Abstract: Telecenter is a place where communities can access computers, the Internet, and other digital technologies to enable them to gather information, create, learn, and communicate with others. However, previous studies found that sustainability issues related to economic, political and institutional, social and technology is one of the major problem faced by the telecenter. Based on that problem this research is planning to design a possible solution on rural telecenters sustainability with the support of business intelligence (BI). The empirical study will be conducted through qualitative and quantitative method including interviews and observations with a range of stakeholders including ministry officers, telecenters managers and operators. Result from the data collection will be analyzed using causal modeling approach of SEM SmartPLS for the validity. The expected finding from this research is the Business Intelligent Requirement Model as a guild for sustainability of the rural telecenters.
Abstract: We develop a three-step fuzzy logic-based algorithm for clustering categorical attributes, and we apply it to analyze cultural data. In the first step the algorithm employs an entropy-based clustering scheme, which initializes the cluster centers. In the second step we apply the fuzzy c-modes algorithm to obtain a fuzzy partition of the data set, and the third step introduces a novel cluster validity index, which decides the final number of clusters.
Abstract: In this paper we present the first Arabic sentence
dataset for on-line handwriting recognition written on tablet pc. The
dataset is natural, simple and clear. Texts are sampled from daily
newspapers. To collect naturally written handwriting, forms are
dictated to writers. The current version of our dataset includes 154
paragraphs written by 48 writers. It contains more than 3800 words
and more than 19,400 characters. Handwritten texts are mainly
written by researchers from different research centers. In order to use
this dataset in a recognition system word extraction is needed. In this
paper a new word extraction technique based on the Arabic
handwriting cursive nature is also presented. The technique is applied
to this dataset and good results are obtained. The results can be
considered as a bench mark for future research to be compared with.
Abstract: Early Intervention Program (EIP) is required to
improve the overall development of children with Trisomy 21 (Down
syndrome). In order to help trainer and parent in the implementation
of EIP, a support system has been developed. The support system is
able to screen data automatically, store and analyze data, generate
individual EIP (curriculum) with optimal training duration and to
generate training automatically. The system consists of hardware and
software where the software has been implemented using Java
language and Linux Fedora. The software has been tested to ensure the
functionality and reliability. The prototype has been also tested in
Down syndrome centers. Test result shows that the system is reliable
to be used for generation of an individual curriculum which includes
the training program to improve the motor, cognitive, and combination
abilities of Down syndrome children under 6 years.
Abstract: The ARMrayan Multimedia Mobile CMS (Content
Management System) is the first mobile CMS that gives the
opportunity to users for creating multimedia J2ME mobile
applications with their desired content, design and logo; simply,
without any need for writing even a line of code. The low-level
programming and compatibility problems of the J2ME, along with
UI designing difficulties, makes it hard for most people –even
programmers- to broadcast their content to the widespread mobile
phones used by nearly all people. This system provides user-friendly,
PC-based tools for creating a tree index of pages and inserting
multiple multimedia contents (e.g. sound, video and picture) in each
page for creating a J2ME mobile application. The output is a standalone
Java mobile application that has a user interface, shows texts
and pictures and plays music and videos regardless of the type of
devices used as long as the devices support the J2ME platform.
Bitmap fonts have also been used thus Middle Eastern languages can
be easily supported on all mobile phone devices. We omitted
programming concepts for users in order to simplify multimedia
content-oriented mobile applictaion designing for use in educational,
cultural or marketing centers. Ordinary operators can now create a
variety of multimedia mobile applications such as tutorials,
catalogues, books, and guides in minutes rather than months.
Simplicity and power has been the goal of this CMS. In this paper,
we present the software engineered-designed concepts of the
ARMrayan MCMS along with the implementation challenges faces
and solutions adapted.
Abstract: The changing economic climate has made global
manufacturing a growing reality over the last decade, forcing
companies from east and west and all over the world to
collaborate beyond geographic boundaries in the design,
manufacture and assemble of products. The ISO10303 and
ISO14649 Standards (STEP and STEP-NC) have been
developed to introduce interoperability into manufacturing
enterprises so as to meet the challenge of responding to
production on demand. This paper describes and illustrates a
STEP compliant CAD/CAPP/CAM System for the manufacture
of rotational parts on CNC turning centers. The information
models to support the proposed system together with the data
models defined in the ISO14649 standard used to create the NC
programs are also described. A structured view of a STEP
compliant CAD/CAPP/CAM system framework supporting the
next generation of intelligent CNC controllers for turn/mill
component manufacture is provided. Finally a proposed
computational environment for a STEP-NC compliant system
for turning operations (SCSTO) is described. SCSTO is the
experimental part of the research supported by the specification
of information models and constructed using a structured
methodology and object-oriented methods. SCSTO was
developed to generate a Part 21 file based on machining
features to support the interactive generation of process plans
utilizing feature extraction. A case study component has been
developed to prove the concept for using the milling and turning
parts of ISO14649 to provide a turn-mill CAD/CAPP/CAM
environment.
Abstract: Clustering is a very well known technique in data mining. One of the most widely used clustering techniques is the k-means algorithm. Solutions obtained from this technique are dependent on the initialization of cluster centers. In this article we propose a new algorithm to initialize the clusters. The proposed algorithm is based on finding a set of medians extracted from a dimension with maximum variance. The algorithm has been applied to different data sets and good results are obtained.
Abstract: As the data-driven economy is growing faster than
ever and the demand for energy is being spurred, we are facing
unprecedented challenges of improving energy efficiency in data
centers. Effectively maximizing energy efficiency or minimising the
cooling energy demand is becoming pervasive for data centers. This
paper investigates overall energy consumption and the energy
efficiency of cooling system for a data center in Finland as a case
study. The power, cooling and energy consumption characteristics
and operation condition of facilities are examined and analysed.
Potential energy and cooling saving opportunities are identified and
further suggestions for improving the performance of cooling system
are put forward. Results are presented as a comprehensive evaluation
of both the energy performance and good practices of energy
efficient cooling operations for the data center. Utilization of an
energy recovery concept for cooling system is proposed. The
conclusion we can draw is that even though the analysed data center
demonstrated relatively high energy efficiency, based on its power
usage effectiveness value, there is still a significant potential for
energy saving from its cooling systems.
Abstract: The Chiu-s method which generates a Takagi-Sugeno Fuzzy Inference System (FIS) is a method of fuzzy rules extraction. The rules output is a linear function of inputs. In addition, these rules are not explicit for the expert. In this paper, we develop a method which generates Mamdani FIS, where the rules output is fuzzy. The method proceeds in two steps: first, it uses the subtractive clustering principle to estimate both the number of clusters and the initial locations of a cluster centers. Each obtained cluster corresponds to a Mamdani fuzzy rule. Then, it optimizes the fuzzy model parameters by applying a genetic algorithm. This method is illustrated on a traffic network management application. We suggest also a Mamdani fuzzy rules generation method, where the expert wants to classify the output variables in some fuzzy predefined classes.
Abstract: This paper presents a mathematical model and a
methodology to analyze the losses in transmission expansion
planning (TEP) under uncertainty in demand. The methodology is
based on discrete particle swarm optimization (DPSO). DPSO is a
useful and powerful stochastic evolutionary algorithm to solve the
large-scale, discrete and nonlinear optimization problems like TEP.
The effectiveness of the proposed idea is tested on an actual
transmission network of the Azerbaijan regional electric company,
Iran. The simulation results show that considering the losses even for
transmission expansion planning of a network with low load growth
is caused that operational costs decreases considerably and the
network satisfies the requirement of delivering electric power more
reliable to load centers.
Abstract: In this paper, we propose an algorithm to compute
initial cluster centers for K-means clustering. Data in a cell is
partitioned using a cutting plane that divides cell in two smaller cells.
The plane is perpendicular to the data axis with the highest variance
and is designed to reduce the sum squared errors of the two cells as
much as possible, while at the same time keep the two cells far apart
as possible. Cells are partitioned one at a time until the number of
cells equals to the predefined number of clusters, K. The centers of
the K cells become the initial cluster centers for K-means. The
experimental results suggest that the proposed algorithm is effective,
converge to better clustering results than those of the random
initialization method. The research also indicated the proposed
algorithm would greatly improve the likelihood of every cluster
containing some data in it.
Abstract: Scheduling of diversified service requests in
distributed computing is a critical design issue. Cloud is a type of
parallel and distributed system consisting of a collection of
interconnected and virtual computers. It is not only the clusters and
grid but also it comprises of next generation data centers. The paper
proposes an initial heuristic algorithm to apply modified ant colony
optimization approach for the diversified service allocation and
scheduling mechanism in cloud paradigm. The proposed optimization
method is aimed to minimize the scheduling throughput to service all
the diversified requests according to the different resource allocator
available under cloud computing environment.
Abstract: Chest pain is one of the most prevalent complaints
among adults that cause the people to attend to medical centers. The
aim was to determine the prevalence and risk factors of chest pain
among over 30 years old people in Tehran. In this cross-sectional
study, 787 adults took part from Apr 2005 until Apr 2006. The
sampling method was random cluster sampling and there were 25
clusters. In each cluster, interviews were performed with 32 over 30
years old, people lived in those houses. In cases with chest pain, extra
questions asked. The prevalence of CP was 9% (71 cases). Of them
21 cases (6.5%) were in 41-60 year age ranges and the remainders
were over 61 year old. 19 cases (26.8%) mentioned CP in resting
state and all of the cases had exertion onset CP. The CP duration was
10 minutes or less in all of the cases and in most of them (84.5%), the
location of pain mentioned left anterior part of chest, left anterior part
of sternum and or left arm. There was positive history of myocardial
infarction in 12 cases (17%). There was significant relation between
CP and age, sex and between history of myocardial infarction and
marital state of study people. Our results are similar to other studies-
results in most parts, however it is necessary to perform
supplementary tests and follow up studies to differentiate between
cardiac and non-cardiac CP exactly.
Abstract: In this paper an algorithm is used to detect the color defects of ceramic tiles. First the image of a normal tile is clustered using GCMA; Genetic C-means Clustering Algorithm; those results in best cluster centers. C-means is a common clustering algorithm which optimizes an objective function, based on a measure between data points and the cluster centers in the data space. Here the objective function describes the mean square error. After finding the best centers, each pixel of the image is assigned to the cluster with closest cluster center. Then, the maximum errors of clusters are computed. For each cluster, max error is the maximum distance between its center and all the pixels which belong to it. After computing errors all the pixels of defected tile image are clustered based on the centers obtained from normal tile image in previous stage. Pixels which their distance from their cluster center is more than the maximum error of that cluster are considered as defected pixels.
Abstract: Natural disasters, including earthquake, kill many people around the world every year. Society rescue actions, which start after the earthquake and are called LAST in abbreviation, include locating, access, stabilization and transportation. In the present article, we have studied the process of local accessibility to the injured and transporting them to health care centers. With regard the heavy traffic load due to earthquake, the destruction of connecting roads and bridges and the heavy debris in alleys and street, which put the lives of the injured and the people buried under the debris in danger, accelerating the rescue actions and facilitating the accessibilities are of great importance, obviously. Tehran, the capital of Iran, is among the crowded cities in the world and is the center of extensive economic, political, cultural and social activities. Tehran has a population of about 9.5 millions and because of the immigration of people from the surrounding cities. Furthermore, considering the fact that Tehran is located on two important and large faults, a 6 Richter magnitude earthquake in this city could lead to the greatest catastrophe during the entire human history. The present study is a kind of review and a major part of the required information for it, has been obtained from libraries all of the rescue vehicles around the world, including rescue helicopters, ambulances, fire fighting vehicles and rescue boats, and their applied technology, and also the robots specifically designed for the rescue system and the advantages and disadvantages of them, have been investigated. The studies show that there is a significant relationship between the rescue team-s arrival time at the incident zone and the number of saved people; so that, if the duration of burial under debris 30 minutes, the probability of survival is %99.3, after a day is %81, after 2days is %19 and after 5days is %7.4. The exiting transport systems all have some defects. If these defects are removed, more people could be saved each hour and the preparedness against natural disasters is increased. In this study, transport system has been designed for the rescue team and the injured; which could carry the rescue team to the incident zone and the injured to the health care centers. In addition, this system is able to fly in the air and move on the earth as well; so that the destruction of roads and the heavy traffic load could not prevent the rescue team from arriving early at the incident zone. The system also has the equipment required firebird for debris removing, optimum transport of the injured and first aid.
Abstract: Recently studies in area of supply chain network
(SCN) have focused on the disruption issues in distribution systems.
Also this paper extends the previous literature by providing a new biobjective
model for cost minimization of designing a three echelon
SCN across normal and failure scenarios with considering multi
capacity option for manufacturers and distribution centers. Moreover,
in order to solve the problem by means of LINGO software, novel
model will be reformulated through a branch of LP-Metric method
called Min-Max approach.
Abstract: The behavior of Radial Basis Function (RBF) Networks greatly depends on how the center points of the basis functions are selected. In this work we investigate the use of instance reduction techniques, originally developed to reduce the storage requirements of instance based learners, for this purpose. Five Instance-Based Reduction Techniques were used to determine the set of center points, and RBF networks were trained using these sets of centers. The performance of the RBF networks is studied in terms of classification accuracy and training time. The results obtained were compared with two Radial Basis Function Networks: RBF networks that use all instances of the training set as center points (RBF-ALL) and Probabilistic Neural Networks (PNN). The former achieves high classification accuracies and the latter requires smaller training time. Results showed that RBF networks trained using sets of centers located by noise-filtering techniques (ALLKNN and ENN) rather than pure reduction techniques produce the best results in terms of classification accuracy. The results show that these networks require smaller training time than that of RBF-ALL and higher classification accuracy than that of PNN. Thus, using ALLKNN and ENN to select center points gives better combination of classification accuracy and training time. Our experiments also show that using the reduced sets to train the networks is beneficial especially in the presence of noise in the original training sets.
Abstract: The paper provides a literature review of the STEPNC
compliant research around the world. The first part of this paper
focuses on projects based on STEP compliance followed by research
and development in this area based on machining operations. Review
the literature relating to relevant STEP standards and application in
the area of turning centers. This research will review the various
research work, carried out from the evolution of STEP-NC of the
CNC manufacturing activities. The paper concludes with discussion
of the applications in this particular area.
Abstract: This study assessed the productivity and performance of the barangays in the Heritage City of Vigan in terms of the barangays- resource requirements, management of resources, produced goods and services, and outcomes of service delivery. The descriptive research design was used in the study employing the input-process-output-outcomes model. Findings of this study showed that the barangays were strong in terms of resource requirements which enabled them to produce goods and services. The barangays were also strong in terms of management of resources in development planning. They also showed great potential along fiscal administration, and had a moderately high capability in organization and management. However, the barangays appeared to be most wanting in the area of barangay legislation, but they were strong in community mobilization and they had strong linkages with POs, NGOs and educational institutions. In the delivery of social services, the barangays favored the maintenance of day care centers. However, the barangays seem to be weak in the delivery of economic services. They fared well along providing protective services such as in establishing a Barangay Disaster Coordinating Council and organizing a group of Barangay Tanod. In terms of environmental services, the barangays performed garbage collection and disposal; however, garbage still found their way in the streets in some barangays. The services delivered had effected an improved status of the barangays. However, the barangays are still facing some problems.
Abstract: Malaysia is aggressive in promoting the usage of ICT
to its mass population through the support by the government
policies and programs targeting the general population. However,
with the uneven distribution of the basic telecommunication
infrastructure between the urban and rural area, cost for being
“interconnected" that is considered high among the poorer rural
population and the lack of local contents that suit the rural population
needs or lifestyles, it is still a challenge for Malaysia to achieve its
Vision 2020 Agenda moving the nation towards an information
society by the year 2020. Among the existing programs that have
been carried out by the government to encourage the usage of ICT by
the rural population is “Kedaikom", a community telecenter with the
general aim is to engage the community to get exposed and to use the
ICT, encouraging the diffusion of the ICT technology to the rural
population. The research investigated by using a questionnaire
survey of how Kedaikom, as a community telecenter could play a
role in encouraging the rural or underserved community to use the
ICT. The result from the survey has proven that the community
telecenter could bridge the digital divide between the underserved
rural population and the well-accessed urban population in Malaysia.
More of the rural population, especially from the younger generation
and those with higher educational background are using the
community telecenter to be connected to the ICT.
