Abstract: This is a survey research using quantitative and qualitative methodology. There were three objectives: 1) To study participatory level of community in water and waste environment management. 2) To study the affecting factors for community participation in water and waste environment management in Ampawa District, Samut Songkram Province. 3) To search for the participatory patterns in water and waste management. The population sample for the quantitative research was 1,364 people living in Ampawa District. The methodology was simple random sampling. Research instrument was a questionnaire and the qualitative research used purposive sampling in 6 Sub Districts which are Ta Ka, Suanluang, Bangkae, Muangmai, Kwae-om, and Bangnanglee Sub District Administration Organization. Total population is 63. For data analysis, the study used content analysis from quantitative research to synthesize and build question frame from the content for interview and conducting focus group interview. The study found that the community participatory in the issue of level in water and waste management are moderate of planning, operation, and evaluation. The issue of being beneficial is at low level. Therefore, the overall participatory level of community in water and waste environment management is at a medium level. The factors affecting the participatory of community in water and waste management are age, the period dwelling in the community and membership in which the mean difference is statistic significant at 0.05 in area of operation, being beneficial, and evaluation. For patterns of community participation, there is the correlation with water and waste management in 4 concerns which are 1) Participation in planning 2) Participation in operation 3) Participation in being beneficial both directly and indirectly benefited 4) Participation in evaluation and monitoring. The recommendation from this study is the need to create conscious awareness in order to increase participation level of people by organizing activities that promote participation with volunteer spirit. Government should open opportunities for people to participate in sharing ideas and create the culture of living together with equality which would build more concrete participation.
Abstract: The aim of this study is to compare the effect of the ultrasonic pre treatment on the removal of heavy metals (Iron, Zinc and Copper) from Acid Mine Drainage (AMD) by Denver Cell flotation. Synthetic AMD and individual metal solutions are used in the initial experiments to optimise the process conditions for real AMD. Three different process methods, ultrasound treatment followed by Denver flotation cell, Denver flotation cell alone and ultrasonic treatments run simultaneously with the Denver flotation cell were tested for every sample. Precipitation of the metal solutions by using sodium hydroxide (NaOH) and application of the optimum frother dosage followed by flotation significantly reduced the metal content of the AMD.
Abstract: An electrocardiogram (ECG) feature extraction system
based on the calculation of the complex resonance frequency
employing Prony-s method is developed. Prony-s method is applied
on five different classes of ECG signals- arrhythmia as a finite sum
of exponentials depending on the signal-s poles and the resonant
complex frequencies. Those poles and resonance frequencies of the
ECG signals- arrhythmia are evaluated for a large number of each
arrhythmia. The ECG signals of lead II (ML II) were taken from
MIT-BIH database for five different types. These are the ventricular
couplet (VC), ventricular tachycardia (VT), ventricular bigeminy
(VB), and ventricular fibrillation (VF) and the normal (NR). This
novel method can be extended to any number of arrhythmias.
Different classification techniques were tried using neural networks
(NN), K nearest neighbor (KNN), linear discriminant analysis (LDA)
and multi-class support vector machine (MC-SVM).
Abstract: Breast motion and discomfort has been studied in
Australia, Britain and the United States, while little information was
known about the breast motion conditions of Chinese women. The aim
of this paper was to study the breast motion and discomfort of Chinese
women in no bra condition, daily bra condition and sports bra
condition. Breast motion and discomfort of 8 participants was assessed
during walking at 5km h-1 and running at 10km h-1. Statistical methods
were used to analyze the difference and relationship between breast
displacement, perceived breast motion and breast discomfort. Three
indexes were developed to evaluate the functions of bras on reducing
objective breast motion, subjective breast motion and breast
discomfort. The result showed that breast motion of Chinese women
was smaller than previous research, which may be resulted from
smaller breast size in Asian women.
Abstract: The growing influence of service industries has
prompted greater attention being paid to service operations
management. However, service managers often have difficulty
articulating the veritable effects of their service innovation. Especially,
the performance evaluation process of service innovation problems
generally involves uncertain and imprecise data. This paper presents a
2-tuple fuzzy linguistic computing approach to dealing with
heterogeneous information and information loss problems while the
processes of subjective evaluation integration. The proposed method
based on group decision-making scenario to assist business managers
in measuring performance of service innovation manipulates the
heterogeneity integration processes and avoids the information loss
effectively.
Abstract: The speech signal conveys information about the
identity of the speaker. The area of speaker identification is
concerned with extracting the identity of the person speaking the
utterance. As speech interaction with computers becomes more
pervasive in activities such as the telephone, financial transactions
and information retrieval from speech databases, the utility of
automatically identifying a speaker is based solely on vocal
characteristic. This paper emphasizes on text dependent speaker
identification, which deals with detecting a particular speaker from a
known population. The system prompts the user to provide speech
utterance. System identifies the user by comparing the codebook of
speech utterance with those of the stored in the database and lists,
which contain the most likely speakers, could have given that speech
utterance. The speech signal is recorded for N speakers further the
features are extracted. Feature extraction is done by means of LPC
coefficients, calculating AMDF, and DFT. The neural network is
trained by applying these features as input parameters. The features
are stored in templates for further comparison. The features for the
speaker who has to be identified are extracted and compared with the
stored templates using Back Propogation Algorithm. Here, the
trained network corresponds to the output; the input is the extracted
features of the speaker to be identified. The network does the weight
adjustment and the best match is found to identify the speaker. The
number of epochs required to get the target decides the network
performance.
Abstract: In recent years there has been renewal of interest in the
relation between Green IT and Cloud Computing. The growing use of
computers in cloud platform has caused marked energy consumption,
putting negative pressure on electricity cost of cloud data center. This
paper proposes an effective mechanism to reduce energy utilization in
cloud computing environments. We present initial work on the
integration of resource and power management that aims at reducing
power consumption. Our mechanism relies on recalling virtualization
services dynamically according to user-s virtualization request and
temporarily shutting down the physical machines after finish in order
to conserve energy. Given the estimated energy consumption, this
proposed effort has the potential to positively impact power
consumption. The results from the experiment concluded that energy
indeed can be saved by powering off the idling physical machines in
cloud platforms.
Abstract: Utilities use operating reserve for frequency regulation.To ensure that the operating frequency and system security are well maintained, the operating grid codes always specify that the reserve quantity and response rate should meet some prescribed levels. This paper proposes a methodology to evaluate system's contingency reserve for an isolated power network. With the presented algorithm to estimate system's frequency response characteristic, an online allocation of contingency reserve would be feasible to meet the grid codes for contingency operation. Test results from the simulated conditions, and from the actual operating data verify the merits of the proposed methodology to system's frequency control, and security.

Prevention and detection of defect are critical elements of software
quality assurance. In this paper, principles and rules for prevention and
detection of defect are suggested, which are not universal guidelines,
but are useful for both novice and experienced DSP software
developers.
Abstract: Today, the Internet based communication has widen
the opportunity of event monitoring system in the medical field.
There is always a need of analyzing and designing secure and reliable
mobile communication between the hospital and biomedical
engineers mobile units. This study has been carried out to find
possible solution using SIP-based event notification for alerting the
technical staff about the Biomedical Device (BMD) status and
Patients treatment session. The Session Initiation Protocol (SIP) can
be used to create a medical event notification system. SIP can work
on a variety of devices. Its adoption as the protocol of choice for third
generation wireless networks allows for a robust and scalable
environment. One of the advantages of SIP is that it supports personal
mobility through the separation of user addressing and device
addressing. The solution for Telemed alert notification system is
based on SIP - Specific Event Notification. The aim of this project is
to extend mobility service to the hospital technicians who are using
Telemedicine system.
Abstract: An advanced composite flywheel rotor consisting of
intra and inter hybrid rims was designed to optimally increase the energy capacity, and was manufactured using filament winding with
in-situ curing. The flywheel has recently attracted considerable attention from many investigators since it possesses great potential in
many energy storage applications, including electric utilities, hybrid or
electric automobiles, and space vehicles. In this investigation, a comprehensive study was conducted with the intent to implement
composites in high performance flywheel applications.The inner two
intra-hybrid rims (rims 1 and 2) were manufactured as a whole part
through continuous filament winding under in-situ curing conditions,
and so were the outer two rims (rims 3 and 4). The outer surface of rim
2 and the inner surface of rim 3 were CNC-tapered for press-fitting. Machined rims were finally press-fitted using a hydraulic press with a
maximum compressive force of approximately 1000 ton.
Abstract: Mobile agent has motivated the creation of a new
methodology for parallel computing. We introduce a methodology
for the creation of parallel applications on the network. The proposed
Mobile-Agent parallel processing framework uses multiple Javamobile
Agents. Each mobile agent can travel to the specified
machine in the network to perform its tasks. We also introduce the
concept of master agent, which is Java object capable of
implementing a particular task of the target application. Master agent
is dynamically assigns the task to mobile agents. We have developed
and tested a prototype application: Mobile Agent Based Parallel
Computing. Boosted by the inherited benefits of using Java and
Mobile Agents, our proposed methodology breaks the barriers
between the environments, and could potentially exploit in a parallel
manner all the available computational resources on the network.

Abstract: The paper reviews the relationship between spatial
and transportation planning in the Southern African Development
Community (SADC) region of Sub-Saharan Africa. It argues that
most urbanisation in the region has largely occurred subsequent to
the 1950s and, accordingly, urban development has been
profoundly and negatively affected by the (misguided) spatial and
institutional tenets of modernism. It demonstrates how a
considerable amount of the poor performance of these settlements
can be directly attributed to this. Two factors in particular about the
planning systems are emphasized: the way in which programmatic
land-use planning lies at the heart of both spatial and transportation
planning; and the way on which transportation and spatial planning
have been separated into independent processes. In the final
section, the paper identifies ways of improving the planning
system. Firstly, it identifies the performance qualities which
Southern African settlements should be seeking to achieve.
Secondly, it focuses on two necessary arenas of change: the need to
replace programmatic land-use planning practices with structuralspatial
approaches; and it makes a case for making urban corridors
a spatial focus of integrated planning, as a way of beginning the
restructuring and intensification of settlements which are currently
characterised by sprawl, fragmentation and separation
Abstract: Risk of infectious disease outbreaks is related to the
hygiene among the population. To assess the actual risks and modify
the relevant emergency procedures if necessary, a hygiene survey
was conducted among undergraduate students on the Rhodes
University campus. Soap was available to 10.5% and only 26.8% of
the study participants followed proper hygiene in relation to food
consumption. This combination increases the risk of infectious
disease outbreaks at the campus. Around 83.6% were willing to wash
their hands if soap was provided. Procurement and availability of
soap in undergraduate residences on campus should be improved, as
the total cost is estimated at only 2000 USD per annum. Awareness
campaigns about food-related hygiene and the need for regular handwashing
with soap should be run among Rhodes University students.
If successful, rates of respiratory and hygiene-related diseases will be
decreased and emergency health management simplified.
Abstract: This paper presents results of empirical studies that were conducted in enterprises from Podkarpackie Voivodeship (Poland). It shows the experiences of those enterprises resulting from implementing and improving the eco-innovativeness management that is formal Environmental Management System (EMS). This study shows the expected and obtained internal benefits which are the effects of a functioning EMS. The aim of this paper is to determine whether the information included in international theoretical studies concerning the benefits of implementing, functioning and improving formal EMS (which is based on the international standard ISO 14001) are confirmed by the effects of the enterprises- activities.
Abstract: NFκB activation plays a crucial role in anti-apoptotic responses in response to the apoptotic signaling during tumor necrosis factor (TNFa) stimulation in Multiple Myeloma (MM). Although several drugs have been found effective for the treatment of MM by mainly inhibiting NFκB pathway, there are no any quantitative or qualitative results of comparison assessment on inhibition effect between different single drugs or drug combinations. Computational modeling is becoming increasingly indispensable for applied biological research mainly because it can provide strong quantitative predicting power. In this study, a novel computational pathway modeling approach is employed to comparably assess the inhibition effects of specific single drugs and drug combinations on the NFκB pathway in MM, especially the prediction of synergistic drug combinations.
Abstract: Weather disaster events were frequent and caused loss
of lives and property in Taiwan recently. Excessive concentration of
population and lacking of integrated planning led to Taiwanese coastal
zone face the impacts of climate change directly. Comparing to many
countries which have already set up legislation, competent authorities
and national adaptation strategies, the ability of coastal management
adapting to climate change is still insufficient in Taiwan. Therefore, it
is necessary to establish a complete institutional arrangement for
coastal management due to climate change in order to protect
environment and sustain socio-economic development. This paper
firstly reviews the impact of climate change on Taiwanese coastal
zone. Secondly, development of Taiwanese institutional arrangement
of coastal management is introduced. Followed is the analysis of four
dimensions of legal basis, competent authority, scientific and financial
support and international cooperations of institutional arrangement.
The results show that Taiwanese government shall: 1) integrate climate
change issue into Coastal Act, Wetland Act and territorial planning
Act and pass them; 2) establish the high level competent authority for
coastal management; 3) set up the climate change disaster coordinate
platform; 4) link scientific information and decision markers; 5)
establish the climate change adjustment fund; 6) participate in
international climate change organizations and meetings actively; 7)
cooperate with near countries to exchange experiences.
Abstract: Arms detection is one of the fundamental problems in
human motion analysis application. The arms are considered as the
most challenging body part to be detected since its pose and speed
varies in image sequences. Moreover, the arms are usually occluded
with other body parts such as the head and torso. In this paper,
histogram-based skin colour segmentation is proposed to detect the
arms in image sequences. Six different colour spaces namely RGB,
rgb, HSI, TSL, SCT and CIELAB are evaluated to determine the best
colour space for this segmentation procedure. The evaluation is
divided into three categories, which are single colour component,
colour without luminance and colour with luminance. The
performance is measured using True Positive (TP) and True Negative
(TN) on 250 images with manual ground truth. The best colour is
selected based on the highest TN value followed by the highest TP
value.
Abstract: The research objective of the project and article
“European Ecological Network Natura 2000 – opportunities and
threats” Natura 2000 sites constitute a form of environmental
protection, several legal problems are likely to result. Most
controversially, certain sites will be subject to two regimes of
protection: as national parks and as Natura 2000 sites. This dualism
of the legal regulation makes it difficult to perform certain legal
obligations related to the regimes envisaged under each form of
environmental protection. Which regime and which obligations
resulting from the particular form of environmental protection have
priority and should prevail? What should be done if these obligations
are contradictory? Furthermore, an institutional problem consists in
that no public administration authority has the power to resolve legal
conflicts concerning the application of a particular regime on a given
site. There are also no criteria to decide priority and superiority of
one form of environmental protection over the other. Which
regulations are more important, those that pertain to national parks or
to Natura 2000 sites? In the light of the current regulations, it is
impossible to give a decisive answer to these questions. The internal
hierarchy of forms of environmental protection has not been
determined, and all such forms should be treated equally.
