Abstract: The article focuses on the role of FDI in Georgia’s economic development for the last decade. To attract as much FDI as possible a proper investment climate should be on the place - institutional, policy and regulatory environment. Well developed investment climate is the chance and motivation for both, local economy and foreign companies, to generate maximum income, create new work places and improve the quality of life. FDI trend is one of the best indicators of country’s economic sustainability and its attractiveness. Especially for small and developing countries, the amount of FDI matters, therefore most of such countries are trying to compete with each other through improving their investment climate according to different world famous indexes. As a result of impressive reforms since 2003, Georgian economy was benefited with large invasion of FDI, however the level of per capita GDP is still law in comparison to Eastern European countries and it should be improved. The main idea of the paper is to show a real linkage between FDI and employment ration, on the case of Georgian economy.
Abstract: The development of an low cost acquisition system of S-EMG signals which are reliable, comfortable for the user and with high mobility shows to be a relevant proposition in modern biomedical engineering scenario. In the study, the sampling capacity of the Arduino microcontroller Atmel Atmega328 with an A / D converter with 10-bit resolution and its reconstructing capability of a signal of surface electromyography is analyzed. An electronic circuit to capture the signal through two differential channels was designed, signals from Biceps Brachialis of a healthy man of 21 years was acquired to test the system prototype. ARV, MDF, MNF and RMS estimators were used to compare de acquired signals with physiological values. The Arduino was configured with a sampling frequency of 1.5kHz for each channel, and the tests with the circuit designed offered a SNR of 20.57dB.
Abstract: The knowledge about rock layers thickness, especially above drilled mining pavements is crucial for workers safety. The measuring systems used nowadays are generally imperfect and there is a strong demand for improvement. The application of a new type of a measurement system called Self-excited Acoustical System is presentedin the paper. The system was applied until now to monitor stress changes in metal and concrete constructions. The change in measurement methodology resulted in possibility of measuring the thickness of the rocks above the tunnels as well as thickness of a singular rocklayer. The idea is to find two resonance frequencies of the self-exited system, which consists of a vibration exciter and vibration receiver placed at a distance, which are coupled with a proper power amplifier, and which operate in a closed loop with a positive feedback. The resonance with the higher amplitude determines thickness of the whole rock, whereas the lower amplitude resonance indicates thickness of a singular layer. The results of the laboratory tests conducted on a group of different rock materials are also presented.
Abstract: An effort for the detection of damages in the
reinforcement bars of reinforced concrete members using PZTs is
presented. The damage can be the result of excessive elongation of
the steel bar due to steel yielding or due to local steel corrosion. In
both cases the damage is simulated by considering reduced diameter
of the rebar along the damaged part of its length. An integration
approach based on both electromechanical admittance methodology
and guided wave propagation technique is used to evaluate the
artificial damage on the examined longitudinal steel bar. Two
actuator PZTs and a sensor PZT are considered to be bonded on the
examined steel bar. The admittance of the Sensor PZT is calculated
using COMSOL 3.4a. Fast Furrier Transformation for a better
evaluation of the results is employed. An effort for the quantification
of the damage detection using the root mean square deviation
(RMSD) between the healthy condition and damage state of the
sensor PZT is attempted. The numerical value of the RSMD yields a
level for the difference between the healthy and the damaged
admittance computation indicating this way the presence of damage
in the structure. Experimental measurements are also presented.
Abstract: In this work, the main problem considered is the
detection and the isolation of the actuator fault. A new formulation of
the linear system is generated to obtain the conditions of the actuator
fault diagnosis. The proposed method is based on the representation
of the actuator as a subsystem connected with the process system in
cascade manner. The designed formulation is generated to obtain the
conditions of the actuator fault detection and isolation. Detectability
conditions are expressed in terms of the invertibility notions. An
example and a comparative analysis with the classic formulation
illustrate the performances of such approach for simple actuator fault
diagnosis by using the linear model of nuclear reactor.

Abstract: Several meteorological parameters were used for the
prediction of monthly average daily global solar radiation on
horizontal using recurrent neural networks (RNNs). Climatological
data and measures, mainly air temperature, humidity, sunshine
duration, and wind speed between 1995 and 2007 were used to design
and validate a feed forward and recurrent neural network based
prediction systems. In this paper we present our reference system
based on a feed-forward multilayer perceptron (MLP) as well as the
proposed approach based on an RNN model. The obtained results
were promising and comparable to those obtained by other existing
empirical and neural models. The experimental results showed the
advantage of RNNs over simple MLPs when we deal with time series
solar radiation predictions based on daily climatological data.
Abstract: This paper presents a new control scheme to control a brushless doubly fed induction generator (BDFIG) using back-to-back PWM converters for wind power generation. The proposed control scheme is a New Self-Tuning Fuzzy Proportional-Derivative Controller (NSTFPDC). The goal of BDFIG control is to achieve a similar dynamic performance to the doubly fed induction generator (DFIG), exploiting the well-known induction machine vector control philosophy. The performance of NSTFPDC controller has been investigated and compared with the two controllers, called Proportional–Integral (PI) and PD-like Fuzzy Logic controller (PD-like FLC) based BDFIG. The simulation results demonstrate the effectiveness and the robustness of the NSTFPDC controller.
Abstract: Child care policy must be a priority area of public authorities in any country. This study investigates child care policy in Kazakhstan in accordance with the current position of children and laws. The results show that Kazakhstan policy in this sphere needs more systematic model including state economic and social measures, parental involvement and role of non-government organizations.
Abstract: In this article, coordinated tuning of power system stabilizer (PSS) with static var compensator (SVC) and thyristor controlled series capacitor (TCSC) in multi-machine power system is proposed. The design of proposed coordinated damping controller is formulated as an optimization problem and the controller gains are optimized instantaneously using advanced adaptive particle swarm optimization (AAPSO). The objective function is framed with the inter-area speed deviations of the generators and it is minimized using AAPSO to improve the dynamic stability of power system under severe disturbance. The proposed coordinated controller performance is evaluated under a wide range of system operating conditions with three-phase fault disturbance. Using time domain simulations the damping characteristics of proposed controller is compared with individually tuned PSS, SVC and TCSC controllers. Finally, the real-time simulations are carried out in Opal-RT hardware simulator to synchronize the proposed controller performance in the real world.
Abstract: The MIGR’HYCAR research project was initiated to provide decisional tools for risks connected to oil spill drifts in continental waters. These tools aim to serve in the decision-making process once oil spill pollution occurs and/or as reference tools to study scenarios of potential impacts of pollutions on a given site. This paper focuses on the study of the distribution of polycyclic aromatic hydrocarbons (PAHs) and derivatives from oil spill in water as function of environmental parameters. Eight petroleum oils covering a representative range of commercially available products were tested. 41 polycyclic aromatic hydrocarbons (PAHs) and derivates, among them 16 EPA priority pollutants were studied by dynamic tests at laboratory scale. The chemical profile of the water soluble fraction was different from the parent oil profile due to the various water solubility of oil components. Semi-volatile compounds (naphtalenes) constitute the major part of the water soluble fraction. A large variation in composition of the water soluble fraction was highlighted depending on oil type. Moreover, four environmental parameters (temperature, suspended solid quantity, salinity and oil: water surface ratio) were investigated with the Taguchi experimental design methodology. The results showed that oils are divided into three groups: the solubility of Domestic fuel and Jet A1 presented a high sensitivity to parameters studied, meaning they must be taken into account. For Gasoline (SP95-E10) and Diesel fuel, a medium sensitivity to parameters was observed. In fact, the four others oils have shown low sensitivity to parameters studied. Finally, three parameters were found to be significant towards the water soluble fraction.
Abstract: Tomato (Lycopersicon esculentum Mill.) hybrid 'Brooklyn' was investigated at the LRCAF Institute of Horticulture. For investigation, five green tomatoes, which were grown on vine, were selected. Color measurements were made in the greenhouse with the same selected tomato fruits (fruits were not harvested and were growing and ripening on tomato vine through all experiment) in every two days while tomatoes fruits became fully ripen. Study showed that color index L has tendency to decline and established determination coefficient (R2) was 0.9504. Also, hue angle has tendency to decline during tomato fruit ripening on vine and it’s coefficient of determination (R2) reached – 0.9739. Opposite tendency was determined with color index a*, which has tendency to increase during tomato ripening and that was expressed by polynomial trendline where coefficient of determination (R2) reached – 0.9592.
Abstract: Fever, bloody diarrhea and high mortality rate were the main clinical finding in a group of fattening calves. Analysis of corn silage revealed presence of aflatoxins at level of 370 ppb. This level of aflatoxins in the feed of cattle is somewhat low to be the main cause of reported signs. Leukocytopenia, anemia, decreased lymphocytic activity and lowered phagocytic index are the main hematological and immunological alterations in diseased calves. Bacteriological investigation revealed isolation of pathogenic Salmonella typhimurium from the rectal swabs of diseased calves. Our results suggested that, long duration of exposure to aflatoxins even at small concentrations may considered as predisposing factor for the incidence of natural infectious outbreaks as salmonellosis due to its immunosuppressive effect. We can conclude that the veterinarians and owners must be given an attention to the relation between aflatoxicosis and salmonellosis under field condition. We are recommended that the treatment program during similar outbreaks must be including anti-aflatoxins preparations beside the antimicrobial therapy.
Abstract: Accurate dynamic modeling and analysis of flexible link manipulator (FLM) with non linear dynamics is very difficult due to distributed link flexibility and few studies have been conducted based on assumed modes method (AMM) and finite element models. In this paper a nonlinear dynamic model with first two elastic modes is derived using combined Euler/Lagrange and AMM approaches. Significant dynamics associated with the system such as hub inertia, payload, structural damping, friction at joints, combined link and joint flexibility are incorporated to obtain the complete and accurate dynamic model. The response of the FLM to the applied bang-bang torque input is compared against the models derived from LS-DYNA finite element discretization approach and linear finite element models. Dynamic analysis is conducted using LS-DYNA finite element model which uses the explicit time integration scheme to simulate the system. Parametric study is conducted to show the impact payload mass. A numerical result shows that the LS-DYNA model gives the smooth hub-angle profile.
Abstract: This work presents an approach for AC load flow based centralized model for congestion management in the forward markets. In this model, transaction maximizes its profit under the limits of transmission line capacities allocated by Independent System Operator (ISO). The voltage and reactive power impact of the system are also incorporated in this model. Genetic algorithm is used to solve centralized congestion management problem for multilateral transactions. Results obtained for centralized model using genetic algorithm is compared with Sequential Quadratic Programming (SQP) technique. The statistical performances of various algorithms such as best, worst, mean and standard deviations of social welfare are given. Simulation results clearly demonstrate the better performance of genetic algorithm over SQP.
Abstract: The primary objective of this paper is to elimination of the problem of sensitivity to parameter variation of induction motor drive. The proposed sensorless strategy is based on an algorithm permitting a better simultaneous estimation of the rotor speed and the stator resistance including an adaptive mechanism based on the lyaponov theory. To study the reliability and the robustness of the sensorless technique to abnormal operations, some simulation tests have been performed under several cases.
The proposed sensorless vector control scheme showed a good performance behavior in the transient and steady states, with an excellent disturbance rejection of the load torque.
Abstract: This paper is intended to develop an artificial neural network (ANN) based model of material removal rate (MRR) in the turning of ferrous and nonferrous material in a Indian small-scale industry. MRR of the formulated model was proved with the testing data and artificial neural network (ANN) model was developed for the analysis and prediction of the relationship between inputs and output parameters during the turning of ferrous and nonferrous materials. The input parameters of this model are operator, work-piece, cutting process, cutting tool, machine and the environment.
The ANN model consists of a three layered feedforward back propagation neural network. The network is trained with pairs of independent/dependent datasets generated when machining ferrous and nonferrous material. A very good performance of the neural network, in terms of contract with experimental data, was achieved. The model may be used for the testing and forecast of the complex relationship between dependent and the independent parameters in turning operations.
Abstract: In the present study fecundity of Terapon jarbua was estimated for 41 matured females from the Bay of Bengal, Pondicherry. The fecundity (F) was found to range from 13,475 to 115,920 in fishes between 173-278mm Total length (TL) and 65- 298 gm weight respectively. The co-efficient of correlation for F/TL (log F = - 4.821 + 4.146 log TL), F/SL (log F = -3.936 + 3.867 log SL), F/WF (log F = 1.229 + 0.730 log TW) and F/GW (log F = 0.724 + 1.113 log GW) were obtained as 0.474, 0.537, 0.641 and 0.908 respectively. The regression line for the TL, SL, WF and GW of the fishes were found to be linear when they were plotted against their fecundity on logarithmic scales. Highly significant (P
Abstract: Tsunami disaster poses a great threat to coastal infrastructures. Bridges without adequate provisions for earthquake and tsunami loading is generally vulnerable to tsunami attack. During the last two disastrous tsunami event (i.e. Indian Ocean and Japan Tsunami) a number of bridges were observed subsequent damages by tsunami waves. In this study, laboratory experiments were conducted to study the effects of perforations in bridge girder in force reduction. Results showed that significant amount of forces were reduced using perforations in girder. Approximately 10% to 18% force reductions were achieved by using about 16% perforations in bridge girder. Subsequent amount of force reductions revealed that perforations in girder are effective in reducing tsunami forces as perforations in girder let water to be passed through. Thus, less bridge damages are expected with the presence of perforations in girder during tsunami period.
Abstract: Big data has the potential to improve the quality of services; enable infrastructure that businesses depend on to adapt continually and efficiently; improve the performance of employees; help organizations better understand customers; and reduce liability risks. Analytics and marketing models of fixed and mobile operators are falling short in combating churn and declining revenue per user. Big Data presents new method to reverse the way and improve profitability. The benefits of Big Data and next-generation network, however, are more exorbitant than improved customer relationship management. Next generation of networks are in a prime position to monetize rich supplies of customer information—while being mindful of legal and privacy issues. As data assets are transformed into new revenue streams will become integral to high performance.
