Abstract: Amazing development of the information technology,
communications and internet expansion as well as the requirements
of the city managers to new ideas to run the city and higher
participation of the citizens encourage us to complete the electronic
city as soon as possible. The foundations of this electronic city are in
information technology. People-s participation in metropolitan
management is a crucial topic. Information technology does not
impede this matter. It can ameliorate populace-s participation and
better interactions between the citizens and the city managers.
Citizens can proffer their ideas, beliefs and votes through digital
mass media based upon the internet and computerization plexuses on
the topical matters to receive appropriate replies and services. They
can participate in urban projects by becoming cognizant of the city
views. The most significant challenges are as follows: information
and communicative management, altering citizens- views, as well as
legal and office documents
Electronic city obstacles have been identified in this research. The
required data were forgathered through questionnaires to identify the
barriers from a statistical community comprising specialists and
practitioners of the ministry of information technology and
communication, the municipality information technology
organization.
The conclusions demonstrate that the prioritized electronic city
application barriers in Iran are as follows:
The support quandaries (non-financial ones), behavioral, cultural
and educational plights, the security, legal and license predicaments,
the hardware, orismological and infrastructural curbs, the software
and fiscal problems.
Abstract: This article proposes a new methodology to be used by SMEs (Small and Medium enterprises) to characterize their performance in quality, highlighting weaknesses and area for improvement. The methodology aims to identify the principal causes of quality problems and help to prioritize improvement initiatives. This is a self-assessment methodology that intends to be easy to implement by companies with low maturity level in quality. The methodology is organized in six different steps which includes gathering information about predetermined processes and subprocesses of quality management, defined based on the well-known Juran-s trilogy for quality management (Quality planning, quality control and quality improvement) and, predetermined results categories, defined based on quality concept. A set of tools for data collecting and analysis, such as interviews, flowcharts, process analysis diagrams and Failure Mode and effects Analysis (FMEA) are used. The article also presents the conclusions obtained in the application of the methodology in two cases studies.
Abstract: Since the pioneering work of Zadeh, fuzzy set theory has been applied to a myriad of areas. Song and Chissom introduced the concept of fuzzy time series and applied some methods to the enrollments of the University of Alabama. In recent years, a number of techniques have been proposed for forecasting based on fuzzy set theory methods. These methods have either used enrollment numbers or differences of enrollments as the universe of discourse. We propose using the year to year percentage change as the universe of discourse. In this communication, the approach of Jilani, Burney, and Ardil is modified by using the year to year percentage change as the universe of discourse. We use enrollment figures for the University of Alabama to illustrate our proposed method. The proposed method results in better forecasting accuracy than existing models.
Abstract: Austenite and Martensite indicate the phases of solids undergoing phase transformation which we usually associate with materials and not with living organisms. This article provides an overview of bacterial proteins and structures that are undergoing phase transformation and suggests its probable effect on mechanical behavior. The context is mainly within the role of phase transformations occurring in the flagellum of bacteria. The current knowledge of molecular mechanism leading to phase variation in living organisms is reviewed. Since in bacteria, each flagellum is driven by a separate motor, similarity to a Differential drive in case of four-wheeled vehicles is suggested. It also suggests the application of the mechanism in which bacteria changes its direction of movement to facilitate single point turning of a multi-wheeled vehicle. Finally, examples are presented to illustrate that the motion due to phase transformation of flagella in bacteria can start a whole new research on motion mechanisms.
Abstract: The paper which is dedicated to describing the effect
made by the “significant other", presents the new model of
interrelation between self-reflection, the “significant other"
phenomenon and aggression. Tendencies of direction and type
frustration response developments in detail are discussed. New
results have been received through designing of the original
experiment. It is based on modifications of the “Picture – Frustration
Study" test by S. Rosenzweig.
Abstract: Characteristics of ad hoc networks and even their existence depend on the nodes forming them. Thus, services and applications designed for ad hoc networks should adapt to this dynamic and distributed environment. In particular, multicast algorithms having reliability and scalability requirements should abstain from centralized approaches. We aspire to define a reliable and scalable multicast protocol for ad hoc networks. Our target is to utilize epidemic techniques for this purpose. In this paper, we present a brief survey of epidemic algorithms for reliable multicasting in ad hoc networks, and describe formulations and analytical results for simple epidemics. Then, P2P anti-entropy algorithm for content distribution and our prototype simulation model are described together with our initial results demonstrating the behavior of the algorithm.
Abstract: Growing world population has fundamental impacts
and often catastrophic on natural habitat. The immethodical
consumption of energy, destruction of the forests and extinction of
plant and animal species are the consequence of this experience.
Urban sustainability and sustainable urban development, that is so
spoken these days, should be considered as a strategy, goal and
policy, beyond just considering environmental issues and protection.
The desert-s climate has made a bunch of problems for its residents.
Very hot and dry climate in summers of the Iranian desert areas,
when there was no access to modern energy source and mechanical
cooling systems in the past, made Iranian architects to design a
natural ventilation system in their buildings. The structure, like a
tower going upward the roof, besides its ornamental application and
giving a beautiful view to the building, was used as a spontaneous
ventilation system. In this paper, it has been tried to name the
problems of the area and it-s inconvenience, then some answers has
pointed out in order to solve the problems and as an alternative
solution BADGIR (wind-catcher) has been introduced as a solution
knowing that it has been playing a major role in dealing with the
problems.
Abstract: This paper adopts a notion of expectation-perception
gap of systems users as information systems (IS) failure. Problems
leading to the expectation-perception gap are identified and modelled
as five interrelated discrepancies or gaps throughout the process of
information systems development (ISD). It describes an empirical
study on how systems developers and users perceive the size of each
gap and the extent to which each problematic issue contributes to the
gap. The key to achieving success in ISD is to keep the expectationperception
gap closed by closing all 5 pertaining gaps. The gap model
suggests that most factors in IS failure are related to organizational,
cognitive and social aspects of information systems design.
Organization requirement analysis, being the weakest link of IS
development, is particularly worthy of investigation.
Abstract: The objective of this article is to discuss the potential
of economic analysis as a tool for identification and evaluation of
corruption in legislative acts. We propose that corruption be
perceived as a risk variable within the legislative process. Therefore
we find it appropriate to employ risk analysis methods, used in
various fields of economics, for the evaluation of corruption in
legislation. Furthermore we propose the incorporation of these
methods into the so called corruption impact assessment (CIA), the
general framework for detection of corruption in legislative acts. The
applications of the risk analysis methods are demonstrated on
examples of implementation of proposed CIA in the Czech Republic.
Abstract: The performance of time-reversal MUSIC algorithm will be dramatically degrades in presence of strong noise and multiple scattering (i.e. when scatterers are close to each other). This is due to error in determining the number of scatterers. The present paper provides a new approach to alleviate such a problem using an information theoretic criterion referred as minimum description length (MDL). The merits of the novel approach are confirmed by the numerical examples. The results indicate the time-reversal MUSIC yields accurate estimate of the target locations with considerable noise and multiple scattering in the received signals.
Abstract: In this paper a controller for the pitch angle of an
aircraft regarding to the elevator deflection angle is designed.
The way how the elevator angle affects pitching motion of the
aircraft is pointed out, as well as, how a pitch controller can be
applied for the aircraft to reach certain pitch angle. In this digital
optimal system, the elevator deflection angle and pitching angle
of the plane are considered to be input and output respectively.
A single input single output (SISO) system is presented. A
digital pitch aircraft control is demonstrated. A simulation for
the whole system has been performed. The optimal control
weighting vectors, Q and R have been determined.
Abstract: This paper discusses a genetic algorithm (GA) based optimal load shedding that can apply for electrical distribution networks with and without dispersed generators (DG). Also, the proposed method has the ability for considering constant and variable capacity deficiency caused by unscheduled outages in the bulked generation and transmission system of bulked power supply. The genetic algorithm (GA) is employed to search for the optimal load shedding strategy in distribution networks considering DGs in two cases of constant and variable modelling of bulked power supply of distribution networks. Electrical power distribution systems have a radial network and unidirectional power flows. With the advent of dispersed generations, the electrical distribution system has a locally looped network and bidirectional power flows. Therefore, installed DG in the electrical distribution systems can cause operational problems and impact on existing operational schemes. Introduction of DGs in electrical distribution systems has introduced many new issues in operational and planning level. Load shedding as one of operational issue has no exempt. The objective is to minimize the sum of curtailed load and also system losses within the frame-work of system operational and security constraints. The proposed method is tested on a radial distribution system with 33 load points for more practical applications.

Abstract: Biological data has several characteristics that strongly differentiate it from typical business data. It is much more complex, usually large in size, and continuously changes. Until recently business data has been the main target for discovering trends, patterns or future expectations. However, with the recent rise in biotechnology, the powerful technology that was used for analyzing business data is now being applied to biological data. With the advanced technology at hand, the main trend in biological research is rapidly changing from structural DNA analysis to understanding cellular functions of the DNA sequences. DNA chips are now being used to perform experiments and DNA analysis processes are being used by researchers. Clustering is one of the important processes used for grouping together similar entities. There are many clustering algorithms such as hierarchical clustering, self-organizing maps, K-means clustering and so on. In this paper, we propose a clustering algorithm that imitates the ecosystem taking into account the features of biological data. We implemented the system using an Ant-Colony clustering algorithm. The system decides the number of clusters automatically. The system processes the input biological data, runs the Ant-Colony algorithm, draws the Topic Map, assigns clusters to the genes and displays the output. We tested the algorithm with a test data of 100 to1000 genes and 24 samples and show promising results for applying this algorithm to clustering DNA chip data.
Abstract: This paper presents a new fingerprint coding technique
based on contourlet transform and multistage vector quantization.
Wavelets have shown their ability in representing natural images that
contain smooth areas separated with edges. However, wavelets
cannot efficiently take advantage of the fact that the edges usually
found in fingerprints are smooth curves. This issue is addressed by
directional transforms, known as contourlets, which have the
property of preserving edges. The contourlet transform is a new
extension to the wavelet transform in two dimensions using
nonseparable and directional filter banks. The computation and
storage requirements are the major difficulty in implementing a
vector quantizer. In the full-search algorithm, the computation and
storage complexity is an exponential function of the number of bits
used in quantizing each frame of spectral information. The storage
requirement in multistage vector quantization is less when compared
to full search vector quantization. The coefficients of contourlet
transform are quantized by multistage vector quantization. The
quantized coefficients are encoded by Huffman coding. The results
obtained are tabulated and compared with the existing wavelet based
ones.
Abstract: There are different kinds of online systems on the Internet for people who need support and develop new knowledge. Online communities and Ask the Expert systems are two such systems. In the health care area, the number of users of these systems has increased at a rapid pace. Interactions with medical trained experts take place online, and people with concerns about similar health problems come together to share experiences and advice. The systems are also used as storages and browsed for health information. Over the years, studies have been conducted of the usage of the different systems. However, in what ways the systems can be used together to enhance learning has not been explored. This paper presents results from a study of online health-communities and an Ask the Expert system for people who suffer from overweight. Differences and similarities in regards to posted issues and replies are discussed, and suggestions for a new holistic design of the two systems are presented.
Abstract: This study, focusing on the importance of encouraging
outdoor activities for children, aims to propose and implement a Web-GIS based outdoor education program for junior high schools,
which will then be evaluated by users. Specifically, for the purpose of improved outdoor activities in the junior high school education, the
outdoor education program, with chiefly using the Web-GIS that provides a good information provision and sharing tool, is proposed
and implemented before being evaluated by users. The conclusion of
this study can be summarized in the following two points.
(1) A five -step outdoor education program based on Web-GIS was
proposed for a “second school" at junior high schools that was then implemented before being evaluated by teachers as users.
(2) Based on the results of evaluation by teachers, it was clear that the general operation of Web-GIS based outdoor education program with them only is difficult due to their lack of knowledge regarding Web-GIS and that support staff who can effectively utilize Web-GIS are essential.
Abstract: Biodiesel is traditionally produced from oleaginous
plants. On the other hand, increasing biodiesel production from these
raw materials could create problems of food supply. Producing
biodiesel from microalgae could help to overcome this difficulty,
because microalgae are rich in lipids and do not compete for arable
lands. However, no studies had compared vegetable and microalgae
oil-based biodiesel in terms of yield, viscosity and heat of
combustion. In the present study, commercial canola and microalgae
oil were therefore transesterified with methanol under a homogenous
alkali catalyst (potassium hydroxide) at 100oC for 1h. The result
showed that microalgae-based oil has a higher yield in biodiesel with
89.7% (g biodiesel/g oil) and a lower kinematic viscosity (22oC) of
4.31 mm/s2 than canola oil.
Abstract: Vermicomposting is the conversion of organic waste
into bio-fertilizers through the action of earthworm. This technology
is widely used for organic solid waste management. Waste corn pulp
blended with cow dung manure was vermicomposted over 30 days
using Eisenia fetida earthworms species. pH, temperature, moisture
content, and electrical conductivity were daily monitored. The
feedstock, vermicompost and vermiwash were analyzed for nutrient
composition. The average temperature and moisture content in the
vermi-reactor was 22.5°C and 42.5% respectively. The vermicompost
and vermiwash had an almost neutral pH whilst the electrical
conductivity was 21% higher in the vermicompost. The nitrogen and
potassium content was 57% and 79.6% richer in the vermicompost
respectively compared to the vermiwash. However, the vermiwash
was 84% richer in phosphorous as compared to vermicompost.
Furthermore, the vermiwash was 89.1% and 97.6% richer in Ca and
Mg respectively and was 97.8% richer in Na salts compared to the
vermicompost. The vermiwash also indicated a significantly higher
amount of micronutrients. Both bio-fertilizers were rich in nutrients
specification for fertilizers.
Abstract: Sedimentation formation is a complex hydraulic phenomenon that has emerged as a major operational and maintenance consideration in modern hydraulic engineering in general and river engineering in particular. Sediments accumulation along the river course and their eventual storage in a form of islands affect water intake in the canal systems that are fed by the storage reservoirs. Without proper management, sediment transport can lead to major operational challenges in water distribution system of arid regions like the Dez and Hamidieh command areas. The paper aims to investigate sedimentation in the Western Canal of Dez Diversion Weir using the SHARC model and compare the results with the two intake structures of the Hamidieh dam in Iran using SSIIM model. The objective was to identify the factors which influence the process, check reliability of outcome and provide ways in which to mitigate the implications on operation and maintenance of the structures. Results estimated sand and silt bed loads concentrations to be 193 ppm and 827ppm respectively. This followed ,ore or less similar pattern in Hamidieh where the sediment formation impeded water intake in the canal system. Given the available data on average annual bed loads and average suspended sediment loads of 165ppm and 837ppm in the Dez, there was a significant statistical difference (16%) between the sand grains, whereas no significant difference (1.2%) was find in the silt grain sizes. One explanation for such finding being that along the 6 Km river course there was considerable meandering effects which explains recent shift in the hydraulic behavior along the stream course under investigation. The sand concentration in downstream relative to present state of the canal showed a steep descending curve. Sediment trapping on the other hand indicated a steep ascending curve. These occurred because the diversion weir was not considered in the simulation model. The comparative study showed very close similarities in the results which explains the fact that both software can be used as accurate and reliable analytical tools for simulation of the sedimentation in hydraulic engineering.
