As a part of evaluation system for R&D program, the Korean government has applied feasibility analysis since 2008. Various professionals put forth a great effort in order to catch up the high degree of freedom of R&D programs, and make contributions to evolving the feasibility analysis. We analyze diverse R&D programs from various viewpoints, such as technology, policy, and Economics, integrate the separate analysis, and finally arrive at a definite result; whether a program is feasible or unfeasible. This paper describes the concept and method of the feasibility analysis as a decision making tool. The analysis unit and content of each criterion, which are key elements in a comprehensive decision making structure, are examined

A Study on Fantasy Images Represented on the Films: Focused on Mise-en-Scène Element

The genre of fantasy depicts a world of imagine that triggers popular interest from a created view of world, and a fantasy is defined as a story that illustrates a world of imagine where scientific or horror elements are stand in its center. This study is not focused on the narrative of the fantasy, i.e. not on the adventurous story, but is concentrated on the image of the fantasy to work on its relationship with intended themes and differences among cultures due to meanings of materials. As for films, we have selected some films in the 2000's that are internationally recognized as expressing unique images of fantasy containing the theme of love in them. The selected films are 5 pieces including two European films, Amelie from Montmartre (2001) and The Science of Sleep (2005) and three Asian films, Citizen Dog from Thailand (2004), Memories of Matsuko from Japan (2006), and I'm a Cyborg, but That's OK from Korea (2006). These films share some common characteristics to the effect that they give tiny lessons and feelings for life with expressions of fantasy images as if they were fairy tales for adults and that they lead the audience to reflect on their days and revive forgotten dreams of childhood. We analyze the images of fantasy in each of the films on the basis of the elements of Mise-en-Scène (setting and props, costume, hair and make-up, facial expressions and body language, lighting and color, positioning of characters, and objects within a frame).

An Empirical Study about RFID Acceptance- Focus on the Employees in Korea -

The number of the companies accepting RFID in Korea has been increased continuously due to the domestic development of information technology. The acceptance of RFID by companies in Korea enabled them to do business with many global enterprises in a much more efficient and effective way. According to a survey[33, p76], many companies in Korea have used RFID for inventory or distribution manages. But, the use of RFID in the companies in Korea is in the early stages and its potential value hasn-t fully been realized yet. At this time, it would be very important to investigate the factors that affect RFID acceptance. For this study, many previous studies were referenced and some RFID experts were interviewed. Through the pilot test, four factors were selected - Security Trust, Employee Knowledge, Partner Influence, Service Provider Trust - affecting RFID acceptance and an extended technology acceptance model(e-TAM) was presented with those factors. The proposed model was empirically tested using data collected from employees in companies or public enterprises. In order to analyze some relationships between exogenous variables and four variables in TAM, structural equation modeling(SEM) was developed and SPSS12.0 and AMOS 7.0 were used for analyses. The results are summarized as follows: 1) security trust perceived by employees positively influences on perceived usefulness and perceived ease of use; 2) employee-s knowledge on RFID positively influences on only perceived ease of use; 3) a partner-s influence for RFID acceptance positively influences on only perceived usefulness; 4) service provider trust very positively influences on perceived usefulness and perceived ease of use 5) the relationships between TAM variables are the same as the previous studies.

Elections, Checks and Balances, and Government Expenditures: Empirical Evidence for Japan, South Korea, and Taiwan

Previous studies on political budget cycles (PBCs) implicitly assume the executive has full discretion power over fiscal policy, neglecting the role of checks and balances of the legislature. This paper goes beyond traditional PBCs models and sheds light on the case study of Japan, South Korea, and Taiwan over the 1988-2007 periods. Based on the results, we find no evidence of electoral impacts on the public expenditures in South Korean and Taiwan's congressional elections. We also noted that PBCs are found on Taiwan-s government expenditures during our sample periods. Furthermore, the results also show that Japan-s legislature has a significant checks and balances on government-s expenditures. However, empirical results show that the legislature veto player in Taiwan neither has effect on the reduction of public expenditures, nor has the moderating effect over Taiwan-s political budget cycles, albeit that they are statistically insignificant. We suggest that the existence of PBCs in Taiwan is due to a weaker systemof checks and balances. Our conjecture is that Taiwan either has no legislative veto player or has observed low compliance to the law during the time period examined in our study.

Improvement of New Government R&D Program Plans through Preliminary Feasibility Studies

As a part of an evaluation system for R&D programs, the Korean Government has applied the preliminary feasibility study to new government R&D program plans. Basically, the fundamental purpose of the preliminary feasibility study is to decide that the government will either do or do not invest in a new R&D Program. Additionally, the preliminary feasibility study can contribute to the improvement of R&D program plans. For example, 2 cases of new R&D program plans applied to the study are explained in this paper and there are expectations that these R&D programs would yield better performance than without the study. It is thought that the important point of the preliminary feasibility study is not only the effective decision making process of R&D program but also the opportunity to improve R&D program plan actually.

Exploring Structure of Mobile Ecosystem: Inter-Industry Network Analysis Approach

As increasing importance of symbiosis and cooperation among mobile communication industries, the mobile ecosystem has been especially highlighted in academia and practice. The structure of mobile ecosystem is quite complex and the ecological role of actors is important to understand that structure. In this respect, this study aims to explore structure of mobile ecosystem in the case of Korea using inter-industry network analysis. Then, the ecological roles in mobile ecosystem are identified using centrality measures as a result of network analysis: degree of centrality, closeness, and betweenness. The result shows that the manufacturing and service industries are separate. Also, the ecological roles of some actors are identified based on the characteristics of ecological terms: keystone, niche, and dominator. Based on the result of this paper, we expect that the policy makers can formulate the future of mobile industry and healthier mobile ecosystem can be constructed.

Analysis of Roasted and Ground Grains on the Seoul (Korea) Market for Their Contaminants of Aflatoxins, Ochratoxin A and Fusarium Toxins by LC-MS/MS

A sensitive and specific method for quantitative determination of aflatoxins(B1, B2, G1,G2), deoxynivalenol, fumonisin(B1,B2), ochratoxin A, zearalenone, T-2 and HT-2 in roasted and ground grains using liquid chromatography combined with tandem mass spectrometry. Forty seven samples collected from Seoul (Korea) for mycotoxin contamination monitoring. The results showed that the occurrence of zearalenone and deoxynivalenol were frequent. Zearalenone was detected in all samples and deoxynivalenol was detected in 80.9 % samples in the range 0.626 ~ 29.264 μg/kg and N.D ~ 48.332 μg/kg respectively. Fumonisins and ochratoxin A were detected in 46.8% samples and 17 % samples respectively, aflatoxins and T-2/HT-2 toxins were not detected all samples.

A New IT-Convergence Service Design Framework

In many countries, digital city or ubiquitous city (u-City) projects have been initiated to provide digitalized economic environments to cities. Recently in Korea, Kangwon Province has started the u-Kangwon project to boost local economy with digitalized tourism services. We analyze the limitations of the ubiquitous IT approach through the u-Kangwon case. We have found that travelers are more interested in quality over speed in access of information. For improved service quality, we are looking to develop an IT-convergence service design framework (ISDF). The ISDF is based on the service engineering technique and composed of three parts: Service Design, Service Simulation, and the Service Platform.

Demythologization of Female Smokers in Korean Films

Compare to western cultures, women who smoke in Korea are not tolerated. Korean people are prejudiced against women smoking. In spite of the relative prevalence of sexual equality in South Korea, women too often feel obliged to confine their smoking to only a few public spaces, such as designated smoking rooms, coffee shops or pubs. Korean Confucianism classifies people according to gender and social status. According to Confucian culture, cigarettes convey clear social meanings as well as reinforcing status, age and gender, beyond personal preferences. For these reasons, the significant of people smoking in Korea varies according to their gender. This study will determine reasons for the ongoing sexual discrimination against female Korean smokers thorough analyzing Korean films. Since film is a medium reflects social phenomenon. Roland Barthes- Mythology Theory will be used to analyze films.

The Accuracy of the Flight Derivative Estimates Derived from Flight Data

The light aircraft, named ChangGong-91, is the first certified aircraft from the Korean government. The output error method, which is a maximum likelihood estimation technique and considers measurement noise only, was used to analyze the aircraft responses measures. The multi-step control inputs were applied in order to excite the short period mode for the longitudinal and Dutch-roll mode for the lateral-directional motion. The estimated stability/control derivatives of Chan Gong-91 were analyzed for the assessment of handling qualities comparing them with those of similar aircraft. The accuracy of the flight derivative estimates derived from flight test measurement was examined in engineering judgment, scatter and Cramer-Rao bound, which turned out to be satisfactory with minor defects..

The Female Beauty Myth Fostered by the Mass Media

This paper starts with a critical view of beautiful female images in the mass media being frequently generated by a stereotypical Korean concept of beauty. Several female beauty myths have evolved in Korea during the present decade. Nearly all of them have formed due to a deeply-ingrained androcentric ideology which objectifies women. Mass media causes the public to hold a distorted concept about female beauty. There is a huge gap between women in reality and representative women in the mass media. It is essential to have an unbiased perception of female images presented in the mass media. Due to cosmetic advertisements projecting contemporary images of female beauty to promote products, cosmetics images will be examined in regard to female beauty myths portrayed by the mass media. This paper will analyze features of female beauty myths in Korea and their intrinsic characteristics.
