Abstract: This paper examines two policy spaces–the ARC and TVA–and their spatialized politics. The research observes that the regional concept informs public policy and can contribute to the formation of stable policy initiatives. Using the subsystem framework to understand the political viability of policy regimes, the authors conclude policy geographies that appeal to traditional definitions of regions are more stable over time. In contrast, geographies that fail to reflect pre-existing representations of space are engaged in more competitive subsystem politics. The paper demonstrates that the spatial practices of policy regions and their directional politics influence the political viability of programs. The paper concludes that policy spaces should institutionalize pre-existing geographies–not manufacture new ones.
Abstract: The presence of heavy metals in the environment
could constitute a hazard to food security and public health. These
can be accumulated in aquatic animals such as fish. Samples of four
popular brands of canned fish in the Iranian market (yellowfin tuna,
common Kilka, Kawakawa and longtail tuna) were analyzed for level
of Cr after wet digestion with acids using graphite furnace atomic
absorption spectrophotometry. The mean concentrations for Cr in the
different brands were: 2.57, 3.24, 3.16 and 1.65 μg/g for brands A, B,
C and D respectively. Significant differences were observed in the Cr
levels between all of the different brands of canned fish evaluated in
this study. The Cr concentrations for the varieties of canned fishes
were generally within the FAO/WHO, U.S. FDA and U.S. EPA
recommended limits for fish.
Abstract: A traffic light gives security from traffic congestion, reducing the traffic jam, and organizing the traffic flow. Furthermore, increasing congestion level in public road networks is a growingproblem in many countries. Using Intelligent Transportation Systemsto provide emergency vehicles a green light at intersections canreduce driver confusion, reduce conflicts, and improve emergencyresponse times. Nowadays, the technology of wireless sensornetworks can solve many problems and can offer a good managementof the crossroad. In this paper, we develop a new approach based onthe technique of clustering and the graphical possibilistic fusionmodeling. So, the proposed model is elaborated in three phases. Thefirst one consists to decompose the environment into clusters, following by the fusion intra and inter clusters processes. Finally, wewill show some experimental results by simulation that proves theefficiency of our proposed approach.KeywordsTraffic light, Wireless sensor network, Controller,Possibilistic network/Bayesain network.
Abstract: This study examines the possibility to apply the theory of multidimensional accounting (momentum accounting) in a Brazilian Navy-s Services Provider Military Organization (Organização Militar Prestadora de Serviços - OMPS). In general, the core of the said theory is the fact that Accounting does not recognize the inertia of transactions occurring in an entity, and that occur repeatedly in some cases, regardless of the implementation of new actions by its managers. The study evaluates the possibility of greater use of information recorded in the financial statements of the unit of analysis, within the strategic decisions of the organization. As a research strategy, we adopted the case study. The results infer that it is possible to use the theory in the context of a multidimensional OMPS, promoting useful information for decision-making and thereby contributing to the strengthening of the necessary alignment of its administration with the current desires of the Brazilian society.
Abstract: During the year 1999, Serbia (ex Yugoslavia) and their northern province, Vojvodina, has been bombarded. Because of that general public believe is that this region was contaminated by depleted uranium and that there is a potential contaminant of agricultural products due to soil radioactivity. This paper presents the repeated analysis of agricultural soil samples in Vojvodina. The same investigation was carried out during the year 2001, and it was concluded that, based on the gamma-spectrometric analysis of 50 soil samples taken from the region of Vojvodina, there haven-t been registered any increase of radioactivity that could endanger the food production. We continue with the monitoring of this region. The comparison between those two sets of results is presented.
Abstract: Modular multiplication is the basic operation
in most public key cryptosystems, such as RSA, DSA, ECC,
and DH key exchange. Unfortunately, very large operands
(in order of 1024 or 2048 bits) must be used to provide
sufficient security strength. The use of such big numbers
dramatically slows down the whole cipher system, especially
when running on embedded processors.
So far, customized hardware accelerators - developed on
FPGAs or ASICs - were the best choice for accelerating
modular multiplication in embedded environments. On the
other hand, many algorithms have been developed to speed
up such operations. Examples are the Montgomery modular
multiplication and the interleaved modular multiplication
algorithms. Combining both customized hardware with
an efficient algorithm is expected to provide a much faster
cipher system.
This paper introduces an enhanced architecture for computing
the modular multiplication of two large numbers X
and Y modulo a given modulus M. The proposed design is
compared with three previous architectures depending on
carry save adders and look up tables. Look up tables should
be loaded with a set of pre-computed values. Our proposed
architecture uses the same carry save addition, but replaces
both look up tables and pre-computations with an enhanced
version of sign detection techniques. The proposed architecture
supports higher frequencies than other architectures.
It also has a better overall absolute time for a single operation.
Abstract: This paper details the application of a genetic
programming framework for induction of useful classification rules
from a database of income statements, balance sheets, and cash flow
statements for North American public companies. Potentially
interesting classification rules are discovered. Anomalies in the
discovery process merit further investigation of the application of
genetic programming to the dataset for the problem domain.
Abstract: Recently, many web services to provide information for public transport are developed and released. They are optimized for mobile devices such a smartphone. We are also developing better path planning system for route buses and trains called “Bus-Net"[1]. However these systems only provide paths and related information before the user start moving. So we propose a context aware navigation to change the way to support public transport users. If we go to somewhere using many kinds of public transport, we have to know how to use them. In addition, public transport is dynamic system, and these have different characteristic by type. So we need information at real-time. Therefore we suggest the system that can support on user-s state. It has a variety of ways to help public transport users by each state, like turn-by-turn navigation. Context aware navigation will be able to reduce anxiety for using public transport.
Abstract: The bromination of five selected pharmaceuticals
(metoprolol, naproxen, amoxicillin, hydrochlorotiazide and
phenacetin) in ultrapure water and in three water matrices (a
groundwater, a surface water from a public reservoir and a secondary
effluent from a WWTP) was investigated. The apparent rate
constants for the bromination reaction were determined as a function
of the pH, and the sequence obtained for the reaction rate was
amoxicillin > naproxen >> hydrochlorotiazide ≈ phenacetin ≈
metoprolol. The proposal of a kinetic mechanism, which specifies the
dissociation of bromine and each pharmaceutical according to their
pKa values and the pH allowed the determination of the intrinsic rate
constants for every elementary reaction. The influence of the main
operating conditions (pH, initial bromine dose, and the water matrix)
on the degradation of pharmaceuticals was established. In addition,
the presence of bromide in chlorination experiments was
investigated. The presence of bromide in wastewaters and drinking
waters in the range of 10 to several hundred μg L-1 accelerated
slightly the oxidation of the selected pharmaceuticals during chorine
disinfection.
Abstract: Empirical insights into the implementation of logistics competencies at the top management level are scarce. This paper addresses this issue with an explorative approach which is based on a dataset of 872 observations in the years 2000, 2004 and 2008 using quantitative content analysis from annual reports of the 500 publicly listed firms with the highest global research and development expenditures according to the British Department for Business Innovation and Skills. We find that logistics competencies are more pronounced in Asian companies than in their European or American counterparts. On an industrial level the results are quite mixed. Using partial point-biserial correlations we show that logistics competencies are positively related to financial performance.

Abstract: Bus networks design is an important problem in
public transportation. The main step to this design, is determining the
number of required terminals and their locations. This is an especial
type of facility location problem, a large scale combinatorial
optimization problem that requires a long time to be solved.
The genetic algorithm (GA) is a search and optimization technique
which works based on evolutionary principle of natural
chromosomes. Specifically, the evolution of chromosomes due to the
action of crossover, mutation and natural selection of chromosomes
based on Darwin's survival-of-the-fittest principle, are all artificially
simulated to constitute a robust search and optimization procedure.
In this paper, we first state the problem as a mixed integer
programming (MIP) problem. Then we design a new crossover and
mutation for bus terminal location problem (BTLP). We tested the
different parameters of genetic algorithm (for a sample problem) and
obtained the optimal parameters for solving BTLP with numerical try
and error.
Abstract: After the accounting scandals and the financial crisis, regulators have stressed the need for more financial experts on boards. Several studies conducted in countries with developed capital markets report positive effects of board financial competencies. As each country offers a different context and specific institutional factors this paper addresses the subject in the context of Romania. The Romanian capital market offers an interesting research field because of the heterogeneity of listed firms. After analyzing board members education based on public information posted on listed companies websites and their annual reports we found a positive association between the proportion of board members holding a postgraduate degree in financial fields and market based performance measured by Tobin q. We found also that the proportion of Board members holding degrees in financial fields is higher in bigger firms and firms with more concentrated ownership.
Abstract: This paper highlights the importance of integrating social and technical approach (which is so called a “hybrid socio-technical approach") as one innovative and strategic program to support the social development in geodisaster prone area in Indonesia. Such program mainly based on public education and community participation as a partnership program by the University, local government and may also with the private company and/ or local NGO. The indigenous, simple and low cost technology has also been introduced and developed as a part of the hybrid sociotechnical system, in order to ensure the life and environmental protection, with respect to the sustainable human and social development.
Abstract: Teachers form the backbone of any educational system, hence selecting qualified candidates is very crucial. In Malaysia, the decision making in the selection process involves a few stages: Initial filtering through academic achievement, taking entry examination and going through an interview session. The last stage is the most challenging since it highly depends on human judgment. Therefore, this study sought to identify the selection criteria for teacher candidates that form the basis for an efficient multi-criteria teacher-candidate selection model for that last stage. The relevant criteria were determined from the literature and also based on expert input that is those who were involved in interviewing teacher candidates from a public university offering the formal training program. There are three main competency criteria that were identified which are content of knowledge, communication skills and personality. Further, each main criterion was divided into a few subcriteria. The Analytical Hierarchy Process (AHP) technique was employed to allocate weights for the criteria and later, integrated a Simple Weighted Average (SWA) scoring approach to develop the selection model. Subsequently, a web-based Decision Support System was developed to assist in the process of selecting the qualified teacher candidates. The Teacher-Candidate Selection (TeCaS) system is able to assist the panel of interviewers during the selection process which involves a large amount of complex qualitative judgments.
Abstract: In this paper, a two factor scheme is proposed to
generate cryptographic keys directly from biometric data, which
unlike passwords, are strongly bound to the user. Hash value of the
reference iris code is used as a cryptographic key and its length
depends only on the hash function, being independent of any other
parameter. The entropy of such keys is 94 bits, which is much higher
than any other comparable system. The most important and distinct
feature of this scheme is that it regenerates the reference iris code by
providing a genuine iris sample and the correct user password. Since
iris codes obtained from two images of the same eye are not exactly
the same, error correcting codes (Hadamard code and Reed-Solomon
code) are used to deal with the variability. The scheme proposed here
can be used to provide keys for a cryptographic system and/or for
user authentication. The performance of this system is evaluated on
two publicly available databases for iris biometrics namely CBS and
ICE databases. The operating point of the system (values of False
Acceptance Rate (FAR) and False Rejection Rate (FRR)) can be set
by properly selecting the error correction capacity (ts) of the Reed-
Solomon codes, e.g., on the ICE database, at ts = 15, FAR is 0.096%
and FRR is 0.76%.
Abstract: Most, if not all, public hospitals in Thailand have encountered a common problem regarding the increasing demand for medical services. The increasing number of patients causes so much strain on the hospital-s services, over-crowded, overloaded working hours, staff fatigue, medical error and long waiting time. This research studied the characteristics of operational processes of the medical care services at the medicine department in a large public university hospital. The research focuses on details regarding methods, procedures, processes, resources, and time management in overall processes. The simulation model is used as a tool to analyze the impact of various improvement strategies.
Abstract: Nowadays wireless technology plays an important
role in public and personal communication. However, the growth of
wireless networking has confused the traditional boundaries between
trusted and untrusted networks. Wireless networks are subject to a
variety of threats and attacks at present. An attacker has the ability to
listen to all network traffic which becoming a potential intrusion.
Intrusion of any kind may lead to a chaotic condition. In addition,
improperly configured access points also contribute the risk to
wireless network. To overcome this issue, a security solution that
includes an intrusion detection and prevention system need to be
implemented. In this paper, first the security drawbacks of wireless
network will be analyzed then investigate the characteristics and also
the limitations on current wireless intrusion detection and prevention
system. Finally, the requirement of next wireless intrusion prevention
system will be identified including some key issues which should be
focused on in the future to overcomes those limitations.

Abstract: In this paper, we argue the security protocols of
ZigBee wireless sensor network in MAC layer. AES 128-bit
encryption algorithm in CCM* mode is secure transferred data;
however, AES-s secret key will be break within nearest future.
Efficient public key algorithm, ECC has been mixed with AES to
rescue the ZigBee wireless sensor from cipher text and replay attack.
Also, the proposed protocol can parallelize the integrity function to
increase system performance.
