Abstract: Public sector tendering has traditionally been conducted using manual paper-based processes which are known to be inefficient, less transparent and more prone to manipulations and errors. The advent of the Internet and the World Wide Web has led to the development of numerous e-Tendering systems that addressed some of the problems associated with the manual paper-based tendering system. However, most of these systems rarely support the evaluation of tenders and where they do it is mostly based on the single decision maker which is not suitable in public sector tendering, where for the sake of objectivity, transparency, and fairness, it is required that the evaluation is conducted through a tender evaluation committee. Currently, in Nigeria, the public tendering process in general and the evaluation of tenders, in particular, are largely conducted using manual paper-based processes. Automating these manual-based processes to digital-based processes can help in enhancing the proficiency of public sector tendering in Nigeria. This paper is part of a larger study to develop an electronic tendering system that supports the whole tendering lifecycle based on Nigerian procurement law. Specifically, this paper presents the design and implementation of part of the system that supports group evaluation of tenders based on a technique called fuzzy multi-attributes group decision making. The system was developed using Object-Oriented methodologies and Unified Modelling Language and hypothetically applied in the evaluation of technical and financial proposals submitted by bidders. The system was validated by professionals with extensive experiences in public sector procurement. The results of the validation showed that the system called NPS-eTender has an average rating of 74% with respect to correct and accurate modelling of the existing manual tendering domain and an average rating of 67.6% with respect to its potential to enhance the proficiency of public sector tendering in Nigeria. Thus, based on the results of the validation, the automation of the evaluation process to support tender evaluation committee is achievable and can lead to a more proficient public sector tendering system.
Abstract: The capacity of conventional cellular networks has
reached its upper bound and it can be well handled by introducing
femtocells with low-cost and easy-to-deploy. Spectrum interference
issue becomes more critical in peace with the value-added multimedia
services growing up increasingly in two-tier cellular networks.
Spectrum allocation is one of effective methods in interference
mitigation technology. This paper proposes a game-theory-based on
OFDMA downlink spectrum allocation aiming at reducing co-channel
interference in two-tier femtocell networks. The framework is
formulated as a non-cooperative game, wherein the femto base
stations are players and frequency channels available are strategies.
The scheme takes full account of competitive behavior and
fairness among stations. In addition, the utility function reflects
the interference from the standpoint of channels essentially. This
work focuses on co-channel interference and puts forward a negative
logarithm interference function on distance weight ratio aiming
at suppressing co-channel interference in the same layer network.
This scenario is more suitable for actual network deployment and
the system possesses high robustness. According to the proposed
mechanism, interference exists only when players employ the same
channel for data communication. This paper focuses on implementing
spectrum allocation in a distributed fashion. Numerical results show
that signal to interference and noise ratio can be obviously improved
through the spectrum allocation scheme and the users quality of
service in downlink can be satisfied. Besides, the average spectrum
efficiency in cellular network can be significantly promoted as
simulations results shown.
Abstract: Penalty shootouts often decide the outcome of
important soccer matches. Although usually referred to as ”lotteries”,
there is evidence that some national teams and clubs consistently
perform better than others. The outcomes are therefore not explained
just by mere luck, and therefore there are ways to improve the average
performance of players, naturally at the expense of some sort of
effort. In this article we study the payoff of player performance
improvements in terms of the performance of the team as a whole.
To do so we develop an analytical model with static individual
performances, as well as Monte Carlo models that take into account
the known influence of partial score and round number on individual
performances. We find that within a range of usual values, the team
performance improves above 70% faster than individual performances
do. Using these models, we also estimate that the new ABBA penalty
shootout ordering under test reduces almost all the known bias in
favor of the first-shooting team under the current ABAB system.
Abstract: The intelligent management and optimisation of radio resource technologies will lead to a considerable improvement in the overall performance in Next Generation Networks (NGNs). Carrier Aggregation (CA) technology, also known as Spectrum Aggregation, enables more efficient use of the available spectrum by combining multiple Component Carriers (CCs) in a virtual wideband channel. LTE-A (Long Term Evolution–Advanced) CA technology can combine multiple adjacent or separate CCs in the same band or in different bands. In this way, increased data rates and dynamic load balancing can be achieved, resulting in a more reliable and efficient operation of mobile networks and the enabling of high bandwidth mobile services. In this paper, several distinct CA deployment strategies for the utilisation of spectrum bands are compared in indoor-outdoor scenarios, simulated via the recently-developed Realistic Indoor Environment Generator (RIEG). We analyse the performance of the User Equipment (UE) by integrating the average throughput, the level of fairness of radio resource allocation, and other parameters, into one summative assessment termed a Comparative Factor (CF). In addition, comparison of non-CA and CA indoor mobile networks is carried out under different load conditions: varying numbers and positions of UEs. The experimental results demonstrate that the CA technology can improve network performance, especially in the case of indoor scenarios. Additionally, we show that an increase of carrier frequency does not necessarily lead to improved CF values, due to high wall-penetration losses. The performance of users under bad-channel conditions, often located in the periphery of the cells, can be improved by intelligent CA location. Furthermore, a combination of such a deployment and effective radio resource allocation management with respect to user-fairness plays a crucial role in improving the performance of LTE-A networks.
Abstract: The world has witnessed the collapse of many corporate giants as a result of unethical behavior in recent decades. This has induced a series of questions by the global community on why such occurrences could happen, even with corporate governance in place. This paper attempts to propose a philosophical approach from an Islamic perspective to be consolidated with current corporate governance in order to confront contemporary dilemmas. In this paper, ethical theories are presented as a discussion followed by their applications to modern cases of financial collapses. Virtue ethics by Aristotle, justice and fairness by John Rawls, deontology by Immanuel Kant, and utilitarianism by John Stuart Mill, are the four theories which can then be contrasted with the paradigm of Muslim scholars. Despite the differences between the fundamental principles of Islamic and Western worldviews, their ethical theories are aimed at making right decisions and solving ethical dilemmas based on what is good for society. Therefore, Islamic principles should be synthesized with Western philosophy to form a more coherent framework. The integration of Islamic and western ethical theories into business is important for sound corporate governance.
Abstract: Alternative Dispute Resolution denotes all forms of dispute resolution other than litigation or adjudication through the courts. This definition of Alternative Dispute Resolution, however, makes no mention of a vital consideration. ADR is the generally accepted acronym for alternative dispute resolution. Despite the choice not to proceed before a court or statutory tribunal, ADR will still be regulated by law and by the Constitution. Fairness is one of the core values of the South African constitutional order. Environmental disputes occur frequently, but due to delays and costs, ADR is a mechanism to resolve this kind of disputes which is a resolution of non-judicial mechanism. ADR can be used as a mechanism in environmental disputes that are less expensive and also more expeditious than formal litigation. ADR covers a broad range of mechanisms and processes designed to assist parties in resolving disputes creatively and effectively. In so far as this may involve the selection or design of mechanisms and processes other than formal litigation, these mechanisms and processes are not intended to supplant court adjudication, but rather to supplement it. A variety of ADR methods have been developed to deal with numerous problems encountered during environmental disputes. The research questions are: How can ADR facilitate environmental disputes in South Africa? Are they appropriate? And what improvements should be made?
Abstract: The purpose of this study is to analyze the relationship between transaction fairness, social capital, supply chain integration and sustainability. Based on the previous studies, measurement items were determined by using SPSS 22 and exploratory factor analysis was performed, and again, using AMOS 21 for confirmatory factor analysis and path analysis was performed by using study items that satisfy reliability, validity, and appropriateness of measurement model. It has shown that transaction fairness has a (+) significant effect on social capital, social capital on supply chain integration, supply chain integration on economic sustainability and social sustainability, and has a (+), but not significant effect on environmental sustainability. It has shown that supply chain integration has been proven to play a role as a parameter between social capital and economic and social sustainability, but not as a parameter between environmental sustainability. Through this study, it is suggested that clearly examining the relationship between fairness of trade, social capital, supply chain integration and sustainability, maintaining fairness of the transaction make formation of social capital, and further integration of supply chain, and achieve sustainability of entire supply chain.
Abstract: Ultimatum game is an experimental paradigm to study human decision making. There are two players, a proposer and a responder, to split a fixed amount of money. According to the traditional economic theory on ultimatum game, proposer should propose the selfish offers to responder as much as possible to maximize proposer’s own outcomes. However, most evidences had showed that people chose more fair offers, hence two hypotheses – fairness favoring and strategic concern were proposed. In current study, we induced the motivation in participants to be either selfish or altruistic, and manipulated the task variables, the stake sizes (NT$100, 1000, 10000) and the share sizes (the 40%, 30%, 20%, 10% of the sum as selfish offers, and the 60%, 70%, 80%, 90% of the sum as altruistic offers), to examine the two hypotheses. The results showed that most proposers chose more fair offers with longer reaction times (RTs) no matter in choosing between the fair and selfish offers, or between the fair and altruistic offers. However, the proposers received explicit self-interest instruction chose more selfish offers accompanied with longer RTs in choosing between the fair and selfish offers. Therefore, the results supported the strategic concern hypothesis that previous proposers choosing the fair offers might be resulted from the fear of rejection by responders. Proposers would become more self-interest if the fear of being rejected is eliminated.
Abstract: Music education aims to bring up individuals most appropriately and to advanced levels as a balanced whole physically, cognitively, affectively, and kinesthetically while making a major contribution to the physical and spiritual development of the individual. The most crucial aim of music education, an influential education medium per se, is to make music be loved; yet, among its educational aims are concepts such as affinity, friendship, goodness, philanthropy, responsibility, and respect all extremely crucial bringing up individuals as a balanced whole. One of the most essential assets of the music education is the training of making music together, solidifying musical knowledge and enabling the acquisition of cooperation. This habit requires internalization of values like responsibility, patience, cooperativeness, respect, self-control, friendship, and fairness. If musicians lack these values, the ensemble will become after some certain time a cacophony. In this qualitative research, the attitudes of music teacher candidates in orchestra/chamber music classes will be examined in terms of values.
Abstract: According to the nature of the university, as a free and responsible academic community, USR is based on a different foundation —academic responsibility, so the Pyramid and the IC Model of CSR could not fully explain the most distinguished feature of USR. This paper sought to put forward a new model— Ferris Wheel Model, to illustrate the nature of USR and the process of achievement. The Ferris Wheel Model of USR shows the university creates a balanced, fairness and neutrality systemic structure to afford social responsibilities; that makes the organization could obtain a synergistic effect to achieve more extensive interests of stakeholders and wider social responsibilities.
Abstract: This study aims to identify the understanding expectations of school administrators concerning school assessment. The researcher utilized a qualitative descriptive study on 19 administrators from three secondary schools in the North Kinta district. The respondents had been interviewed on their understanding expectations of school assessment using the focus group discussion method. Overall findings showed that the administrators’ understanding expectations of school assessment was weak; especially in terms of content focus, articulation across age and grade, transparency and fairness, as well as the pedagogical implications. Findings from interviews indicated that administrators explained their understanding expectations of school assessment from the aspect of school management, and not from the aspect of instructional leadership or specifically as assessment leaders. The study implications from the administrators’ understanding expectations may hint at the difficulty of the administrators to function as assessment leaders, in order to reduce their focus as manager, and move towards their primary role in the process of teaching and learning. The administrator, as assessment leaders, would be able to reach assessment goals via collaboration in identifying and listing teacher assessment competencies, how to construct assessment capacity, how to interpret assessment correctly, the use of assessment and how to use assessment information to communicate confidently and effectively to the public.
Abstract: Mauritius, a developing small-island-state, is facing a recession which is having a considerable economic impact particularly on its construction sector. Further, the presence of foreign entities, both as companies and workers, within this sector is creating a very competitive environment for local firms. This study investigates the key drivers that allow foreign firms to participate in this sector, in particular looking at the international and local tender processes, and the capacity of local industry to participate. This study also looks at how the current set up may hinder the latter’s involvement. The methodology used included qualitative semi-structured interviews conducted with established foreign companies, local companies, and public bodies. Study findings indicate: there is an adequate availability of professional skills and expertise within the Mauritian construction industry but a lack of skilled labour especially at the operative level; projects awarded to foreign firms are either due to their uniqueness and hence lack of local knowledge, or due to foreign firms having lower tender bids; tendering systems and processes are weak, including monitoring and enforcement, which encourages corruption and favouritism; a high lev el of ignorance of this sector’s characteristics and opportunities exists amongst the local population; local entities are very profit oriented and have short term strategies that discourage long term investment in workforce training and development; but most importantly, stakeholders do not grasp the importance of encouraging youngsters to join this sector, they have no long term vision, and there is a lack of mutual involvement and collaboration between them. Although local industry is highly competent, qualified and experienced, the tendering and procurement systems in Mauritius are not conducive enough to allow for effective strategic planning and an equitable allocation of projects during an economic downturn so that the broadest spread of stakeholders’ benefit. It is of utmost importance that all sector and government entities collaborate to formulate strategies and reforms on tender processes and capacity building to ensure fairness and continuous growth of this sector in Mauritius.
Abstract: This paper develops a multiple channel assignment
model, which allows to take advantage of spectrum opportunities in
cognitive radio networks in the most efficient way. The developed
scheme allows making several assignments of available and
frequency adjacent channel, which require a bigger bandwidth, under
an equality environment. The hybrid assignment model it is made by
two algorithms, one that makes the ranking and selects available
frequency channels and the other one in charge of establishing the
Max-Min Fairness for not restrict the spectrum opportunities for all
the other secondary users, who also claim to make transmissions.
Measurements made were done for average bandwidth, average
delay, as well as fairness computation for several channel
assignments. Reached results were evaluated with experimental
spectrum occupational data from captured GSM frequency band. The
developed model shows evidence of improvement in spectrum
opportunity use and a wider average transmission bandwidth for each
secondary user, maintaining equality criteria in channel assignment.
Abstract: Adopting Most Advantageous Tender (MAT) for the
government procurement projects has become popular in Taiwan. As
time pass by, the problems of MAT has appeared gradually. People
condemn two points that are the result might be manipulated by a
single committee member’s partiality and how to make a fair decision
when the winner has two or more. Arrow’s Impossibility Theorem
proposed that the best scoring method should meet the four reasonable
criteria. According to these four criteria this paper constructed an
“Illegitimate Scores Checking Scheme” for a scoring method and used
the scheme to find out the illegitimate of the current evaluation method
of MAT. This paper also proposed a new scoring method that is called
the “Standardizing Overall Evaluated Score Method”. This method
makes each committee member’s influence tend to be identical. Thus,
the committee members can scoring freely according to their partiality
without losing the fairness. Finally, it was examined by a large-scale
simulation, and the experiment revealed that the it improved the
problem of dictatorship and perfectly avoided the situation of cyclical
majorities, simultaneously. This result verified that the Standardizing
Overall Evaluated Score Method is better than any current evaluation
method of MAT.
Abstract: This study aimed to identify the alignment of
understanding and assessment practices among secondary school
teachers. The study was carried out using quantitative descriptive
study. The sample consisted of 164 teachers who taught Form 1 and 2
from 11 secondary schools in the district of North Kinta, Perak,
Malaysia. Data were obtained from 164 respondents who answered
Expectation Alignment Understanding and Practices of School
Assessment (PEKDAPS) questionnaire. The data were analysed
using SPSS 17.0+. The Cronbach’s alpha value obtained through
PEKDAPS questionnaire pilot study was 0.86. The results showed
that teachers' performance in PEKDAPS based on the mean value
was less than 3, which means that perfect alignment does not occur
between the understanding and practices of school assessment. Two
major PEKDAPS sub-constructs of articulation across grade and age
and usability of the system were higher than the moderate alignment
of the understanding and practices of school assessment (Min=2.0).
The content focused of PEKDAPs sub-constructs which showed
lower than the moderate alignment of the understanding and practices
of school assessment (Min=2.0). Another two PEKDAPS subconstructs
of transparency and fairness and the pedagogical
implications showed moderate alignment (2.0). The implications of
the study is that teachers need to fully understand the importance of
alignment among components of assessment, learning and teaching
and learning objectives as strategies to achieve quality assessment
process.
Abstract: Every machine plays roles of client and server
simultaneously in a peer-to-peer (P2P) network. Though a P2P
network has many advantages over traditional client-server models
regarding efficiency and fault-tolerance, it also faces additional
security threats. Users/IT administrators should be aware of risks
from malicious code propagation, downloaded content legality, and
P2P software’s vulnerabilities. Security and preventative measures
are a must to protect networks from potential sensitive information
leakage and security breaches. Bit Torrent is a popular and scalable
P2P file distribution mechanism which successfully distributes large
files quickly and efficiently without problems for origin server. Bit
Torrent achieved excellent upload utilization according to
measurement studies, but it also raised many questions as regards
utilization in settings, than those measuring, fairness, and Bit
Torrent’s mechanisms choice. This work proposed a block selection
technique using Fuzzy ACO with optimal rules selected using ACO.
Abstract: The idea of the asynchronous transmission in
wavelength division multiplexing (WDM) ring MANs is studied in
this paper. Especially, we present an efficient access technique to
coordinate the collisions-free transmission of the variable sizes of IP
traffic in WDM ring core networks. Each node is equipped with a
tunable transmitter and a tunable receiver. In this way, all the
wavelengths are exploited for both transmission and reception. In
order to evaluate the performance measures of average throughput,
queuing delay and packet dropping probability at the buffers, a
simulation model that assumes symmetric access rights among the
nodes is developed based on Poisson statistics. Extensive numerical
results show that the proposed protocol achieves apart from high
bandwidth exploitation for a wide range of offered load, fairness of
queuing delay and dropping events among the different packets size
categories.
Abstract: In this paper, student admission process is studied to
optimize the assignment of vacant seats with three main objectives.
Utilizing all vacant seats, satisfying all programs of study admission
requirements and maintaining fairness among all candidates are the
three main objectives of the optimization model. Seat Assignment
Method (SAM) is used to build the model and solve the optimization
problem with help of Northwest Coroner Method and Least Cost
Method. A closed formula is derived for applying the priority of
assigning seat to candidate based on SAM.
Abstract: Scheduling is the process of dynamically allocating physical resources to User Equipment (UE) based on scheduling algorithms implemented at the LTE base station. Various algorithms have been proposed by network researchers as the implementation of scheduling algorithm which represents an open issue in Long Term Evolution (LTE) standard. This paper makes an attempt to study and compare the performance of PF, MLWDF and EXP/PF scheduling algorithms. The evaluation is considered for a single cell with interference scenario for different flows such as Best effort, Video and VoIP in a pedestrian and vehicular environment using the LTE-Sim network simulator. The comparative study is conducted in terms of system throughput, fairness index, delay, packet loss ratio (PLR) and total cell spectral efficiency.
Abstract: Various fairness models and criteria proposed by academia and industries for wired networks can be applied for ad hoc wireless network. The end-to-end fairness in an ad hoc wireless network is a challenging task compared to wired networks, which has not been addressed effectively. Most of the traffic in an ad hoc network are transport layer flows and thus the fairness of transport layer flows has attracted the interest of the researchers. The factors such as MAC protocol, routing protocol, the length of a route, buffer size, active queue management algorithm and the congestion control algorithms affects the fairness of transport layer flows. In this paper, we have considered the rate of data transmission, the queue management and packet scheduling technique. The ad hoc network is dynamic in nature due to various parameters such as transmission of control packets, multihop nature of forwarding packets, changes in source and destination nodes, changes in the routing path influences determining throughput and fairness among the concurrent flows. In addition, the effect of interaction between the protocol in the data link and transport layers has also plays a role in determining the rate of the data transmission. We maintain queue for each flow and the delay information of each flow is maintained accordingly. The pre-processing of flow is done up to the network layer only. The source and destination address information is used for separating the flow and the transport layer information is not used. This minimizes the delay in the network. Each flow is attached to a timer and is updated dynamically. Finite State Machine (FSM) is proposed for queue and transmission control mechanism. The performance of the proposed approach is evaluated in ns-2 simulation environment. The throughput and fairness based on mobility for different flows used as performance metrics. We have compared the performance of the proposed approach with ATP and the transport layer information is used. This minimizes the delay in the network. Each flow is attached to a timer and is updated dynamically. Finite State Machine (FSM) is proposed for queue and transmission control mechanism. The performance of the proposed approach is evaluated in ns-2 simulation environment. The throughput and fairness based on not mobility for different flows used as performance metrics. We have compared the performance of the proposed approach with ATP and MC-MLAS and the performance of the proposed approach is encouraging.
