Abstract: Finding effective ways of improving university quality assurance requires, as well, a retraining of the staff. This article illustrates an Online Programme of Excellence Model (OPEM), based on the European quality assurance model, for improving participants- formative programme standards. The results of applying this OPEM indicate the necessity of quality policies that support the evaluators- competencies to improve formative programmes. The study concludes by outlining how faculty and agency staff can use OPEM for the internal and external quality assurance of formative programmes.
Abstract: Environmental performance of the U.S. States is investigated for the period of 1990 – 2007 using Stochastic Frontier Analysis (SFA). The SFA accounts for both efficiency measure and stochastic noise affecting a frontier. The frontier is formed using indicators of GDP, energy consumption, population, and CO2 emissions. For comparability, all indicators are expressed as ratios to total. Statistical information of the Energy Information Agency of the United States is used. Obtained results reveal the bell - shaped dynamics of environmental efficiency scores. The average efficiency scores rise from 97.6% in 1990 to 99.6% in 1999, and then fall to 98.4% in 2007. The main factor is insufficient decrease in the rate of growth of CO2 emissions with regards to the growth of GDP, population and energy consumption. Data for 2008 following the research period allow for an assumption that the environmental performance of the U.S. States has improved in the last years.
Abstract: METIS is the Multi Element Telescope for Imaging
and Spectroscopy, a Coronagraph aboard the European Space
Agency-s Solar Orbiter Mission aimed at the observation of the solar
corona via both VIS and UV/EUV narrow-band imaging and spectroscopy. METIS, with its multi-wavelength capabilities, will
study in detail the physical processes responsible for the corona heating and the origin and properties of the slow and fast solar wind.
METIS electronics will collect and process scientific data thanks to its detectors proximity electronics, the digital front-end subsystem
electronics and the MPPU, the Main Power and Processing Unit,
hosting a space-qualified processor, memories and some rad-hard
FPGAs acting as digital controllers.This paper reports on the overall
METIS electronics architecture and data processing capabilities
conceived to address all the scientific issues as a trade-off solution between requirements and allocated resources, just before the
Preliminary Design Review as an ESA milestone in April 2012.
Abstract: Space exploration is a highly visible endeavour of
humankind to seek profound answers to questions about the origins
of our solar system, whether life exists beyond Earth, and how we
could live on other worlds. Different platforms have been utilized in
planetary exploration missions, such as orbiters, landers, rovers, and
penetrators.
Having low mass, good mechanical contact with the surface,
ability to acquire high quality scientific subsurface data, and ability to
be deployed in areas that may not be conducive to landers or rovers,
Penetrators provide an alternative and complimentary solution that
makes possible scientific exploration of hardly accessible sites (icy
areas, gully sites, highlands etc.).
The Canadian Space Agency (CSA) has put space exploration as
one of the pillars of its space program, and established ExCo program
to prepare Canada for future international planetary exploration.
ExCo sets surface mobility as its focus and priority, and invests
mainly in the development of rovers because of Canada's niche space
robotics technology. Meanwhile, CSA is also investigating how
micro-penetrators can help Canada to fulfill its scientific objectives
for planetary exploration.
This paper presents a review of the micro-penetrator technologies,
past missions, and lessons learned. It gives a detailed analysis of the
technical challenges of micro-penetrators, such as high impact
survivability, high precision guidance navigation and control, thermal
protection, communications, and etc. Then, a Canadian perspective of
a possible micro-penetrator mission is given, including Canadian
scientific objectives and priorities, potential instruments, and flight
opportunities.
Abstract: In recent years, many researches to mine the exploding Web world, especially User Generated Content (UGC) such as
weblogs, for knowledge about various phenomena and events in the physical world have been done actively, and also Web services
with the Web-mined knowledge have begun to be developed for
the public. However, there are few detailed investigations on how accurately Web-mined data reflect physical-world data. It must be
problematic to idolatrously utilize the Web-mined data in public Web services without ensuring their accuracy sufficiently. Therefore,
this paper introduces the simplest Web Sensor and spatiotemporallynormalized
Web Sensor to extract spatiotemporal data about a target
phenomenon from weblogs searched by keyword(s) representing the
target phenomenon, and tries to validate the potential and reliability of the Web-sensed spatiotemporal data by four kinds of granularity
analyses of coefficient correlation with temperature, rainfall, snowfall,
and earthquake statistics per day by region of Japan Meteorological
Agency as physical-world data: spatial granularity (region-s population
density), temporal granularity (time period, e.g., per day vs. per week), representation granularity (e.g., “rain" vs. “heavy rain"), and
media granularity (weblogs vs. microblogs such as Tweets).
Abstract: Following the loss of NASA's Space Shuttle
Columbia in 2003, it was determined that problems in the agency's
organization created an environment that led to the accident. One
component of the proposed solution resulted in the formation of the
NASA Engineering Network (NEN), a suite of information retrieval
and knowledge-sharing tools. This paper describes the
implementation of communities of practice, which are formed along
engineering disciplines. Communities of practice enable engineers to
leverage their knowledge and best practices to collaborate and take
information learning back to their jobs and embed it into the
procedures of the agency. This case study offers insight into using
traditional engineering disciplines for virtual collaboration, including
lessons learned during the creation and establishment of NASA-s
communities.
Abstract: This paper evaluates performances of an adaptive noise
cancelling (ANC) based target detection algorithm on a set of real test
data supported by the Defense Evaluation Research Agency (DERA
UK) for multi-target wideband active sonar echolocation system. The
hybrid algorithm proposed is a combination of an adaptive ANC
neuro-fuzzy scheme in the first instance and followed by an iterative
optimum target motion estimation (TME) scheme. The neuro-fuzzy
scheme is based on the adaptive noise cancelling concept with the
core processor of ANFIS (adaptive neuro-fuzzy inference system) to
provide an effective fine tuned signal. The resultant output is then
sent as an input to the optimum TME scheme composed of twogauge
trimmed-mean (TM) levelization, discrete wavelet denoising
(WDeN), and optimal continuous wavelet transform (CWT) for
further denosing and targets identification. Its aim is to recover the
contact signals in an effective and efficient manner and then determine
the Doppler motion (radial range, velocity and acceleration) at very
low signal-to-noise ratio (SNR). Quantitative results have shown that
the hybrid algorithm have excellent performance in predicting targets-
Doppler motion within various target strength with the maximum
false detection of 1.5%.
Abstract: The complexity of teaching English in higher
institutions by non-native speakers within a second/foreign language
setting has created continuous discussions and research about
teaching approaches and teaching practises, professional identities
and challenges. In addition, there is a growing awareness that
teaching English within discipline-specific contexts adds up to the
existing complexity. This awareness leads to reassessments,
discussions and suggestions on course design and content and
teaching approaches and techniques. In meeting expectations
teaching at a university specified in a particular discipline such as
engineering, English language educators are not only required to
teach students to be able to communicate in English effectively but
also to teach soft skills such as problem solving skills. This paper is
part of a research conducted to investigate how English language
educators negotiate with the complexities of teaching problem
solving skills through English language teaching at a technical
university. This paper reports the way an English language educator
identified himself and the way he approached his teaching in this
institutional context.
