Abstract: The recent global financial problem urges government
to play role in stimulating the economy due to the fact that private
sector has little ability to purchase during the recession. A concerned
question is whether the increased government spending crowds out
private consumption and whether it helps stimulate the economy. If
the government spending policy is effective; the private consumption
is expected to increase and can compensate the recent extra
government expense. In this study, the government spending is
categorized into government consumption spending and government
capital spending. The study firstly examines consumer consumption
along the line with the demand function in microeconomic theory.
Three categories of private consumption are used in the study. Those
are food consumption, non food consumption, and services
consumption. The dynamic Almost Ideal Demand System of the three
categories of the private consumption is estimated using the Vector
Error Correction Mechanism model. The estimated model indicates
the substituting effects (negative impacts) of the government
consumption spending on budget shares of private non food
consumption and of the government capital spending on budget share
of private food consumption, respectively. Nevertheless the result
does not necessarily indicate whether the negative effects of changes
in the budget shares of the non food and the food consumption means
fallen total private consumption. Microeconomic consumer demand
analysis clearly indicates changes in component structure of
aggregate expenditure in the economy as a result of the government
spending policy. The macroeconomic concept of aggregate demand
comprising consumption, investment, government spending (the
government consumption spending and the government capital
spending), export, and import are used to estimate for their
relationship using the Vector Error Correction Mechanism model.
The macroeconomic study found no effect of the government capital
spending on either the private consumption or the growth of GDP
while the government consumption spending has negative effect on
the growth of GDP. Therefore no crowding out effect of the
government spending is found on the private consumption but it is
ineffective and even inefficient expenditure as found reducing growth
of the GDP in the context of Thailand.
Abstract: This paper presents the idea of a rough controller with application to control the overhead traveling crane system. The structure of such a controller is based on a suggested concept of a fuzzy logic controller. A measure of fuzziness in rough sets is introduced. A comparison between fuzzy logic controller and rough controller has been demonstrated. The results of a simulation comparing the performance of both controllers are shown. From these results we infer that the performance of the proposed rough controller is satisfactory.
Abstract: The purpose of this work is measurement of the
system presampling MTF of a variable resolution x-ray (VRX) CT
scanner. In this paper, we used the parameters of an actual VRX CT
scanner for simulation and study of effect of different focal spot sizes
on system presampling MTF by Monte Carlo method (GATE
simulation software). Focal spot size of 0.6 mm limited the spatial
resolution of the system to 5.5 cy/mm at incident angles of below 17º
for cell#1. By focal spot size of 0.3 mm the spatial resolution
increased up to 11 cy/mm and the limiting effect of focal spot size
appeared at incident angles of below 9º. The focal spot size of 0.3
mm could improve the spatial resolution to some extent but because
of magnification non-uniformity, there is a 10 cy/mm difference
between spatial resolution of cell#1 and cell#256. The focal spot size
of 0.1 mm acted as an ideal point source for this system. The spatial
resolution increased to more than 35 cy/mm and at all incident angles
the spatial resolution was a function of incident angle. By the way
focal spot size of 0.1 mm minimized the effect of magnification nonuniformity.
Abstract: The building sector is the largest energy consumer and
CO2 emitter in the European Union (EU) and therefore the active
reduction of energy consumption and elimination of energy wastage
are among the main goals in it. Healthy housing and energy
efficiency are affected by many factors which set challenges to
monitoring, control and research of indoor air quality (IAQ) and
energy consumption, especially in old buildings. These challenges
include measurement and equipment costs, for example.
Additionally, the measurement results are difficult to interpret and
their usage in the ventilation control is also limited when taking into
account the energy efficiency of housing at the same time. The main
goal of this study is to develop a cost-effective building monitoring
and control system especially for old buildings. The starting point or
keyword of the development process is a wireless system; otherwise
the installation costs become too high. As the main result, this paper
describes an idea of a wireless building monitoring and control
system. The first prototype of the system has been installed in 10
residential buildings and in 10 school buildings located in the City of
Kuopio, Finland.
Abstract: This paper presents preliminary results regarding system-level power awareness for FPGA implementations in wireless sensor networks. Re-configurability of field programmable gate arrays (FPGA) allows for significant flexibility in its applications to embedded systems. However, high power consumption in FPGA becomes a significant factor in design considerations. We present several ideas and their experimental verifications on how to optimize power consumption at high level of designing process while maintaining the same energy per operation (low-level methods can be used additionally). This paper demonstrates that it is possible to estimate feasible power consumption savings even at the high level of designing process. It is envisaged that our results can be also applied to other embedded systems applications, not limited to FPGA-based.
Abstract: Network warfare is an emerging concept that focuses on the network and computer based forms through which information is attacked and defended. Various computer and network security concepts thus play a role in network warfare. Due the intricacy of the various interacting components, a model to better understand the complexity in a network warfare environment would be beneficial. Non-quantitative modeling is a useful method to better characterize the field due to the rich ideas that can be generated based on the use of secular associations, chronological origins, linked concepts, categorizations and context specifications. This paper proposes the use of non-quantitative methods through a morphological analysis to better explore and define the influential conditions in a network warfare environment.
Abstract: In this work, I present a review on Sparse Distributed
Memory for Small Cues (SDMSCue), a variant of Sparse Distributed
Memory (SDM) that is capable of handling small cues. I then conduct
and show some cognitive experiments on SDMSCue to test its
cognitive soundness compared to SDM. Small cues refer to input
cues that are presented to memory for reading associations; but have
many missing parts or fields from them. The original SDM failed to
handle such a problem. SDMSCue handles and overcomes this
pitfall. The main idea in SDMSCue; is the repeated projection of the
semantic space on smaller subspaces; that are selected based on the
input cue length and pattern. This process allows for Read/Write
operations using an input cue that is missing a large portion.
SDMSCue is augmented with the use of genetic algorithms for
memory allocation and initialization. I claim that SDM functionality
is a subset of SDMSCue functionality.
Abstract: The present paper concerns with the influence of fiber
packing on the transverse plastic properties of metal matrix
composites. A micromechanical modeling procedure is used to
predict the effective mechanical properties of composite materials at
large tensile and compressive deformations. Microstructure is
represented by a repeating unit cell (RUC). Two fiber arrays are
considered including ideal square fiber packing and random fiber
packing defined by random sequential algorithm. The
micromechanical modeling procedure is implemented for
graphite/aluminum metal matrix composite in which the
reinforcement behaves as elastic, isotropic solids and the matrix is
modeled as an isotropic elastic-plastic solid following the von Mises
criterion with isotropic hardening and the Ramberg-Osgood
relationship between equivalent true stress and logarithmic strain.
The deformation is increased to a considerable value to evaluate both
elastic and plastic behaviors of metal matrix composites. The yields
strength and true elastic-plastic stress are determined for
graphite/aluminum composites.
Abstract: Among many agro- based cottage industries in India
sericulture has been promoted as an agro-based, labor intensive, rural
oriented cottage industry, providing gainful employment mainly to
the weaker and marginalized section of the society specially tribal.
Sericulture occupies the place of pride in the rural economy can be
practiced even with very low land holding, low gestation, high
returns make sericulture an ideal program, requiring little capital
investment. In 2010-2011 the employment in sericulture sector was
72.5 lakh persons. The involvement of landless rural people in tasar
sericulture is because they understood its potential for rural and tribal
upliftment. This article demonstrates that certain developmental
initiatives have been playing an important role in the socio-economic
progress of tribal masses in Raigarh district and explains the
increased returns from sericulture as a result of development
programs. The study concludes with some suggestions to improve the
long term feasibility of sericulture.

This paper will provide a new way of rethinking which will help us
to rethink the relationship between fiction and politics. It discusses
the theme of human rights and it shows the relevance between art and
politics by studying the civil society through a literary framework.
Reasons to establish a relationship between fiction and politics are
the relevant themes and universal issues among the two disciplines.
Both disciplines are sets of views and ideas formulated by the human
mind to explain political or cultural phenomenon. Other reasons are

Abstract: Sustainable development is a concept which was
originated in Burtland commission in 1978. Although this concept
was born with environmental aspects, it is penetrated in all areas
rapidly, turning into a dominate view of planning. Concentrating on
future generation issue, especially when talking about heritage has a
long story. Each approach with all of its characteristics illustrates
differences in planning, hence planning always reflects the dominate
idea of its age. This paper studies sustainable development in
planning for historical cities with the aim of finding ways to deal
with heritage in planning for historical cities in Iran. Through this, it
will be illustrated how challenges between sustainable concept and

heritage is considered. As the result it would be illustrated that key
issue in such planning is active conservation to improve and use the
potential of heritage while it's continues conservation is guaranteed.
By emphasizing on the planning system in Iran it will be obvious that
some reforms are needed in this system and its way of relating with
heritage. The main weakness in planning for historical cities in Iran
is the lack of independent city management. Without this factor
achieving active conservation as the main factor of sustainable
development would not be possible.
Abstract: Research papers are usually evaluated via peer
review. However, peer review has limitations in evaluating research
papers. In this paper, Scienstein and the new idea of 'collaborative
document evaluation' are presented. Scienstein is a project to
evaluate scientific papers collaboratively based on ratings, links,
annotations and classifications by the scientific community using the
internet. In this paper, critical success factors of collaborative
document evaluation are analyzed. That is the scientists- motivation
to participate as reviewers, the reviewers- competence and the
reviewers- trustworthiness. It is shown that if these factors are
ensured, collaborative document evaluation may prove to be a more
objective, faster and less resource intensive approach to scientific
document evaluation in comparison to the classical peer review
process. It is shown that additional advantages exist as collaborative
document evaluation supports interdisciplinary work, allows
continuous post-publishing quality assessments and enables the
implementation of academic recommendation engines. In the long
term, it seems possible that collaborative document evaluation will
successively substitute peer review and decrease the need for
journals.
Abstract: These days MANET is attracting much attention as
they are expected to gratefully influence communication between
wireless nodes. Along with this great strength, there is much more
chance of leave and being attacked by a malicious node. Due to this
reason much attention is given to the security and the private issue in
MANET. A lot of research in MANET has been doing. In this paper
we present the overview of MANET, the security issues of MANET,
IP configuration in MANET, the solution to puzzle out the security
issues and the simulation of the proposal idea. We add the method to
figure out the malicious nodes so that we can prevent the attack from
them. Nodes exchange the information about nodes to prevent DAD
attack. We can get 30% better performance than the previous
MANETConf.
Abstract: Fuzzy sets theory affirmed that the linguistic value for
every contraries relation is complementary. It was stressed in the
intuitionistic fuzzy sets (IFS) that the conditions for contraries
relations, which are the fuzzy values, cannot be greater than one.
However, complementary in two contradict phenomena are not
always true. This paper proposes a new idea condition for conflicting
bifuzzy sets by relaxing the condition of intuitionistic fuzzy sets.
Here, we will critically forward examples using triangular fuzzy
number in formulating a new condition for conflicting bifuzzy sets
(CBFS). Evaluation of positive and negative in conflicting
phenomena were calculated concurrently by relaxing the condition in
IFS. The hypothetical illustration showed the applicability of the new
condition in CBFS for solving non-complement contraries
intuitionistic evaluation. This approach can be applied to any
decision making where conflicting is very much exist.
Abstract: Breast cancer is the most common malignancy in the
world among women. Many therapies have been designed to treat
this disease. Mamectomy, chemotherapy and radiotherapy are still
the main therapies of breast cancer. However, the results were
unsatisfactory and still far from the ideal treatment.
PM 701is a natural product, has anticancer activity. The bioactive
fraction PMF and subfraction PMFK had been isolated from PM701.
PM 701 and its fractions were proved to have a cytotoxic properties
against different cancer cell lines. This article is directed for the
further examination of lyophilized PM701 and its active fractions on
the growth of breast cancer cells (MCF-7). PM 701, PMF or PMFK
were adding to the cultural medium, where MCF-7 is incubated.
PM 701, PMF or PMFK were able to inhibit significantly the
proliferation of MCF-7 cells, Moreover these new agents were
proved to induce apoptosis of the breast cancer cells; through its
direct effect on the nuclei.
Abstract: In this paper multi-objective genetic algorithms are
employed for Pareto approach optimization of ideal Turboshaft
engines. In the multi-objective optimization a number of conflicting
objective functions are to be optimized simultaneously. The
important objective functions that have been considered for
optimization are specific thrust (F/m& 0), specific fuel consumption
( P S ), output shaft power 0 (& /&) shaft W m and overall efficiency( ) O
η .
These objectives are usually conflicting with each other. The design
variables consist of thermodynamic parameters (compressor pressure
ratio, turbine temperature ratio and Mach number).
At the first stage single objective optimization has been
investigated and the method of NSGA-II has been used for multiobjective
optimization. Optimization procedures are performed for
two and four objective functions and the results are compared for
ideal Turboshaft engine. In order to investigate the optimal
thermodynamic behavior of two objectives, different set, each
including two objectives of output parameters, are considered
individually. For each set Pareto front are depicted. The sets of
selected decision variables based on this Pareto front, will cause the
best possible combination of corresponding objective functions.
There is no superiority for the points on the Pareto front figure,
but they are superior to any other point. In the case of four objective
optimization the results are given in tables.
Abstract: In this paper, we represent protein structure by using
graph. A protein structure database will become a graph database.
Each graph is represented by a spectral vector. We use Jacobi
rotation algorithm to calculate the eigenvalues of the normalized
Laplacian representation of adjacency matrix of graph. To measure
the similarity between two graphs, we calculate the Euclidean
distance between two graph spectral vectors. To cluster the graphs,
we use M-tree with the Euclidean distance to cluster spectral vectors.
Besides, M-tree can be used for graph searching in graph database.
Our proposal method was tested with graph database of 100 graphs
representing 100 protein structures downloaded from Protein Data
Bank (PDB) and we compare the result with the SCOP hierarchical
structure.

communications and internet expansion as well as the requirements
of the city managers to new ideas to run the city and higher
participation of the citizens encourage us to complete the electronic
city as soon as possible. The foundations of this electronic city are in
information technology. People-s participation in metropolitan
management is a crucial topic. Information technology does not

Abstract: This paper presented two new efficient algorithms
for contour approximation. The proposed algorithm is compared
with Ramer (good quality), Triangle (faster) and Trapezoid (fastest)
in this work; which are briefly described. Cartesian co-ordinates of
an input contour are processed in such a manner that finally
contours is presented by a set of selected vertices of the edge of the
contour. In the paper the main idea of the analyzed procedures for
contour compression is performed. For comparison, the mean
square error and signal-to-noise ratio criterions are used.
Computational time of analyzed methods is estimated depending on
a number of numerical operations. Experimental results are
obtained both in terms of image quality, compression ratios, and
speed. The main advantages of the analyzed algorithm is small
numbers of the arithmetic operations compared to the existing
algorithms.
Abstract: Reference point effects of top managers exerts an influence on managerial decision-making behaviors. We introduces the main idea of developing the decision behavior testing system designed for top manager in team task circumstance. According to the theory of the reference point effect, study of testing experiments in the reference point effect is carried out. Under managerial decision-making simulation environment, a platform is designed for testing reference point effect. The system uses the outcome of the value of the reference point to report the characteristics of the decision behavior of top managers.
