Abstract: In this paper, we consider the application of Extreme
Value Theory as a risk measurement tool. The Value at Risk, for a set
of indices, from six Stock Exchanges of Frontier markets is
calculated using the Peaks over Threshold method and the
performance of the model index-wise is evaluated using coverage
tests and loss functions. Our results show that “fattailedness” alone of
the data is not enough to justify the use of EVT as a VaR approach.
The structure of the returns dynamics is also a determining factor.
This approach works fine in markets which have had extremes
occurring in the past thus making the model capable of coping with
extremes coming up (Colombo, Tunisia and Zagreb Stock
Exchanges). On the other hand, we find that indices with lower past
than present volatility fail to adequately deal with future extremes
(Mauritius and Kazakhstan). We also conclude that using EVT alone
produces quite static VaR figures not reflecting the actual dynamics
of the data.
Abstract: Civil service (public administration) is an important social institution of society properties. Civil service institution had a significant impact on modernization processes in Kazakhstan through ensuring the functioning of all the subsystems of social life. This article is an attempt to analyze the reforms of public service institution in Kazakhstan and to assess its influence on modernization processes.
Abstract: Child care policy must be a priority area of public authorities in any country. This study investigates child care policy in Kazakhstan in accordance with the current position of children and laws. The results show that Kazakhstan policy in this sphere needs more systematic model including state economic and social measures, parental involvement and role of non-government organizations.
Abstract: This article discusses the principles of object-oriented human capital development using the technology program. Also the article includes priorities of the strategy of industrial-innovative development of Kazakhstan in conditions of integration activity into the world community. The article shows the tasks of human resource management in the implementation of industrial and innovation development, particularities of Kazakhstan's theory of management staff, as well as due to the specificity of the Kazakhstan authorities. In the article had considered the factors which are affecting to the people in the organization and also had considered mechanisms of HRM within organization in the conditions of innovative development in Kazakhstan.
Abstract: The main question of the research is - how did the Kazakhs manage to keep their religious thinking in the period of active propaganda of Soviet atheism, for seventy years of struggle against religion with the involvement of the scientific worldview as the primary means of proving the absence of the divine nature and materiality of the world?
Our hypothesis is that In case of Kazakhstan the conservative female religious consciousness seems to have been a factor that helped to preserve the “everyday” religiousness of Kazakhs, which was far from deep theological contents of Islam, but able to revive in a short time after the decennia of proclaimed atheism.
Abstract: This work presents the results of a study the incidence of metabolic syndrome (MetS) in women with impaired reproductive function (IRF) according to the data of Astana, Kazakhstan. The anthropometric, biochemical and instrumental studies were conducted among 515 women, of which 53 patients with MetS according to IDF criteria, 2006, were selected. The frequency of occurrence of the IRF, due to MetS is 10.3% of cases according to the data of Astana. In women of childbearing age with IRF and the MetS, blood pressure (BP), indicators of carbohydrate and lipid metabolism were significantly higher and the level of high density lipoprotein (HDL) significantly lower compared to the same in women with the IRF without MetS. The hyperandrogenism, the hyperestrogenemia, the hyperprolactinemia and the hypoprogesteronemia were found in the patients with MetS and IRF, indicating the impact of MetS on the development of the polycystic ovary syndrome in 28% of cases and hyperplastic processes of the myometrium in 20% of cases.
Abstract: Urban life is characterized by rapid changes and high influence of market institutions on livelihood strategies of households to get sustainability, especially in countries of former Soviet Union challenged transformation of economy to the market type. Moving from socialistic worldviews to capitalistic ones which as usual regulated by free markets has been enough big challenge for households in urban area, which have to face with adaptation to new systems. Influence of market institutions on everyday life and planning system of households can destroy traditional household dispositions of the sustainable managing of a family budget. New changes of economy system can lead to splitting up large social networks and appearing new risky livelihood strategies of households. Urban households from Astana that is the capital city of Kazakhstan were interviewed within international research project “Livelihoods Strategies of Private Households in Central Asia. A Rural-Urban Comparison in Kazakhstan and Kyrgyzstan”, which enables to explore urgent issues of livelihood strategies of urban households in current Kazakhstan under influence of the spreading of market institutions from the micro level research focus of their everyday life.
Abstract: Petroglyphs, stone sculptures, burial mounds, and
other memorial religious structures are ancient artifacts which find
reflection in contemporary world culture, including the culture of
Kazakhstan. In this article, the problem of the influence of ancient
artifacts on contemporary culture is researched, using as an example
Kazakhstan-s sculpture and painting. The practice of creating
petroglyphs, stone sculptures, and memorial religious structures was
closely connected to all fields of human existence, which fostered the
formation of and became an inseparable part of a traditional
worldview. The ancient roots of Saka-Sythian and Turkic nomadic
culture have been studied, and integrated into the foundations of the
contemporary art of Kazakhstan. The study of the ancient cultural
heritage of Kazakhstan by contemporary artists, sculptors and
architects, as well as the influence of European art and cultures on the
art of Kazakhstan are furthering the development of a new national
art.
Abstract: the article analyzes the national security as a scientific and practical problem, characterized by the state's political institutions to ensure effective action to maintain optimal conditions for the existence and development of the individual and society. National security, as a category of political science reflects the relationship between the security to the nation, including public relations and social consciousness, social institutions and their activities, ensuring the realization of national interests in a particular historical situation. In national security are three security levels: individual, society and state. Their role and place determined by the nature of social relations, political systems, the presence of internal and external threats. In terms of content in the concept of national security is taken to provide political, economic, military, environmental, information security and safety of the cultural development of the nation.
Abstract: According to the majority and to stereotypes in a simple everyman religious processes in the world in general, and Kazakhstan in particular, have only negative trends. The main reason for the author's opinion is seen in the fact that the media in the pursuit of ratings and sensation, more inclined to highlight the negative aspects of events in the country and the world of processes forgetting or casually mentioning the positive initiatives and achievements. That is why the article is mainly revealed positive trends in mind that the problems of fanaticism, terrorism and the confrontation of society on various issues, a lot has been written and detailed. This article describes the stages in the development of relations between religion and state, as well as institutionalization, networking and assistance in the correct orientation of religious activities in the country.
Abstract: In recent years in Kazakhstan, as well as in all countries, we have been talking not only about the professional stress, but also professional Burnout Syndrome of employees. Burnout is essentially a response to chronic emotional stress – manifests itself in the form of chronic fatigue, despondency, unmotivated aggression, anger, and others. This condition is due to mental fatigue among teachers as a sort of payment for overstrain when professional commitments include the impact of “heat your soul", emotional investment. The emergence of professional Burnout among teachers is due to the system of interrelated and mutually reinforcing factors relating to the various levels of the personality: individually-psychological level is psychodynamic special subject characteristics of valuemotivational sphere and formation of skills and habits of selfregulation; the socio-psychological level includes especially the Organization and interpersonal interaction of a teacher. Signs of the Burnout were observed in 15 testees, and virtually a symptom could be observed in every teacher. As a result of the diagnosis 48% of teachers had the signs of stress (phase syndrome), resulting in a sense of anxiety, mood, heightened emotional susceptibility. The following results have also been got:-the fall of General energy potential – 14 pers. -Psychosomatic and psycho vegetative syndrome – 26 pers. -emotional deficit-34 pers. -emotional Burnout Syndrome-6 pers. The problem of professional Burnout of teachers in the current conditions should become not only meaningful, but particularly relevant. The quality of education of the younger generation depends on professional development; teachers- training level, and how “healthy" teachers are. That is why the systematic maintenance of pedagogic-professional development for teachers (including disclosure of professional Burnout Syndrome factors) takes on a special meaning.
Abstract: Kazakhstan attaches the great importance to
cooperation with European countries within the framework of
multilateral security organizations such as NATO. Cooperation of
Kazakhstan with the NATO is a prominent aspect of strengthening of
regional security of republic. It covers a wide spectrum of areas, such
as reform of sector of defense and security, military operative
compatibility of armed forces of NATO member-countries and
Kazakhstan, civil emergency planning and scientific cooperation. The
cooperation between Kazakhstan and NATO is based on the mutual
interests of neighboring republics in the region so that the existing
forms of cooperation between Kazakhstan and NATO will not be
negatively perceived both in Asia as well as among CIS countries.
Kazakhstan tailors its participation in the PfP programme through an
annual Individual Partnership Programme, selecting those activities
that will help achieve the goals it has set in the IPAP. Level of
cooperation within the limits of PfP essentially differs on each
republic. Cooperation with Kazakhstan progressed most of all since
has been signed IPAP from the NATO
Abstract: Article is devoted to the problem of Kazakhstan people national values in the conditions of the Republic of Kazakhstan independence. Formation of ethnos national values is viewed as the mandatory constituent of this process in contemporary conditions. The article shows the dynamics of forming socialspiritual basis of Kazakhstan people-s national values. It depicts peculiarities of interethnic relations in poly-ethnic and multiconfessional Kazakhstan. The study reviews in every detail various directions of the state social policy development in the sphere of national values. It is aimed to consolidation of the society to achieve the shared objective, i.e. building democratic and civilized state. The author discloses peculiarities of ethnos national values development using specific sources. It is underlined that renewal and modernization of Kazakhstan society represents new stage in the national value development, and its typical feature is integration process based on peoples- friendship, cultural principles of interethnic communication.
Abstract: terrorism and extremism are among the most
dangerous and difficult to forecast the phenomena of our time, which
are becoming more diverse forms and rampant. Terrorist attacks often
produce mass casualties, involve the destruction of material and
spiritual values, beyond the recovery times, sow hatred among
nations, provoke war, mistrust and hatred between the social and
national groups, which sometimes can not be overcome within a
generation. Currently, the countries of Central Asia are a topical issue
– the threat of terrorism and religious extremism, which grow not
only in our area, but throughout the world. Of course, in each of the
terrorist threat is assessed differently. In our country the problem of
terrorism should not be acutely. Thus, after independence and
sovereignty of Kazakhstan has chosen the path of democracy,
progress and free economy. With the policy of the President of
Kazakhstan Nursultan Nazarbayev and well-organized political and
economic reforms, there has been economic growth and rising living
standards, socio-political stability, ensured civil peace and accord in
society [1].
Abstract: The concept of the new government should focus on
forming a new relationship between public servants and citizens of
the state, formed on the principles of transparency, accountability,
protection of citizens' rights. These principles are laid down in the
problem of administrative reform in the Republic of Kazakhstan.
Also, this wish arises, contributing to the improvement of the system
of political management in our country. For the full realization of the
goals is necessary to develop a special state program designed to
improve the regulatory framework for public service, improving
training, retraining and advanced training of civil servants, forming a
system of incentives in public service and other activities aimed at
achieving the efficiency of the entire system government.
Abstract: Education in the modern world provides the socioeconomic
progress of society. In today's society, where the presence
of large middle class ensures its stability and is a symbol of
resolution of hidden economic problems, education is an integral part
of formation and reproduction of the middle class. This article presents part of results of the sociological study conducted under the
project "Kazakhstan model of education: international experience and national traditions" supported by the Foundation of the First President
of Republic of Kazakhstan - Leader of the Nation to determine the
ratio of students to the transformations of the educational system. The
authors conclude that the Kazakhstani system of education, passing
through the transformation processes, improving the quality of
educational programs and trying to correspond to the international
standards, not yet in full range, but begins to perform important
functions in the formation of the middle class.
Abstract: 15 strains of oil-destructing microorganisms were
isolated from oil polluted soil of Western Kazakhstan. Strains 2-A
and 41-3 with the highest oil-destructing activities were chosen from
them. It was shown that these strains oxidized n-alkanes very well,
but isoalkanes, isoparaffin, cycloparaffin and heavy aromatic
compounds were destructed very slowly. These both strains were
tested as preparations for bioremediation of oil-polluted soil in model
and field experiments. The degree of utilizing of soil oil by this
preparation was 79-84 % in field experiments.
Abstract: This paper explores oil prices changes impact on energy policy of Kazakhstan in 2001-2009. It involves the role of oil income to the economic development, process of diversification of internal and external energy policy of Kazakhstan, and the changes in oil law towards subsoil users.
Abstract: Mankind has entered into an extremely complex and
controversial stage of its development: the world is simultaneously
organized and chaoticized, globalized and localized, combined and
split. Analysts point out that globalization as a process of
strengthening economic, cultural, financial and other ties of states
cause many problems. In the economic sphere, it creates the danger
of growing gap between the states, in the sphere of politics it leads to
the weakening of political power and influence of nation-states.
