From e-Government to e-Democracy Challenges and Opportunities for Development in Montenegro

Internet today has a huge impact on all aspects of life, and also in the area of the broader context of democracy, politics and politicians. If democracy is freedom of choice, there are a number of conditions that can ensure in practice the freedom to be achieved and realized. These preconditions must be achieved regardless of the manner of voting. The key contribution of ICT to achieve freedom of choice is that technology enables the correlation of the citizens and elected representatives on the better way than it was possible without the Internet. In this sense, we can say that the Internet and ICT are changing significantly, and potentially improving the environment in which democratic processes are taking place. This paper aims to describe trends in use of ICT in democratic processes, and analyzes the challenges for implementation of e-Democracy in Montenegro

Towards the Use of Renewable Energy Sources in the Home

The paper presents the results of the European EIE project “Realising the potential for small scale renewable energy sources in the home – Kyotointhehome". The project's global aim is to inform and educate teachers, students and their families so that they can realise the need and can assess the potential for energy efficiency (EE) measures and renewable energy sources (RES) in their homes. The project resources were translated and trialled by 16 partners in 10 European countries. A web-based methodology which will enable families to assess how RES can be incorporated into energy efficient homes was accomplished. The web application “KYOTOINHOME" will help the citizens to identify what they can do to help their community meet the Kyoto target for greenhouse gas reductions and prevent global warming. This application provides useful information on how the citizens can use renewable energy sources in their home to provide space heating and cooling, hot water and electricity. A methodology for assessing heat loss in a dwelling and application of heat pump system was elaborated and will be implemented this year. For schools, we developed a set of practical activities concerned with preventing climate change through using renewable energy sources. Complementary resources will also developed in the Romanian research project “Romania Contribution to the European Targets Regarding the Development of Renewable Energy Sources" - PROMES.

Semantic Web Technologies in e - Government

e-Government is already in its second decade. Prerequisite for further development and adaptation to new realities is the optimal management of administrative information and knowledge production by those involved, i.e. the public sector, citizens and businesses. Nowadays, the amount of information displayed or distributed on the Internet has reached enormous dimensions, resulting in serious difficulties when extracting and managing knowledge. The semantic web is expected to play an important role in solving this problem and the technologies that support it. In this article, we address some relevant issues.

N. A. Nazarbayev and Peculiar Features of Ethnic Language Processes in Kazakhstan

The report focuses on such an important indicator of the nature and direction of development of ethnic and cultural processes in the Republic of Kazakhstan, as ethno linguistic situation. It is shown that, in essence, on the one hand, expresses the degree of the actual propagation and the level of use of the languages of the various ethnic communities. On the other hand, reflects the important patterns, trends and prospects of ethno-cultural and ethnodemographic processes in the Republic. It is important to note that the ethno linguistic situation in different regions of Kazakhstan, due to its more dynamic and much more difficult to demonstrate a much greater variety of options when compared with the ethnic situation in the country. For the two major ethnic groups of the republic – Kazakh and Russian language ethno differentiating retains its value, while for the other ethnic groups observed decline in the importance of this indicator. As you know, the language of international communication in the country is Russian. As the censuses of population, the Russian language in many areas of Northern, Central and Eastern Kazakhstan becomes a means of ethno linguistic development for most of the non-Russian population. This is most clearly illustrated by the Germans, and the Slavic ethnic groups. In this case, the Russian language is not just a means of international communication for a number of ethnic groups, and ethnic groups, it becomes a factor of ethnic self-expression. The value of the Kazakh language as their mother tongue for the other groups of the population is small. More clearly it can be traced only to the Turkic-speaking population of the republic – Uzbeks, Uighurs, Tatars, Turks, etc. The state Kazakh language is a means of international communication in the Western and Southern Kazakhstan, with a predominance of the Kazakh population. The report shows that the most important factor in the development of ethno-linguistic and ethno-cultural processes is bilingualism. Comparative analysis of materials census shows, first, on the increase of the proportion of bilingual population among Kazakhs and Russian, and second, to reduce the proportion of bilingual population of other ethnic groups living in Kazakhstan, and third, a higher proportion bilingual population among residents than rural residents, regardless of their ethnicity. Bilingualism is mainly of a "national Kazakh", "national Russian" or "Kazakh-national" or "Russian-national" character. The President N.A. Nazarbayev said that the Kazakh language is the most important factor in the consolidation of the people of Kazakhstan. He therefore called on government and other state and local representative bodies fully develop the state language, to create all the necessary organizational, material and technical conditions for free and open learning the state language by all citizens of the Republic of Kazakhstan.

Formation of Civic Identity in the Process of Globalization: The Example of the U.S.A. and Kazakhstan

An attempt has been made several times to identify and discuss the U.S. experience on the formation of political nation in political science. The purpose of this research paper is to identify the main aspects of the formation of civic identity in the United States and Kazakhstan, through the identification of similarities and differences that can get practical application in making decisions of national policy issues in the context of globalization, as well as to answer the questions “What should unite the citizens of Kazakhstan to the nation?" and “What should be the dominant identity: civil or ethnic (national) one?" Can Kazakhstan being multiethnic country like America, adopt its experience in the formation of a civic nation? Since it is believed that the “multi-ethnic state of the population is a characteristic feature of most modern countries in the world," it states that “inter-ethnic integration is one of the most important aspects of the problem of forming a new social community (metaetnic - Kazakh people, Kazakh nation" [1].

Site Selection of Public Parking in Isfahan City, using AHP Model

Nowadays, one of the most important problems of the metropolises and the world large cities is the habitant traffic difficulty and lack of sufficient parking site for the vehicles. Esfahan city as the third metropolis of Iran has encountered with the vehicles parkingplace problems in the most parts of fourteen regions of the city. The non principled and non systematic dispersal and lack of parking sites in the city has created an unfavorable status for its traffic and has caused the air and sound pollutions increase; in addition, it wastes the most portions of the citizenship and travelers' charge and time in urban pathways and disturbs their mental and psychical calmness, thus leads to their intensive dissatisfaction. In this study, by the usage of AHP model in GIS environment, the effective criteria in selecting the public parking sites have been combined with each other, and the results of the created layers overlapping represent the parking utilitarian vastness and widths. The achieved results of this research indicate the pretty appropriate public parking sites selection in region number 3 of Esfahan; but inconsequential dispersal and lack of these parking sites in this region have caused abundant transportation problems in Esfahan city.

Innovation at the Faculty-level Education through Service Learning

The paper presents the service learning project titled DicDucFac (idea-leadership-product), that was planned and conducted by the team of information sciences students. It was planned as a workshop dealing with the application of modern social media (Facebook, YouTube, Gmail) for the purposes of selfpromotion, free advertising via social networks and marketing own ideas and/or products in the virtual world. The workshop was organized for highly-skilled computer literate unemployed youth. These youth, as final beneficiaries, will be able to apply what they learned in this workshop to “the real world“, increasing their chances for employment and self-employment. The results of the project reveal that the basic, active-learning principles embodied in our teaching approach allow students to learn more effectively and gain essential life skills (from computer applications to teamwork) that can only be learned by doing. It also shows that our students received the essentials of professional ethics and citizenship through direct, personal engagement in professional activities and the life of the community.

Oral Cancer Screening Intentions of Residents in Eastern Taiwan

The incidence of oral cancer in Taiwan increased year by year. It replaced the nasopharyngeal as the top incurrence among head and neck cancers since 1994. Early examination and earlier identification for earlier treatment is the most effective medical treatment for these cancers. Although the government fully subsidized the expenses with tremendous promotion program for oral cancer screening, the citizen-s participation remained low. Purpose of this study is to understand the factors affecting the citizens- behavior intensions of taking an oral cancer screening. Based on the Theory of Planned Behavior, this study adopted four distinctive variables in explaining the captioned behavior intentions.700 questionnaires were dispatched with 500 valid responses or 71.4% returned by the citizens with an age 30 or above from the eastern counties of Taiwan. Test results has shown that attitude toward, subjective norms of, and perceived behavioral control over the oral cancer screening varied from some demographic factors to another. The study proofed that attitude toward, subjective norms of, and perceived behavioral control over the oral cancer screening had positive impacts on the corresponding behavior intention. The test concluded that the theory of planned behavior was appropriate as a theoretical framework in explaining the influencing factors of intentions of taking oral cancer screening. This study suggested the healthcare professional should provide high accessibility of screening services other than just delivering knowledge on oral cancer to promote the citizens- intentions of taking the captioned screening. This research also provided a practical implication to the healthcare professionals when formulating and implementing promotion instruments for lifting the screening rate of oral cancer.

Relationship between Level of Physical Activity and Exercise Imagery among Klang Valley Citizens

This study investigated the relationship between exercise imagery use and level of physical activity within a wide range of exercisers in Klang valley, Malaysia. One hundred and twenty four respondents (Mage = 28.92, SD = 9.34) completed two sets of questionnaires (Exercise Imagery Inventory and Leisure-Time Exercise Questionnaire) that measure the use of imagery and exercise frequency of participants. From the result obtained, exercise imagery is found to be significantly correlated to level of physical activity. Besides that, variables such as gender, age and ethnicity that may affect the use of imagery and exercise frequency were also being assessed in this study. Among all variables, only ethnicity showed significant difference in level of physical activity (p < 0.05). Findings in this study suggest that further investigation should be done on other variables such as socioeconomic, educational level, and selfefficacy that may affect the imagery use and frequency of physical activity among exercisers.

Towards a Measurement-Based E-Government Portals Maturity Model

The e-government emerging concept transforms the way in which the citizens are dealing with their governments. Thus, the citizens can execute the intended services online anytime and anywhere. This results in great benefits for both the governments (reduces the number of officers) and the citizens (more flexibility and time saving). Therefore, building a maturity model to assess the egovernment portals becomes desired to help in the improvement process of such portals. This paper aims at proposing an egovernment maturity model based on the measurement of the best practices’ presence. The main benefit of such maturity model is to provide a way to rank an e-government portal based on the used best practices, and also giving a set of recommendations to go to the higher stage in the maturity model.
