Abstract: The industries of construction are in continuous growth not only in Middle East rejoin but almost all over the world. For the last fifteen years, big expansion and increase of different types of projects has been observed. Many infrastructural projects have been developed, high rise buildings, big shopping malls, power sub-stations, roads, bridges, schools, universities and developing many of new cities with full and complete facilities. The growth and enlargement of the mentioned developed projects has been accomplished through many international and local contracting organizations. Senior management of these organizations depend on their qualified and experienced team whom are aware of the implications of project management, construction management, engineering management and resource management during tendering till final completion of the project. This research aims to find out why reasons of principles of construction engineering and management are necessary for contracting firms and their managers. Principles of construction management help contracting organizations to accomplish and deliver projects without delay. This can be maintained by establishing guidelines’ details for updating the adopted system of construction management that they have through qualified and experienced project managers. The research focuses on benefits of other essential skills of projects planning, monitoring and control. Defining roles and responsibilities of contractor project managers during tendering and execution is a part of the investigated factors that will be analyzed. Other skills like optimizing and utilizing the obtainable project resources to deliver the project within time, cost and quality will be also investigated to find out how these factors are affecting the performance of contracting firms, projects managers and projects. The conclusion of the research will help senior management team and the contractors project managers about the benefits of implications and benefits construction management system and its effect upon the performance and knowledge of contract values that they have, and the optimal profit margin of the firm it.
Abstract: Although urbanization in Africa has been characterized by fragile socio-economic successes, the sustainability of city infrastructure is now central to planning processes as a pathway to closing the deficit in terms of coverage and access. This paper builds on survey and interview data from Kampala city, to demonstrate how the principle gender responsiveness can inform improvements in urban infrastructure and service delivery. We discovered that women prefer infrastructure that combines living and working spaces for reduced labour and travel burdens between homes, markets, schools, and other urban spaces. Men’s conception of infrastructure needs on the other hand, mirrored public security and connectivity concerns along city streets and work places. However, the urban planning approach at city-level is guided by mainstream engineering and architectural designs that do not necessarily reflect the social context within which urban infrastructure influences gender roles and the attendant mobility needs. To address the challenge across cities of similar context, the paper concludes with a set of analytic steps on how the gendered influences on infrastructure-use can be considered in urban planning cycles.
Abstract: Within the realm of e-government, the development has moved towards testing new means for democratic decisionmaking, like e-panels, electronic discussion forums, and polls. Although such new developments seem promising, they are not problem-free, and the outcomes are seldom used in the subsequent formal political procedures. Nevertheless, process models offer promising potential when it comes to structuring and supporting transparency of decision processes in order to facilitate the integration of the public into decision-making procedures in a reasonable and manageable way. Based on real-life cases of urban planning processes in Sweden, we present an outline for an integrated framework for public decision making to: a) provide tools for citizens to organize discussion and create opinions; b) enable governments, authorities, and institutions to better analyse these opinions; and c) enable governments to account for this information in planning and societal decision making by employing a process model for structured public decision making.
Abstract: Bursa, since the establishment of the Ottoman Empire,
being on the important trade roads and having a capital accumulation
as a result of silk production, was one of the first cities of
modernization activities applied. Bursa maintained its importance
even during the Republican Period and became one of the most
important cities of the country and today is the fourth biggest and the
industrialized city in Turkey. Social, political, economical and
cultural changes occured with the reforms starting with the 1839
Edict of Tanzimat that aimed at modernizing the society and the
government and centralizing the political power began in the
Ottoman Empire. After the Tanzimat Reforms transformation of the
city changed and planning processes began in Bursa according to the
vision of Governors. The theresholds of the city are very important
data for a sustainable planning for the city planners. Main aim of this
study is to investigate the changes and transformations of the city
according to the changes in the socio-economical and cultural
properties for the city planners.
Abstract: Planning capacities when regenerating complex investment goods involves particular challenges in that the planning is subject to a large degree of uncertainty regarding load information. Using information fusion – by applying Bayesian Networks – a method is being developed for forecasting the anticipated expenditures (human labor, tool and machinery utilization, time etc.) for regenerating a good. The generated forecasts then later serve as a tool for planning capacities and ensure a greater stability in the planning processes.
Abstract: Planning community has been long discussing emerging paradigms within the planning theory in the face of the changing conditions of the world order. The paradigm shift concept was introduced by Thomas Kuhn, in 1960, who claimed the necessity of shifting within scientific knowledge boundaries; and following him in 1970 Imre Loktas also gave priority to the emergence of multi-paradigm societies [24]. Multi-paradigm is changing our predetermined lifeworld through uncertainties. Those uncertainties are reflected in two sides, the first one is uncertainty as a concept of possibility and creativity in public sphere and the second one is uncertainty as a risk. Therefore, it is necessary to apply a resilience planning approach to be more dynamic in controlling uncertainties which have the potential to transfigure present time and space definitions. In this way, stability of system can be achieved. Uncertainty is not only an outcome of worldwide changes but also a place-specific issue, i.e. it changes from continent to continent, a country to country; a region to region. Therefore, applying strategic spatial planning with respect to resilience principle contributes to: control, grasp and internalize uncertainties through place-specific strategies. In today-s fast changing world, planning system should follow strategic spatial projects to control multi-paradigm societies with adaptability capacities. Here, we have selected two alternatives to demonstrate; these are; 1.Tehran (Iran) from the Middle East 2.Bath (United Kingdom) from Europe. The study elaborates uncertainties and particularities in their strategic spatial planning processes in a comparative manner. Through the comparison, the study aims at assessing place-specific priorities in strategic planning. The approach is to a two-way stream, where the case cities from the extreme end of the spectrum can learn from each other. The structure of this paper is to firstly compare semi-periphery (Tehran) and coreperiphery (Bath) cities, with the focus to reveal how they equip to face with uncertainties according to their geographical locations and local particularities. Abstract: Work Breakdown Structure (WBS) is one of the
most vital planning processes of the project management since it
is considered to be the fundamental of other processes like
scheduling, controlling, assigning responsibilities, etc. In fact
WBS or activity list is the heart of a project and omission of a
simple task can lead to an irrecoverable result. There are some
tools in order to generate a project WBS. One of the most
powerful tools is mind mapping which is the basis of this article.
Mind map is a method for thinking together and helps a project
manager to stimulate the mind of project team members to
generate project WBS. Here we try to generate a WBS of a
sample project involving with the building construction using the
aid of mind map and the artificial intelligence (AI) programming
language. Since mind map structure can not represent data in a
computerized way, we convert it to a semantic network which can
be used by the computer and then extract the final WBS from the
semantic network by the prolog programming language. This
method will result a comprehensive WBS and decrease the
probability of omitting project tasks.
Abstract: Due to short product life cycles, increasing variety of
products and short cycles of leap innovations manufacturing
companies have to increase the flexibility of factory structures.
Flexibility of factory structures is based on defined factory planning
processes in which product, process and resource data of various
partial domains have to be considered. Thus factory planning
processes can be characterized as iterative, interdisciplinary and
participative processes [1]. To support interdisciplinary and
participative character of planning processes, a federative factory
data management (FFDM) as a holistic solution will be described.
FFDM is already implemented in form of a prototype. The interim
results of the development of FFDM will be shown in this paper. The
principles are the extracting of product, process and resource data
from documents of various partial domains providing as web services
on a server. The described data can be requested by the factory
planner by using a FFDM-browser.
