Abstract: Validity, integrity, and impacts of the IT systems of
the US federal courts have been studied as part of the Human Rights
Alert-NGO (HRA) submission for the 2015 Universal Periodic
Review (UPR) of human rights in the United States by the Human
Rights Council (HRC) of the United Nations (UN). The current
report includes overview of IT system analysis, data-mining and case
studies. System analysis and data-mining show: Development and
implementation with no lawful authority, servers of unverified
identity, invalidity in implementation of electronic signatures,
authentication instruments and procedures, authorities and
permissions; discrimination in access against the public and
unrepresented (pro se) parties and in favor of attorneys; widespread
publication of invalid judicial records and dockets, leading to their
false representation and false enforcement. A series of case studies
documents the impacts on individuals' human rights, on banking
regulation, and on international matters. Significance is discussed in
the context of various media and expert reports, which opine
unprecedented corruption of the US justice system today, and which
question, whether the US Constitution was in fact suspended. Similar
findings were previously reported in IT systems of the State of
California and the State of Israel, which were incorporated, subject to
professional HRC staff review, into the UN UPR reports (2010 and
2013). Solutions are proposed, based on the principles of publicity of
the law and the separation of power: Reliance on US IT and legal
experts under accountability to the legislative branch, enhancing
transparency, ongoing vigilance by human rights and internet
activists. IT experts should assume more prominent civic duties in the
safeguard of civil society in our era.
Abstract: Safety is one of the most important considerations
when buying a new car. While active safety aims at avoiding
accidents, passive safety systems such as airbags and seat belts
protect the occupant in case of an accident. In addition to legal
regulations, organizations like Euro NCAP provide consumers with
an independent assessment of the safety performance of cars and
drive the development of safety systems in automobile industry.
Those ratings are mainly based on injury assessment reference values
derived from physical parameters measured in dummies during a car
crash test.
The components and sub-systems of a safety system are designed
to achieve the required restraint performance. Sled tests and other
types of tests are then carried out by car makers and their suppliers
to confirm the protection level of the safety system. A Knowledge
Discovery in Databases (KDD) process is proposed in order to
minimize the number of tests. The KDD process is based on the
data emerging from sled tests according to Euro NCAP specifications.
About 30 parameters of the passive safety systems from different data
sources (crash data, dummy protocol) are first analysed together with
experts opinions. A procedure is proposed to manage missing data
and validated on real data sets. Finally, a procedure is developed to
estimate a set of rough initial parameters of the passive system before
testing aiming at reducing the number of tests.
Abstract: The fuzzy composition of objects depicted in images
acquired through MR imaging or the use of bio-scanners has often
been a point of controversy for field experts attempting to effectively
delineate between the visualized objects. Modern approaches in
medical image segmentation tend to consider fuzziness as a
characteristic and inherent feature of the depicted object, instead of
an undesirable trait. In this paper, a novel technique for efficient
image retrieval in the context of images in which segmented objects
are either crisp or fuzzily bounded is presented. Moreover, the
proposed method is applied in the case of multiple, even conflicting,
segmentations from field experts. Experimental results demonstrate
the efficiency of the suggested method in retrieving similar objects
from the aforementioned categories while taking into account the
fuzzy nature of the depicted data.
Abstract: This paper discusses the potential benefits of an
interactive multimedia information representation in enhancing
students’ critical thinking aligned with history reasoning in learning
history amongst Secondary School students in Malaysia. Two modes
of multimedia information representation were implemented;
chronologic and thematic information representations. A qualitative
study of an unstructured interview was conducted among two history
teachers, one history education lecturer, two i-think experts, and five
students from Form Four secondary school. The interview was to
elicit their opinions on the implementation of thinking maps and
interactive multimedia information representation in history learning.
The key elements of the interactive multimedia (e.g. multiple media,
user control, interactivity and use of timelines and concept maps)
were then considered to improve the learning process. Findings of the
preliminary investigation reveal that the interactive multimedia
information representations have the potential benefits to be
implemented as an instructional resource in enhancing students’
higher order thinking skills (HOTs). This paper concludes by giving
suggestions for future work.
Abstract: Inland Waterway Transportation (IWT) is playing an
important role in national transport systems, water transportation is
considered to be safe, energy efficient and environmentally friendly
mode of transport, all benefits of IWT cause national awareness
increase, for instance the Colombian government is planning to
restore the navigability of the most important river of the country, the
Magdalena’s River navigability, embrace waterway transportation in
Colombia could strength competitiveness while reduce most of the
transport externalities. However, the current situation of the
Magdalena is deplorable, the most important river of Colombia has
been abandoned for decades and the solution is beyond of a single
administrative entity. This paper analyzes the outcomes of the
Navigation And Inland Waterway Action and Development in
Europe program (NAIADES) as a prospective to develop a similar
program in Colombia with similar objectives and guidelines,
considering sustainability, guarantying the long-term future results
and adaptability of the program. Identifying stakeholders and policy
experts, a set of individual interviews were carried out; findings
support the idea of lack of integration within governmental
institutions and lack of importance in marketing promotion as
possible drawbacks on the implementation of IWT projects.
Abstract: Electricity is recognized as fundamental to
industrialization and improving the quality of life of the people.
Harnessing the immense untapped hydropower potential in Tripura
region opens avenues for growth and provides an opportunity to
improve the well-being of the people of the region, while making
substantial contribution to the national economy. Gumti hydro power
plant generates power to mitigate the crisis of power in Tripura,
India. The first unit of hydro power plant (5MW) was commissioned
in June 1976 & another two units of 5 MW was commissioned
simultaneously. But out of 15MW capacity at present only 8MW-
9MW power is produced from Gumti hydro power plant during rainy
season. But during lean season the production reduces to 0.5MW due
to shortage of water. Now, it is essential to implement some
mitigation measures so that the further atrocities can be prevented
and originality will be possible to restore. The decision making
ability of the Analytic Hierarchy Process (AHP) and Concordance
Analysis Techniques (CAT) are utilized to identify the better decision
or solution to the present problem. Some related attributes are
identified by the method of surveying within the experts and the
available reports and literatures. Similar criteria are removed and
ultimately seven relevant ones are identified. All the attributes are
compared with each other and rated accordingly to their importance
over the other with the help of Pair wise Comparison Matrix. In the
present investigation different mitigation measures are identified and
compared to find the best suitable alternative which can solve the
present uncertainties involving the existence of the Gumti Hydro
Power Plant.
Abstract: It’s an era of high competition, dynamism and
complexities which have forced organizations to change dramatically
due to rising customer expectations. Marketers are under constant
pressure to deliver finest to their customers. With the advent of
technology, marketers have identified latest advertising media
options to reach out to target audience. But the conventional ways of
print advertisements still holds a deeper penetration and coverage.
Various researchers and practitioners have studied the area of print
media advertising and have tried to identify and implement
advertisement effectiveness enablers. The purpose of this paper is to
suggest select enablers for print media in Indian context using an
integrated approach of review of literature and investigative
interviews with academicians and experts from the area of
advertising.
Abstract: Most quality models have defined usability as a
significant factor that leads to improving product acceptability,
increasing user satisfaction, improving product reliability, and also
financially benefitting companies. Usability is also the best factor that
balances both the technical and human aspects of a software product,
which is an important aspect in defining quality during software
development process. A usability risk consist risk factors that could
impact the usability of a software product thereby contributing to
negative user experiences and causing a possible software product
failure. Hence, it is important to mitigate and reduce usability risks in
the software development process itself. By managing possible
usability risks in software development process, failure of software
product could be reduced. Therefore, this research uses the Delphi
method to identify mitigation plans for reducing potential usability
risks. The Delphi method is conducted with seven experts from the
field of risk management and software development.
Abstract: Recently, an increasing number of researchers have
been focusing on working out realistic solutions to sustainability
problems. As sustainability issues gain higher importance for
organisations, the management of such decisions becomes critical.
Knowledge representation is a fundamental issue of complex
knowledge based systems. Many types of sustainability problems
would benefit from models based on experts’ knowledge. Cognitive
maps have been used for analyzing and aiding decision making. A
cognitive map can be made of almost any system or problem. A
fuzzy cognitive map (FCM) can successfully represent knowledge
and human experience, introducing concepts to represent the essential
elements and the cause and effect relationships among the concepts to
model the behaviour of any system. Integrated waste management
systems (IWMS) are complex systems that can be decomposed to
non-related and related subsystems and elements, where many factors
have to be taken into consideration that may be complementary,
contradictory, and competitive; these factors influence each other and
determine the overall decision process of the system. The goal of the
present paper is to construct an efficient IWMS which considers
various factors. The authors’ intention is to propose an expert based
system design approach for implementing expert decision support in
the area of IWMSs and introduces an appropriate methodology for
the development and analysis of group FCM. A framework for such a
methodology consisting of the development and application phases is
presented.
Abstract: Innovations not only contribute to competitiveness of
the company but have also positive effects on revenues. On average,
product innovations account to 14 percent of companies’ sales.
Innovation management has substantially changed during the last
decade, because of growing reliance on external partners. As a
consequence, a new task for purchasing arises, as firms need to
understand which suppliers actually do have high potential
contributing to the innovativeness of the firm and which do not.
Proper organization of the purchasing function is important since
for the majority of manufacturing companies deal with substantial
material costs which pass through the purchasing function. In the past
the purchasing function was largely seen as a transaction-oriented,
clerical function but today purchasing is the intermediate with supply
chain partners contributing to innovations, be it product or process
innovations. Therefore, purchasing function has to be organized
differently to enable firm innovation potential.
However, innovations are inherently risky. There are behavioral
risk (that some partner will take advantage of the other party),
technological risk in terms of complexity of products and processes
of manufacturing and incoming materials and finally market risks,
which in fact judge the value of the innovation. These risks are
investigated in this work. Specifically, technological risks which deal
with complexity of the products, and processes will be investigated
more thoroughly. Buying components or such high edge technologies
necessities careful investigation of technical features and therefore is
usually conducted by a team of experts. Therefore it is hypothesized
that higher the technological risk, higher will be the centralization of
the purchasing function as an interface with other supply chain
members.
Main contribution of this research lies is in the fact that analysis
was performed on a large data set of 1493 companies, from 25
countries collected in the GMRG 4 survey. Most analyses of
purchasing function are done by case study analysis of innovative
firms. Therefore this study contributes with empirical evaluations that
can be generalized.
Abstract: An anthropometric study applied to 1,115 students of
the Faculty of Chemical Sciences and Engineering of the
Autonomous University of California. Thirteen individual
measurements were taken in a sitting position. The results obtained
allow forming a reliable anthropometric database for statistical
studies and analysis and inferences of specific distributions, so the
opinion of experts in occupational medicine recommendations may
emit to reduce risks resulting in an alteration of the vital signs during
the execution of their school activities. Another use of these analyses
is to use them as a reliable reference for future deeper research, to the
design of spaces, tools, utensils, workstations, with anthropometric
dimensions and ergonomic characteristics suitable to use.
Abstract: This research is aimed to develop the online-class
scheduling management system and improve as a complex problem
solution, this must take into consideration in various conditions and
factors. In addition to the number of courses, the number of students
and a timetable to study, the physical characteristics of each class
room and regulations used in the class scheduling must also be taken
into consideration. This system is developed to assist management in
the class scheduling for convenience and efficiency. It can provide
several instructors to schedule simultaneously. Both lecturers and
students can check and publish a timetable and other documents
associated with the system online immediately. It is developed in a
web-based application. PHP is used as a developing tool. The
database management system was MySQL. The tool that is used for
efficiency testing of the system is questionnaire. The system was
evaluated by using a Black-Box testing. The sample was composed
of 2 groups: 5 experts and 100 general users. The average and the
standard deviation of results from the experts were 3.50 and 0.67.
The average and the standard deviation of results from the general
users were 3.54 and 0.54. In summary, the results from the research
indicated that the satisfaction of users were in a good level.
Therefore, this system could be implemented in an actual workplace
and satisfy the users’ requirement effectively.
Abstract: The article presents the trends in Georgian wine
market development and evaluates the competitive advantages of
Georgia to enter the wine market based on its customs, traditions and
historical practices combined with modern technologies.
In order to analyze the supply of wine, dynamics of vineyard land
area and grape varieties are discussed, trends in wine production are
presented, trends in export and import are evaluated, local wine
market, its micro and macro environments are studied and analyzed
based on the interviews with experts and analysis of initial recording
materials.
For strengthening its position on the international market, the level
of competitiveness of Georgian wine is defined, which is evaluated
by “ex-ante” and “ex-post” methods, as well as by four basic and two
additional factors of the Porter’s diamond method; potential
advantages and disadvantages of Georgian wine are revealed.
Conclusions are made by identifying the factors that hinder the
development of Georgian wine market. Based on the conclusions,
relevant recommendations are developed.
Abstract: The purposes of this study were to design and find
users’ satisfaction after using the decision support system for tourism
northern part of Thailand, which can provide tourists touristic
information and plan their personal voyage. Such information can be
retrieved systematically based on personal budget and provinces. The
samples of this study were five experts and users 30 persons white
collars in Bangkok. This decision support system was designed via
ASP.NET. Its database was developed by using MySQL, for
administrators are able to effectively manage the database. The
application outcome revealed that the innovation works properly as
sought in objectives. Specialists and white collars in Bangkok have
evaluated the decision support system; the result was satisfactorily
positive.
Abstract: Construction in Finland is focusing increasingly on
renovation instead of conventional new construction, and this trend
will continue to grow in the coming years and decades. Renovation of
the large number of suburban residential apartment buildings built in
the 1960s and 1970s poses a particular challenge. However,
renovation projects are demanding for the residents of these
buildings, since they usually are uninitiated in construction issues. On
the other hand, renovation projects generally apply the operating
models of new construction.
Nevertheless, the residents of an existing residential apartment
building are some of the best experts on the site. Thus, in this
research project we applied a relational model in developing and
testing at case sites a planning process that employs interactive
planning methods. Current residents, housing company managers, the
city zoning manager, the contractor’s and prefab element supplier’s
representatives, professional designers and researchers all took part in
the planning. The entire interactive planning process progressed
phase by phase as the participants’ and designers’ concerted
discussion and ideation process, so that the end result was a
renovation plan desired by the residents.
Abstract: An extensive amount of work has been done in data
clustering research under the unsupervised learning technique in Data
Mining during the past two decades. Moreover, several approaches
and methods have been emerged focusing on clustering diverse data
types, features of cluster models and similarity rates of clusters.
However, none of the single clustering algorithm exemplifies its best
nature in extracting efficient clusters. Consequently, in order to
rectify this issue, a new challenging technique called Cluster
Ensemble method was bloomed. This new approach tends to be the
alternative method for the cluster analysis problem. The main
objective of the Cluster Ensemble is to aggregate the diverse
clustering solutions in such a way to attain accuracy and also to
improve the eminence the individual clustering algorithms. Due to
the massive and rapid development of new methods in the globe of
data mining, it is highly mandatory to scrutinize a vital analysis of
existing techniques and the future novelty. This paper shows the
comparative analysis of different cluster ensemble methods along
with their methodologies and salient features. Henceforth this
unambiguous analysis will be very useful for the society of clustering
experts and also helps in deciding the most appropriate one to resolve
the problem in hand.
Abstract: As an emerging business model, cloud computing has been initiated to satisfy the need of organizations and to push Information Technology as a utility. The shift to the cloud has changed the way Information Technology departments are managed traditionally and has raised many concerns for both, public and private sectors.
The purpose of this study is to investigate the possibility of cloud computing services replacing services provided traditionally by IT departments. Therefore, it aims to 1) explore whether organizations in Oman are ready to move to the cloud; 2) identify the deciding factors leading to the adoption or rejection of cloud computing services in Oman; and 3) provide two case studies, one for a successful Cloud provider and another for a successful adopter.
This paper is based on multiple research methods including conducting a set of interviews with cloud service providers and current cloud users in Oman; and collecting data using questionnaires from experts in the field and potential users of cloud services.
Despite the limitation of bandwidth capacity and Internet coverage offered in Oman that create a challenge in adopting the cloud, it was found that many information technology professionals are encouraged to move to the cloud while few are resistant to change.
The recent launch of a new Omani cloud service provider and the entrance of other international cloud service providers in the Omani market make this research extremely valuable as it aims to provide real-life experience as well as two case studies on the successful provision of cloud services and the successful adoption of these services.
Abstract: This research’s objectives were to analyze the using of new media in the form of set up candid clip that affects the product and presenter, to study the effectiveness of using new media in the form of set up candid clip in order to increase the circulation and audience satisfaction and to use the earned information and knowledge to develop the communication for publicizing and advertising via new media. This research is qualitative research based on questionnaire from 50 random sampling representative samples and in-depth interview from experts in publicizing and advertising fields. The findings indicated the positive and negative effects to the brands’ image and presenters’ image of product named “Scotch 100” and “Snickers” that used set up candid clips via new media for publicizing and advertising in Thailand. It will be useful for fields of publicizing and advertising in the new media forms.
Abstract: This research aims to create a knowledge-based system as a database for self-healthcare analysis, diagnosis of simple illnesses, and the use of Thai herbs instead of modern medicine by using principles of Thai traditional medication theory. These were disseminated by website network programs within Suan Sunandha Rajabhat University. The population used in this study was divided into two groups: the first group consisted of four experts of Thai traditional medication and the second group was 300 website users. The methods used for collecting data were paper questionnaires and poll questionnaires on the website. The statistics used for analyzing data was at an average level. The results were divided into three parts: the first part was the development of a knowledge-based system and the second part was applied programs on website. Both parts could be fulfilled and achieved according to the set goal. The third part was the evaluation of the study: The evaluation of the viewpoints of the experts towards website designs were evaluated at a good level of 4.20. The satisfaction evaluation of the users was found at a good level of average satisfactory level at 4.24. It was found that the young population of those under the age of 16 had less cares about their health than the population of other teenagers, working age adults and those of older age. The research findings should be extended in order to encourage the lifestyle modifications to people of all ages by using the self-healthcare principles.
Abstract: The purpose of this paper is to synthesize the research result of brand Identities of Thai Halal brands which related to the way of life for Thai Muslims. The results will be transforming to Thai Halal Brands packaging and label design. The expected benefit is an alternative of marketing strategy for brand building process for Halal products in Thailand. Four elements of marketing strategies which necessary for the brand identity creation is the research framework: consists of Attributes, Benefits, Values and Personality. The research methodology was applied using qualitative and quantitative; 19 marketing experts with dynamic roles in Thai consumer products were interviewed. In addition, a field survey of 122 Thai Muslims selected from 175 Muslim communities in Bangkok was studied. Data analysis will be according to 5 categories of Thai Halal product: 1) Meat 2) Vegetable and Fruits 3) Instant foods and Garnishing ingredient 4) Beverages, Desserts and Snacks 5) Hygienic daily products.
The results will explain some suitable approach for brand Identities of Thai Halal brands as are: 1) Benefit approach as the characteristics of the product with its benefit. The brand identity created transform to the packaging design should be clear and display a fresh product 2) Value approach as the value of products that affect to consumers’ perception. The brand identity created transform to the packaging design should be simply look and using a trustful image 3) Personality approach as the reflection of consumers thought.
