Abstract: A lot of children under the age of five spend their daytime hours away from their home, in a kindergarten. Caring for children is a serious subject, and their safety in case of earthquake is the first priority. Being aware of earthquakes helps to prioritize the needs and take the appropriate actions to limit the effects. Earthquakes occurring anywhere at any time require emergency planning. Earthquake planning is a cooperative effort and childcare providers have unique roles and responsibilities. Greece has high seismicity and Ionian Islands Region has the highest seismic activity of the country. Earthquake Planning and Protection Organization (EPPO) is a national organization in Greece. The mission of EPPO is the seismic risk reduction by designing an earthquake management program of mitigation and preparedness. Among other actions EPPO has analyzed the needs and requirements of kindergartens on earthquake protection issues and has designed specific activities to familiarize the day care centers staff being prepared for earthquakes. This research presents the results of a survey that detects the level of earthquake preparedness of kindergartens in all over the country and Ionian Islands too. A closed-form questionnaire of 20 main questions was developed for the survey in order to detect the aspects of participants concerning the earthquake preparedness actions at individual, family and day care environment level. 2668 questionnaires were gathered from March 2014 to May 2019, and analyzed by EPPO’s Department of Education. Moreover, this paper presents the EPPO’s educational activities targeted to the Ionian Islands Region that implemented in the framework of “Telemachus” Project. To provide safe environment for children to learn, and staff to work is the foremost goal of any State, community and kindergarten. This project is funded under the Priority Axis “Environmental Protection and Sustainable Development” of Operational Plan “Ionian Islands 2014-2020”. It is increasingly accepted that emergency preparedness should be thought of as an ongoing process rather than a one-time activity. Creating an earthquake safe daycare environment that facilitates learning is a challenging task. Training, drills, and update of emergency plan should take place throughout the year at kindergartens to identify any gaps and to ensure the emergency procedures. EPPO will continue to work closely with regional and local authorities to actively address the needs of children and kindergartens before, during and after earthquakes.
Abstract: Breadth-First Search (BFS) is a core graph algorithm that is widely used for graph analysis. As it is frequently used in many graph applications, improving the BFS performance is essential. In this paper, we present a graph ordering method that could reorder the graph nodes to achieve better data locality, thus, improving the BFS performance. Our method is based on an observation that the sibling relationships will dominate the cache access pattern during the BFS traversal. Therefore, we propose a frequency-based model to construct the graph order. First, we optimize the graph order according to the nodes’ visit frequency. Nodes with high visit frequency will be processed in priority. Second, we try to maximize the child nodes’ overlap layer by layer. As it is proved to be NP-hard, we propose a heuristic method that could greatly reduce the preprocessing overheads. We conduct extensive experiments on 16 real-world datasets. The result shows that our method could achieve comparable performance with the state-of-the-art methods while the graph ordering overheads are only about 1/15.
Abstract: Building information modelling (BIM) is a new technology to enhance the efficiency of project management in the construction industry. In addition to the potential benefits of this useful technology, there are various risks and obstacles to applying it in construction projects. In this study, a decision making approach is presented for risk assessment in BIM adoption in construction projects. Various risk factors of exerting BIM during different phases of the project lifecycle are identified with the help of Delphi method, experts’ opinions and related literature. Afterward, Shannon’s entropy and Fuzzy TOPSIS (Technique for Order Preference by Similarity to Ideal Situation) are applied to derive priorities of the identified risk factors. Results indicated that lack of knowledge between professional engineers about workflows in BIM and conflict of opinions between different stakeholders are the risk factors with the highest priority.
Abstract: Building resilience, sustainable buildings, urbanization, climate change, resilient cities, are just a few examples of where the focus of research has been in the last few years. It is obvious that there is a need to rethink how we are building our cities and how we are renovating our existing buildings. However, the question remaining is how can we assure that we are building sustainable yet resilient cities? There are many aspects one can touch upon when discussing resilience in cities, but after the event of Grenfell in June 2017, it has become clear that fire resilience must be a priority. We define resilience as a holistic approach including communities, society and systems, focusing not only on resisting the effects of a disaster, but also how it will cope and recover from it. Cities are an example of such a system, where components such as buildings have an important role to play. A building on fire will have an impact on the community, the economy, the environment, and so the entire system. Therefore, we believe that fire and resilience go hand in hand when we discuss building resilient cities. This article aims at discussing the current state of the concept of fire resilience and suggests actions to support the built of more fire resilient buildings. Using the case of Grenfell and the fire safety regulations in the UK, we will briefly compare the fire regulations in other European countries, more precisely France, Germany and Denmark, to underline the difference and make some suggestions to increase fire resilience via regulation. For this research, we will also include other types of resilience such as technological resilience, discussing the structure of buildings itself, as well as community resilience, considering the role of communities in building resilience. Our findings demonstrate that to increase fire resilience, amending existing regulations might be necessary, for example, how we performed reaction to fire tests and how we classify building products. However, as we are looking at national regulations, we are only able to make general suggestions for improvement. Another finding of this research is that the capacity of the community to recover and adapt after a fire is also an essential factor. Fundamentally, fire resilience, technological resilience and community resilience are closely connected. Building resilient cities is not only about sustainable buildings or energy efficiency; it is about assuring that all the aspects of resilience are included when building or renovating buildings. We must ask ourselves questions as: Who are the users of this building? Where is the building located? What are the components of the building, how was it designed and which construction products have been used? If we want to have resilient cities, we must answer these basic questions and assure that basic factors such as fire resilience are included in our assessment.
Abstract: In the wake of recent disasters happening around the world such as earthquake in Italy (January, 2017); hurricanes in the United States (US) (September 2016 and September 2017); and compounding disasters in Haiti (September 2010 and September 2016); to our best knowledge, never has the world seen the need to work on preemptive rather than reactionary measures to salvage this situation than now. Tornadoes are natural hazards that mostly affect mid-western and central states in the US. Tornadoes, like all natural hazards such as hurricanes, earthquakes, floods and others, are very destructive and result in massive destruction to homes, cause billions of dollars in damage and claims many lives. Healthcare facilities in general are vulnerable to disasters, and therefore, the safety of patients, health workers and those who come in to seek shelter should be a priority. The focus of this study is to assess disaster management measures instituted by healthcare facilities. Thus, the sole aim of the study is to examine the vulnerabilities and the design of safe spaces in healthcare facilities in Central US. Objectives that guide the study are to primarily identify the impacts of tornadoes in hospitals and to assess the structural design or specifications of safe spaces. St. John’s Regional Medical Center, now Mercy Hospital in Joplin, is used as a case study. Preliminary results show that the lateral base shear of the proposed design to be 684.24 ton (1508.49kip) for the safe space. Findings from this work will be used to make recommendations about the design of safe spaces for health care facilities in Central US.
Abstract: As the entire world continues its rapid move towards industrialization, it has seriously threatened mankind’s ability to maintain an ecological balance. Geographical and natural forces have a significant influence on the location of industries. Industrialization is the foundation stone of the development of any country, while the unplanned industrialization and discharge of waste by industries is the cause of environmental pollution. There is growing degree of awareness and concern globally among nations about environmental degradation or pollution. Environmental resources endowed by the gift of nature and not manmade are invaluable natural resources of a country like India. Any developmental activity is directly related to natural and environmental resources. Economic development without environmental considerations brings about environmental crises and damages the quality of life of present, as well as future generation. As corporate sectors in the global market, especially in India, are becoming anxious about environmental degradation, naturally more and more emphasis will be ascribed to how environment-friendly the outcomes are. Maintaining accounts of such environmental and natural resources in the country has become more urgent. Moreover, international awareness and acceptance of the importance of environmental issues has motivated the development of a branch of accounting called “Environmental Accounting”. Environmental accounting attempts to detect and focus the resources consumed and the costs rendered by an industrial unit to the environment. For the sustainable development of mankind, a healthy environment is indispensable. Gradually, therefore, in many countries including India, environment matters are being given top most priority. Accounting and disclosure of environmental matters have been increasingly manifesting as an important dimension of corporate accounting and reporting practices. But, as conventional accounting deals with mainly non-living things, the formulation of valuation, and measurement and accounting techniques for incorporating environment-related matters in the corporate financial statement sometimes creates problems for the accountant. In the light of this situation, the conceptual analysis of the study is concerned with the rationale of environmental accounting on the economy and society as a whole, and focuses the failures of the traditional accounting system. A modest attempt has been made to throw light on the environmental awareness in developing nations like India and discuss the problems associated with the implementation of environmental accounting. The conceptual study also reflects that despite different anomalies, environmental accounting is becoming an increasing important aspect of the accounting agenda within the corporate sector in India. Lastly, a conclusion, along with recommendations, has been given to overcome the situation.
Abstract: This paper proposes an APPLE scheme that aims at providing absolute and proportional throughput guarantees, and maximizing system throughput simultaneously for wireless LANs with homogeneous and heterogenous traffic. We formulate our objectives as an optimization problem, present its exact and approximate solutions, and prove the existence and uniqueness of the approximate solution. Simulations validate that APPLE scheme is accurate, and the approximate solution can well achieve the desired objectives already.
Abstract: Total Quality Management (TQM) is a managerial
approach that improves the competitiveness of the industry,
meanwhile Information technology (IT) was introduced with TQM
for handling the technical issues which is supported by quality
experts for fulfilling the customers’ requirement. Present paper aims
to utilise AHP (Analytic Hierarchy Process) methodology to
priorities and rank the hierarchy levels of TQM enablers and IT
resource together for its successful implementation in the Information
and Communication Technology (ICT) industry. A total of 17 TQM
enablers (nine) and IT resources (eight) were identified and
partitioned into 3 categories and were prioritised by AHP approach.
The finding indicates that the 17 sub-criteria can be grouped into
three main categories namely organizing, tools and techniques, and
culture and people. Further, out of 17 sub-criteria, three sub-criteria:
top management commitment and support, total employee
involvement, and continuous improvement got highest priority
whereas three sub-criteria such as structural equation modelling,
culture change, and customer satisfaction got lowest priority. The
result suggests a hierarchy model for ICT industry to prioritise the
enablers and resources as well as to improve the TQM and IT
performance in the ICT industry. This paper has some managerial
implication which suggests the managers of ICT industry to
implement TQM and IT together in their organizations to get
maximum benefits and how to utilize available resources. At the end,
conclusions, limitation, future scope of the study are presented.
Abstract: Conventional educational practices, do not offer all
the required skills for teachers to successfully survive in today’s
workplace. Due to poor professional training, a big gap exists across
the curriculum plan and the teacher practices in the classroom. As
such, raising the quality of teaching through ICT-enabled training and
professional development of teachers should be an urgent priority.
‘Mobile Learning’, in that vein, is an increasingly growing field of
educational research and practice across schools and work places. In
this paper, we propose a novel Mobile learning system that allows the
users to learn through an intelligent mobile learning in cooperatively
every-time and every-where. The system will reduce the training cost
and increase consistency, efficiency, and data reliability. To establish
that our system will display neither functional nor performance
failure, the evaluation strategy is based on formal observation of
users interacting with system followed by questionnaires and
structured interviews.
Abstract: The success of any retail business is predisposed by its
swift response and its knack in understanding the constraints and the
requirements of customers. In this paper a conceptual design model
of an automated customer-friendly supermarket has been proposed.
In this model a 10-sided, space benefited, regular polygon shaped
gravity shelves have been designed for goods storage and effective
customer-specific algorithms have been built-in for quick automatic
delivery of the randomly listed goods. The algorithm is developed
with two main objectives, viz., delivery time and priority. For
meeting these objectives the randomly listed items are reorganized
according to the critical-path of the robotic arm specific to the
identified shop and its layout and the items are categorized according
to the demand, shape, size, similarity and nature of the product for an
efficient pick-up, packing and delivery process. We conjectured that
the proposed automated supermarket model reduces business
operating costs with much customer satisfaction warranting a winwin
situation.
Abstract: We consider the problem of placing labels of the points
on a plane. For each point, its position, the size of its label and a
priority are given. Moreover, several candidates of its label positions
are prespecified, and each of such label positions is assigned a
priority. The objective of our problem is to maximize the total sum
of priorities of placed labels and their points. By refining a labeling
algorithm that can use these priorities, we propose a new heuristic
algorithm which is more suitable for treating the assigned priorities.
Abstract: This research presents the first comprehensive survey of congener profiles (7 indicator congeners) of polybrominated diphenyl ethers (PBDEs) in sediment samples covering ten sites in CauBay River, Vietnam. Chemical analyses were carried out in gas chromatography–mass spectrometry (GC–MS) for tri- to hepta- brominated congeners. Results pointed out a non-homogenous contamination of the sediment with ∑7 PBDE values ranging from 8.93 to 25.64ng g−1, reflecting moderate to low contamination closely in conformity to other Asian aquatic environments. The general order of decreasing congener contribution to the total load was: BDE 47 > 99 > 100 > 154, similar to the distribution pattern worldwide. PBDEs had rare risks in the sediment of studied area. However, due to the propensity of PBDEs to accumulate in various compartments of wildlife and human food webs, evaluation of biological tissues should be undertaken as a high priority.
Abstract: Urban road dust comprises of a range of potentially
toxic metal elements and plays a critical role in degrading urban
receiving water quality. Hence, assessing the metal composition and
concentration in urban road dust is a high priority. This study
investigated the variability of metal composition and concentrations
in road dust in 4 different urban land uses in Gold Coast, Australia.
Samples from 16 road sites were collected and tested for selected 12
metal species. The data set was analyzed using both univariate and
multivariate techniques. Outcomes of the data analysis revealed that
the metal concentrations inroad dust differs considerably within and
between different land uses. Iron, aluminum, magnesium and zinc are
the most abundant in urban land uses. It was also noted that metal
species such as titanium, nickel, copper and zinc have the highest
concentrations in industrial land use. The study outcomes revealed
that soil and traffic related sources as key sources of metals deposited
on road surfaces.
Abstract: On March 11, 2011, the Great East Japan Earthquake occurred off the coast of Sanriku, Japan. It is important to build a sustainable society through the reconstruction process rather than simply restoring the infrastructure. To compare the goals of reconstruction plans of quake-stricken municipalities, Japanese language morphological analysis was performed by using text mining techniques. Frequently-used nouns were sorted into four main categories of “life”, “disaster prevention”, “economy”, and “harmony with environment”. Because Soma City is affected by nuclear accident, sentences tagged to “harmony with environment” tended to be frequent compared to the other municipalities. Results from cluster analysis and principle component analysis clearly indicated that the local government reinforces the efforts to reduce risks from radiation exposure as a top priority.
Abstract: Indian telecom services industry has been witnessing
a stupendous growth since 1990s. Over the years, subscriber base has
grown steadily and it crossed 950 million marks in March 2012.
India with second largest subscriber base also offers one of the
lowest call tariffs in the world. But in the euphoria of high growth in
services, the equipment manufacturing received least priority. India
mainly depends on imported components from China. Of late, it is
realized that lack of domestic manufacturing may pose a serious
challenge to India-s continued success in the telecom sector.
Therefore, the National Telecom Policy 2012 aims at developing a
strong equipment manufacturing base within India. This paper
realistically assesses India-s true potential in equipment
manufacturing and seeks to identify the emerging issues and
challenges before the Indian telecom equipment manufacturing sector
while it tries to make a transition from an import-dependent industry
to a global manufacturing hub.
Abstract: Transport and logistics are the lifeblood of societies.
There is a strong correlation between overall growth in economic
activity and growth of transport. The movement of people and goods
has the potential for creating wealth and prosperity, therefore the
state of transportation infrastructure and especially the condition of
road networks is often a governmental priority. The design, building
and maintenance of national roads constitute a substantial share of
government budgets. Taking into account the magnitude and
importance of these investments, the expedience, efficiency and
sustainability of these projects are of great public interest. This paper
provides an overview of supply chain management principles applied
to road construction. In addition, road construction performance
measurement systems and ICT solutions are discussed. Road
construction in Estonia is analyzed. The authors propose the
development of a national performance measurement system for road
construction.
Abstract: One of the most important applications of
wireless sensor networks is data collection. This paper
proposes as efficient approach for data collection in wireless
sensor networks by introducing Member Forward List. This list
includes the nodes with highest priority for forwarding the data.
When a node fails or dies, this list is used to select the next node
with higher priority. The benefit of this node is that it prevents
the algorithm from repeating when a node fails or dies. The
results show that Member Forward List decreases power
consumption and latency in wireless sensor networks.
Abstract: In this paper, an improvement of PDLZW implementation
with a new dictionary updating technique is proposed. A
unique dictionary is partitioned into hierarchical variable word-width
dictionaries. This allows us to search through dictionaries in parallel.
Moreover, the barrel shifter is adopted for loading a new input string
into the shift register in order to achieve a faster speed. However,
the original PDLZW uses a simple FIFO update strategy, which is
not efficient. Therefore, a new window based updating technique
is implemented to better classify the difference in how often each
particular address in the window is referred. The freezing policy
is applied to the address most often referred, which would not be
updated until all the other addresses in the window have the same
priority. This guarantees that the more often referred addresses would
not be updated until their time comes. This updating policy leads
to an improvement on the compression efficiency of the proposed
algorithm while still keep the architecture low complexity and easy
to implement.
Abstract: The quality-of-service (QoS) support for wireless
LANs has been a hot research topic during the past few years. In this paper, two QoS provisioning mechanisms are proposed for the employment in 802.11e EDCA MAC scheme. First, the proposed call
admission control mechanism can not only guarantee the QoS for the higher priority existing connections but also provide the minimum reserved bandwidth for traffic flows with lower priority. In addition, the adaptive contention window adjustment mechanism can adjust the
maximum and minimum contention window size dynamically according to the existing connection number of each AC. The collision
probability as well as the packet delay will thus be reduced effectively.
Performance results via simulations have revealed the enhanced QoS property achieved by employing these two mechanisms.
Abstract: In recent years Malaysia has included renewable
energy as an alternative fuel to help in diversifying the country-s
energy reliance on oil, natural gas, coal and hydropower with
biomass and solar energy gaining priority. The scope of this paper is
to look at the designing procedures and analysis of a solar thermal
parabolic trough concentrator by simulation utilizing meteorological
data in several parts of Malaysia. Parameters which include the
aperture area, the diameter of the receiver and the working fluid may
be varied to optimize the design. Aperture area is determined by
considering the width and the length of the concentrator whereas the
geometric concentration ratio (CR) is obtained by considering the
width and diameter of the receiver. Three types of working fluid are
investigated. Theoretically, concentration ratios can be very high in
the range of 10 to 40 000 depending on the optical elements used and
continuous tracking of the sun. However, a thorough analysis is
essential as discussed in this paper where optical precision and
thermal analysis must be carried out to evaluate the performance of
the parabolic trough concentrator as the theoretical CR is not the only
factor that should be considered.
