Abstract: This paper is a result of implemented research on proposed introduced methodology for nautical ports capacity planning by introducing a multi-criteria approach of defined criteria in the Adriatic Sea region. The purpose was analyzing the determinants - characteristics of infrastructure and services of nautical ports capacity allocated, especially nowadays due to COVID-19 pandemic, as crucial for successful operation of nautical ports. Giving the importance of the defined priorities for short-term and long-term planning is essential not only in terms of the development of nautical tourism, but also in terms of developing the maritime system, but unfortunately this is not always carried out. Evaluation of the use of resources should follow from a detailed analysis of all aspects of resources bearing in mind that nautical tourism used resources in a sustainable manner and generates effects in the tourism and maritime sectors. Consequently, identified multiplier effect of nautical tourism, which should be defined and quantified in detail, should be one of the major competitive products on the Croatian Adriatic and the Mediterranean. Research of nautical tourism is necessary to quantify the effects and required planning system development. In the future, the greatest threat to long-term sustainable development of nautical tourism can be its further uncontrolled or unlimited and undirected development, especially under pressure markedly higher demand than supply for new moorings in the Mediterranean. Results of this implemented research are applicable to nautical ports management and decision makers of maritime transport system development. This paper will present implemented research and obtained result - developed methodology for nautical port capacity planning - Port Capacity Planning Multi-criteria decision-making. A proposed methodological approach of multi-criteria capacity planning includes four criteria (spatial - transport, cost - infrastructure, ecological and organizational criteria, and additional services). The importance of the criteria and sub-criteria is evaluated and carried out the basis for a sensitivity analysis of the importance of the criteria and sub-criteria. Based on the analysis of the identified and quantified importance of certain criteria and sub-criteria as well as sensitivity analysis and analysis of changes of the quantified importance scientific and applicable results will be presented. These obtained results have practical applicability by management of nautical ports in the planning of increasing capacity and further development and for the adaptation of existing nautical ports. The obtained research is applicable and replicable in other seas and results are especially important and useful in this COVID-19 pandemic challenging maritime development framework.
Abstract: Vendor (supplier) selection is a group decision-making (GDM) process, in which, based on some predetermined criteria, the experts’ preferences are provided in order to rank and choose the most desirable suppliers. In the real business environment, our attitudes or our choices would be made in an uncertain and indecisive situation could not be expressed in a crisp framework. Intuitionistic fuzzy sets (IFSs) could handle such situations in the best way. VIKOR method was developed to solve multi-criteria decision-making (MCDM) problems. This method, which is used to determine the compromised feasible solution with respect to the conflicting criteria, introduces a multi-criteria ranking index based on the particular measure of 'closeness' to the 'ideal solution'. Until now, there has been a little investigation of VIKOR with IFS, therefore we extended the intuitionistic fuzzy (IF) VIKOR to solve vendor selection problem under IF GDM environment. The present study intends to develop an IF VIKOR method in a GDM situation. Therefore, a model is presented to calculate the criterion weights based on entropy measure. Then, the interval-valued intuitionistic fuzzy weighted geometric (IFWG) operator utilized to obtain the total decision matrix. In the next stage, an approach based on the positive idle intuitionistic fuzzy number (PIIFN) and negative idle intuitionistic fuzzy number (NIIFN) was developed. Finally, the application of the proposed method to solve a vendor selection problem illustrated.
Abstract: Sustainable economic growth is nowadays driving firms to extend toward the adoption of many green supply chain management (GSCM) solutions. However, the evaluation and selection of these solutions is a matter of concern that needs very serious decisions, involving complexity owing to the presence of various associated factors. To resolve this problem, a comparative analysis approach based on multi-criteria decision-making methods is proposed for adequate evaluation of sustainable supply chain management solutions. In the present paper, we propose an integrated decision-making model based on FAHP (Fuzzy Analytic Hierarchy Process), TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) and PROMETHEE (Preference Ranking Organisation METHod for Enrichment Evaluations) to contribute to a better understanding and development of new sustainable strategies for industrial organizations. Due to the varied importance of the selected criteria, FAHP is used to identify the evaluation criteria and assign the importance weights for each criterion, while TOPSIS and PROMETHEE methods employ these weighted criteria as inputs to evaluate and rank the alternatives. The main objective is to provide a comparative analysis based on TOPSIS and PROMETHEE processes to help make sound and reasoned decisions related to the selection problem of GSCM solution.
Abstract: Ignatian Discernment Process (IDP) is an intense decision-making tool to decide on life-issues. Decisions are influenced by various factors outside of the decision maker and inclination within. This paper develops IDP in the context of Fuzzy Multi-criteria Decision Making (FMCDM) process. Extended VIKOR method is a decision-making method which encompasses even conflict situations and accommodates weightage to various issues. Various aspects of IDP, namely three ways of decision making and tactics of inner desires, are observed, analyzed and articulated within the frame work of fuzzy rules. The decision-making situations are broadly categorized into two types. The issues outside of the decision maker influence the person. The inner feeling also plays vital role in coming to a conclusion. IDP integrates both the categories using Extended VIKOR method. Case studies are carried out and analyzed with FMCDM process. Finally, IDP is verified with an illustrative case study and results are interpreted. A confused person who could not come to a conclusion is able to take decision on a concrete way of life through IDP. The proposed IDP model recommends an integrated and committed approach to value-based decision making.
Abstract: Personnel selection process is considered as one of the most important and most difficult issues in human resources management. At the stage of personnel selection, the applicants are handled according to certain criteria, the candidates are dealt with, and efforts are made to select the most appropriate candidate. However, this process can be more complicated in terms of the managers who will carry out the staff selection process. Candidates should be evaluated according to different criteria such as work experience, education, foreign language level etc. It is crucial that a rational selection process is carried out by considering all the criteria in an integrated structure. In this study, the problem of choosing the front office manager of a 5 star accommodation enterprise operating in Antalya is addressed by using multi-criteria decision-making methods. In this context, SWARA (Step-wise weight assessment ratio analysis) and MOORA (Multi-Objective Optimization on the basis of ratio analysis) methods, which have relatively few applications when compared with other methods, have been used together. Firstly SWARA method was used to calculate the weights of the criteria and subcriteria that were determined by the business. After the weights of the criteria were obtained, the MOORA method was used to rank the candidates using the ratio system and the reference point approach. Recruitment processes differ from sector to sector, from operation to operation. There are a number of criteria that must be taken into consideration by businesses in accordance with the structure of each sector. It is of utmost importance that all candidates are evaluated objectively in the framework of these criteria, after these criteria have been carefully selected in the selection of suitable candidates for employment. In the study, staff selection process was handled by using SWARA and MOORA methods together.
Abstract: Project Portfolio Management (PPM) is an essential
component of an organisation’s strategic procedures, which requires
attention of several factors to envisage a range of long-term outcomes
to support strategic project portfolio decisions. To evaluate overall
efficiency at the portfolio level, it is essential to identify the
functionality of specific projects as well as to aggregate those
findings in a mathematically meaningful manner that indicates the
strategic significance of the associated projects at a number of levels
of abstraction. PPM success is directly associated with the quality of
decisions made and poor judgment increases portfolio costs. Hence,
various Multi-Criteria Decision Making (MCDM) techniques have
been designed and employed to support the decision-making
functions. This paper reviews possible options to enhance the
decision-making outcomes in organisational portfolio management
processes using the Analytic Hierarchy Process (AHP) both from
academic and practical perspectives and will examine the usability,
certainty and quality of the technique. The results of the study will
also provide insight into the technical risk associated with current
decision-making model to underpin initiative tracking and strategic
portfolio management.
Abstract: The rotation of starting pitchers is a strategic issue
which has a significant impact on the performance of a professional
team. Choosing an optimal starting pitcher from among many
alternatives is a multi-criteria decision-making (MCDM) problem. In
this study, a model using the Analytic Hierarchy Process (AHP) and
Technique for Order Performance by Similarity to the Ideal Solution
(TOPSIS) is proposed with which to arrange the starting pitcher
rotation for teams of the Chinese Professional Baseball League. The
AHP is used to analyze the structure of the starting pitcher selection
problem and to determine the weights of the criteria, while the
TOPSIS method is used to make the final ranking. An empirical
analysis is conducted to illustrate the utilization of the model for the
starting pitcher rotation problem. The results demonstrate the
effectiveness and feasibility of the proposed model.
Abstract: Multi criteria decision making (MCDM) methods like analytic hierarchy process, ELECTRE and multi-attribute utility theory are critically studied. They have irregularities in terms of the reliability of ranking of the best alternatives. The Routing Decision Support (RDS) algorithm is trying to improve some of their deficiencies. This paper gives a mathematical verification that the RDS algorithm conforms to the test criteria for an effective MCDM method when a linear preference function is considered.
Abstract: In this paper, a fuzzy algorithm and a fuzzy multicriteria
decision framework are developed and used for a practical
question of optimizing biofuels policy making. The methodological
framework shows how to incorporate fuzzy set theory in a decision
process of finding a sustainable biofuels policy among several policy
options. Fuzzy set theory is used here as a tool to deal with
uncertainties of decision environment, vagueness and ambiguities of
policy objectives, subjectivities of human assessments and imprecise
and incomplete information about the evaluated policy instruments.
Abstract: Chemical industry project management involves
complex decision making situations that require discerning abilities
and methods to make sound decisions. Project managers are faced
with decision environments and problems in projects that are
complex. In this work, case study is Research and Development
(R&D) project selection. R&D is an ongoing process for forward
thinking technology-based chemical industries. R&D project
selection is an important task for organizations with R&D project
management. It is a multi-criteria problem which includes both
tangible and intangible factors. The ability to make sound decisions
is very important to success of R&D projects. Multiple-criteria
decision making (MCDM) approaches are major parts of decision
theory and analysis. This paper presents all of MCDM approaches
for use in R&D project selection. It is hoped that this work will
provide a ready reference on MCDM and this will encourage the
application of the MCDM by chemical engineering management.
