Abstract: With the advance in wireless networking, IEEE 802.16 WiMAX technology has been widely deployed for several applications such as “last mile" broadband service, cellular backhaul, and high-speed enterprise connectivity. As a result, military employed WiMAX as a high-speed wireless connection for data-link because of its point to multi-point and non-line-of-sight (NLOS) capability for many years. However, the risk of using WiMAX is a critical factor in some sensitive area of military applications especially in ammunition manufacturing such as solid propellant rocket production. The US DoD policy states that the following certification requirements are met for WiMAX: electromagnetic effects on the environment (E3) and Hazards of Electromagnetic Radiation to Ordnance (HERO). This paper discuses the Recommended Power Densities and Safe Separation Distance (SSD) for HERO on WiMAX systems deployed on solid propellant rocket production. The result of this research found that WiMAX is safe to operate at close proximity distances to the rocket production based on AF Guidance Memorandum immediately changing AFMAN 91-201.
Abstract: The challenge for software development house in
Bangladesh is to find a path of using minimum process rather than CMMI or ISO type gigantic practice and process area. The small and medium size organization in Bangladesh wants to ensure minimum
basic Software Process Improvement (SPI) in day to day operational
activities. Perhaps, the basic practices will ensure to realize their company's improvement goals. This paper focuses on the key issues in basic software practices for small and medium size software
organizations, who are unable to effort the CMMI, ISO, ITIL etc. compliance certifications. This research also suggests a basic software process practices model for Bangladesh and it will show the mapping of our suggestions with international best practice. In this IT
competitive world for software process improvement, Small and medium size software companies that require collaboration and
strengthening to transform their current perspective into inseparable global IT scenario. This research performed some investigations and analysis on some projects- life cycle, current good practice, effective approach, reality and pain area of practitioners, etc. We did some
reasoning, root cause analysis, comparative analysis of various
approach, method, practice and justifications of CMMI and real life. We did avoid reinventing the wheel, where our focus is for minimal
practice, which will ensure a dignified satisfaction between
organizations and software customer.

measurements and virtual reality systems for more quantitative

Abstract: The purpose of this study is to identify the underlying
causes of late payment from the contractors- perspective in the
Malaysian construction industry and to recommend effective solutions
to mitigate late payment problems. The target groups of respondents in
this study were Grades G3, G5, G6 and G7 contractors with
specialization in building works and civil engineering works registered
with the Construction Industry Development Board (CIDB) in
Malaysia. Results from this study were analyzed with Statistical
Package for the Social Science (SPSS 15.0). From this study, it was
found that respondents have highest ranked five significant variables
out of a total of forty-one variables which can caused late payment
problems: a) cash flow problems due to deficiencies in client-s
management capacity (mean = 3.96); b) client-s ineffective utilization
of funds (mean = 3.88); c) scarcity of capital to finance the project
(mean = 3.81); d) clients failure to generate income from bank when
sales of houses do not hit the targeted amount (mean=3.72); and e)
poor cash flow because of lack of proper process implementation,
delay in releasing of the retention monies to contractor and delay in the
evaluation and certification of interim and final payment (mean =
3.66).
Abstract: ISO 9000 is the most popular and widely adopted meta-standard for quality and operational improvements. However, only limited empirical research has been conducted to examine the impact of ISO 9000 on operational performance based on objective and longitudinal data. To reveal any causal relationship between the adoption of ISO 9000 and operational performance, we examined the timing and magnitude of change in time-based performance as a result of ISO 9000 adoption. We analyzed the changes in operating cycle, inventory days, and account receivable days prior and after the implementation of ISO 9000 in 695 publicly listed manufacturing firms. We found that ISO 9000 certified firms shortened their operating cycle time by 5.28 days one year after the implementation of ISO 9000. In the long-run (3 years after certification), certified firms showed continuous improvement in time-based efficiency, and experienced a shorter operating cycle time of 11 days than that of non-certified firms. There was an average of 6.5% improvement in operating cycle time for ISO 9000 certified firms. Both inventory days and account receivable days showed similar significant improvements after the implementation of ISO 9000, too.
