Abstract: The design philosophy of building structure has been
changing time to time. The reason for this is because of an increase of
human inertest, an improved building materials and technology that
will impact how we live, to speed up construction period and natural
effect which includes earthquake disasters and environmental effect.
One technique which takes in to account the above case is using a
prefabricable structural system. In which each and every structural
element is designed and prefabricated and assembled on a site so that
the construction speed is increased and the environmental impact is
also enhanced. This system has an immense advantage such as: reduce
construction cost, reusable, recyclable, speed up construction period
and less environmental effect. In this study, it is tried to present some
of the developed and evaluated structural elements of building
structures.
Abstract: Flash Floods, together with landslides, are a common
natural threat for people living in mountainous regions and foothills.
One way to deal with this constant menace is the use of Early
Warning Systems, which have become a very important mitigation
strategy for natural disasters.
In this work we present our proposal for a pilot Flash Flood Early
Warning System for Santiago, Chile, the first stage of a more
ambitious project that in a future stage shall also include early
warning of landslides.
To give a context for our approach, we first analyze three existing
Flash Flood Early Warning Systems, focusing on their general
architectures. We then present our proposed system, with main focus
on the decision support system, a system that integrates empirical
models and fuzzy expert systems to achieve reliable risk estimations.
Abstract: Urban Search and Rescue (USAR) is a functional
capability that has been developed to allow the United Kingdom Fire
and Rescue Service to deal with ‘major incidents’ primarily involving
structural collapse. The nature of the work undertaken by USAR
means that staying out of a damaged or collapsed building structure is
not usually an option for search and rescue personnel. As a result
there is always a risk that they themselves could become victims. For
this paper, a systematic and investigative review using desk research
was undertaken to explore the role which structural engineering can
play in assisting search and rescue personnel to conduct structural
assessments when in the field. The focus is on how search and rescue
personnel can assess damaged and collapsed building structures, not
just in terms of structural damage that may been countered, but also
in relation to structural stability. Natural disasters, accidental
emergencies, acts of terrorism and other extreme events can vary
significantly in nature and ferocity, and can cause a wide variety of
damage to building structures. It is not possible or, even realistic, to
provide search and rescue personnel with definitive guidelines and
procedures to assess damaged and collapsed building structures as
there are too many variables to consider. However, understanding
what implications damage may have upon the structural stability of a
building structure will enable search and rescue personnel to better judge
and quantify risk from a life-safety standpoint. It is intended that this
will allow search and rescue personnel to make informed decisions
and ensure every effort is made to mitigate risk, so that they
themselves do not become victims.
Abstract: This article deals with geographical conditions in
terrain and their effect on the movement of vehicles, their effect on
speed and safety of movement of people and vehicles. Finding of the
optimal routes outside the communication is studied in the Army
environment, but it occur in civilian as well, primarily in crisis
situation, or by the provision of assistance when natural disasters
such as floods, fires, storms etc., have happened. These movements
require the optimization of routes when effects of geographical
factors should be included. The most important factor is the surface
of a terrain. It is based on several geographical factors as are slopes,
soil conditions, micro-relief, a type of surface and meteorological
conditions. Their mutual impact has been given by coefficient of
deceleration. This coefficient can be used for the commander`s
decision. New approaches and methods of terrain testing,
mathematical computing, mathematical statistics or cartometric
investigation are necessary parts of this evaluation.
Abstract: A new concept of response system is proposed for
filling the gap that exists in reducing vulnerability during immediate
response to natural disasters. Real Time Early Response Systems
(RTERSs) incorporate real time information as feedback data for
closing control loop and for generating real time situation assessment.
A review of the state of the art on works that fit the concept of
RTERS is presented, and it is found that they are mainly focused on
manmade disasters. At the same time, in response phase of natural
disaster management many works are involved in creating early
warning systems, but just few efforts have been put on deciding what
to do once an alarm is activated. In this context a RTERS arises as a
useful tool for supporting people in their decision making process
during natural disasters after an event is detected, and also as an
innovative context for applying well-known automation technologies
and automatic control concepts and tools.
Abstract: Despite the availability of natural disaster related time series data for last 110 years, there is no forecasting tool available to humanitarian relief organizations to determine forecasts for emergency logistics planning. This study develops a forecasting tool based on identifying probability of disaster for each country in the world by using decision tree modeling. Further, the determination of aggregate forecasts leads to efficient pre-disaster planning. Based on the research findings, the relief agencies can optimize the various resources allocation in emergency logistics planning.
Abstract: Around the world, there are frequent incidents of natural disasters, such as earthquakes, tsunamis, floods, and snowstorms, as well as manmade disasters such as fires, arsons, and acts of terror. These diverse and unpredictable adversities have resulted in a number of fatalities and injuries. If disaster occurrence can be assessed quickly and information such as the exact location of the disaster and evacuation routes can be provided, victims can promptly move to safe locations, minimizing losses. This paper proposes a behavior analysis method based on a nine degrees-of-freedom (9-DOF) sensor that is effective for the emergency rescue evacuation support system (ERESS), which is being researched with an objective of providing evacuation support during disasters. Based on experiments performed using the acceleration sensor and the gyroscope sensor in the 9-DOF sensor, data are analyzed for human behavior regarding stationary position, walking, running, and during emergency situation to suggest guidelines for system judgment. Using the results of the experiments performed to determine disaster occurrence, it was confirmed that the proposed method quickly determines whether a disaster has occurred.
Abstract: Precipitation forecast is important in avoid incident of natural disaster which can cause loss in involved area. This review paper involves three techniques from artificial intelligence namely logistic regression, decisions tree, and random forest which used in making precipitation forecast. These combination techniques through VAR model in finding advantages and strength for every technique in forecast process. Data contains variables from rain domain. Adaptation of artificial intelligence techniques involved on rain domain enables the process to be easier and systematic for precipitation forecast.
Abstract: This paper aims to quantify the impact of natural disaster on tourism by the change of annual visitors to scenic spots. The data of visitors to Alishan, Sun Moon Lake, Sitou and Palace Museum in Taiwan during 1986 to 2012 year is collected, and the trend analysis is used to predict the annual visitors to these scenic spots. The findings show that 1999 Taiwan earthquake had significant effect on the visitors to Alishan, Sun Moon Lake and Sitou with an average impact of 55.75% during 1999 to 2000 year except for Palace Museum. The impact was greater as closer epicenter of 1999 earthquake. And the discovery period of visitors is about 2 to 9 years. Further, the impact of heavy rainfall on Alishan, Taiwan is estimated. As the accumulative rainfall reaches to 500 mm, the impact on visitors can be predicted.
Abstract: In modern day disaster recovery mission has become
one of the top priorities in any natural disaster management regime.
Smart autonomous robots may play a significant role in such
missions, including search for life under earth quake hit rubbles,
Tsunami hit islands, de-mining in war affected areas and many other
such situations. In this paper current state of many walking robots are
compared and advantages of hexapod systems against wheeled robots
are described. In our research we have selected a hexapod spider
robot; we are developing focusing mainly on efficient navigation
method in different terrain using apposite gait of locomotion, which
will make it faster and at the same time energy efficient to navigate
and negotiate difficult terrain. This paper describes the method of
terrain negotiation navigation in a hazardous field.
Abstract: Flash floods are considered natural disasters that can
cause casualties and demolishing of infra structures. The problem is
that flash floods, particularly in arid and semi arid zones, take place
in very short time. So, it is important to forecast flash floods earlier to
its events with a lead time up to 48 hours to give early warning alert
to avoid or minimize disasters. The flash flood took place over Wadi
Watier - Sinai Peninsula, in October 24th, 2008, has been simulated,
investigated and analyzed using the state of the art regional weather
model. The Weather Research and Forecast (WRF) model, which is a
reliable short term forecasting tool for precipitation events, has been
utilized over the study area. The model results have been calibrated
with the real data, for the same date and time, of the rainfall
measurements recorded at Sorah gauging station. The WRF model
forecasted total rainfall of 11.6 mm while the real measured one was
10.8 mm. The calibration shows significant consistency between
WRF model and real measurements results.
Abstract: Drought is natural and climate phenomenon and in fact server as a part of climate in an area and also it has significant environmental, social ,and economic consequences .drought differs from the other natural disasters from this viewpoint that it s a creeping phenomenon meaning that it progresses little and its difficult to determine the time of its onset and termination .most of the drought definitions are on based on precipitation shortage and consequently ,the shortage of water some of the activities related to the water such as agriculture In this research ,drought condition in Fars province was evacuated using SPI method within a 37 year – statistical –period(1974-2010)and maps related to the drought were prepared for each of the statistical period years. According to the results obtained from this research, the years 1974, 1976, 1975, 1982 with SPI (-1.03, 0.39, -1.05, -1.49) respectively, were the doughiest years and 1996,1997,2000 with SPI (2.49, 1.49, 1.46, 1.04) respectively, the most humid within the studying time series and the rest are in more normal conditions in the term of drought.
Abstract: This paper proposes a Wavelength Division
Multiplexing (WDM) technology based Storage Area Network
(SAN) for all type of Disaster recovery operation. It considers
recovery when all paths failure in the network as well as the main
SAN site failure also the all backup sites failure by the effect of
natural disasters such as earthquakes, fires and floods, power outage,
and terrorist attacks, as initially SAN were designed to work within
distance limited environments[2]. Paper also presents a NEW PATH
algorithm when path failure occurs. The simulation result and
analysis is presented for the proposed architecture with performance
consideration.
Abstract: In recent years, the number of natural disasters in Laos has a trend to increase, especially the disaster of flood. To make a flood plan risk management in the future, it is necessary to understand and analyze the characteristics of the rainfall and Mekong River level data. To reduce the damage, this paper presents the flood risk analysis in Luangprabang and Vientiane, the prefecture of Laos. In detail, the relationship between the rainfall and the Mekong River level has evaluated and appropriate countermeasure for flood was discussed.
Abstract: Global environmental changes lead to increased frequency and scale of natural disaster, Taiwan is under the influence of global warming and extreme weather. Therefore, the vulnerability was increased and variability and complexity of disasters is relatively enhanced. The purpose of this study is to consider the source and magnitude of hazard characteristics on the tourism industry. Using modern risk management concepts, integration of related domestic and international basic research, this goes beyond the Taiwan typhoon disaster risk assessment model and evaluation of loss. This loss evaluation index system considers the impact of extreme weather, in particular heavy rain on the tourism industry in Taiwan. Consider the extreme climate of the compound impact of disaster for the tourism industry; we try to make multi-hazard risk assessment model, strategies and suggestions. Related risk analysis results are expected to provide government department, the tourism industry asset owners, insurance companies and banking include tourist disaster risk necessary information to help its tourism industry for effective natural disaster risk management.
Abstract: since in natural accidents, facilities that relate to this vita element are underground so, it is difficult to find quickly some right, exact and definite information about water utilities. There fore, this article has done operationally in Boukan city in Western Azarbaijan of Iran and it tries to represent operation and capabilities of Geographical Information system (GIS) in urban water management at the time of natural accidents. Structure of this article is that firstly it has established a comprehensive data base related to water utilities by collecting, entering, saving and data management, then by modeling water utilities we have practically considered its operational aspects related to water utility problems in urban regions.

Abstract: More and more natural disasters are happening every
year: floods, earthquakes, volcanic eruptions, etc. In order to reduce
the risk of possible damages, governments all around the world are
investing into development of Early Warning Systems (EWS) for
environmental applications. The most important task of the EWS is
identification of the onset of critical situations affecting environment
and population, early enough to inform the authorities and general
public. This paper describes an approach for monitoring of flood
protections systems based on machine learning methods. An
Artificial Intelligence (AI) component has been developed for
detection of abnormal dike behaviour. The AI module has been
integrated into an EWS platform of the UrbanFlood project (EU
Seventh Framework Programme) and validated on real-time
measurements from the sensors installed in a dike.
Abstract: Natural Disasters have always occurred through earth life. As human life developed on earth, he faced with different disasters. Since disasters would destroy his living areas and ruin his life, he learned how to respond and overcome to these matters. Nowadays, in the era of industrialized world and informatics, the man kind seeks for stages and classification of pre and post disaster process in order to identify a framework in these circumstances. Because too many parameters complicate these frameworks and proceedings, it seems that this goal has not been properly established yet and the only resource is guidelines of UNDRO (1982) [1]. This paper will discuss about temporary housing as one of an approved stage in disaster management field and investigate the affects of disapproval or dismissal of this at two earthquakes which took place in Iran.
Abstract: Dhaka, the capital city of Bangladesh, is one of the
densely populated cities in the world. Due to rapid urbanization 60%
of its population lives in slum and squatter settlements. The reason
behind this poverty is low economic growth, inequitable distribution
of income, unequal distribution of productive assets, unemployment
and underemployment, high rate of population growth, low level of
human resource development, natural disasters, and limited access to
public services. Along with poverty, creating pressure on urban land,
shelter, plots, open spaces this creates environmental and ecological
degradation. These constraints are mostly resulted from the failures
of the government policies and measures and only Government can
solve this problem. This is now prime time to establish planning and
environmental management policy and sustainable urban
development for the city and for the urban slum dwellers which are
free from eviction, criminals, rent seekers and other miscreants.
