Abstract: An efficient freeway system will be essential to the
development of Africa, and interchanges are a key to that efficiency.
Around the world, many interchanges between freeways and surface
streets, called service interchanges, are of the diamond configuration,
and interchanges using roundabouts or loop ramps are also popular.
However, many diamond interchanges have serious operational
problems, interchanges with roundabouts fail at high demand levels,
and loops use lots of expensive land. Newer service interchange
designs provide other options. The most popular new interchange
design in the US at the moment is the double crossover diamond
(DCD), also known as the diverging diamond. The DCD has
enormous potential, but also has several significant limitations.
The objectives of this paper are to review new service interchange
options and to highlight some of the main features of those
alternatives. The paper tests four conventional and seven
unconventional designs using seven measures related to efficiency,
cost, and safety.
The results show that there is no superior design in all measures
investigated. The DCD is better than most designs tested on most
measures examined. However, the DCD was only superior to all
other designs for bridge width. The DCD performed relatively poorly
for capacity and for serving pedestrians. Based on the results, African
freeway designers are encouraged to investigate the full range of
alternatives that could work at the spot of interest. Diamonds and
DCDs have their niches, but some of the other designs investigated
could be optimum at some spots.
Abstract: A method for simulating flow around the solid bodies has been presented using hybrid meshfree and mesh-based schemes. The presented scheme optimizes the computational efficiency by combining the advantages of both meshfree and mesh-based methods. In this approach, a cloud of meshfree nodes has been used in the domain around the solid body. These meshfree nodes have the ability to efficiently adapt to complex geometrical shapes. In the rest of the domain, conventional Cartesian grid has been used beyond the meshfree cloud. Complex geometrical shapes can therefore be dealt efficiently by using meshfree nodal cloud and computational efficiency is maintained through the use of conventional mesh-based scheme on Cartesian grid in the larger part of the domain. Spatial discretization of meshfree nodes has been achieved through local radial basis functions in finite difference mode (RBF-FD). Conventional finite difference scheme has been used in the Cartesian ‘meshed’ domain. Accuracy tests of the hybrid scheme have been conducted to establish the order of accuracy. Numerical tests have been performed by simulating two dimensional steady and unsteady incompressible flows around cylindrical object. Steady flow cases have been run at Reynolds numbers of 10, 20 and 40 and unsteady flow problems have been studied at Reynolds numbers of 100 and 200. Flow Parameters including lift, drag, vortex shedding, and vorticity contours are calculated. Numerical results have been found to be in good agreement with computational and experimental results available in the literature.
Abstract: This paper provides an identification of the existing practical skills gap between school-based learning (SBL) and laboratory based learning (LBL) in the Computing Department within the Faculty of Science at Omar Al-Mukhtar University in Libya. A survey has been conducted and the first author has elicited the responses of two groups of stakeholders, namely the academic teachers and students.
The primary goal is to review the main strands of evidence available and argue that there is a gap between laboratory and school-based learning in terms of opportunities for experiment and application of skills. In addition, the nature of experimental work within the laboratory at Omar Al-Mukhtar University needs to be reconsidered. Another goal of our study was to identify the reasons for students’ poor performance in the laboratory and to determine how this poor performance can be eliminated by the modification of teaching methods. Bloom’s taxonomy of learning outcomes has been applied in order to classify questions and problems into categories, and the survey was formulated with reference to third year Computing Department students. Furthermore, to discover students’ opinions with respect to all the issues, an exercise was conducted. The survey provided questions related to what the students had learnt and how well they had learnt. We were also interested in feedback on how to improve the course and the final question provided an opportunity for such feedback.
Abstract: This paper is concerning the application of a deterministic decisional pattern to a multi-agent system which would provide intelligence to a distributed energy smart grid at local consumer level. Development of multi-agent application involves agent specifications, analysis, design and realization. It can be implemented by following several decisional patterns. The purpose of present article is to suggest a new approach to control the smart grid system in a decentralized competitive approach. The proposed algorithmic solution results from a deterministic dichotomous approach based on environment observation. It uses an iterative process to solve automatic learning problems. Through memory of collected past tries, the algorithm monotonically converges to very steep system operation point in attraction basin resulting from weak system nonlinearity. In this sense, system is given by (local) constitutive elementary rules the intelligence of its global existence so that it can self-organize toward optimal operating sequence.
Abstract: Managing a capital group is a complex and specific process. It creates special conditions for the introduction of team work organization of managers. The selection of a manager employment form is a problem which gets complicated in case of management teams. The considered possibilities are an employment-based and non-employment managerial contract, which can be based on a thorough action or on formulating definite expectations regarding the results of a manager’s work. The problem of selection between individual and collegiate settlement of managers’ work has been pointed out. The deliberations were based on the assumptions of chosen company management theories, including transactional cost, agency theory, nexus of contracts theory, stewardship theory and theories referring directly to management teams, i.e. Upper echelons theory.

Abstract: The banking sector poses a lot of problems in Nigeria in general and the non-oil export sector in particular. The banks' lack effectiveness in handling small, medium or long-term credit risk (lack of training of loan officers, lack of information on borrowers and absence of a reliable credit registry) results in non-oil exporters being burdened with high requirements, such as up to three years of financial statements, enough collateral to cover both the loan principal and interest (including a cash deposit that may be up to 30% of the loans' net present value), and to provide every detail of the international trade transaction in question. The stated problems triggered this research. Consequently, information on bank financing of non-oil exports was collected from 100 respondents from the 20 Deposit Money Banks (DMBs) in Nigeria. The data was analysed by the use of descriptive statistics correlation and regression. It is found that, Nigerian banks are participants in the financing of non-oil exports. Despite their participation, the rate of interest for credit extended to non-oil export is usually high, ranging between 15-20%. Small and medium sized non-oil export businesses lack the credit history for banks to judge them as reputable. Banks also consider the non-oil export sector very risky for investment. The banks actually do grant less credit than the exporters may require and therefore are not properly funded by banks. Banks grant very low volume of foreign currency loan in addition to, unfavorable exchange rate at which Naira is exchanged to the Dollar and other currencies in the country. This makes importation of inputs costly and negatively impacted on the non-oil export performance in Nigeria.
Abstract: Human society, there are many uncertainties, such as economic growth rate forecast of the financial crisis, many scholars have, since the the Song Chissom two scholars in 1993 the concept of the so-called fuzzy time series (Fuzzy Time Series)different mode to deal with these problems, a previous study, however, usually does not consider the relevant variables selected and fuzzy process based solely on subjective opinions the fuzzy semantic discrete, so can not objectively reflect the characteristics of the data set, in addition to carrying outforecasts are often fuzzy rules as equally important, failed to consider the importance of each fuzzy rule. For these reasons, the variable selection (Factor Selection) through self-organizing map (Self-Organizing Map, SOM) and proposed high-end weighted multivariate fuzzy time series model based on fuzzy neural network (Fuzzy-BPN), and using the the sequential weighted average operator (Ordered Weighted Averaging operator, OWA) weighted prediction. Therefore, in order to verify the proposed method, the Taiwan stock exchange (Taiwan Stock Exchange Corporation) Taiwan Weighted Stock Index (Taiwan Stock Exchange Capitalization Weighted Stock Index, TAIEX) as experimental forecast target, in order to filter the appropriate variables in the experiment Finally, included in other studies in recent years mode in conjunction with this study, the results showed that the predictive ability of this study further improve.
Abstract: According to synthetic plastics obtained from petroleum cause some environmental problems. Therefore, degradable plastics become widely used and studied for replacing the synthetic plastic waste. A biopolymer of poly hydroxybutyrate-co-hydroxyvalerate (PHBV) is subgroups of a main kind of polyhydroxyalkanoates (PHAs). Naturally, PHBV is hard, brittle and low flexible while natural rubber (NR) is high elastic latex. Then, they are blended and the biodegradation of the blended PHBV and NR films were examined in soil environment. The results showed that the degradation occurs predominantly in the bulk of the samples. The order of biodegradability was shown as follows: PHBV> PHBV/NR> NR. After biodegradation, the blended films were characterized by appearance analysis such as Scanning Electron Microscope (SEM), Fourier transform infrared spectroscopy (FTIR) and Differential Scanning Calorimetry (DSC). It was found that the biodegradation mainly occurred at the polymer surface.
Abstract: In this paper a genetic algorithm (GA) with dual-fitness function is proposed and applied to solve the deterministic identical machine scheduling problem. The mating fitness function value was used to determine the mating for chromosomes, while the selection fitness function value was used to determine their survivals. The performance of this algorithm was tested on deterministic identical machine scheduling using simulated data. The results obtained from the proposed GA were compared with classical GA and integer programming (IP). Results showed that dual-fitness function GA outperformed the classical single-fitness function GA with statistical significance for large problems and was competitive to IP, particularly when large size problems were used.
Abstract: In this paper, we present a comparative study of the
genetic algorithms and Hessian-s methods for optimal research of the
active powers in an electric network of power. The objective function
which is the performance index of production of electrical energy is
minimized by satisfying the constraints of the equality type and
inequality type initially by the Hessian-s methods and in the second
time by the genetic Algorithms. The results found by the application
of AG for the minimization of the electric production costs of power
are very encouraging. The algorithms seem to be an effective
technique to solve a great number of problems and which are in
constant evolution. Nevertheless it should be specified that the
traditional binary representation used for the genetic algorithms
creates problems of optimization of management of the large-sized
networks with high numerical precision.
Abstract: A new Meta heuristic approach called "Randomized gravitational emulation search algorithm (RGES)" for solving large size set covering problems has been designed. This algorithm is found upon introducing randomization concept along with the two of the four primary parameters -velocity- and -gravity- in physics. A new heuristic operator is introduced in the domain of RGES to maintain feasibility specifically for the set covering problem to yield best solutions. The performance of this algorithm has been evaluated on a large set of benchmark problems from OR-library. Computational results showed that the randomized gravitational emulation search algorithm - based heuristic is capable of producing high quality solutions. The performance of this heuristic when compared with other existing heuristic algorithms is found to be excellent in terms of solution quality.
Abstract: A reconfigurable manufacturing system (RMS) is an
advanced system designed at the outset for rapid changes in its hardware
and software components in order to quickly adjust its production
capacity and functionally. Among various operational decisions, this
study considers the scheduling problem that determines the input
sequence and schedule at the same time for a given set of parts. In
particular, we consider the practical constraints that the numbers of
pallets/fixtures are limited and hence a part can be released into the
system only when the fixture required for the part is available. To
solve the integrated input sequencing and scheduling problems, we
suggest a priority rule based approach in which the two sub-problems
are solved using a combination of priority rules. To show the effectiveness
of various rule combinations, a simulation experiment was
done on the data for a real RMS, and the test results are reported.
Abstract: In this paper, the existence, multiplicity and
noexistence of positive solutions for a class of semipositone
discrete boundary value problems with two parameters is
studied by applying nonsmooth critical point theory and
sub-super solutions method.
Abstract: In this study, the static behavior of super elliptical Winkler plate is analyzed by applying the double side approach method. The lack of information about super elliptical Winkler plates is the motivation of this study and we use the double side approach method to solve this problem because of its superior ability on efficiently treating problems with complex boundary shape. The double side approach method has the advantages of high accuracy, easy calculation procedure and less calculation load required. Most important of all, it can give the error bound of the approximate solution. The numerical results not only show that the double side approach method works well on this problem but also provide us the knowledge of static behavior of super elliptical Winkler plate in practical use.
Abstract: In order to integrate knowledge in heterogeneous
case-based reasoning (CBR) systems, ontology-based CBR system
has become a hot topic. To solve the facing problems of
ontology-based CBR system, for example, its architecture is
nonstandard, reusing knowledge in legacy CBR is deficient, ontology
construction is difficult, etc, we propose a novel approach for
semi-automatically construct ontology-based CBR system whose
architecture is based on two-layer ontology. Domain knowledge
implied in legacy case bases can be mapped from relational database
schema and knowledge items to relevant OWL local ontology
automatically by a mapping algorithm with low time-complexity. By
concept clustering based on formal concept analysis, computing
concept equation measure and concept inclusion measure, some
suggestions about enriching or amending concept hierarchy of OWL
local ontologies are made automatically that can aid designers to
achieve semi-automatic construction of OWL domain ontology.
Validation of the approach is done by an application example.
Abstract: This paper presents a customized deformable model
for the segmentation of abdominal and thoracic aortic aneurysms in
CTA datasets. An important challenge in reliably detecting aortic
aneurysm is the need to overcome problems associated with intensity
inhomogeneities and image noise. Level sets are part of an important
class of methods that utilize partial differential equations (PDEs) and
have been extensively applied in image segmentation. A Gaussian
kernel function in the level set formulation, which extracts the local
intensity information, aids the suppression of noise in the extracted
regions of interest and then guides the motion of the evolving contour
for the detection of weak boundaries. The speed of curve evolution
has been significantly improved with a resulting decrease in
segmentation time compared with previous implementations of level
sets. The results indicate the method is more effective than other
approaches in coping with intensity inhomogeneities.
Abstract: Part IV of the Civil Code of the Russian Federation dedicated to legal regulation of Intellectual property rights came into force in 2008. It is a first attempt of codification in Intellectual property sphere in Russia. That is why a lot of new norms appeared. The main problem of the Russian Civil Code (part IV) is that many rules (norms of Law) contradict the norms of International Intellectual property Law (i.e. protection of inventions, creations, ideas, know-how, trade secrets, innovations). Intellectual property rights protect innovations and creations and reward innovative and creative activity. Intellectual property rights are international in character and in that respect they fit in rather well with the economic reality of the global economy. Inventors prefer not to take out a patent for inventions because it is a very difficult procedure, it takes a lot of time and is very expensive. That-s why they try to protect their inventions as ideas, know-how, confidential information. An idea is the main element of any object of Intellectual property (creation, invention, innovation, know-how, etc.). But ideas are not protected by Civil Code of Russian Federation. The aim of the paper is to reveal the main problems of legal regulation of Intellectual property in Russia and to suggest possible solutions. The authors of this paper have raised these essential issues through different activities. Through the panel survey, questionnaires which were spread among the participants of intellectual activities the main problems of implementation of innovations, protecting of the ideas and know-how were identified. The implementation of research results will help to solve economic and legal problems of innovations, transfer of innovations and intellectual property.1
Abstract: This study was an investigation on the suitability of Lahar/HDPE composite as a primary material for low-cost smallscale biogas digesters. While sources of raw materials for biogas are abundant in the Philippines, cost of the technology has made the widespread utilization of this resource an indefinite proposition. Aside from capital economics, another problem arises with space requirements of current digester designs. These problems may be simultaneously addressed by fabricating digesters on a smaller, household scale to reach a wider market, and to use materials that may accommodate optimization of overall design and fabrication cost without sacrificing operational efficiency. This study involved actual fabrication of the Lahar/HDPE composite at varying composition and geometry, subsequent mechanical and thermal characterization, and implementation of Statistical Analysis to find intrinsic relationships between variables. From the results, Lahar/HDPE composite was found to be feasible for use as digester material from both mechanical and economic standpoints.
