Abstract: The implementation of electronic government started since the initiation of Multimedia Super Corridor (MSC) by the Malaysia government. The introduction of ICT in the public sector especially e-Government initiatives opens up a new book in the government administration throughout the world. The aim or this paper is to discuss the implementation of e-government in Malaysia, covering the result of public user self assessment on Malaysia's electronic government applications. E-services, e-procurement, Generic Office Environment (GOE), Human Resources Management Information System (HRMIS), Project Monitoring System (PMS), Electronic Labor Exchange (ELX) and e-syariah(religion) were the seven flagship application assessed. The study adopted a crosssectional survey research approach and information system literature were used. The analysis was done for 35 responden in pilot test and there was evidence from public user's perspective to suggest that the e-government applications were generally successful.
Abstract: This research investigates the design of a low-cost 3D
spatial interaction approach using the Wii Remote for immersive
Head-Mounted Display (HMD) virtual reality. Current virtual reality
applications that incorporate the Wii Remote are either desktop
virtual reality applications or systems that use large screen displays.
However, the requirements for an HMD virtual reality system differ
from such systems. This is mainly because in HMD virtual reality,
the display screen does not remain at a fixed location. The user views
the virtual environment through display screens that are in front of
the user-s eyes and when the user moves his/her head, these screens
move as well. This means that the display has to be updated in realtime
based on where the user is currently looking. Normal usage of
the Wii Remote requires the controller to be pointed in a certain
direction, typically towards the display. This is too restrictive for
HMD virtual reality systems that ideally require the user to be able to
turn around in the virtual environment. Previous work proposed a
design to achieve this, however it suffered from a number of
drawbacks. The aim of this study is to look into a suitable method of
using the Wii Remote for 3D interaction in a space around the user
for HMD virtual reality. This paper presents an overview of issues
that had to be considered, the system design as well as experimental
results.
Abstract: Rooted in the study of social functioning of space in architecture, Space Syntax (SS) and the more recent Network Pattern (NP) researches demonstrate the 'spatial structures' of city, i.e. the hierarchical patterns of streets, junctions and alley ends. Applying SS and NP models, planners can conceptualize the real city-s patterns. Although, both models yield the optimal path of the city their underpinning displays of the city-s spatial configuration differ. The Axial Map analyzes the topological non-distance-based connectivity structure, whereas, the Central-Node Map and the Shortcut-Path Map, in contrast, analyze the metrical distance-based structures. This research contrasts and combines them to understand various forms of city-s structures. It concludes that, while they reveal different spatial structures, Space Syntax and Network Pattern urban models support each the other. Combining together they simulate the global access and the locally compact structures namely the central nodes and the shortcuts for the city.
Abstract: We present a label-free biosensor based on
electrochemical impedance spectroscopy for the detection of proinflammatory
cytokine Tumor Necrosis Factor (TNF-α). Secretion of
TNF-α has been correlated to the onset of various diseases including
rheumatoid arthritis, Crohn-s disease etc. Gold electrodes were
patterned on a silicon substrate and self assembled monolayer of
dithiobis-succinimidyl propionate was used to develop the biosensor
which achieved a detection limit of ~57fM. A linear relationship was
also observed between increasing TNF-α concentrations and chargetransfer
resistance within a dynamic range of 1pg/ml – 1ng/ml.
Abstract: Despite the relatively large number of studies that
have examined the use of appeals in advertisements, research on the
use of appeals in green advertisements is still underdeveloped and
needs to be investigated further, as it is definitely a tool for marketers
to create illustrious ads. In this study, content analysis was employed
to examine the nature of green advertising appeals and to match the
appeals with the green advertisements. Two different types of green
print advertisings, product orientation and organizational image
orientation were used. Thirty highly educated participants with
different backgrounds were asked individually to ascertain three
appeals out of thirty-four given appeals found among forty real green
advertisements. To analyze participant responses and to group them
based on common appeals, two-step K-mean clustering is used. The
clustering solution indicates that eye-catching graphics and
imaginative appeals are highly notable in both types of green ads.
Depressed, meaningful and sad appeals are found to be highly used in
organizational image orientation ads, whereas, corporate image,
informative and natural appeals are found to be essential for product
orientation ads.
Abstract: In recent years, several severe large-scale influenza
outbreaks happened in many countries, such as SARS in 2005 or
H1N1 in 2009. Those influenza Epidemics have greatly impacts not
only on people-s life and health, but medical systems in different
countries. Although severe diseases are more experienced, they are not
fully controlled. Governments have different policies to control the
spreads of diseases. However, those policies have both positive and
negative social or economical influence on people and society.
Therefore, it is necessary and essential to develop an appropriate
model for evaluations of policies. Consequently, a proper measure can
be implemented to confront the diseases. The main goal of this study is
to develop a SIR-based model for the further evaluations of the
candidate policies during the influenza outbreaks.
Abstract: Nowadays, one of the most important problems of the
metropolises and the world large cities is the habitant traffic difficulty
and lack of sufficient parking site for the vehicles. Esfahan city as the
third metropolis of Iran has encountered with the vehicles parkingplace
problems in the most parts of fourteen regions of the city. The
non principled and non systematic dispersal and lack of parking sites
in the city has created an unfavorable status for its traffic and has
caused the air and sound pollutions increase; in addition, it wastes the
most portions of the citizenship and travelers' charge and time in
urban pathways and disturbs their mental and psychical calmness,
thus leads to their intensive dissatisfaction. In this study, by the usage
of AHP model in GIS environment, the effective criteria in selecting
the public parking sites have been combined with each other, and the
results of the created layers overlapping represent the parking
utilitarian vastness and widths. The achieved results of this research
indicate the pretty appropriate public parking sites selection in region
number 3 of Esfahan; but inconsequential dispersal and lack of these
parking sites in this region have caused abundant transportation
problems in Esfahan city.
Abstract: This paper presents the optimal controller design of
the generator control unit in the aircraft power system. The adaptive
tabu search technique is applied to tune the controller parameters
until the best terminal output voltage of generator is achieved. The
output response from the system with the controllers designed by the
proposed technique is compared with those from the conventional
method. The transient simulations using the commercial software
package show that the controllers designed from the adaptive tabu
search algorithm can provide the better output performance compared
with the result from the classical method. The proposed design
technique is very flexible and useful for electrical aircraft engineers.
Abstract: A lot of recent research have spoken on the relation
between the increase of the homocysteinemia and some kinds of
cancer . For that, our study was based on the research of a possible
relation between the increase of the concentration of this amino-acid
in the plasma and the appearance of the disease of the Acute
Lymphoblastic Leukaemia in a part of Algerian children with Berber
origin in the East of Algeria . The study has done on 47 ill persons
with an average age of (09±06 ) years , with whom the disease has
diagnosed by blood and marrow examination in the hospital of blood
diseases in the CHU of Batna, and on 194 healthy witnesses of the
same age. The two groups were benefited by a dosage of the
concentration of the homocysteine vitamin B9 ,vitamin B12 , and
also of the study of special polymorphisms of indispensable enzymes
in the metabolism of this acid , and that by the use of the method (
Light cycler ) Real time PCR , on the following enzymes : MS (
C2756G ), MSR ( A66G ) ,MTHFR1 ( C677T ) and MTHFR2
(A1298C). The obtained results have revealed that the rate of the
homozygote muted genotype is the less frequent in the two groups ,
and that exist at list one genotype of each enzyme in the ill group and
in which the percentage exceed with remarkable way the same
genotype in the healthy group and we notice specially the muted
genotype GG of -the methionine synthetase-and the form TT of the
enzyme – methyline tetra hydrofolate reductase – We notice the
existence of considerable number of genotypes in the ill group lied
with characteristic increase of this Amino-acid ,and that for the
reduction of the biologic activity of these enzymes which become
inefficient in the transfer of the homocysteine into the methionine
and cause the diminution of the biologic activity of these enzymes
and with consequence the reduction of the percentage of methylic
radicals in the DNA of studied genes and that lead to the increase of
the activity and the capacity of transcription , and it-s so probably
that this last one is one of the factors of this disease especially if we
know that the specific check-up of vitamins is normal and similar in
the two groups , which ovoid the hypothesis of the reduction of
vitamins . We notice also that the heterozygote genotype is the less in
the sick category except the MTHFR2. Wild genotype is more
frequent in the witness group except MSR. Even these results are
partials; they open a new way in the genetic diagnosis of this
malicious disease which allow a precocious diagnosis and the use of
an effective and appropriated treatment in the same time.
Abstract: Intuitionistic fuzzy sets as proposed by Atanassov,
have gained much attention from past and latter researchers for
applications in various fields. Similarity measures between
intuitionistic fuzzy sets were developed afterwards. However, it does
not cater the conflicting behavior of each element evaluated. We
therefore made some modification to the similarity measure of IFS
by considering conflicting concept to the model. In this paper, we
concentrate on Zhang and Fu-s similarity measures for IFSs and
some examples are given to validate these similarity measures. A
simple modification to Zhang and Fu-s similarity measures of IFSs
was proposed to find the best result according to the use of degree of
indeterminacy. Finally, we mark up with the application to real
decision making problems.
Abstract: Needs of an efficient information retrieval in recent
years in increased more then ever because of the frequent use of
digital information in our life. We see a lot of work in the area of
textual information but in multimedia information, we cannot find
much progress. In text based information, new technology of data
mining and data marts are now in working that were started from the
basic concept of database some where in 1960.
In image search and especially in image identification,
computerized system at very initial stages. Even in the area of image
search we cannot see much progress as in the case of text based
search techniques. One main reason for this is the wide spread roots
of image search where many area like artificial intelligence,
statistics, image processing, pattern recognition play their role. Even
human psychology and perception and cultural diversity also have
their share for the design of a good and efficient image recognition
and retrieval system.
A new object based search technique is presented in this paper
where object in the image are identified on the basis of their
geometrical shapes and other features like color and texture where
object-co-relation augments this search process.
To be more focused on objects identification, simple images are
selected for the work to reduce the role of segmentation in overall
process however same technique can also be applied for other
images.
Abstract: Because of its global reach, reduction of time
restraints, and ability to reduce costs and increase sales, use of the
Internet, the World Wide Web (WWW), and related technologies
can be a competitive tool in the arsenal of small and medium-sized
enterprises (SMEs). Countries the world over are interested in the
successful adoption of the Internet by SMEs. Because a vast
majority of jobs come from that sector, greater financial success of
SMEs translates into greater job growth and, subsequently, higher
tax revenue to the government. This research investigated the level
of Internet usage for business solutions by small and medium
enterprises in Jordan. Through the survey of a random sample of
100 firms with less than 500 employees and from data obtained
from this survey that formed the basis for our study, we found that
a majority of respondents use the Internet in business activities ,
the adoption of the Internet as a business tool is limited to a
brochure where Web site which primarily provides one way. As
such, there wasn't interactive information about the company and
its products and services.
Abstract: Post-anthesis drought stress is the most important
problem affecting wheat production in dryland fields, specially in
Mediterranean regions. The main objective of this research was to
evaluate drought tolerance indices in dryland wheat genotypes under
post-anthesis drought stress. The research was including two different
experiments. In each experiment, twenty dryland bread wheat
genotypes were sown in a randomized complete blocks design
(RCBD) with three replications. One of experiments belonged to
rain-fed conditions (post-anthesis drought stress) and other
experiment was under non-stress conditions (with supplemental
irrigation). Different drought tolerance indices include Stress
Tolerance (Tol), Mean Productivity (MP), Geometric Mean
Productivity (GMP), Stress Susceptibility Index (SSI), Stress
Tolerance Index (STI), Harmonic Mean (HAM), Yield Index (YI)
and Yield Stability Index (YSI) were evaluate based on grain yield
under rain-fed (Ys) and supplemental irrigation (Yp) environments.
G10 and G12 were the most tolerant genotypes based on TOL and
SSI. But, based on MP, GMP, STI, HAM and YI indices, G1 and G2
were selected. STI, GMP and MP indices had high correlation with
grain yield under rain-fed and supplementary irrigation conditions
and were recognized as appropriate indices to identify genotypes with
high grain yield and low sensitivity to drought stress environments.
Abstract: The Tropical Data Hub (TDH) is a virtual research environment that provides researchers with an e-research infrastructure to congregate significant tropical data sets for data reuse, integration, searching, and correlation. However, researchers often require data and metadata synthesis across disciplines for crossdomain analyses and knowledge discovery. A triplestore offers a semantic layer to achieve a more intelligent method of search to support the synthesis requirements by automating latent linkages in the data and metadata. Presently, the benchmarks to aid the decision of which triplestore is best suited for use in an application environment like the TDH are limited to performance. This paper describes a new evaluation tool developed to analyze both features and performance. The tool comprises a weighted decision matrix to evaluate the interoperability, functionality, performance, and support availability of a range of integrated and native triplestores to rank them according to requirements of the TDH.
Abstract: We assert here that there might be some factors that
influence professional identity construction at the university/higher
education stage. In accord, we propose a conceptual framework of
intervening factors in professional identity construction at university
from a literature review and preliminary data from a qualitative pilot
study using focus groups. This model identifies several factors that
might influence university students- professional identity
construction and group them into categories. In turn, we describe
how these factors might contribute in strengthening or weakening
their professional identity. Finally, we discuss the implications of
strengthening students- PI for the university, individuals and
organizations and we provide a roadmap for future empirical work in
this area.
Abstract: Optimal routing in communication networks is a
major issue to be solved. In this paper, the application of Tabu Search
(TS) in the optimum routing problem where the aim is to minimize
the computational time and improvement of quality of the solution in
the communication have been addressed. The goal is to minimize the
average delays in the communication. The effectiveness of Tabu
Search method is shown by the results of simulation to solve the
shortest path problem. Through this approach computational cost can
be reduced.
Abstract: In this paper, genetic algorithm (GA) opmization technique is applied to design Flexible AC Transmission System (FACTS)-based damping controllers. Two types of controller structures, namely a proportional-integral (PI) and a lead-lag (LL) are considered. The design problem of the proposed controllers is formulated as an optimization problem and GA is employed to search for optimal controller parameters. By minimizing the time-domain based objective function, in which the deviation in the oscillatory rotor speed of the generator is involved; stability performance of the system is improved. The proposed controllers are tested on a weakly connected power system subjected to different disturbances. The non-linear simulation results are presented to show the effectiveness of the proposed controller and their ability to provide efficient damping of low frequency oscillations. It is also observed that the proposed SSSC-based controllers improve greatly the voltage profile of the system under severe disturbances. Further, the dynamic performances of both the PI and LL structured FACTS-controller are analyzed at different loading conditions and under various disturbance condition as well as under unbalanced fault conditions..
Abstract: Active research is underway on virtual touch screens
that complement the physical limitations of conventional touch
screens. This paper discusses a virtual touch screen that uses a
multi-layer perceptron to recognize and control three-dimensional
(3D) depth information from a time of flight (TOF) camera. This
system extracts an object-s area from the image input and compares it
with the trajectory of the object, which is learned in advance, to
recognize gestures. The system enables the maneuvering of content in
virtual space by utilizing human actions.
Abstract: To achieve reliable solutions, today-s numerical and
experimental activities need developing more accurate methods and
utilizing expensive facilities, respectfully in microchannels. The analytical
study can be considered as an alternative approach to alleviate
the preceding difficulties. Among the analytical solutions, those with
high robustness and low complexities are certainly more attractive.
The perturbation theory has been used by many researchers to analyze
microflows. In present work, a compressible microflow with constant
heat flux boundary condition is analyzed. The flow is assumed to be
fully developed and steady. The Mach and Reynolds numbers are also
assumed to be very small. For this case, the creeping phenomenon
may have some effect on the velocity profile. To achieve robustness
solution it is assumed that the flow is quasi-isothermal. In this study,
the creeping term which appears in the slip boundary condition
is formulated by different mathematical formulas. The difference
between this work and the previous ones is that the creeping term
is taken into account and presented in non-dimensionalized form.
The results obtained from perturbation theory are presented based
on four non-dimensionalized parameters including the Reynolds,
Mach, Prandtl and Brinkman numbers. The axial velocity, normal
velocity and pressure profiles are obtained. Solutions for velocities
and pressure for two cases with different Br numbers are compared
with each other and the results show that the effect of creeping
phenomenon on the velocity profile becomes more important when
Br number is less than O(ε).
Abstract: Group contribution methods such as the UNIFAC are
of major interest to researchers and engineers involved synthesis,
feasibility studies, design and optimization of separation processes as
well as other applications of industrial use. Reliable knowledge of
the phase equilibrium behavior is crucial for the prediction of the fate
of the chemical in the environment and other applications. The
objective of this study was to predict the solubility of selected
volatile organic compounds (VOCs) in glycol polymers and
biodiesel. Measurements can be expensive and time consuming,
hence the need for thermodynamic models. The results obtained in
this study for the infinite dilution activity coefficients compare very
well those published in literature obtained through measurements. It
is suggested that in preliminary design or feasibility studies of
absorption systems for the abatement of volatile organic compounds,
prediction procedures should be implemented while accurate fluid
phase equilibrium data should be obtained from experiment.
