Unequal Error Protection of Facial Features for Personal ID Images Coding

This paper presents an approach for an unequal error protection of facial features of personal ID images coding. We consider unequal error protection (UEP) strategies for the efficient progressive transmission of embedded image codes over noisy channels. This new method is based on the progressive image compression embedded zerotree wavelet (EZW) algorithm and UEP technique with defined region of interest (ROI). In this case is ROI equal facial features within personal ID image. ROI technique is important in applications with different parts of importance. In ROI coding, a chosen ROI is encoded with higher quality than the background (BG). Unequal error protection of image is provided by different coding techniques and encoding LL band separately. In our proposed method, image is divided into two parts (ROI, BG) that consist of more important bytes (MIB) and less important bytes (LIB). The proposed unequal error protection of image transmission has shown to be more appropriate to low bit rate applications, producing better quality output for ROI of the compresses image. The experimental results verify effectiveness of the design. The results of our method demonstrate the comparison of the UEP of image transmission with defined ROI with facial features and the equal error protection (EEP) over additive white gaussian noise (AWGN) channel.

Damping of Power System Oscillations by using coordinated tuning of POD and PSS with STATCOM

Static synchronous compensator (STATCOM) is a shunt connected voltage source converter (VSC), which can affect rapid control of reactive flow in the transmission line by controlling the generated a.c. voltage. The main aim of the paper is to design a power system installed with a Static synchronous compensator (STATCOM) and demonstrates the application of the linearised Phillips-heffron model in analyzing the damping effect of the STATCOM to improve power system oscillation stability. The proposed PI controller is designed to coordinate two control inputs: Voltage of the injection bus and capacitor voltage of the STATCOM, to improve the Dynamic stability of a SMIB system .The power oscillations damping (POD) control and power system stabilizer (PSS) and their coordinated action with proposed controllers are tested. The simulation result shows that the proposed damping controllers provide satisfactory performance in terms of improvements of dynamic stability of the system.

Reality and Preferences in Community Mopane (Colophospermum Mopane) Woodland Management in Zimbabwe and Namibia

There is increasing pressure on, and decline of mopane woodlands due to increasing use and competition for mopane resources in Zimbabwe in Namibia. Community management strategies, based largely on local knowledge are evidently unable to cope. Research has generated potentially useful information for mopane woodland management, but this information has not been utilized. The work reported in this paper sought to add value to research work conducted on mopane woodlands by developing effective community-based mopane woodland management regimes that were based on both local and scientific knowledge in Zimbabwe and Namibia. The conditions under which research findings were likely to be adopted for mopane woodland management by communities were investigated. The study was conducted at two sites each in Matobo and Omusati Districts in Zimbabwe and Namibia respectively. The mopane woodland resources in the two study areas were assessed using scientific ecological methods. A range of participatory methods was used to collect information on use of mopane woodland resources by communities, institutional arrangements governing access to and use of these resources and to evaluate scientific knowledge for applicability in local management regimes. Coppicing, thinning and pollarding were the research generated management methods evaluated. Realities such as availability of woodland resources and social roles and responsibilities influenced preferences for woodland management interventions

Optimal Based Damping Controllers of Unified Power Flow Controller Using Adaptive Tabu Search

This paper presents optimal based damping controllers of Unified Power Flow Controller (UPFC) for improving the damping power system oscillations. The design problem of UPFC damping controller and system configurations is formulated as an optimization with time domain-based objective function by means of Adaptive Tabu Search (ATS) technique. The UPFC is installed in Single Machine Infinite Bus (SMIB) for the performance analysis of the power system and simulated using MATLAB-s simulink. The simulation results of these studies showed that designed controller has an tremendous capability in damping power system oscillations.

King Bhumibol Adulyadej’s “Learn Wisely” Concept: An Application to Instructional Design

This study is about an application of King Bhumibol Adulyadej’s “Learn Wisely” (LW) concept in instructional design and management process at the Faculty of Education, Suan Sunahdha Rajabhat University. The concept suggests four strategies for true learning. Related literature and significant LW methods in teaching and learning are also reviewed and then applied in designing a pedagogy learning module. The design has been implemented in three classrooms with a total of 115 sophomore student teachers. After one consecutive semester of managing and adjusting the process by instructors and experts using collected data from minutes, assessment of learning management, satisfaction and learning achievement of the students, it is found that the effective SSRU model of LW instructional method comprises of five steps.
