Abstract: In a language the inventory of greetings is dynamic with frequent input and output, although this is hardly noticed by the speakers. In this register, there are a number of constant, conservative elements that survive different language models (among them, the classic formulae: bună ziua! (good afternoon!), bună seara! (good evening!), noapte bună! (good night!), la revedere! (goodbye!) and a number of items that fail to pass the test of time, according to language use at a time (ciao!, pa!, bai!). The source of innovation depends both of internal factors (contraction, conversion, combination of classic formulae of greetings), and of external ones (borrowings and calques). Their use imposes their frequencies at once, namely the elimination of the use of others. This paper presents a sociolinguistic approach of contemporary Romanian greetings, based on prosodic surveys in two research projects: AMPRom, and SoRoEs. Romanian language presents a rich inventory of questions (especially partial interrogatives questions/WH-Q) which are used as greetings, alone or, more commonly accompanying a proper greeting. The representative of the typical formulae is Ce mai faci? (How are you?), which, unlike its English counterpart How do you do?, has not become a stereotype, but retains an obvious emotional impact, while serving as a mark of sociolinguistic group. The analyzed corpus consists of structures containing greetings recorded in the main Romanian cultural (urban) centers. From the methodological point of view, the acoustic analysis of the recorded data is performed using software tools (GoldWave, Praat), identifying intonation patterns related to three sociolinguistics variables: age, sex and level of education. The intonation patterns of the analyzed statements are at the interface between partial questions and typical greetings.
Abstract: This article interrogates the question of leadership in the context of the antidemocratic tendencies of Africa’s political leaders. The African continent has continued to struggle behind other continents of the world as a result of the failure of leadership to address the political and socio-economic challenges of the continent. Thus, bedevilled with the challenges of development, the African continent is in need of people-centred leadership. However, as the continent struggles to overcome its political and development predicaments, it is stuck in the dystopia of demagoguery that promises nothing but apocalyptic future for its teeming population. Thus, despite the enormous resources available in Africa, leadership failures have made progress difficult to achieve. At the centre of this leadership failure are demagogues: a set of leaders who have influence over a large number of people but take advantage of that influence to undermine democracy and good governance. Citing various examples across Africa, the article describes how demagogues, especially in democratic countries, have become the problem of the African continent in its quest to achieve democratic progress, development and peaceful progress.
Abstract: The adoption and application of Information and Communication Technologies (ICTs) in government administration through e-government is expected to permeate all sectors of state/ public institutions as well as democratic institutions. One of such public institutions is the Electoral Commission of Ghana mandated by the 1992 Constitution to hold all public elections including presidential and parliamentary elections. As Ghana holds its 7th General Elections since 1992, on 7th November 2016, there are demands from key stakeholders for the Election Management Body, which is the Electoral Commission (EC) of Ghana to adopt and implement an electronic voting system. This case study, therefore, attempts to contribute significantly to the debate by examining influencing factors that would impact on citizen’s readiness to adopt and use an electronic voting system in Ghana. The Technology Acceptance Model (TAM) was used as a theoretical framework for this study, out of which a research model and hypotheses were developed. Importantly, the outcome of this research finding would form a basis for appropriate policy recommendation for consideration of Government and EC of Ghana.
Abstract: This study has an objective to analyze foreign policy
of member states in globalization current, aiming to answer that the
foreign policy of member states have been changed or remained the
same and there are any factors affecting changing of foreign policy of
the member states.
From the study results, it is found that the foreign policy of
Thailand is a friendly foreign policy with all states. The policy of
Indonesia is more opened because of a change in leader, allowing
more democratic development in the country; the government has
proceeded with friendly foreign policy with the states in order to
bring funds into the state. The foreign policy of Malaysia is not much
changed as there is no changing in the leader; the policy of Malaysia
has reconciled relations with main city of Indian and Chinese residing
in the country in order to bring investments into the country and to
relieve tensions in the country. The foreign policy of the Philippines
has proceeded with policy under the ASEAN framework and
emphasized on international Islam communities. The foreign policy
of Singapore has the least changed as the Singapore's policy focuses
on internal trade since the state was found. As for the foreign policy
of Brunei Darussalam, Brunei has a little role in the international
stage; the state having closest relationship as from the view of history
is Singapore as the Singaporean has invested in retailing business in
Brunei. The foreign policy of Vietnam has emphasized on an
omnidirectional foreign policy in order to compete with several states
in global stage. The foreign policy of Myanmar has proceeded with a
friendly foreign policy with all ASEAN member states, the East-west
Corridor transportation line from Myanmar through Thailand and Lao
to Vietnam has been developed. As for the foreign policy of Lao, In
2001, the Thai government and Lao government held a discussion
which Thailand reaffirmed the position not to support the anti-Lao
group. The foreign policy of Cambodia has proceeded with more
openness, having good relation with China, Russia and USA as these
states has invested in the state, especially the US company.
Abstract: This study aimed to analyse the pregnancy outcomes in patients with TPO positivity after appropriate L-Thyroxin supplementation with close surveillance. All pregnant women attending the antenatal clinic at Milann-The Fertility Center, Bangalore, India- from Aug 2013 to Oct 2014 whose booking TSH was more than 2.5 mIU/L were included along with those pregnant women with prior hypothyroidism who were TPO positive. Those with TPO positive status were vigorously managed with appropriate thyroxin supplementation and the doses were readjusted every 3 to 4 weeks until delivery. Women with recurrent pregnancy loss were also tested for TPO positivity and if tested positive, were monitored serially with TSH and fT4 levels every 3 to 4 weeks and appropriately supplemented with thyroxin when the levels fluctuated. The testing was done after an informed consent in all these women. The statistical software namely SAS 9.2, SPSS 15.0, Stata 10.1, MedCalc 9.0.1, Systat 12.0 and R environment ver.2.11.1 were used for the analysis of the data. 460 pregnant women were screened for thyroid dysfunction at booking of which 52% were hypothyroid. Majority of them (31.08%) were subclinically hypothyroid and the remaining were overt. 25% of the total no. of patients screened were TPO positive. The various pregnancy complications that were observed in the TPO positive women were gestational glucose intolerance [60%], threatened abortion [21%], midtrimester abortion [4.3%], premature rupture of membranes [4.3%], cervical funneling [4.3%] and fetal growth restriction [3.5%]. 95.6% of the patients who followed up till the end delivered beyond 30 weeks. 42.6% of these patients had previous history of recurrent abortions or adverse obstetric outcome and 21.7% of the delivered babies required NICU admission. Obstetric outcomes in our study in terms of midtrimester abortions, placental abruption, and preterm delivery improved for the better after close monitoring of the thyroid hormone [TSH and fT4] levels every 3 to 4 weeks with appropriate dose adjustment throughout pregnancy. Euthyroid women with TPO positive status enrolled in the study incidentally were those with recurrent abortions/infertility and required thyroxin supplements due to elevated Thyroid hormone (TSH, fT4) levels during the course of their pregnancy. Significant associations were found with age>30 years and Hyperhomocysteinemia [p=0.017], recurrent pregnancy loss or previous adverse obstetric outcomes [p=0.067] and APLA [p=0.029]. TPO antibody levels >600 I U/ml were significantly associated with development of gestational hypertension [p=0.041] and fetal growth restriction [p=0.082]. Euthyroid women with TPO positivity were also screened periodically to counter fluctuations of the thyroid hormone levels with appropriate thyroxin supplementation. Thus, early identification along with aggressive management of thyroid dysfunction and stratification of these patients based on their TPO status with appropriate thyroxin supplementation beginning in the first trimester will aid risk modulation and also help avert complications.
Abstract: The harsh realities of the scandalous failure of several notable corporations in the past two decades have inextricably resulted in a surge in corporate governance studies. Nevertheless, little or no attention has been paid to corporate governance studies in Mongolian firms and much less to the comprehension of the correlation among ownership structure, corporate governance mechanisms and trend of innovative activities. Innovation is the bed rock of enterprise success. However, the funding and support for innovative activities in many firms are to a great extent determined by the incentives provided by the firm’s internal and external governance mechanisms. Mongolia is an East Asian country currently undergoing a fast-paced transition from socialist to democratic system and it is a widely held view that private ownership as against public ownership fosters innovation. Hence, following the privatization policy of Mongolian Government which has led to the transfer of the ownership of hitherto state controlled and state directed firms to private individuals and organizations, expectations are high that sufficient motivation would be provided for firm managers to engage in innovative activities. This research focuses on the relationship between ownership structure, corporate governance on one hand and the level of innovation on the hand. The paper is empirical in nature and derives data from both reliable secondary and primary sources. Secondary data for the study was in respect of ownership structure of Mongolian listed firms and innovation trend in Mongolia generally. These were analyzed using tables, charts, bars and percentages. Personal interviews and surveys were held to collect primary data. Primary data was in respect of corporate governance practices in Mongolian firms and were collected using structured questionnaire. Out of a population of three hundred and twenty (320) companies listed on the Mongolian Stock Exchange (MSE), a sample size of thirty (30) randomly selected companies was utilized for the study. Five (5) management level employees were surveyed in each selected firm giving a total of one hundred and fifty (150) respondents. Data collected were analyzed and research hypotheses tested using Chi-Square test statistic. Research results showed that corporate governance mechanisms were better and have significantly improved overtime in privately held as opposed to publicly owned firms. Consequently, the levels of innovation in privately held firms were considerably higher. It was concluded that a significant and positive relationship exists between private ownership and good corporate governance on one hand and the level of funding provided for innovative activities in Mongolian firms on the other hand.
Abstract: The growth of Thai society in western style in the
middle of Rattanakosin period can be defined as modernization
/civilization. These terms had an influence on the development of the
country in the reign of King Rama V owing to the governance
reform, and cultures influenced by the West. Those were passed on
until the reign of King Rama VI. The preference was not only for the
renovation of architecture and arts based on Thai customs reflecting
the prosperity and beauty of handicrafts but also for the acceptance of
westernization. The remain of this acceptance includes the concept of
such value as gentlemanly behavior like that in Victorian Era of the
United Kingdom, and the support of women’s status. Moreover, the
wide spread of modernization leads to the movement to change the
country’s governance system from absolute monarchy to democracy
by a group of people called Rattanakosin Era (R.E.) 130 party.
Abstract: A human’s hand localization is revised by using radar cross section (RCS) measurements with a minimum root mean square (RMS) error matching algorithm on a touchless keypad mock-up model. RCS and frequency transfer function measurements are carried out in an indoor environment on the frequency ranged from 3.0 to 11.0 GHz to cover federal communications commission (FCC) standards. The touchless keypad model is tested in two different distances between the hand and the keypad. The initial distance of 19.50 cm is identical to the heights of transmitting (Tx) and receiving (Rx) antennas, while the second distance is 29.50 cm from the keypad. Moreover, the effects of Rx angles relative to the hand of human factor are considered. The RCS input parameters are compared with power loss parameters at each frequency. From the results, the performance of the RCS input parameters with the second distance, 29.50 cm at 3 GHz is better than the others.
Abstract: In this work we make a bifurcation analysis for a
single compartment representation of Traub model, one of the most
important conductance-based models. The analysis focus in two
principal parameters: current and leakage conductance. Study of
stable and unstable solutions are explored; also Hop-bifurcation and
frequency interpretation when current varies is examined. This study
allows having control of neuron dynamics and neuron response when
these parameters change. Analysis like this is particularly important
for several applications such as: tuning parameters in learning
process, neuron excitability tests, measure bursting properties of the
neuron, etc. Finally, a hardware implementation results were
developed to corroborate these results.
Abstract: Reinforced concrete (RC) shear wall system of residential buildings is popular in South Korea. RC walls are subjected to axial forces in common and the effect of axial forces on the strength loss of the fire damaged walls has not been investigated. This paper aims at investigating temperature distribution on fire damaged concrete walls having different axial loads. In the experiments, a variable of specimens is axial force ratio. RC walls are fabricated with 150mm of wall thicknesses, 750mm of lengths and 1,300mm of heights having concrete strength of 24MPa. After curing, specimens are heated on one surface with ISO-834 standard time-temperature curve for 2 hours and temperature distributions during the test are measured using thermocouples inside the walls. The experimental results show that the temperature of the RC walls exposed to fire increases as axial force ratio increases. To verify the experiments, finite element (FE) models are generated for coupled temperature-structure analyses. The analytical results of thermal behaviors are in good agreement with the experimental results. The predicted displacement of the walls decreases when the axial force increases.
Abstract: Autologous Chondrocyte Implantation (ACI) is used worldwide since 1998 to treat cartilage defect. GEL based ACI is a new tissue-engineering technique to treat full thickness cartilage defect with fibrin and thrombin as scaffold for chondrocytes. Purpose of this study is to see safety and efficacy of gel based ACI for knee cartilage defect in multiple centres with different surgeons. Gel-based Autologous Chondrocyte Implantation (GACI) has shown effectiveness in treating isolated cartilage defect of knee joint. Long term results are still needed to be studied. This study was followed-up up to two years and showed benefit to patients. All enrolled patients with a mean age of 28.5 years had an average defect size of3 square centimeters, and were grade IV as per ICRS grading. All patients were followed up several times and at several intervals at 6th week, 8th week, 11th week, 17th week, 29th week, 57th week after surgery. The outcomes were measured based on the IKDC (subjective and objective) and MOCART scores.
Abstract: Political participation involves voluntary and
deliberate efforts by the members of a political system to determine
the kinds of political institution and individuals that will govern them
and equally influence the mobilization and allocation of the available
societal resources. Over the years, youths in Nigeria participate
actively in political party rallies and voting to elect their leaders and
representatives in governance. This paper examines categories and
nature of participation in politics as well as factors that drive youths
into politics in Sokoto State. A survey conducted, through focus
group discussions, interviews and questionnaire, in the six sampled
Local Government of Sokoto State identifies three category of
political participation; namely, active, moderate and apathetic
participation. The findings reveal that 63.57% of respondents are
apathetic to politics in the State and unemployed youth constitutes
34.74% of the entire responses. The paper establishes that lack of
attainment of need (63.22%) is one of the reasons that make youths
engage into participatory activities that encourage political thuggery
and manipulation of electoral outcomes. The paper recommends that
youths should be engaged into positive rational participatory
activities that ensure inclusiveness and promotion of good
governance in Nigeria. It is hoped that this will enlighten youths and
policy implementers on the constructive strategies in controlling
youths’ negative participation in politics in Nigeria.
Abstract: The Green Urban Lab took the form of public
installations that were placed at various locations in four cities in
Cyprus. These installations - through which a series of events,
activities, workshops and research took place - were the main tools in
regenerating a series of urban public spaces in Cyprus. The purpose
of this project was to identify issues and opportunities related to
public space and to offer guidelines on how design and participatory
democracy improvements could strengthen civil society, while
raising the quality of the urban public scene. Giant inflatable
structures were injected in important urban fragments in order to
accommodate series of events. The design and playful installation
generated a wide community engagement. The fluid presence of the
installations acted as a catalyst for social interaction. They were
accessed and viewed effortlessly and surprisingly, creating
opportunities to rediscover public spaces.
Abstract: Carbon Fiber Reinforced Plastics (CFRPs) are widely
used for advanced applications, in particular in aerospace, automotive
and wind energy industries. Once cured to near net shape, CFRP
parts need several finishing operations such as trimming, milling or
drilling in order to accommodate fastening hardware and meeting the
final dimensions. The present research aims to study the effect of the
cutting temperature in trimming on the mechanical strength of high
performance CFRP laminates used for aeronautics applications. The
cutting temperature is of great importance when dealing with
trimming of CFRP. Temperatures higher than the glass-transition
temperature (Tg) of the resin matrix are highly undesirable: they
cause degradation of the matrix in the trimmed edges area, which can
severely affect the mechanical performance of the entire component.
In this study, a 9.50mm diameter CVD diamond coated carbide tool
with six flutes was used to trim 24-plies CFRP laminates. A
300m/min cutting speed and 1140mm/min feed rate were used in the
experiments. The tool was heated prior to trimming using a
blowtorch, for temperatures ranging from 20°C to 300°C. The
temperature at the cutting edge was measured using embedded KType
thermocouples. Samples trimmed for different cutting
temperatures, below and above Tg, were mechanically tested using
three-points bending short-beam loading configurations. New cutting
tools as well as worn cutting tools were utilized for the experiments.
The experiments with the new tools could not prove any correlation
between the length of cut, the cutting temperature and the mechanical
performance. Thus mechanical strength was constant, regardless of
the cutting temperature. However, for worn tools, producing a cutting
temperature rising up to 450°C, thermal damage of the resin was
observed. The mechanical tests showed a reduced mean resistance in
short beam configuration, while the resistance in three point bending
decreases with increase of the cutting temperature.
Abstract: The ventilated façade has great advantages when
compared to traditional façades as it reduces the air conditioning
thermal loads due to the stack effect induced by solar radiation in the
air chamber. Optimizing energy consumption by using a ventilated
façade can be used not only in newly built buildings but also it can be
implemented in existing buildings, opening the field of
implementation to energy building retrofitting works. In this sense, the following three prototypes of façade where
designed, built and further analyzed in this research: non-ventilated
façade (NVF); slightly ventilated façade (SLVF) and strongly
ventilated façade (STVF). The construction characteristics of the
three facades are based on the Spanish regulation of building
construction “Technical Building Code”. The façades have been
monitored by type-k thermocouples in a representative day of the
summer season in Madrid (Spain). Moreover, an analysis of variance
(ANOVA) with repeated measures, studying the thermal lag in the
ventilated and no-ventilated façades has been designed. Results show that STVF façade presents higher levels of thermal
inertia as the thermal lag reduces up to 17% (daily mean) compared
to the non-ventilated façade. In addition, the statistical analysis
proves that an increase of the ventilation holes size in STVF façades
can improve the thermal lag significantly (p >0.05) when compared
to the SLVF façade.
Abstract: This paper focuses on how judiciaries in post-conflict societies can gain legitimacy through reformation. Legitimacy plays a pivotal role in shaping people’s behavior to submit to the law and verifies the rightfulness of an organ for taking binding decisions. Among various dynamics, judicial independence, access to justice and behavioral changes of the judicial officials broadly contribute to legitimation of judiciary in general, and the courts in particular. Increasing independence of judiciary through reform limits, inter alia, government interference in judicial issues and protects basic rights of the citizens. Judicial independence does not only matter in institutional terms, individual independence also influences the impartiality and integrity of judges, which can be increased through education and better administration of justice. Finally, access to justice as an intertwined concept both at the legal and moral spectrum of judicial reform avails justice to the citizens and increases the level of public trust and confidence. Efficient legal decisions on fostering such elements through holistic reform create a rule of law atmosphere. Citizens neither accept an illegitimate judiciary nor do they trust its decisions. Lack of such tolerance and confidence deters the rule of law and thus, undermines the democratic development of a society.
Abstract: The objective of this paper is to analyze the role played by the institute of the public hearings in the Brazilian Supreme Court. The public hearings are regulated since 1999 by the Brazilian Laws nº 9.868, nº 9.882 and by the Intern Regiment of the Brazilian Supreme Court. According to this legislation, the public hearings are supposed to be called when a matter of circumstance of fact must be clarified, what can be done through the hearing of the testimonies of persons with expertise and authority in the theme related to the cause. This work aims to investigate what is the role played by the public hearings and by the experts in the Brazilian Supreme Court. The hypothesis of this research is that: (I) The public hearings in the Brazilian Supreme Court are used to uphold a rhetoric of a democratic legitimacy of the Court`s decisions; (II) The Legislative intentions have been distorted. To test this hypothesis, the adopted methodology involves an empirical study of the Brazilian jurisprudence. As a conclusion, it follows that the public hearings convened by the Brazilian Supreme Court do not correspond, in practice, to the role assigned to them by the Congress since they do not serve properly to epistemic interests. The public hearings not only do not legitimate democratically the decisions, but also, do not properly clarify technical issues.
Abstract: This study intends to show the influence of the
hydrolytic degradation on the properties of the e-PTFE/NOMEX®
membranes used in fire-protective clothing. The modification of
water vapour permeability, morphology and chemical structure was
examined by MOCON Permatran, electron microscopy scanning
(SEM), and ATR-FTIR, respectively. A decrease in permeability to
water vapour of the aged samples was observed following closure of
transpiration pores. Analysis of fiber morphology indicates the
appearance of defects at the fibers surface with the presence of micro
cavities. ATR-FTIR analysis reveals the presence of a new absorption
band attributed to carboxylic acid terminal groups generated during
the amide bond hydrolysis.
Abstract: The right to basic sanitation, was elevated to the
category of fundamental right by the Constitution of 1988 to protect
the ecologically balanced environment, ensuring social rights to
health and adequate housing and put the dignity of the human person
as the foundation of the Brazilian Democratic State. Before their
essentiality to humans, this article seeks to understand why universal
access to basic sanitation is a goal so difficult to achieve in Brazil.
Therefore, this research uses the deductive and analytical method.
Given the nature of the research literature, research techniques were
centered in specialized books on the subject, journals, theses and
dissertations, laws, relevant law case and raising social indicators
relating to the theme. The relevance of the topic stems, among other
things, the fact that sanitation services are essential for a dignified
life, i.e., everyone is entitled to the maintenance of the necessary
existence conditions are satisfied. However, the effectiveness of this
right is undermined in society, since Brazil has huge deficit in
sanitation services, denying thus a worthy life to most of the
population. Thus, it can be seen that the provision of water and
sewage services in Brazil is still characterized by a large imbalance,
since the municipalities with lower population index have greater
disability in the sanitation service. The truth is that the precariousness
of water and sewage services in Brazil is still very concentrated in the
North and Northeast regions, limiting the effective implementation of
the Law 11.445/2007 in the country. Therefore, there is urgent need
for a positive service by the State in the provision of sanitation
services in order to prevent and control disease, improve quality of
life and productivity of individuals, besides preventing contamination
of water resources. More than just social and economic necessity,
there is a government duty to implement such services. In this sense,
given the current scenario, to achieve universal access to basic
sanitation imposes many hurdles. These are mainly in the field of
properly formulated and implemented public policies, i.e., it requires
an excellent institutional organization, management services,
strategic planning, social control, in order to provide answers to
complex challenges.
Abstract: Latin America is probably the region with greater
social inequality, contrary to the amount of rights enshrined in their
constitutions. In the last decade of the twentieth century, the area
resulted in significant changes to democratization and constitutional
changes. Through low-key public policy, political leaders activated
participation in the culture of human rights. The struggle for social
rights in Latin America has been a constant regulation. His
consecration at the constitutional level has chained search
application. The constitutionalization and judicial protection of these
rights have been crucial in countries like Argentina, Venezuela, Peru
and Colombia. This paper presents an analytical view on the
constitutionalization of social rights in the Latin American context
and its justiciability.
