Abstract: Green Lean Total Quality Management (LTQM) Human Resource Management (HRM) System is a system comprises of HRM in Environmental Management System (EMS) practices which is integrated to TQM with Lean Manufacturing (LM) principles. HRM is essential especially in dealing with low motivation and less productive employees. The ultimate goal of this system is to focus on achieving total human resource development that is motivated and capable to optimize their creativity to be a part of Green and Lean TQM organization. A survey questionnaire was developed and distributed to 30 highly active automotive vendors in Malaysia and analyzed by Minitab v16 and SPSS v17. It was found out companies that are practicing Green LTQM HRM practices have generated more revenue and have RND capability. However, years of company establishment do not affect the openness of the company to adapt new initiatives that can help to improve the effectiveness of the operations. It was also found out the importance of training, communication and rewards for employees. The Green LTQM HRM practices framework model established in this study hopefully will give preliminary insight especially to companies that are still looking for system that can improve their productivity from managing human resource. This is preliminary study that combined 4 awards practices, ISO/TS16949, Toyota Production System SAEJ4000, MAJAICO Lean Production System and EMS focusing on highly active companies that have been involved in MAJAICO Program and Proton Vendor Development Program. Future study can be conducted to know the status at other industry as well as case study pertaining to this system.
Abstract: This paper examines two policy spaces–the ARC and TVA–and their spatialized politics. The research observes that the regional concept informs public policy and can contribute to the formation of stable policy initiatives. Using the subsystem framework to understand the political viability of policy regimes, the authors conclude policy geographies that appeal to traditional definitions of regions are more stable over time. In contrast, geographies that fail to reflect pre-existing representations of space are engaged in more competitive subsystem politics. The paper demonstrates that the spatial practices of policy regions and their directional politics influence the political viability of programs. The paper concludes that policy spaces should institutionalize pre-existing geographies–not manufacture new ones.
Abstract: Initial values of reference vectors have significant influence on recognition accuracy in LVQ. There are several existing techniques, such as SOM and k-means, for setting initial values of reference vectors, each of which has provided some positive results. However, those results are not sufficient for the improvement of recognition accuracy. This study proposes an ACO-used method for initializing reference vectors with an aim to achieve recognition accuracy higher than those obtained through conventional methods. Moreover, we will demonstrate the effectiveness of the proposed method by applying it to the wine data and English vowel data and comparing its results with those of conventional methods.
Abstract: Finite element method was applied to model damage
development in the femoral neck during a sideways fall. The femoral
failure was simulated using the maximum principal strain criterion.
The evolution of damage was consistent with previous studies. It was
initiated by compressive failure at the junction of the superior aspect
of the femoral neck and the greater trochanter. It was followed by
tensile failure that occurred at the inferior aspect of the femoral neck
before a complete transcervical fracture was observed. The estimated
failure line was less than 50° from the horizontal plane (Pauwels type
II).
Abstract: Electronic Government is one of the special concepts
which has been performed successfully within recent decades.
Electronic government is a digital, wall-free government with a
virtual organization for presenting of online governmental services
and further cooperation in different political/social activities. In order
to have a successful implementation of electronic government
strategy and benefiting from its complete potential and benefits and
generally for establishment and applying of electronic government, it
is necessary to have different infrastructures as the basics of
electronic government with lack of which it is impossible to benefit
from mentioned services. For this purpose, in this paper we have
managed to recognize relevant obstacles for establishment of
electronic government in Iran. All required data for recognition of
obstacles were collected from statistical society of involved
specialists of Ministry of Communications & Information
Technology of Iran and Information Technology Organization of
Tehran Municipality through questionnaire. Then by considering of
five-point Likert scope and μ =3 as the index of relevant factors of
proposed model, we could specify current obstacles against
electronic government in Iran along with some guidelines and
proposal in this regard. According to the results, mentioned obstacles
for applying of electronic government in Iran are as follows:
Technical & technological problems, Legal, judicial & safety
problems, Economic problems and Humanistic Problems.
Abstract: A hybrid feature based adaptive particle filter algorithm is presented for object tracking in real scenarios with static camera.
The hybrid feature is combined by two effective features: the Grayscale Arranging Pairs (GAP) feature and the color histogram feature. The GAP feature has high discriminative ability even under conditions of severe illumination variation and dynamic background
elements, while the color histogram feature has high reliability to identify the detected objects. The combination of two features covers the shortage of single feature. Furthermore, we adopt an updating
target model so that some external problems such as visual angles can be overcame well. An automatic initialization algorithm is introduced which provides precise initial positions of objects. The experimental
results show the good performance of the proposed method.
Abstract: In this paper we proposed a method for finding video
frames representing one sign in the finger alphabet. The method is
based on determining hands location, segmentation and the use of
standard video quality evaluation metrics. Metric calculation is
performed only in regions of interest. Sliding mechanism for finding
local extrema and adaptive threshold based on local averaging is used
for key frames selection. The success rate is evaluated by recall,
precision and F1 measure. The method effectiveness is compared
with metrics applied to all frames. Proposed method is fast, effective
and relatively easy to realize by simple input video preprocessing
and subsequent use of tools designed for video quality measuring.
Abstract: The literature reports a large number of approaches for
measuring the similarity between protein sequences. Most of these
approaches estimate this similarity using alignment-based techniques
that do not necessarily yield biologically plausible results, for two
reasons.
First, for the case of non-alignable (i.e., not yet definitively aligned
and biologically approved) sequences such as multi-domain, circular
permutation and tandem repeat protein sequences, alignment-based
approaches do not succeed in producing biologically plausible results.
This is due to the nature of the alignment, which is based on the
matching of subsequences in equivalent positions, while non-alignable
proteins often have similar and conserved domains in non-equivalent
positions.
Second, the alignment-based approaches lead to similarity measures
that depend heavily on the parameters set by the user for the alignment
(e.g., gap penalties and substitution matrices). For easily alignable
protein sequences, it's possible to supply a suitable combination of
input parameters that allows such an approach to yield biologically
plausible results. However, for difficult-to-align protein sequences,
supplying different combinations of input parameters yields different
results. Such variable results create ambiguities and complicate the
similarity measurement task.
To overcome these drawbacks, this paper describes a novel and
effective approach for measuring the similarity between protein
sequences, called SAF for Substitution and Alignment Free. Without
resorting either to the alignment of protein sequences or to substitution
relations between amino acids, SAF is able to efficiently detect the
significant subsequences that best represent the intrinsic properties of
protein sequences, those underlying the chronological dependencies of
structural features and biochemical activities of protein sequences.
Moreover, by using a new efficient subsequence matching scheme,
SAF more efficiently handles protein sequences that contain similar
structural features with significant meaning in chronologically
non-equivalent positions. To show the effectiveness of SAF, extensive
experiments were performed on protein datasets from different
databases, and the results were compared with those obtained by
several mainstream algorithms.

Abstract: Literature reveals that many investors rely on technical trading rules when making investment decisions. If stock markets are efficient, one cannot achieve superior results by using these trading rules. However, if market inefficiencies are present, profitable opportunities may arise. The aim of this study is to investigate the effectiveness of technical trading rules in 34 emerging stock markets. The performance of the rules is evaluated by utilizing White-s Reality Check and the Superior Predictive Ability test of Hansen, along with an adjustment for transaction costs. These tests are able to evaluate whether the best model performs better than a buy-and-hold benchmark. Further, they provide an answer to data snooping problems, which is essential to obtain unbiased outcomes. Based on our results we conclude that technical trading rules are not able to outperform a naïve buy-and-hold benchmark on a consistent basis. However, we do find significant trading rule profits in 4 of the 34 investigated markets. We also present evidence that technical analysis is more profitable in crisis situations. Nevertheless, this result is relatively weak.
Abstract: None of the processing models in the software
development has explained the software systems performance
evaluation and modeling; likewise, there exist uncertainty in the
information systems because of the natural essence of requirements,
and this may cause other challenges in the processing of software
development. By definition an extended version of UML (Fuzzy-
UML), the functional requirements of the software defined
uncertainly would be supported. In this study, the behavioral
description of uncertain information systems by the aid of fuzzy-state
diagram is crucial; moreover, the introduction of behavioral diagrams
role in F-UML is investigated in software performance modeling
process. To get the aim, a fuzzy sub-profile is used.
Abstract: The potential, opportunities and drawbacks of biogas
technology use in Turkey are evaluated in this paper. Turkey is
dependent on foreign sources of energy. Therefore, use of biogas
technology would provide a safe way of waste disposal and recovery
of renewable energy, particularly from a sustainable domestic source,
which is less unlikely to be influenced by international price or
political fluctuations. Use of biogas technology would especially
meet the cooking, heating and electricity demand in rural areas and
protect the environment, additionally creating new job opportunities
and improving social-economical conditions.
Abstract: Human identification at a distance has recently gained
growing interest from computer vision researchers. Gait recognition
aims essentially to address this problem by identifying people based
on the way they walk [1]. Gait recognition has 3 steps. The first step
is preprocessing, the second step is feature extraction and the third
one is classification. This paper focuses on the classification step that
is essential to increase the CCR (Correct Classification Rate).
Multilayer Perceptron (MLP) is used in this work. Neural Networks
imitate the human brain to perform intelligent tasks [3].They can
represent complicated relationships between input and output and
acquire knowledge about these relationships directly from the data
[2]. In this paper we apply MLP NN for 11 views in our database and
compare the CCR values for these views. Experiments are performed
with the NLPR databases, and the effectiveness of the proposed
method for gait recognition is demonstrated.
Abstract: 17α-ethynylestradiol (EE2) is a synthetic estrogen
used as a key ingredient in an oral contraceptives pill. EE2 is an
endocrine disrupting compound, high in estrogenic potency.
Although EE2 exhibits low degree of biodegradability with common
microorganisms in wastewater treatment plants (WWTPs), this
compound can be biotransformed by ammonia-oxidizing bacteria
(AOB) via a co-metabolism mechanism in WWTPs. This study
aimed to investigate the effect of real wastewater on
biotransformation of EE2 by AOB. A preliminary experiment on the
effect of nitrite and pH levels on abiotic transformation of EE2
suggested that the abiotic transformation occurred at only pH
Abstract: The temporal nature of negative selection is an under exploited area. In a negative selection system, newly generated antibodies go through a maturing phase, and the survivors of the phase then wait to be activated by the incoming antigens after certain number of matches. These without having enough matches will age and die, while these with enough matches (i.e., being activated) will become active detectors. A currently active detector may also age and die if it cannot find any match in a pre-defined (lengthy) period of time. Therefore, what matters in a negative selection system is the dynamics of the involved parties in the current time window, not the whole time duration, which may be up to eternity. This property has the potential to define the uniqueness of negative selection in comparison with the other approaches. On the other hand, a negative selection system is only trained with “normal" data samples. It has to learn and discover unknown “abnormal" data patterns on the fly by itself. Consequently, it is more appreciate to utilize negation selection as a system for pattern discovery and recognition rather than just pattern recognition. In this paper, we study the potential of using negative selection in discovering unknown temporal patterns.
Abstract: In the past few years there is a change in the view of high performance applications and parallel computing. Initially such applications were targeted towards dedicated parallel machines. Recently trend is changing towards building meta-applications composed of several modules that exploit heterogeneous platforms and employ hybrid forms of parallelism. The aim of this paper is to propose a model of virtual parallel computing. Virtual parallel computing system provides a flexible object oriented software framework that makes it easy for programmers to write various parallel applications.
Abstract: In this paper, two very different optimization
algorithms, Genetic and DIRECT algorithms, are used to history
match a bottomhole pressure response for a reservoir with wellbore
storage and skin with the best possible analytical model. No initial
guesses are available for reservoir parameters. The results show that
the matching process is much faster and more accurate for DIRECT
method in comparison with Genetic algorithm. It is furthermore
concluded that the DIRECT algorithm does not need any initial
guesses, whereas Genetic algorithm needs to be tuned according to
initial guesses.

Abstract: The purpose of this paper is to solve the problem of protecting aerial lines from high impedance faults (HIFs) in distribution systems. This investigation successfully applies 3I0 zero sequence current to solve HIF problems. The feature extraction system based on discrete wavelet transform (DWT) and the feature identification technique found on statistical confidence are then applied to discriminate effectively between the HIFs and the switch operations. Based on continuous wavelet transform (CWT) pattern recognition of HIFs is proposed, also. Staged fault testing results demonstrate that the proposed wavelet based algorithm is feasible performance well.
Abstract: In the past few decades, researchers have witnessed a
paradigm shift in Human Resource Management-from individual
performance to organizational outcomes with the role of Human
resource (HR) managers becoming increasingly significant to the
organization. In such a context, it is important to examine HR
practices from a strategic perspective on the sustained competitive
advantage (SCA) of the organizations. The present study explores
how Indian organisations look at their human resources strategically
when faced with competitive environment. Also, it explores strategic
initiatives being taken to manage human resources within the
organisations and how these initiatives promote SCA in terms of
enhancing the overall customer-centric delivery of goods and
services.
