base has decreased. In order to create larger state revenues,
states use the institute of tax authorities. By controlling transfer
pricing in the international companies and using certain techniques,
tax authorities can create greater tax obligations for the companies in
a short period of time.
Abstract: Land shortage for burials is one of many issues that emerge out of accelerated urban growth in most developing Asian cities, including Kuala Lumpur. Despite actions taken by the federal government and local authorities in addressing this issue, there is no strategic solution being formulated. Apart from making provisions for land to be developed as new cemeteries, the future plan is merely to allocate reserve land to accommodate the increasing demands of burial grounds around the city. This paper examines problems that arise from the traditional practices of Malay funerary as well as an insight to current urban practices in managing Muslim burial spaces around Kuala Lumpur metropolitan region. This paper will also provide some solutions through design approach that can be applied to counter the existing issues.
Abstract: Airbag deployment has been known to be responsible
for huge death, incidental injuries and broken bones due to low crash
severity and wrong deployment decisions. Therefore, the authorities
and industries have been looking for more innovative and intelligent
products to be realized for future enhancements in the vehicle safety
systems (VSSs). Although the VSSs technologies have advanced
considerably, they still face challenges such as how to avoid
unnecessary and untimely airbag deployments that can be hazardous
and fatal. Currently, most of the existing airbag systems deploy
without regard to occupant size and position. As such, this paper will
focus on the occupant and crash sensing performances due to frontal
collisions for the new breed of so called smart airbag systems. It
intends to provide a thorough discussion relating to the occupancy
detection, occupant size classification, occupant off-position
detection to determine safe distance zone for airbag deployment,
crash-severity analysis and airbag decision algorithms via a computer
modeling. The proposed system model consists of three main
modules namely, occupant sensing, crash severity analysis and
decision fusion. The occupant sensing system module utilizes the
weight sensor to determine occupancy, classify the occupant size,
and determine occupant off-position condition to compute safe
distance for airbag deployment. The crash severity analysis module is
used to generate relevant information pertinent to airbag deployment
decision. Outputs from these two modules are fused to the decision
module for correct and efficient airbag deployment action. Computer
modeling work is carried out using Simulink, Stateflow,
SimMechanics and Virtual Reality toolboxes.
Abstract: Transportation authorities need to provide the services
and facilities that are critical to every country-s well-being and
development. Management of the road network is becoming
increasingly challenging as demands increase and resources are
limited. Public sector institutions are integrating performance
information into budgeting, managing and reporting via
implementing performance measurement systems. In the face of
growing challenges, performance measurement of road networks is
attracting growing interest in many countries. The large scale of
public investments makes the maintenance and development of road
networks an area where such systems are an important assessment
tool. Transportation agencies have been using performance
measurement and modeling as part of pavement and bridge
management systems. Recently the focus has been on extending the
process to applications in road construction and maintenance
systems, operations and safety programs, and administrative
structures and procedures. To eliminate failure and dysfunctional
consequences the importance of obtaining objective data and
implementing evaluation instrument where necessary is presented in
this paper

Abstract: Innovational development of regions in Russia is generally faced with the essential influence from federal and local authorities. The organization of effective mechanism of innovation development (and self-development) is impossible without establishment of defined institutional conditions in the analyzed field. Creative utilization of scientific concepts and information should merge, giving rise to continuing innovation and advanced production. The paper presents an analysis of institutional conditions in the field of creation and development of innovation activity infrastructure and transferring of knowledge and skills between different economic agents in Russia. Knowledge is mainly privately owned, developed through R&D investments and incorporated into technology or a product. Innovation infrastructure is a strong concentration mechanism of advanced facilities, which are mainly located inside large agglomerations or city-regions in order to benefit from scale effects in both input markets (human capital, private financial capital) and output markets (higher education services, research services). The empirical results of the paper show that in the presence of more efficient innovation and knowledge transfer and transcoding system and of a more open attitude of economic agents towards innovation, the innovation and knowledge capacity of regional economy is much higher.
