Abstract: since in natural accidents, facilities that relate to this vita element are underground so, it is difficult to find quickly some right, exact and definite information about water utilities. There fore, this article has done operationally in Boukan city in Western Azarbaijan of Iran and it tries to represent operation and capabilities of Geographical Information system (GIS) in urban water management at the time of natural accidents. Structure of this article is that firstly it has established a comprehensive data base related to water utilities by collecting, entering, saving and data management, then by modeling water utilities we have practically considered its operational aspects related to water utility problems in urban regions.
Abstract: Master plan is a tool to guide and manage the growth of cities in a planned manner. The soul of a master plan lies in its implementation framework. If not implemented, people are trapped in a mess of urban problems and laissez-faire development having serious long term repercussions. Unfortunately, Master Plans prepared for several major cities of Pakistan could not be fully implemented due to host of reasons and Lahore is no exception. Being the second largest city of Pakistan with a population of over 7 million people, Lahore holds the distinction that the first ever Master Plan in the country was prepared for this city in 1966. Recently in 2004, a new plan titled `Integrated Master Plan for Lahore-2021- has been approved for implementation. This paper provides a comprehensive account of the weaknesses and constraints in the plan preparation process and implementation strategies of Master Plans prepared for Lahore. It also critically reviews the new Master Plan particularly with respect to the proposed implementation framework. The paper discusses the prospects and pre-conditions for successful implementation of the new Plan in the light of historic analysis, interviews with stakeholders and the new institutional context under the devolution plan.
Abstract: This paper proposes to use ETM+ multispectral data
and panchromatic band as well as texture features derived from the
panchromatic band for land cover classification. Four texture features
including one 'internal texture' and three GLCM based textures
namely correlation, entropy, and inverse different moment were used
in combination with ETM+ multispectral data. Two data sets
involving combination of multispectral, panchromatic band and its
texture were used and results were compared with those obtained by
using multispectral data alone. A decision tree classifier with and
without boosting were used to classify different datasets. Results
from this study suggest that the dataset consisting of panchromatic
band, four of its texture features and multispectral data was able to
increase the classification accuracy by about 2%. In comparison, a
boosted decision tree was able to increase the classification accuracy
by about 3% with the same dataset.
Abstract: Metropolitan areas have suffered from traffic problems, which have steadily increased in many monocentric cities. Urban expansion, population growth, and road network development have resulted in a structural shift toward urban sprawl, increasing commuters’ dependence on private modes of transport. This paper aims to model the influence of socioeconomic and land-use factors on mode choice using a multinomial and nested logit model. Land-use patterns—such as residential, commercial, retail, educational and employment related—affect the choice of mode and destination in the short and medium term. Socioeconomic factors—such as age, gender, income, household size, and house type—also affect choice, while residential location is affected in the long term. Riyadh in Saudi Arabia and Melbourne in Australia were chosen as case studies. Riyadh is a car-dependent city with limited public transport, whereas Melbourne has good public transport but an increase in car dependence. Aggregate level land-use data and disaggregate level individual, household, and journey-to-work data are used to determine the effects of land use and socioeconomic factors on mode choice. The model results determined that urban sprawl is the main factor that affects mode choice, income, and house type.
Abstract: This paper presents a new method to detect high impedance faults in radial distribution systems. Magnitudes of third and fifth harmonic components of voltages and currents are used as a feature vector for fault discrimination. The proposed methodology uses a learning vector quantization (LVQ) neural network as a classifier for identifying high impedance arc-type faults. The network learns from the data obtained from simulation of a simple radial system under different fault and system conditions. Compared to a feed-forward neural network, a properly tuned LVQ network gives quicker response.
Abstract: Variable Structure Control (VSC) is one of the most useful tools handling the practical system with uncertainties and disturbances. Up to now, unfortunately, not enough studies on the input-saturated system with linear-growth-bound disturbances via VSC have been presented. Therefore, this paper proposes an asymp¬totic stability condition for the system via VSC. The designed VSC controller consists of two control parts. The linear control part plays a role in stabilizing the system, and simultaneously, the nonlinear control part in rejecting the linear-growth-bound disturbances perfectly. All conditions derived in this paper are expressed with Linear Matrices Inequalities (LMIs), which can be easily solved with an LMI toolbox in MATLAB.
Abstract: A modified Genetic Algorithm (GA) based optimal selection of parameters for Automatic Generation Control (AGC) of multi-area electric energy systems is proposed in this paper. Simulations on multi-area reheat thermal system with and without consideration of nonlinearity like governor dead band followed by 1% step load perturbation is performed to exemplify the optimum parameter search. In this proposed method, a modified Genetic Algorithm is proposed where one point crossover with modification is employed. Positional dependency in respect of crossing site helps to maintain diversity of search point as well as exploitation of already known optimum value. This makes a trade-off between exploration and exploitation of search space to find global optimum in less number of generations. The proposed GA along with decomposition technique as developed has been used to obtain the optimum megawatt frequency control of multi-area electric energy systems. Time-domain simulations are conducted with trapezoidal integration along with decomposition technique. The superiority of the proposed method over existing one is verified from simulations and comparisons.

Abstract: In order to provide accurate heart rate variability
indices of sympathetic and parasympathetic activity, the low
frequency and high frequency components of an RR heart rate signal
must be adequately separated. This is not always possible by just
applying spectral analysis, as power from the high and low frequency
components often leak into their adjacent bands. Furthermore,
without the respiratory spectra it is not obvious that the low
frequency component is not another respiratory component, which
can appear in the lower band. This paper describes an adaptive filter,
which aids the separation of the low frequency sympathetic and high
frequency parasympathetic components from an ECG R-R interval
signal, enabling the attainment of more accurate heart rate variability
measures. The algorithm is applied to simulated signals and heart rate
and respiratory signals acquired from an ambulatory monitor
incorporating single lead ECG and inductive plethysmography
sensors embedded in a garment. The results show an improvement
over standard heart rate variability spectral measurements.
Abstract: Medical compression bandages are widely used in the
treatment of chronic venous disorder. In order to design effective
compression bandages, researchers have attempted to describe the
interface pressure applied by multi-layer bandages using mathematical
models. This paper reports on the work carried out to
compare and validate the mathematical models used to describe the
interface pressure applied by multi-layer bandages. Both analytical
and experimental results showed that using simple multiplication
of a number of bandage layers with the pressure applied by one
layer of bandage or ignoring the increase in the limb radius due to
former layers of bandage will result in overestimating the pressure.
Experimental results showed that the mathematical models, which
take into consideration the increase in the limb radius due to former
bandage layers, are more accurate than the one which does not.

Abstract: In this work, we suggested a new approach for the
control of a mobile robot capable of being a building block of an
intelligent agent. This approach includes obstacle avoidance and goal
tracking implemented as two different sliding mode controllers. A
geometry based behavior arbitration is proposed for fusing the two
outputs. Proposed structure is tested on simulations and real robot.
Results have confirmed the high performance of the method.
Abstract: Quality evaluation of urban environment is an integral
part of efficient urban environment planning and management. The
development of fuzzy set theory (FST) and the introduction of FST
to the urban study field attempts to incorporate the gradual variation
and avoid loss of information. Urban environmental quality
assessment pertain to interpretation and forecast of the urban
environmental quality according to the national regulation about the
permitted content of contamination for the sake of protecting human
health and subsistence environment . A strategic motor vehicle
control strategy has to be proposed to mitigate the air pollution in the
city. There is no well defined guideline for the assessment of urban
air pollution and no systematic study has been reported so far for
Indian cities. The methodology adopted may be useful in similar
cities of India. Remote sensing & GIS can play significant role in
mapping air pollution.
Abstract: The paper deals with an analysis of visibility records collected from 210 European airports to obtain a realistic estimation of the availability of Free Space Optical (FSO) data links. Commercially available optical links usually operate in the 850nm waveband. Thus the influence of the atmosphere on the optical beam and on the visible light is similar. Long-term visibility records represent an invaluable source of data for the estimation of the quality of service of FSO links. The model used characterizes both the statistical properties of fade depths and the statistical properties of individual fade durations. Results are presented for Italy, France, and Germany.
Abstract: A new estimator for evolutionary spectrum (ES) based
on short time Fourier transform (STFT) and modified group delay
function (MGDF) by signal decomposition (SD) is proposed. The
STFT due to its built-in averaging, suppresses the cross terms and the
MGDF preserves the frequency resolution of the rectangular window
with the reduction in the Gibbs ripple. The present work overcomes
the magnitude distortion observed in multi-component non-stationary
signals with STFT and MGDF estimation of ES using SD. The SD is
achieved either through discrete cosine transform based harmonic
wavelet transform (DCTHWT) or perfect reconstruction filter banks
(PRFB). The MGDF also improves the signal to noise ratio by
removing associated noise. The performance of the present method is
illustrated for cross chirp and frequency shift keying (FSK) signals,
which indicates that its performance is better than STFT-MGDF
(STFT-GD) alone. Further its noise immunity is better than STFT.
The SD based methods, however cannot bring out the frequency
transition path from band to band clearly, as there will be gap in the
contour plot at the transition. The PRFB based STFT-SD shows good
performance than DCTHWT decomposition method for STFT-GD.
Abstract: An approach of design of stable of control systems with ultimately wide ranges of uncertainly disturbed parameters is offered. The method relies on using of nonlinear structurally stable functions from catastrophe theory as controllers. Theoretical part presents an analysis of designed nonlinear second-order control systems. As more important the integrators in series, canonical controllable form and Jordan forms are considered. The analysis resumes that due to added controllers systems become stable and insensitive to any disturbance of parameters. Experimental part presents MATLAB simulation of design of control systems of epidemic spread, aircrafts angular motion and submarine depth. The results of simulation confirm the efficiency of offered method of design. KeywordsCatastrophes, robust control, simulation, uncertain parameters.
Abstract: Segmentation of a color image composed of different
kinds of regions can be a hard problem, namely to compute for an
exact texture fields. The decision of the optimum number of
segmentation areas in an image when it contains similar and/or un
stationary texture fields. A novel neighborhood-based segmentation
approach is proposed. A genetic algorithm is used in the proposed
segment-pass optimization process. In this pass, an energy function,
which is defined based on Markov Random Fields, is minimized. In
this paper we use an adaptive threshold estimation method for image
thresholding in the wavelet domain based on the generalized
Gaussian distribution (GGD) modeling of sub band coefficients. This
method called Normal Shrink is computationally more efficient and
adaptive because the parameters required for estimating the threshold
depend on sub band data energy that used in the pre-stage of
segmentation. A quad tree is employed to implement the multi
resolution framework, which enables the use of different strategies at
different resolution levels, and hence, the computation can be
accelerated. The experimental results using the proposed
segmentation approach are very encouraging.
Abstract: WiMAX and Wi-Fi are considered as the promising
broadband access solutions for wireless MAN’s and LANs,
respectively. In the recent works WiMAX is considered suitable as a
backhaul service to connect multiple dispersed Wi-Fi ‘hotspots’.
Hence a new integrated WiMAX/Wi-Fi architecture has been
proposed in literatures. In this paper the performance of an integrated
WiMAX/Wi-Fi network has been investigated by streaming a video
conference application. The difference in performance between the
two protocols is compared with respect to video conferencing. The
Heterogeneous network was simulated in the OPNET simulator.
Abstract: Matrix metalloproteinases (MMP) are a class of
structural and functional related enzymes involved in altering the
natural elements of the extracellular matrix. Most of the MMP
structures are cristalographycally determined and published in
WorldWide ProteinDataBank, isolated, in full structure or bound to
natural or synthetic inhibitors. This study proposes an algorithm to
replace missing crystallographic structures in PDB database. We
have compared the results of a chosen docking algorithm with a
known crystallographic structure in order to validate enzyme sites
reconstruction there where crystallographic data are missing.
