Estimation of Missing or Incomplete Data in Road Performance Measurement Systems

Modern management in most fields is performance based; both planning and implementation of maintenance and operational activities are driven by appropriately defined performance indicators. Continuous real-time data collection for management is becoming feasible due to technological advancements. Outdated and insufficient input data may result in incorrect decisions. When using deterministic models the uncertainty of the object state is not visible thus applying the deterministic models are more likely to give false diagnosis. Constructing structured probabilistic models of the performance indicators taking into consideration the surrounding indicator environment enables to estimate the trustworthiness of the indicator values. It also assists to fill gaps in data to improve the quality of the performance analysis and management decisions. In this paper authors discuss the application of probabilistic graphical models in the road performance measurement and propose a high-level conceptual model that enables analyzing and predicting more precisely future pavement deterioration based on road utilization.

A Hybrid Mesh Free Local RBF- Cartesian FD Scheme for Incompressible Flow around Solid Bodies

A method for simulating flow around the solid bodies has been presented using hybrid meshfree and mesh-based schemes. The presented scheme optimizes the computational efficiency by combining the advantages of both meshfree and mesh-based methods. In this approach, a cloud of meshfree nodes has been used in the domain around the solid body. These meshfree nodes have the ability to efficiently adapt to complex geometrical shapes. In the rest of the domain, conventional Cartesian grid has been used beyond the meshfree cloud. Complex geometrical shapes can therefore be dealt efficiently by using meshfree nodal cloud and computational efficiency is maintained through the use of conventional mesh-based scheme on Cartesian grid in the larger part of the domain. Spatial discretization of meshfree nodes has been achieved through local radial basis functions in finite difference mode (RBF-FD). Conventional finite difference scheme has been used in the Cartesian ‘meshed’ domain. Accuracy tests of the hybrid scheme have been conducted to establish the order of accuracy. Numerical tests have been performed by simulating two dimensional steady and unsteady incompressible flows around cylindrical object. Steady flow cases have been run at Reynolds numbers of 10, 20 and 40 and unsteady flow problems have been studied at Reynolds numbers of 100 and 200. Flow Parameters including lift, drag, vortex shedding, and vorticity contours are calculated. Numerical results have been found to be in good agreement with computational and experimental results available in the literature.

The Phenolic Substances and Antioxidant Activity of White Saffron (Curcuma mangga Val.) as Affected by Blanching Methods

Background and objectives: Most of the agricultural products are processed by blanching. Blanching can increase antioxidant activity in white saffron products. The objective of this research were to determine antioxidant activity, to identify, and to measure changes in phenolic substances of fresh and blanched white saffron rhizomes (Curcuma mangga Val.). Methods: White saffron rhizomes were peeled, washed and blanched in boiling water containing 0% or 0.05% citric acid solution for 5 and 10 minutes. Samples were extracted using methanol, rotaevaporated, and freezedried. Dried extract was determined antioxidant activity by DPPH method, identified and quantified for the phenolic substances by High Performance Liquid Chromatography (HPLC) equipped with coloumn C18 and Photodiode-array detector (PAD). Result: This research showed that the quantity of the 6 phenolic substances identified in blanched white saffron in citric acid solution increased significantly compared to that of the non-blanched. Blanching white saffron in 0.05% citric acid media for 5 minutes increased its antioxidant activity, and total phenolic content. Conclusions: The identified phenolic substances of white saffron were Gallic Acid (GA), Catechin (C), Epicatechin (EC), Epigallocatechin (EGC), Epigallocatechingallat (EGCG) and Gallocatechingallat (GCG). The blanched white saffron contained C and EGCG significantly higher than that of fresh rhizomes.

Tourist Satisfaction and Loyalty toward Service Quality of the Online Tourism Enterprises

The objectives of this research paper were to study the expectation and satisfaction of tourists in five tourism service quality dimensions, namely, website quality, service ability, trust ability, customer empathy, and responsiveness to customer and also to study the influences of satisfaction affecting loyalty toward quality service of the online tourism enterprises located in Bangkok Thailand. This research utilized both quantitative and qualitative research methods. In terms of quantitative method, a questionnaire was used as a tool to collect data from 400 tourists who were using in online travel services. Statistics analysis included descriptive statistics, t-test and Multiple Regression Analysis. In terms of qualitative analysis, an in-depth interview and content analysis were used along with 10 individual management levels of e-commerce enterprises. The results revealed that the respondents had higher expectations than their level of satisfaction in all five categories. However, the respondents were more satisfied with online travel services than without online service. The demographic factors such as gender and age had no influence on the level of satisfaction whereas the demographic factors of education, occupation, and income had influenced the level of satisfaction. The test results also indicated that the level of satisfaction from responsiveness to customer had the highest influence on the loyalty of tourists who used online travel. The level of satisfaction from customer empathy had the highest influence on the tourists to recommend others to use online travel services. Also, the level of satisfaction from service ability had the highest influence on tourists to take an actual trip.

A Moving Human-Object Detection for Video Access Monitoring

In this paper, a simple moving human detection method is proposed for video surveillance system or access monitoring system. The frame difference and noise threshold are used for initial detection of a moving human-object, and simple labeling method is applied for final human-object segmentation. The simulated results show that the applied algorithm is fast to detect the moving human-objects by performing 95% of correct detection rate. The proposed algorithm has confirmed that can be used as an intelligent video access monitoring system.

Quality Changes of Venison Marinated in Red Wine Marinade during Storage

The objective of the present study was to determine quality parameters changes of red wine marinade marinated venison during storage. Beef as a control was analysed. Protein, fat, moisture and pH content dynamics as well microbiological quality was analyzed. The meat pieces were marinated in red wine marinade at 4±2ºC temperature for 48±1h. Efficacy of Biosimilar Pegylated Interferon Alpha 40 KD (Peg INF) in Chronic Hepatitis C Infection

Introduction: Pegylated Interferon and Ribavirin combination is standard of care in the management of chronic HCV infected patients. Efficacy of the therapy is judged by the ability to achieve biochemical and virological response as judged by RVR, EVR, ETR and SVR.Objective: To evaluate the efficacy of newly marketed biosimilar Pegylated Interferon Alpha 40KD (Peg INF) in chronic HCV patients. Materials and methods: This was observational, prospective multicentre study to evaluate the ability of biosimilar pegylated interferon alfa 2a (40KD) along with Ribavirin (weight based) to achieve SVR. The enrolled patients were separated into Naïve (A), Relapsers (B) and Non Responders(C) based on the previous history of interferon exposure and its response. The RGT was followed on ALT and RVR, EVR, ETR and SVR.Results:As per protocol analysis estimated SVR for three groups is 86.6% for naïve, 89.4% for relapsers and 52.4% for non-responders to standard interferon. Conclusion: It is concluded that Bio-similar pegylated interferon alfa-2a (40kD) along with Ribavirin has good anti-viral efficacy in Naïve, Relapsers and Non-responders to standard IFN of chronic HCV infected patients requiring treatment.

Poisoning Admission in Children Hospital in Benghazi-Libya, Three Years Review of Medical Record

Estimation of the magnitude and causes of poisoning was the objective of the current study. A retrospective study of medical records of all poisoning children admitted to Benghazi Children Hospital in Libya from January 2008 up to December 2010. Number of children admitted was 244; the age ranged from less than one to 13 years old. Most of cases were admitted with mild symptom and the majority of them were boys. Only few cases admitted to intensive care unit and there was no mortality recorded through the period of study. Age group 1 to 3 years (50.8%) had the highest frequency of admission and the peak of admission was during summer. The most common cause of admission was due to ingestion of medication (53.69%), House hold product exposure (26.64%) was the second causes of admission while, 19.67% of admissions were due to Food poisoning. Almost all admitted cases were accidental and medicines were the most consumed substances in addition, improper storage of toxic agents were the first risk factor of poisoning. Present results indicated that, children poisoning seems to be a common pediatric care problem which need to control and prevent.

Effectiveness of Business Software Systems Development and Enhancement Projects versus Work Effort Estimation Methods

Execution of Business Software Systems (BSS) Development and Enhancement Projects (D&EP) is characterized by the exceptionally low effectiveness, leading to considerable financial losses. The general reason for low effectiveness of such projects is that they are inappropriately managed. One of the factors of proper BSS D&EP management is suitable (reliable and objective) method of project work effort estimation since this is what determines correct estimation of its major attributes: project cost and duration. BSS D&EP is usually considered to be accomplished effectively if product of a planned functionality is delivered without cost and time overrun. The goal of this paper is to prove that choosing approach to the BSS D&EP work effort estimation has a considerable influence on the effectiveness of such projects execution.

A Quantitative Assessment of the Social Marginalization in Romania

The analysis of the spatial disparities of social marginalization is a requirement in the present-day socio-economic and political context of Romania, an East-European state, member of the European Union since 2007, at present faced with the imperatives of the growth of its territorial cohesion. The main objective of this article is to develop a methodology for the assessment of social marginalization, in order to understand the intensity of the marginalization phenomenon at different spatial scales. The article proposes a social marginalization index (SMI), calculated through the integration of ten indicators relevant for the two components of social marginalization: the material component and the symbolical component. The results highlighted a strong connection between the total degree of social marginalization and the dependence on social benefits, unemployment rate, non-inclusion in the compulsory education, criminality rate, and the type of pension insurance.

A Study of Indigenous Tribes Tourism Developing-Case by Lilang, Tbulan, and Hrung in Taiwan

The purpose of the study is to analyze the main tourism attraction in indigenous tribes, as well as for the development of tribal aboriginal tourism brings positive and negative impacts. This study used qualitative research methods, and Lilang, Tbulan, and Hrung three tribes as the object of investigation. The results showed that: 1. Because three tribes geographical proximity, but have their own development characteristics, not conflict situations. 2. Three tribes are located in National Scenic Area and National Forest Recreation Area near, so driven tribal tourism development. 3 In addition Hrung three tribal tribal no major attraction, mainly located in the provision of accommodation; another Lilang and Tbulan tribe has natural resources and cultural resources attraction. 4 in the tourism brings positive and negative impacts, respondents expressed positive than residents of negative impacts. Based on the above findings, this study not only provides advice for tribal tourism operators, but also for future research to provide specific directions.

The Effect in vitro of Flavonoid Aglycones Extracts from Roots of Date Palm Cultivars on Fusarium oxysporum F. Sp. albedinis

Date production in North Africa is facing a worrying slowdown and a decline because of Fusarium wilt or bayoud date palm (Phoenix dactylifera L., caused by Fusarium oxysporum f. sp. albedinis (F. o. a). The objective of this work is to study the in vitro effect of flavonoid aglycones extracted from the roots of two cultivars of date palm (one sensitive to bayoud (Deglet Nour) and the other resistant (Takerboucht)) on the growth and production fusaric acid of the pathogen. Results show that during the first week of development of F. o. a on potato dextrose liquid medium, the flavonoid aglycones extracts of the susceptible cultivar roots stimulates mycelial growth as well as conidiogenesis of F.o.a, nevertheless it has no effect on the synthesis of fusaric acid. However, the flavonoid aglycones extract of resistant cultivar roots stimulates mycelial growth and decreases both the number of conidia production and fusaric acid. It therefore appears possible that the resistant cultivar aglycones have two types of action: they either inhibit the synthesis of fusaric acid, or they metabolize this toxin into hydrosoluble product, this is called detoxification.

Improving Knowledge Management Practices in the South African Healthcare System

Knowledge is increasingly recognised in this, the knowledge era, as a strategic resource, by public sector organisations, in view of the public sector reform initiatives. People and knowledge play a vital role in attaining improved organisational performance and high service quality. Many government departments in the public sector have started to realise the importance of knowledge management in streamlining their operations and processes. This study focused on knowledge management in the public healthcare service organisations, where the concept of service provider competitiveness pales to insignificance, considering the huge challenges emanating from the healthcare and public sector reforms. Many government departments are faced with challenges of improving organisational performance and service delivery, improving accountability, making informed decisions, capturing the knowledge of the aging workforce, and enhancing partnerships with stakeholders. The purpose of this paper is to examine the knowledge management practices of the Gauteng Department of Health in South Africa, in order to understand how knowledge management practices influence improvement in organisational performance and healthcare service delivery. This issue is explored through a review of literature on dominant views on knowledge management and healthcare service delivery, as well as results of interviews with, and questionnaire responses from, the general staff of the Gauteng Department of Health. Web-based questionnaires, face-to-face interviews and organisational documents were used to collect data. The data were analysed using both the quantitative and qualitative methods. The central question investigated was: To what extent can the conditions required for successful knowledge management be observed, in order to improve organisational performance and healthcare service delivery in the Gauteng Department of Health. The findings showed that the elements of knowledge management capabilities investigated in this study, namely knowledge creation, knowledge sharing and knowledge application, have a positive, significant relationship with all measures of organisational performance and healthcare service delivery. These findings thus indicate that by employing knowledge management principles, the Gauteng Department of Health could improve its ability to achieve its operational goals and objectives, and solve organisational and healthcare challenges, thereby improving organisational performance and enhancing healthcare service delivery in Gauteng.

Objective Evaluation of Mathematical Morphology Edge Detection on Computed Tomography (CT) Images

In this paper problem of edge detection in digital images is considered. Edge detection based on morphological operators was applied on two sets (brain & chest) ct images. Three methods of edge detection by applying line morphological filters with multi structures in different directions have been used. 3x3 filter for first method, 5x5 filter for second method, and 7x7 filter for third method. We had applied this algorithm on (13 images) under MATLAB program environment. In order to evaluate the performance of the above mentioned edge detection algorithms, standard deviation (SD) and peak signal to noise ratio (PSNR) were used for justification for all different ct images. The objective method and the comparison of different methods of edge detection,  shows that high values of both standard deviation and PSNR values of edge detection images were obtained. 

Effect of Feeding Systems on Meat Goat CLA

The objective of this study was to investigate the effect of tropical forage source and feeding system on fatty acid composition and antioxidant activity in meat goats. Twenty male crossbred goats (Boer x Saanen), were included in the current study and the study design was assigned to be a 2 x 3 factorial in completely randomized design. All goats were slaughtered after 120 days of experimental period. Dietary tropical roughage sources were grass (Mulata II) and legume (Verano stylo). Both types of roughage were offered to the experimental meat goat as 3 feeding regimes; cut-and-carry, silage and grazing. All goats were fed basal concentrate diet at 1.5% of body weight, and they were fed ad libitum the roughages.Chemical composition, fatty acid profile and antioxidation activity of dietary treatments in all feeding system and longissimus dorsi (LD) muscles in all groups were quantified. The results have shown that the fat content in both types of studied roughage sources ranged from about 2.0% to 4.0% of DM and the fatty acid composition of those was mainly C16:0, C18:2n6 and C18:3n3, with less proportion for C18:1n9. The free-radical scavenging activity of the Mulato II was lower than that of the Verano stylo. The free-radical scavenging activity of the Mulato II was lower than that of the Verano stylo. For LD muscle, the fatty acid composition was mainly C16:0, C18:0 and C18:1n9, with less proportion for C18:2n6. The LD muscle of the goats fed with Mulato II and the Verano stylo by grazing had highest free-radical scavenging activity, compared to those fed with cut-and-carry and silage regime, although there were rather high unsaturated fatty acids in LD muscle. Thus, feeding the meat goats with the Mulato II and Verano stylo by grazing would be beneficial effect for consumers to intake high unsaturated fatty acids and lower risk for oxidation from goat meat.

Financing Decision and Productivity Growth for the Venture Capital Industry Using High-Order Fuzzy Time Series

Human society, there are many uncertainties, such as economic growth rate forecast of the financial crisis, many scholars have, since the the Song Chissom two scholars in 1993 the concept of the so-called fuzzy time series (Fuzzy Time Series)different mode to deal with these problems, a previous study, however, usually does not consider the relevant variables selected and fuzzy process based solely on subjective opinions the fuzzy semantic discrete, so can not objectively reflect the characteristics of the data set, in addition to carrying outforecasts are often fuzzy rules as equally important, failed to consider the importance of each fuzzy rule. For these reasons, the variable selection (Factor Selection) through self-organizing map (Self-Organizing Map, SOM) and proposed high-end weighted multivariate fuzzy time series model based on fuzzy neural network (Fuzzy-BPN), and using the the sequential weighted average operator (Ordered Weighted Averaging operator, OWA) weighted prediction. Therefore, in order to verify the proposed method, the Taiwan stock exchange (Taiwan Stock Exchange Corporation) Taiwan Weighted Stock Index (Taiwan Stock Exchange Capitalization Weighted Stock Index, TAIEX) as experimental forecast target, in order to filter the appropriate variables in the experiment Finally, included in other studies in recent years mode in conjunction with this study, the results showed that the predictive ability of this study further improve.

Decolorization and COD Removal of Palm Oil Mill Wastewater by Electrocoagulation

The objective of this study is to investigate the performance of the electrocoagulation process for color and COD removal in palm oil wastewater using a 10 L batch reactor. Iron was used as electrodes and the distance between electrodes was 2 cm. The effects of operating parameters: current voltage (6, 12 and 18 volt), reaction time (5, 15, 30, 45 and 60 min) and initial pH (4 and 9) of treatment efficiency were examine. The result showed that decolorization and COD removal efficiency increased with the increase in current voltage and reaction time. The proper condition for decolorization achieved at initial pH 4 and 9 were current voltage of 12 volt, reaction time 30 min. The decolorization efficiency reached 90.4% and 88.9%, respectively. COD removal was achiveved at current voltage 12 volt, reaction time 15 min. COD removal efficiency was 89.2 % and 83.0%, respectively. From the results, to show electrocoagulation process can treat palm oil mill wastewater in both acidic and basic condition at high efficiency for color and COD removal. Consequently, electrocoagulation process can be used or applied as a post-treatment step to improve the quality of the final discharge in term of color and residual COD removal.

Ant Colony Optimization for Optimal Distributed Generation in Distribution Systems

The problem of optimal planning of multiple sources of distributed generation (DG) in distribution networks is treated in this paper using an improved Ant Colony Optimization algorithm (ACO). This objective of this problem is to determine the DG optimal size and location that in order to minimize the network real power losses. Considering the multiple sources of DG, both size and location are simultaneously optimized in a single run of the proposed ACO algorithm. The various practical constraints of the problem are taken into consideration by the problem formulation and the algorithm implementation. A radial power flow algorithm for distribution networks is adopted and applied to satisfy these constraints. To validate the proposed technique and demonstrate its effectiveness, the well-know 69-bus feeder standard test system is employed.cm.

Comparative study of the Genetic Algorithms and Hessians Method for Minimization of the Electric Power Production Cost

In this paper, we present a comparative study of the genetic algorithms and Hessian-s methods for optimal research of the active powers in an electric network of power. The objective function which is the performance index of production of electrical energy is minimized by satisfying the constraints of the equality type and inequality type initially by the Hessian-s methods and in the second time by the genetic Algorithms. The results found by the application of AG for the minimization of the electric production costs of power are very encouraging. The algorithms seem to be an effective technique to solve a great number of problems and which are in constant evolution. Nevertheless it should be specified that the traditional binary representation used for the genetic algorithms creates problems of optimization of management of the large-sized networks with high numerical precision.

Novel Security Strategy for Real Time Digital Videos

Now a days video data embedding approach is a very challenging and interesting task towards keeping real time video data secure. We can implement and use this technique with high-level applications. As the rate-distortion of any image is not confirmed, because the gain provided by accurate image frame segmentation are balanced by the inefficiency of coding objects of arbitrary shape, with a lot factors like losses that depend on both the coding scheme and the object structure. By using rate controller in association with the encoder one can dynamically adjust the target bitrate. This paper discusses about to keep secure videos by mixing signature data with negligible distortion in the original video, and to keep steganographic video as closely as possible to the quality of the original video. In this discussion we propose the method for embedding the signature data into separate video frames by the use of block Discrete Cosine Transform. These frames are then encoded by real time encoding H.264 scheme concepts. After processing, at receiver end recovery of original video and the signature data is proposed.
