Abstract: Currently, a large number of license activities (Early
Site Permits, Combined Operating License, reactor certifications,
etc.), are pending for review before the United States Nuclear
Regulatory Commission (US NRC). Much of the senior staff at the
NRC is now committed to these review and licensing actions. To
address this additional workload, the NRC has recruited a large
number of new Regulatory Staff for dealing with these and other
regulatory actions such as the US Fleet of Research and Test Reactors
(RTRs). These reactors pose unusual demands on Regulatory Staff
since the US Fleet of RTRs, although few (32 Licensed RTRs as of
2010), they represent a broad range of reactor types, operations, and
research and training aspects that nuclear reactor power plants (such
as the 104 LWRs) do not pose. The NRC must inspect and regulate
all these facilities. This paper addresses selected training topics and
regulatory activities providedNRC Inspectors for RTRs.
Abstract: The decision of information technology (IT) outsourcing requires close attention to the evaluation of supplier selection process because the selection decision involves conflicting multiple criteria and is replete with complex decision making problems. Selecting the most appropriate suppliers is considered an important strategic decision that may impact the performance of outsourcing engagements. The objective of this paper is to aid decision makers to evaluate and assess possible IT outsourcing suppliers. An axiomatic design based fuzzy group decision making is adopted to evaluate supplier alternatives. Finally, a case study is given to demonstrate the potential of the methodology. KeywordsIT outsourcing, Supplier selection, Multi-criteria decision making, Axiomatic design, Fuzzy logic.

Abstract: Use of microemulsion in enhanced oil recovery has become more attractive in recent years because of its high level of extraction efficiency. Experimental investigations have been made on characterization of microemulsions of oil-brinesurfactant/ cosurfactant system for its use in enhanced oil recovery (EOR). Sodium dodecyl sulfate, propan-1-ol and heptane were selected as surfactant, cosurfactant and oil respectively for preparation of microemulsion. The effects of salinity on the relative phase volumes and solubilization parameters have also been studied. As salinity changes from low to high value, phase transition takes place from Winsor I to Winsor II via Winsor III. Suitable microemulsion composition has been selected based on its stability and ability to reduce interfacial tension. A series of flooding experiments have been performed using the selected microemulsion. The flooding experiments were performed in a core flooding apparatus using uniform sand pack. The core holder was tightly packed with uniform sands (60-100 mesh) and saturated with brines of different salinities. It was flooded with the brine at 25 psig and the absolute permeability was calculated from the flow rate of the through sand pack. The sand pack was then flooded with the crude oil at 800 psig to irreducible water saturation. The initial water saturation was determined on the basis of mass balance. Waterflooding was conducted by placing the coreholder horizontally at a constant injection pressure at 200 pisg. After water flooding, when water-cut reached above 95%, around 0.5 pore volume (PV) of the above microemulsion slug was injected followed by chasing water. The experiments were repeated using different composition of microemulsion slug. The additional recoveries were calculated by material balance. Encouraging results with additional recovery more than 20% of original oil in place above the conventional water flooding have been observed.
Abstract: This research proposes the state of art on how to control or find the trajectory paths of the RRP robot when the prismatic joint is malfunction. According to this situation, the minimum energy of the dynamic optimization is applied. The RRP robot or similar systems have been used in many areas such as fire fighter truck, laboratory equipment and military truck for example a rocket launcher. In order to keep on task that assigned, the trajectory paths must be computed. Here, the open loop control is applied and the result of an example show the reasonable solution which can be applied to the controllable system.
Abstract: Quantum cryptography offers a way of key agreement,
which is unbreakable by any external adversary. Authentication is
of crucial importance, as perfect secrecy is worthless if the identity
of the addressee cannot be ensured before sending important information.
Message authentication has been studied thoroughly, but no
approach seems to be able to explicitly counter meet-in-the-middle
impersonation attacks. The goal of this paper is the development of
an authentication scheme being resistant against active adversaries
controlling the communication channel. The scheme is built on top
of a key-establishment protocol and is unconditionally secure if built
upon quantum cryptographic key exchange. In general, the security
is the same as for the key-agreement protocol lying underneath.
Abstract: Simulations are developed in this paper with usual DSGE model equations. The model is based on simplified version of Smets-Wouters equations in use at European Central Bank which implies 10 macro-economic variables: consumption, investment, wages, inflation, capital stock, interest rates, production, capital accumulation, labour and credit rate, and allows take into consideration the banking system. Throughout the simulations, this model will be used to evaluate the impact of rate shocks recounting the actions of the European Central Bank during 2008.
Abstract: An adaptive fuzzy PID controller with gain scheduling is proposed in this paper. The structure of the proposed gain scheduled fuzzy PID (GS_FPID) controller consists of both fuzzy PI-like controller and fuzzy PD-like controller. Both of fuzzy PI-like and PD-like controllers are weighted through adaptive gain scheduling, which are also determined by fuzzy logic inference. A modified genetic algorithm called accumulated genetic algorithm is designed to learn the parameters of fuzzy inference system. In order to learn the number of fuzzy rules required for the TSK model, the fuzzy rules are learned in an accumulated way. In other words, the parameters learned in the previous rules are accumulated and updated along with the parameters in the current rule. It will be shown that the proposed GS_FPID controllers learned by the accumulated GA perform well for not only the regular linear systems but also the higher order and time-delayed systems.
Abstract: Currently, most of distance learning courses can only
deliver standard material to students. Students receive course content
passively which leads to the neglect of the goal of education – “to suit
the teaching to the ability of students". Providing appropriate course
content according to students- ability is the main goal of this paper.
Except offering a series of conventional learning services, abundant
information available, and instant message delivery, a complete online
learning environment should be able to distinguish between students-
ability and provide learning courses that best suit their ability.
However, if a distance learning site contains well-designed course
content and design but fails to provide adaptive courses, students will
gradually loss their interests and confidence in learning and result in
ineffective learning or discontinued learning. In this paper, an
intelligent tutoring system is proposed and it consists of several
modules working cooperatively in order to build an adaptive learning
environment for distance education. The operation of the system is
based on the result of Self-Organizing Map (SOM) to divide students
into different groups according to their learning ability and learning
interests and then provide them with suitable course content.
Accordingly, the problem of information overload and internet traffic
problem can be solved because the amount of traffic accessing the
same content is reduced.
Abstract: The effect of magnetic field on germination
characteristics of two wheat Seeds has been studied under laboratory
conditions. Seeds were magnetically exposed to magnetic field
strengths, 125 or 250mT for different periods of time. Mean
germination time and the time required to obtain 10, 25, 50, 75 and
90%of seeds to germinate were calculated. The germination time for
each treatment were in general, higher than corresponding control
values, in the other word in treated seeds time required for mean seed
germination time increased nearly 3 hours in compared non treated
control seeds. T10 for doses D5, D6, D11 and D12 significantly higher
than the control values for both cultivars. Mean germination time
(MGT) in both cultivars significantly increased when the time of
seed exposed at magnetic field treatments increased , about 3 and 2
hour respectively for Omid and BCR cultivars.

The goal of the study is to compute and compare the sensitivity of the model using finite difference method (FFD) and sensitivity equation method (SEM).
Abstract: In this paper, an intelligent algorithm for optimal
document archiving is presented. It is kown that electronic archives
are very important for information system management. Minimizing
the size of the stored data in electronic archive is a main issue to
reduce the physical storage area. Here, the effect of different types of
Arabic fonts on electronic archives size is discussed. Simulation
results show that PDF is the best file format for storage of the Arabic
documents in electronic archive. Furthermore, fast information
detection in a given PDF file is introduced. Such approach uses fast
neural networks (FNNs) implemented in the frequency domain. The
operation of these networks relies on performing cross correlation in
the frequency domain rather than spatial one. It is proved
mathematically and practically that the number of computation steps
required for the presented FNNs is less than that needed by
conventional neural networks (CNNs). Simulation results using
MATLAB confirm the theoretical computations.

Abstract: This study focuses on emission of black carbon (BC)
from field open burning of corn residues. Real-time BC
concentration was measured by Micro Aethalometer from field
burning and simulated open burning in a chamber (SOC)
experiments. The average concentration of BC was 1.18±0.47 mg/m3
in the field and 0.89±0.63 mg/m3 in the SOC. The deduced emission
factor from field experiments was 0.50±0.20 gBC/kgdm, and 0.56±0.33
gBC/kgdm from SOC experiment, which are in good agreement with
other studies. In 2007, the total burned area of corn crop was 8,000
ha, resulting in an emission load of BC 20 ton corresponding to 44.5
million kg CO2 equivalent. Therefore, the control of open burning in
corn field represents a significant global warming reduction option.
Abstract: Fingerprint based identification system; one of a well
known biometric system in the area of pattern recognition and has
always been under study through its important role in forensic
science that could help government criminal justice community. In
this paper, we proposed an identification framework of individuals by
means of fingerprint. Different from the most conventional
fingerprint identification frameworks the extracted Geometrical
element features (GEFs) will go through a Discretization process.
The intention of Discretization in this study is to attain individual
unique features that could reflect the individual varianceness in order
to discriminate one person from another. Previously, Discretization
has been shown a particularly efficient identification on English
handwriting with accuracy of 99.9% and on discrimination of twins-
handwriting with accuracy of 98%. Due to its high discriminative
power, this method is adopted into this framework as an independent
based method to seek for the accuracy of fingerprint identification.
Finally the experimental result shows that the accuracy rate of
identification of the proposed system using Discretization is 100%
for FVC2000, 93% for FVC2002 and 89.7% for FVC2004 which is
much better than the conventional or the existing fingerprint
identification system (72% for FVC2000, 26% for FVC2002 and
32.8% for FVC2004). The result indicates that Discretization
approach manages to boost up the classification effectively, and
therefore prove to be suitable for other biometric features besides
handwriting and fingerprint.
Abstract: In the end of the day, meteorological data and environmental data becomes widely used such as plant varieties selection system. Variety plant selection for planted area is of almost importance for all crops, including varieties of sugarcane. Since sugarcane have many varieties. Variety plant non selection for planting may not be adapted to the climate or soil conditions for planted area. Poor growth, bloom drop, poor fruit, and low price are to be from varieties which were not recommended for those planted area. This paper presents plant varieties selection system for planted areas in Thailand from meteorological data and environmental data by the use of decision tree techniques. With this software developed as an environmental data analysis tool, it can analyze resulting easier and faster. Our software is a front end of WEKA that provides fundamental data mining functions such as classify, clustering, and analysis functions. It also supports pre-processing, analysis, and decision tree output with exporting result. After that, our software can export and display data result to Google maps API in order to display result and plot plant icons effectively.
Abstract: This work presents a comparison between the Annual
Energy Output (AEO) of two commercial vertical-axis wind turbines
(VAWTs) for a low-wind urban site: both a drag-driven and a liftdriven
concepts are examined in order to be installed on top of the
new Via dei Giustinelli building, Trieste (Italy). The power-curves,
taken from the product specification sheets, have been matched to the
wind characteristics of the selected installation site. The influence of
rotor swept area and rated power on the performance of the two
proposed wind turbines have been examined in detail, achieving a
correlation between rotor swept area, electrical generator size and
wind distribution, to be used as a guideline for the calculation of the
AEO.
Abstract: This purpose of this paper is to present the acceptance single sampling plan when the fraction of nonconforming items is a fuzzy number and being modeled based on the fuzzy Poisson distribution. We have shown that the operating characteristic (oc) curves of the plan is like a band having a high and low bounds whose width depends on the ambiguity proportion parameter in the lot when that sample size and acceptance numbers is fixed. Finally we completed discuss opinion by a numerical example. And then we compared the oc bands of using of binomial with the oc bands of using of Poisson distribution.
Abstract: In this paper an efficient implementation of Ripemd-
160 hash function is presented. Hash functions are a special family
of cryptographic algorithms, which is used in technological
applications with requirements for security, confidentiality and
validity. Applications like PKI, IPSec, DSA, MAC-s incorporate
hash functions and are used widely today. The Ripemd-160 is
emanated from the necessity for existence of very strong algorithms
in cryptanalysis. The proposed hardware implementation can be
synthesized easily for a variety of FPGA and ASIC technologies.
Simulation results, using commercial tools, verified the efficiency of
the implementation in terms of performance and throughput. Special
care has been taken so that the proposed implementation doesn-t
introduce extra design complexity; while in parallel functionality was
kept to the required levels.
Abstract: The unique structural configuration found in human foot allows easy walking. Similar movement is hard to imitate even for an ape. It is obvious that human ambulation relates to the foot structure itself. Suppose the bones are represented as vertices and the joints as edges. This leads to the development of a special graph that represents human foot. On a footprint there are point-ofcontacts which have contact with the ground. It involves specific vertices. Theoretically, for an ideal ambulation, these points provide reactions onto the ground or the static equilibrium forces. They are arranged in sequence in form of a path. The ambulating footprint follows this path. Having the human foot graph and the path crossbred, it results in a representation that describes the profile of an ideal ambulation. This profile cites the locations where the point-of-contact experience normal reaction forces. It highlights the significant of these points.
