Abstract: Knowledge is increasingly recognised in this, the
knowledge era, as a strategic resource, by public sector organisations,
in view of the public sector reform initiatives. People and knowledge
play a vital role in attaining improved organisational performance
and high service quality. Many government departments in the public
sector have started to realise the importance of knowledge
management in streamlining their operations and processes. This
study focused on knowledge management in the public healthcare
service organisations, where the concept of service provider
competitiveness pales to insignificance, considering the huge
challenges emanating from the healthcare and public sector reforms.
Many government departments are faced with challenges of
improving organisational performance and service delivery,
improving accountability, making informed decisions, capturing the
knowledge of the aging workforce, and enhancing partnerships with
stakeholders.
The purpose of this paper is to examine the knowledge
management practices of the Gauteng Department of Health in South
Africa, in order to understand how knowledge management practices
influence improvement in organisational performance and healthcare
service delivery. This issue is explored through a review of literature
on dominant views on knowledge management and healthcare service
delivery, as well as results of interviews with, and questionnaire
responses from, the general staff of the Gauteng Department of
Health. Web-based questionnaires, face-to-face interviews and
organisational documents were used to collect data. The data were
analysed using both the quantitative and qualitative methods. The
central question investigated was: To what extent can the conditions
required for successful knowledge management be observed, in order
to improve organisational performance and healthcare service
delivery in the Gauteng Department of Health.
The findings showed that the elements of knowledge management
capabilities investigated in this study, namely knowledge creation,
knowledge sharing and knowledge application, have a positive,
significant relationship with all measures of organisational
performance and healthcare service delivery. These findings thus
indicate that by employing knowledge management principles, the
Gauteng Department of Health could improve its ability to achieve its
operational goals and objectives, and solve organisational and
healthcare challenges, thereby improving organisational performance
and enhancing healthcare service delivery in Gauteng.
Abstract: The purpose of this paper is to simulate the production process of a metal stamping industry and to evaluate the utilization of the production line by using ARENA simulation software. The process time and the standard time for each process of the production line is obtained from data given by the company management. Other data are collected through direct observation of the line. There are three work stations performing ten different types of processes in order to produce a single product type. Arena simulation model is then developed based on the collected data. Verification and validation are done to the Arena model, and finally the result of Arena simulation can be analyzed. It is found that utilization at each workstation will increase if batch size is increased although throughput rate remains/is kept constant. This study is very useful for the company because the company needs to improve the efficiency and utilization of its production lines.
Abstract: A method is proposed to extract faithful representative patterns from data set of observations when they are suffering from non-negligible fluctuations. Supposing time interval between measurements to be extremely small compared to observation time, it consists in defining first a subset of intermediate time intervals characterizing coherent behavior. Data projection on these intervals gives a set of curves out of which an ideally “perfect” one is constructed by taking the sup limit of them. Then comparison with average real curve in corresponding interval gives an efficiency parameter expressing the degradation consecutive to fluctuation effect. The method is applied to sunlight data collected in a specific place, where ideal sunlight is the one resulting from direct exposure at location latitude over the year, and efficiency is resulting from action of meteorological parameters, mainly cloudiness, at different periods of the year. The extracted information already gives interesting element of decision, before being used for analysis of plant control.
Abstract: The banking sector poses a lot of problems in Nigeria in general and the non-oil export sector in particular. The banks' lack effectiveness in handling small, medium or long-term credit risk (lack of training of loan officers, lack of information on borrowers and absence of a reliable credit registry) results in non-oil exporters being burdened with high requirements, such as up to three years of financial statements, enough collateral to cover both the loan principal and interest (including a cash deposit that may be up to 30% of the loans' net present value), and to provide every detail of the international trade transaction in question. The stated problems triggered this research. Consequently, information on bank financing of non-oil exports was collected from 100 respondents from the 20 Deposit Money Banks (DMBs) in Nigeria. The data was analysed by the use of descriptive statistics correlation and regression. It is found that, Nigerian banks are participants in the financing of non-oil exports. Despite their participation, the rate of interest for credit extended to non-oil export is usually high, ranging between 15-20%. Small and medium sized non-oil export businesses lack the credit history for banks to judge them as reputable. Banks also consider the non-oil export sector very risky for investment. The banks actually do grant less credit than the exporters may require and therefore are not properly funded by banks. Banks grant very low volume of foreign currency loan in addition to, unfavorable exchange rate at which Naira is exchanged to the Dollar and other currencies in the country. This makes importation of inputs costly and negatively impacted on the non-oil export performance in Nigeria.

The research gathered data on the intensity of IT usage, and resultant efficiency increase in the organizations’ operations. The data was analyzed using multiple regression analysis and reveals that high level of IT usage has enhance efficiency of private and public organizations in Northern part of Nigeria with organizations having strategic intent on IT adoption indicating higher efficiency gains.
Abstract: The transfer rate of messages in distributed sensor network applications is a critical factor in a system's performance. The Sensor Abstraction Layer (SAL) is one such system. SAL is a middleware integration platform for abstracting sensor specific technology in order to integrate heterogeneous types of sensors in a network. SAL uses Java Remote Method Invocation (RMI) as its connection method, which has unsatisfying transfer rates, especially for streaming data. This paper analyses different connection methods to optimize data transmission in SAL by replacing RMI. Our results show that the most promising Java-based connections were frameworks for Java New Input/Output (NIO) including Apache MINA, JBoss Netty, and xSocket. A test environment was implemented to evaluate each respective framework based on transfer rate, resource usage, and scalability. Test results showed the most suitable connection method to improve data transmission in SAL JBoss Netty as it provides a performance enhancement of 68%.
Abstract: In this paper, an energy efficient digital baseband circuit for piezoelectric (PE) harvester powered batteryless remote control system is presented. Pulse mode PE harvester, which provides short duration of energy, is adopted to replace conventional chemical battery in wireless remote controller. The transmitter digital baseband repeats the control command transmission once the digital circuit is initiated by the power-on-reset. A power efficient data frame format is proposed to maximize the transmission repetition time. By using the proposed frame format and receiver clock and data recovery method, the receiver baseband is able to decode the command even when the received data has 20% error. The proposed transmitter and receiver baseband are implemented using FPGA and simulation results are presented.
Abstract: The understanding on the contribution of root respiration to total soil respiration is still very limited, especially for sugarcane. In this study, trenching experiments in sugarcane plantations were conducted to separate and investigate soil respiration for this crop. The measurements were performed for the whole growing period of 344 days to quantify root respiration. The obtained monitoring data showed that the respiration rate is increasing with the age of the plant, accounting for up to 29% of the total soil respiration before harvesting. The root to soil respiration ratio increased rapidly during the young seedling stage, i.e. first five months, then declined and finally got stabilized during yield formation and ripening stages, respectively. In addition, the results from the measurements confirmed that soil respiration was positively correlated with soil moisture content.
Abstract: Structural interpretation of aeromagnetic data and Landsat imagery over the Middle Benue Trough was carried out to determine the depth to basement, delineate the basement morphology and relief, and the structural features within the basin. The aeromagnetic and Landsat data were subjected to various image and data enhancement and transformation routines. Results of the study revealed lineaments with trend directions in the N-S, NE-SW, NWSE and E-W directions, with the NE-SW trends been dominant. The depths to basement within the trough were established to be at 1.8, 0.3 and 0.8km, as shown from the spectral analysis plot. The Source Parameter Imaging (SPI) plot generated showed the centralsouth/ eastern portion of the study area as being deeper in contrast to the western-south-west portion. The basement morphology of the trough was interpreted as having parallel sets of micro-basins which could be considered as grabens and horsts in agreement with the general features interpreted by early workers.
Abstract: This study focused on the estimation of carbon released to the atmosphere from dry dipterocarp forest (DDF) fires in Thailand. Laboratory experiments were conducted using a cone calorimeter to simulate the DDF fires. The leaf litter collected from DDF in western Thailand was used as biomass fuel. Three different masses of leaf litter were employed, 7g, 10g and 13g, to estimate the carbon released from this type of vegetation fire to the atmosphere. The chemical analysis of the leaf litter showed that the carbon content in the experimental biomass fuel was 46.0±0.1%. From the experiments, it was found that more than 95% of the carbon input was converted to carbon released to the atmosphere, while less than 5% were left in the form of residues, and returned to soil. From the study, the carbon released amounted 440.213±2.243 g/kgdry biomass, and the carbon retained in the residues was 19.786±2.243 g/kgdry biomass. The quantity of biomass fuel consumed to produce 1 g of carbon released was 2.27±0.01gkgdry biomass. Using these experimental data of carbon produced by the DDF fires, it was estimated that this type of fires in 2009 contributed to 4.659 tonnes of carbon released to the atmosphere, and 0.229 tonnes of carbon in the residues to be returned to soil in Thailand.
Abstract: In order to determine the performance and key design parameters of rocket, the erosion of nozzle throat during solid rocket motor burning have to be calculated. This study aims to predict the nozzle throat erosion in solid rocket motors according to the thrust profile of motor in operating conditions and develop a model for optimum performance of rocket. We investigate the throat radius change in the static test programs. The standard method and thrust coefficient are used for adjusting into the ideal performance for conical nozzles. Pressure and thrust data acquired from the tests are analyzed to determine the instantaneous nozzle throat diameter variation throughout the test duration. The result shows good agreement of calculated correlation comparing with measured erosion rate data showing agreement within 1.6 mm/s. Nozzle thrust coefficient loss is found approximately 24% form nozzle throat erosion during burning.
Abstract: Human society, there are many uncertainties, such as economic growth rate forecast of the financial crisis, many scholars have, since the the Song Chissom two scholars in 1993 the concept of the so-called fuzzy time series (Fuzzy Time Series)different mode to deal with these problems, a previous study, however, usually does not consider the relevant variables selected and fuzzy process based solely on subjective opinions the fuzzy semantic discrete, so can not objectively reflect the characteristics of the data set, in addition to carrying outforecasts are often fuzzy rules as equally important, failed to consider the importance of each fuzzy rule. For these reasons, the variable selection (Factor Selection) through self-organizing map (Self-Organizing Map, SOM) and proposed high-end weighted multivariate fuzzy time series model based on fuzzy neural network (Fuzzy-BPN), and using the the sequential weighted average operator (Ordered Weighted Averaging operator, OWA) weighted prediction. Therefore, in order to verify the proposed method, the Taiwan stock exchange (Taiwan Stock Exchange Corporation) Taiwan Weighted Stock Index (Taiwan Stock Exchange Capitalization Weighted Stock Index, TAIEX) as experimental forecast target, in order to filter the appropriate variables in the experiment Finally, included in other studies in recent years mode in conjunction with this study, the results showed that the predictive ability of this study further improve.
Abstract: The performance of state of the art worldwide telecommunication networks strongly depends on the efficiency of the applied routing mechanism. Game theoretical approaches to this problem offer new solutions. In this paper a new continuous network routing model is defined to describe data transfer in fixed telecommunication networks of multiple hosts. The nodes of the network correspond to routers whose latency is assumed to be traffic dependent. We propose that the whole traffic of the network can be decomposed to a finite number of tasks, which belong to various hosts. To describe the different latency-sensitivity, utility functions are defined for each task. The model is used to compare router and host intelligent types of routing methods, corresponding to various data transfer protocols. We analyze host intelligent routing as a transferable utility cooperative game with externalities. The main aim of the paper is to provide a framework in which the efficiency of various routing algorithms can be compared and the transferable utility game arising in the cooperative case can be analyzed.
Abstract: In this paper a genetic algorithm (GA) with dual-fitness function is proposed and applied to solve the deterministic identical machine scheduling problem. The mating fitness function value was used to determine the mating for chromosomes, while the selection fitness function value was used to determine their survivals. The performance of this algorithm was tested on deterministic identical machine scheduling using simulated data. The results obtained from the proposed GA were compared with classical GA and integer programming (IP). Results showed that dual-fitness function GA outperformed the classical single-fitness function GA with statistical significance for large problems and was competitive to IP, particularly when large size problems were used.
Abstract: The purpose of the research is to investigate the energetic feature of the backpack load on soldier’s gait with variation of the trunk flexion angle. It is believed that the trunk flexion variation of the loaded gait may cause a significant difference in the energy cost which is often in practice in daily life. To this end, seven healthy Korea military personnel participated in the experiment and are tested under three different walking postures comprised of the small, natural and large trunk flexion. There are around 5 degree differences of waist angle between each trunk flexion. The ground reaction forces were collected from the force plates and motion kinematic data are measured by the motion capture system. Based on these data, the impulses, momentums and mechanical works done on the center of body mass (COM) during the double support phase were computed. The result shows that the push-off and heel strike impulse are not relevant to the trunk flexion change, however the mechanical work by the push-off and heel strike were changed by the trunk flexion variation. It is because the vertical velocity of the COM during the double support phase is increased significantly with an increase in the trunk flexion. Therefore, we can know that the gait efficiency of the loaded gait depends on the trunk flexion angle. Also, even though the gravitational impulse and pre-collision momentum are changed by the trunk flexion variation, the after-collision momentum is almost constant regardless of the trunk flexion variation.
Abstract: The exponential increase in the volume of medical image database has imposed new challenges to clinical routine in maintaining patient history, diagnosis, treatment and monitoring. With the advent of data mining and machine learning techniques it is possible to automate and/or assist physicians in clinical diagnosis. In this research a medical image classification framework using data mining techniques is proposed. It involves feature extraction, feature selection, feature discretization and classification. In the classification phase, the performance of the traditional kNN k nearest neighbor classifier is improved using a feature weighting scheme and a distance weighted voting instead of simple majority voting. Feature weights are calculated using the interestingness measures used in association rule mining. Experiments on the retinal fundus images show that the proposed framework improves the classification accuracy of traditional kNN from 78.57 % to 92.85 %.
Abstract: In power system protection, the need to know the load
current together with the fault level detected by a relay is important.
This is due to the fact that the relay is required to isolate the
equipment being protected if a fault is present and keep the breaker
associated with it closed if the current level is lower than the
maximum load level. This is not an issue for a radial system. This is
not the same however in a looped power system. In a looped power
system, the isolation of an equipment system will contribute to a
topology change. The change in the power system topology will then
influence or change the maximum load current and the fault level
detected by each relay. In this paper, a method of data collection for
changing topology using matlab and sim-power will be presented.
The method will take into consideration the change in topology and
collect data for each possible topology.
Abstract: In biomedical implant field, a new formula is given
for the study of Radio Frequency power attenuation by simultaneous
effects of side and angular misalignment of the supply/data transfer
coils. A confrontation with the practical measurements done into a
Faraday cage, allowed a checking of the obtained theoretical results.
The DC supply systems without material connection and the data
transmitters used in the case of biomedical implants, can be well
dimensioned by taking into account the possibility of power
attenuation by misalignment of transfer coils
Abstract: Image registration is the process of establishing point
by point correspondence between images obtained from a same
scene. This process is very useful in remote sensing, medicine,
cartography, computer vision, etc. Then, the task of registration is to
place the data into a common reference frame by estimating the
transformations between the data sets. In this work, we develop a
rigid point registration method based on the application of genetic
algorithms and Hausdorff distance. First, we extract the feature points
from both images based on the algorithm of global and local
curvature corner. After refining the feature points, we use Hausdorff
distance as similarity measure between the two data sets and for
optimizing the search space we use genetic algorithms to achieve
high computation speed for its inertial parallel. The results show the
efficiency of this method for registration of satellite images.
Abstract: Development of microprocessor controlled sensor for measurement of wind speed and direction is the aim of this study. Electrical circuits and software were developed to the existing electromechanical part of the sensor TM-W2 becoming the properties of so-called smart sensor. The measured data about wind speed (sensitivity 0.01 m/s) and direction (0-360° by step 10°) are transmitted as 16-bit information. The connection between sensor and control unit is realized by radio communication (FM 433 MHz). Transition range is 220 m if used Quad type antenna. This concept provides substitution of actual cable systems by wireless ones.
