Abstract: The Council of European Union (EU Council) has
stressed on several occasions the need for a concerted,
comprehensive and effective solution to delinquency problems in EU
communities. In the context of establishing a European Forensic
Science Area and the development of forensic science infrastructure
in Europe, EU Council believes that forensic science can significantly
contribute to the efficiency of law enforcement, crime prevention and
combating crimes. Lithuanian scientists have consolidated to
implement a project named “Conception of the vision for European
Forensic Science 2020 implementation in Lithuania” (the project is
funded for the period of 1 March 2014 - 31 December 2016) with the
objective to create a conception of implementation of the vision for
European Forensic Science 2020 in Lithuania by 1) evaluating the
current status of Lithuania’s forensic system and opportunities for its
improvement; 2) analysing achievements and knowledge in
investigation of crimes listed in conclusions of EU Council on the
vision for European Forensic Science 2020 including creation of a
European Forensic Science Area and the development of forensic
science infrastructure in Europe: trafficking in human beings,
organised crime and terrorism; 3) analysing conceptions of
criminalistics, which differ in different EU member states due to the
variety of forensic schools, and finding means for their
harmonization. Apart from the conception of implementation of the
vision for European Forensic Science 2020 in Lithuania, the Project
is expected to suggest provisions that will be relevant to other EU
countries as well. Consequently, the presented conception of
implementation of vision for European Forensic Science 2020 in
Lithuania could initiate a project for a common vision of European
Forensic Science and contribute to the development of the EU as an
area of freedom, security and justice. The article presents main ideas
of the project of the conception of the vision for European Forensic
Science 2020 of EU Council and analyses its legal background, as
well as prospects of and challenges for its implementation in
Lithuania and the EU.
Abstract: As alternative to existing e-government measuring
models, here proposed a new customer centric, service oriented,
simple approach for measuring countries e-Governments. If
successfully implemented, built infrastructure will provide a single egovernment
index number for countries. Main schema is as follows.
Country CIO or equal position government official, at the beginning
of each year will provide to United Nations dedicated web site 4
numbers on behalf of own country: 1) Ratio of available online
public services, to total number of public services, 2) Ratio of
interagency inter ministry online public services to total number of
available online public services, 3) Ratio of total number of citizen
and business entities served online annually to total number of citizen
and business entities served annually online and physically on those
services, 4) Simple index for geographical spread of online served
citizen and business entities. 4 numbers then combined into one index
number by mathematical Average function.
In addition to 4 numbers 5th number can be introduced as service
quality indicator of online public services. If in ordering of countries
index number is equal, 5th criteria will be used.

Abstract: In compaction works, the most often used codes and standards are those for road embankments and refer to a maximum filling height of 3.00m. When filling a height greater than 3.00m, such codes are no longer valid and thus their application may lead to technical difficulties in the process of compaction and to the achievement of a sufficient degree of compaction. For this reason, in the case of controlled fillings with heights greater than 3.00m it is necessary to formulate and apply a number of special techniques, which can be determined by performing a full scale test. This paper presents the results of the studies and full scale tests conducted for the stabilization of a ravine with vertical banks and a depth of about 12.00m. The fillings will support a heavy traffic road connecting the two parts of a village in Vaslui County, Romania. After analyzing two comparative intervention solutions, the variant of a controlled filling bordered by a monolith concrete retaining wall was chosen. The results obtained by the authors highlighted the need to insert a geogrid reinforcement at every 2.00m for creating a 12.00m thick compacted fill.
Abstract: Game addiction has become an extremely important topic in psychology researchers, particularly in understanding and explaining why individuals become addicted (to video games). In previous studies, effect of online game addiction on social responsibilities, health problems, government action, and the behaviors of individuals to purchase and the causes of making individuals addicted on the video games has been discussed. Extending these concepts in marketing, it could be argued than the phenomenon could enlighten and extending our understanding on consumer loyalty. This study took the Grounded Theory approach, and found that motivation, satisfaction, fulfillments, exploration and achievements to be part of the important elements that builds consumer loyalty.
Abstract: This paper mainly discusses the research and practice process of a laboratory curriculum by leading students to perform field investigation into time-honoured shops that have existed for more than 50 years in the downtown area of Tainan, Taiwan, and then search again for design elements and completing the design. The participants are juniors from the Department of Visual Communication Design, Kun Shan University. The duration of research and practice is two months. Operators of these shops are invited to jointly appraise the final achievements. 9 works out of 27 are chosen for final exhibition and commercialization.
Abstract: In this era of competitiveness, there is a growing need for supply chains also to become competitive enough to handle pressures like varying customer’s expectations, low cost high quality products to be delivered at the minimum time and the most important is throat cutting competition at world wide scale. In the recent years, supply chain competitiveness has been, therefore, accepted as one of the most important philosophies in the supply chain literature and researchers have tried to identify variables of supply chain competitiveness. This paper highlights some of the concepts of supply chain competitiveness and tries to identify select variables on the basis of literature review. Further, the paper tries to highlight the importance of the identified variables in the achievement of supply chain competitiveness. The aim is to explore the concept and to motivate researchers to further investigate the unexplored areas of this important subject domain.
Abstract: The condition of the market is currently very dynamic, demanding organizations which is use system information to support the achievement of objectives should be necessarily improve the ability of information systems in accordance with the changes. Improved information systems capabilities need to align with the resource capabilities in internal environment of the organization, and vice versa. Alignment model between information systems and environment organizational in this capability perspective is expected can assist management in making the strategy for enhance the capability of information systems in accordance with resources internally within the organization, efficiency in the process of development, and optimization of contributions information systems in achieving organizational goals.
Abstract: The results of the study on the project evaluation to
develop the competencies, capabilities, and skills in repairing
computers of people in Jompluak Local Municipality, Bang Khonthi
District, Samut Songkram Province showed that the overall result
was good (4.33). When considering on each aspect, it was found that
the highest one was on process evaluation (4.60) followed by product
evaluation (4.50) and the least one was on feeding factor (3.97).
When considering in details, it was found that: 1) the context aspect
was high (4.23) with the highest item on the arrangement of the
training situation (4.67) followed by the appropriateness of the target
(4.30) and the least aspect was on the project cooperation (3.73). 2)
The evaluation of average overall primary factor or feeding factor
showed high value (4.23) while the highest aspect was on the
capability of the trainers (4.47) followed by the suitable venue (4.33)
while the least aspect was on the insufficient budget (3.47). 3) The
average result of process evaluation was very high (4.60). The
highest aspect was on the follow-op supervision (4.70) followed by
responsibility of each project staffs (4.50) while the least aspect was
on the present situation and the problems of the community (4.40). 4)
The overall result of the product evaluation was very high (4.50). The
highest aspect was on the diversity of the activities and the
community integration (4.67) followed by project target achievement
(4.63) while the least aspect was on continuation and regularity of the
activities (4.33). The trainees reported high satisfaction on the project
management at very high level (43.33%) while 40% reported high
level and 16.67% reported moderate level. Suggestions for the project
were on the additional number of the computer sets (37.78%)
followed by longer training period especially on computer skills
(43.48%).
Abstract: This paper proposes a novel e-learning model that is
based on a dynamic formative evaluation. On evaluating the existing
format of e-learning, conditions regarding repetitive learning to
achieve mastery, causes issues for learners to lose tension and become
neglectful of learning. The dynamic formative evaluation proposed is
able to supplement limitation of the existing approaches. Since a
repetitive learning method does not provide a perfect feedback, this
paper puts an emphasis on the dynamic formative evaluation that is
able to maximize learning achievement. Through the dynamic
formative evaluation, the instructor is able to refer to the evaluation
result when making an estimation about the learner. To show the flow
chart of learning, based on the dynamic formative evaluation, the
model proves its effectiveness and validity.
Abstract: The nanotechnology offers some exciting possibilities in cancer treatment, including the possibility of destroying tumors with minimal damage to healthy tissue and organs by targeted drug delivery systems. Considerable achievements in investigations aimed at the use of ZnO nanoparticles and nanocontainers in diagnostics and antitumor therapy were described. However, there are substantial obstacles to the purposes to be achieved by the use of zinc oxide nanosize materials in antitumor therapy. Among the serious problems are the techniques of obtaining ZnO nanosize materials. The article presents a new vector delivery system for the known antitumor drug, doxorubicin in the form of polymeric (PEO, starch-NaCMC) hydrogels, in which nanosize ZnO film of a certain thickness are deposited directly on the drug surface on glass substrate by DC-magnetron sputtering of a zinc target. Anticancer activity in vitro and in vivo of those nanosize zinc oxide composites is shown.
Abstract: This paper explores the use of project work in a content-based instruction in a Rajabhat University, Thailand. The use of project is to promote kinds of learning expected of student teachers as stated by Thailand Quality Framework: TQF. The kinds of learning are grouped into five domains: Ethical and moral development, knowledge, cognitive skill, interpersonal skills and responsibility, and analytical and communication skills. The content taught in class is used to lead the student teachers to relate their previously-acquired linguistic knowledge to meaningful realizations of the language system in passages of immediate relevance to their professional interests, teaching methods in particular. Two research questions are formulate to guide this study: 1) To what degree are the five domains of learning expected of student teachers after the use of project in a content class?, and 2) What is the academic achievement of the students’ writing skills, as part of the learning domains stated by TQF, against the 70% attainment target after the use of project to enhance the skill? The sample of the study comprised of 38 fourth-year English major students. The data was collected by means of a summative achievement test, student writing works, an observation checklist, and project diary. The scores in the summative achievement test were analyzed by mean score, standard deviation, and t-test. Project diary serves as students’ record of the language acquired during the project. List of structures and vocabulary noted in the diary has shown students’ ability to attend to, recognize, and focus on meaningful patterns of language forms.
Abstract: Global CO2 emission and increasing fuel consumption to meet energy demand has become a threat in recent decades. Effort to reduce the CO2 emission is now a matter of priority in most countries of the world including Malaysia. Transportation has been identified as the most intensive sector of carbon-based fuels and achievement of the voluntary target to meet 40% carbon intensity reduction set at the 15th Conference of the Parties (COP15) means that the emission from the transport sector must be reduced accordingly. This posed a great challenge to Malaysia and effort has to be made to embrace suitable and appropriate energy policy for sustainable energy and emission reduction of this sector. The focus of this paper is to analyze the trends of Malaysia’s energy consumption and emission of four different transport sub-sectors (road, rail, aviation and maritime). Underlying factors influencing the growth of energy consumption and emission trends are discussed. Besides, technology status towards energy efficiency in transportation sub-sectors is presented. By reviewing the existing policies and trends of energy used, the paper highlights prospective policy options towards achieving emission reduction in the transportation sector.
Abstract: This study is conducted to investigate the disparity of between learning styles and cognitive abilities specifically in Vocational Education. Felder and Silverman Learning Styles Model (FSLSM) was applied to measure the students’ learning styles while the content in Building Construction Subject consists; knowledge, skills and problem solving were taken into account in constructing the elements of cognitive abilities. Building Construction is one of the vocational courses offered in Vocational Education structure. There are four dimension of learning styles proposed by Felder and Silverman intended to capture student learning preferences with regards to processing either active or reflective, perception based on sensing or intuitive, input of information used visual or verbal and understanding information represent with sequential or global learner. Felder-Solomon Learning Styles Index was developed based on FSLSM and the questions were used to identify what type of student learning preferences. The index consists 44 item-questions characterize for learning styles dimension in FSLSM. The achievement test was developed to determine the students’ cognitive abilities. The quantitative data was analyzed in descriptive and inferential statistic involving Multivariate Analysis of Variance (MANOVA). The study discovered students are tending to be visual learners and each type of learner having significant difference whereas cognitive abilities there are different finding for each type of learners in knowledge, skills and problem solving. This study concludes the gap between type of learner and the cognitive abilities in few illustrations and it explained how the connecting made. The finding may help teachers to facilitate students more effectively and to boost the student’s cognitive abilities.
Abstract: Technology has moved into the classroom, and it becomes difficult talking of achievement in and attitude to learning without making mention of it. The use of technology makes learning easy, real and practical as it motivates learners, sustains their interest and improves their attitude to learning. This study, therefore examined the pre-service teachers’ assessment of information technology application to instruction. The use of technology emphasizes and encourages active learning in the classroom. The study involved 100 pre-service teachers in the selected two (2) Colleges of Education, Nigeria. Purposive random sampling was used in selecting the participants and ex-post facto design was adopted the in which there is no manipulation of variables. Two valid and reliable instruments were used for data collection: Access Point ICT facilities and Application of ICT. The study established that pre-service teachers have less access to ICT facilities and Application of ICT in the college, apart from those students having the access outside the college. Also fewer pre-service teachers used ICT facilities on weekly and monthly bases. It was concluded that the establishment of students’ resources centres and Campus wide wireless connectivity must be implemented so as to improve and enhance students’ achievement in and attitude to learning. The time and attention devoted to learning activities and strategic specialized ICT skills and requisite entrepreneur skills should be increased so as to have easy access to information sources and be able to apply it in teaching process.
Abstract: This paper gives a consideration of the achievement of productive level parallel programming skills, based on the data of the graduation studies in the Polytechnic University of Japan. The data show that most students can achieve only parallel programming skills during the graduation study (about 600 to 700 hours), if the programming environment is limited to GPGPUs. However, the data also show that it is a very high level task that a student achieves productive level parallel programming skills during only the graduation study. In addition, it shows that the parallel programming environments for GPGPU, such as CUDA and OpenCL, may be more suitable for parallel computing education than other environments such as MPI on a cluster system and Cell.B.E. These results must be useful for the areas of not only software developments, but also hardware product developments using computer technologies.
Abstract: The current Hadoop block placement policy do not fairly and evenly distributes replicas of blocks written to datanodes in a Hadoop cluster.
This paper presents a new solution that helps to keep the cluster in a balanced state while an HDFS client is writing data to a file in Hadoop cluster. The solution had been implemented, and test had been conducted to evaluate its contribution to Hadoop distributed file system.
It has been found that, the solution has lowered global execution time taken by Hadoop balancer to 22 percent. It also has been found that, Hadoop balancer respectively over replicate 1.75 and 3.3 percent of all re-distributed blocks in the modified and original Hadoop clusters.
The feature that keeps the cluster in a balanced state works as a core part to Hadoop system and not just as a utility like traditional balancer. This is one of the significant achievements and uniqueness of the solution developed during the course of this research work.
Abstract: This paper highlights the controversial socioscientific
issues and their misconceptions in Nigeria as well as in some other
low literate societies around the world. It states the relevance of the
issues or problems in Nigeria, which might be neutral or absent in
other countries. The need to understand the issues and how such an
understanding can contribute to the achievement of the Millennium
Development Goals (MDGs) is also being discussed. The paper
concludes by suggesting the responsibilities of science teachers to
remove the misconceptions surrounding the socioscientific issues.
Abstract: The purpose of this study was to investigate the religious behavior of students in high school and universality in Lamerd , a town in the south of Iran, with respect to increase in their level of education and age. The participants were 450 high school and university students in all levels from first year of junior high school
to the senior university students who were chosen through multistage
cluster sampling method and their religious behavior was
studied. Through the revised questionnaire by Nezar Alany from the University of Bahrain (r = 0/797), the religious behavior of the subjects were analyzed. Results showed that students in high school
in religious behavior were superior to the students of university (003/0>p) and there was a decline of religious behavior in junior high school third year students to second students of the same school
(042/0>p). More important is that the decrease in religious behavior was associated with increase in educational levels (017/0>p) and age (043/0>p).
Abstract: Keys to high-quality face-to-face education are ensuring flexibility in the way lectures are given, and providing care and responsiveness to learners. This paper describes a face-to-face education support system that is designed to raise the satisfaction of learners and reduce the workload on instructors. This system consists of a lecture adaptation assistance part, which assists instructors in adapting teaching content and strategy, and a Q&A assistance part, which provides learners with answers to their questions. The core component of the former part is a “learning achievement map", which is composed of a Bayesian network (BN). From learners- performance in exercises on relevant past lectures, the lecture adaptation assistance part obtains information required to adapt appropriately the presentation of the next lecture. The core component of the Q&A assistance part is a case base, which accumulates cases consisting of questions expected from learners and answers to them. The Q&A assistance part is a case-based search system equipped with a search index which performs probabilistic inference. A prototype face-to-face education support system has been built, which is intended for the teaching of Java programming, and this approach was evaluated using this system. The expected degree of understanding of each learner for a future lecture was derived from his or her performance in exercises on past lectures, and this expected degree of understanding was used to select one of three adaptation levels. A model for determining the adaptation level most suitable for the individual learner has been identified. An experimental case base was built to examine the search performance of the Q&A assistance part, and it was found that the rate of successfully finding an appropriate case was 56%.
Abstract: A statistical optimization of the saccharification
process of EFB was studied. The statistical analysis was done by
applying faced centered central composite design (FCCCD) under
response surface methodology (RSM). In this investigation, EFB
dose, enzyme dose and saccharification period was examined, and the
maximum 53.45% (w/w) yield of reducing sugar was found with 4%
(w/v) of EFB, 10% (v/v) of enzyme after 120 hours of incubation. It
can be calculated that the conversion rate of cellulose content of the
substrate is more than 75% (w/w) which can be considered as a
remarkable achievement. All the variables, linear, quadratic and
interaction coefficient, were found to be highly significant, other than
two coefficients, one quadratic and another interaction coefficient.
The coefficient of determination (R2) is 0.9898 that confirms a
satisfactory data and indicated that approximately 98.98% of the
variability in the dependent variable, saccharification of EFB, could
be explained by this model.
