Abstract: Link adaptation is an important strategy for achieving robust wireless multimedia communications based on quality of service (QoS) demand. Scheme switching in multiple-input multiple-output (MIMO) systems is an aspect of link adaptation, and it involves selecting among different MIMO transmission schemes or modes so as to adapt to the varying radio channel conditions for the purpose of achieving QoS delivery. However, finding the most appropriate switching method in MIMO links is still a challenge as existing methods are either computationally complex or not always accurate. This paper presents an intelligent switching method for the MIMO system consisting of two schemes - transmit diversity (TD) and spatial multiplexing (SM) - using fuzzy logic technique. In this method, two channel quality indicators (CQI) namely average received signal-to-noise ratio (RSNR) and received signal strength indicator (RSSI) are measured and are passed as inputs to the fuzzy logic system which then gives a decision – an inference. The switching decision of the fuzzy logic system is fed back to the transmitter to switch between the TD and SM schemes. Simulation results show that the proposed fuzzy logic – based switching technique outperforms conventional static switching technique in terms of bit error rate and spectral efficiency.
Abstract: Background: Traditional chronic disease management did not pay attention to effects of geographic factors on the compliance of treatment regime, which resulted in geographic inequality in outcomes of chronic disease management. This study aims to examine the geographic distribution and clustering of quality indicators of diabetes care. Method: We first extracted address, demographic information and quality of care indicators (number of visits, complications, prescription and laboratory records) of patients with diabetes for 2014 from medical information system in a medical center in Tainan City, Taiwan, and the patients’ addresses were transformed into district- and village-level data. We then compared the differences of geographic distribution and clustering of quality of care indicators between districts and villages. Despite the descriptive results, rate ratios and 95% confidence intervals (CI) were estimated for indices of care in order to compare the quality of diabetes care among different areas. Results: A total of 23,588 patients with diabetes were extracted from the hospital data system; whereas 12,716 patients’ information and medical records were included to the following analysis. More than half of the subjects in this study were male and between 60-79 years old. Furthermore, the quality of diabetes care did indeed vary by geographical levels. Thru the smaller level, we could point out clustered areas more specifically. Fuguo Village (of Yongkang District) and Zhiyi Village (of Sinhua District) were found to be “hotspots” for nephropathy and cerebrovascular disease; while Wangliau Village and Erwang Village (of Yongkang District) would be “coldspots” for lowest proportion of ≥80% compliance to blood lipids examination. On the other hand, Yuping Village (in Anping District) was the area with the lowest proportion of ≥80% compliance to all laboratory examination. Conclusion: In spite of examining the geographic distribution, calculating rate ratios and their 95% CI could also be a useful and consistent method to test the association. This information is useful for health planners, diabetes case managers and other affiliate practitioners to organize care resources to the areas most needed.
Abstract: Control of honey frauds is needed in Ecuador to
protect bee keepers and consumers because simple syrups and new
syrups with eucalyptus are sold as genuine honeys. Authenticity of
Ecuadorian commercial honeys was tested with a vortex emulsion
consisting on one volume of honey:water (1:1) dilution, and two
volumes of diethyl ether. This method allows a separation of phases
in one minute to discriminate genuine honeys that form three phase
and fake honeys that form two phases; 34 of the 42 honeys analyzed
from five provinces of Ecuador were genuine. This was confirmed
with 1H NMR spectra of honey dilutions in deuterated water with an
enhanced amino acid region with signals for proline, phenylalanine
and tyrosine. Classic quality indicators were also tested with this
method (sugars, HMF), indicators of fermentation (ethanol, acetic
acid), and residues of citric acid used in the syrup manufacture. One
of the honeys gave a false positive for genuine, being an admixture of
genuine honey with added syrup, evident for the high sucrose.
Sensory analysis was the final confirmation to recognize the honey
groups studied here, namely honey produced in combs by Apis
mellifera, fake honey, and honey produced in cerumen pots by
Geotrigona, Melipona, and Scaptotrigona. Chloroform extractions of
honey were also done to search lipophilic additives in NMR spectra.
This is a valuable contribution to protect honey consumers, and to
develop the beekeeping industry in Ecuador.
Abstract: Since the late 1970s, quality management has become an important tool for achieving a high quality of public e-administration services in many countries. Very important part of quality management in e-administration is measurement of quality indicators related to this sector. Therefore, this paper gives a description of e-administration, including statistics about it and other examples from many countries worldwide, as well as the explanation of quality management in public e-administration. The paper also gives a list and description of quality indicators relevant to e-administration, as part of quality management within the e-administration. Through a literature review and best practices, the paper aims to analyze quality indicators measurement and other parts of good quality management when it comes to the public e-administration and consequently to show the usefulness of quality management in public e-administration in order to provide services of high quality.
Abstract: Measurement and the following evaluation of
performance represent important part of management. The paper
focuses on indicators as the basic elements of performance
measurement system. It emphasizes a necessity of searching
requirements for quality indicators so that they can become part of
the useful system. It introduces standpoints for a systematic dividing
of indicators so that they have as high as possible informative value
of background sources for searching, analysis, designing and using of
indicators. It draws attention to requirements for indicators' quality
and at the same it deals with some dangers decreasing indicator's
informative value. It submits a draft of questions that should be
answered at the construction of indicator. It is obvious that particular
indicators need to be defined exactly to stimulate the desired
behavior in order to attain expected results. In the enclosure a
concrete example of the defined indicator in the concrete conditions
of a small firm is given. The authors of the paper pay attention to the
fact that a quality indicator makes it possible to get to the basic
causes of the problem and include the established facts into the
company information system. At the same time they emphasize that
developing of a quality indicator is a prerequisite for the utilization
of the system of measurement in management.
Abstract: The world economic crises and budget constraints
have caused authorities, especially those in developing countries, to
rationalize water quality monitoring activities. Rationalization
consists of reducing the number of monitoring sites, the number of
samples, and/or the number of water quality variables measured. The
reduction in water quality variables is usually based on correlation. If
two variables exhibit high correlation, it is an indication that some of
the information produced may be redundant. Consequently, one
variable can be discontinued, and the other continues to be measured.
Later, the ordinary least squares (OLS) regression technique is
employed to reconstitute information about discontinued variable by
using the continuously measured one as an explanatory variable. In
this paper, two record extension techniques are employed to
reconstitute information about discontinued water quality variables,
the OLS and the Line of Organic Correlation (LOC). An empirical
experiment is conducted using water quality records from the Nile
Delta water quality monitoring network in Egypt. The record
extension techniques are compared for their ability to predict
different statistical parameters of the discontinued variables. Results
show that the OLS is better at estimating individual water quality
records. However, results indicate an underestimation of the variance
in the extended records. The LOC technique is superior in preserving
characteristics of the entire distribution and avoids underestimation
of the variance. It is concluded from this study that the OLS can be
used for the substitution of missing values, while LOC is preferable
for inferring statements about the probability distribution.
